1 Queensland years Cross Country Competition Procedures Updated June 2015
2 State Championships 1.1 Ages The championships are to be conducted for students aged 10,11and 12 years as of 31 December in the year of competition Verification of age will be by birth certificate, immigration documents or Bona Fide form signed by the school principal. 1.2 Teams Each region is permitted to enter five (5) runners per age group The first five (5) to finish are counted as the team score In addition, AWDs (athletes with disabilities) who meet qualifying standards are eligible to compete. Athletes are required to have either a provisional or national classification in one or more of the following areas. (National qualification is preferred) T01, T11, T12, T13, T20, (T35, T36), T37, T38, T40-41, T44-46 (Refer Appendix 2) 1.3 Course The course shall be clearly marked with red, white and yellow flags or markers, (white markers on right, red on left and yellow on turns) and personnel, so that runners are not disadvantaged by the lack of clear directions. Extra markings and or personnel may be required for races that include visually impaired students. Bunting can also be used in areas of congestion where required The course must be available for inspection by all competitors prior to competing to identify all areas of concern Only officials, competitors and sighted guides for competitors who are visually impaired may be on the course being used for a race while the race is run. Sighted guides must be at least 17years of age. Regions are responsible for organising their own runners The start should be more than 150m of an uninterrupted straight run so as not to disadvantage the athletes The start line should be wide enough for all runners to stand on the start line Competition Distances are: 10yrs 2km 11-12yrs 3km years AWD combined race 2km Relays 10yrs, Composite and AWD 1000m Relays 11yrs and 12yrs 1500m Note: A maximum of 2% variance in race distance is considered accurate ie 20m per 1km
3 1.4 Points Placings are to be totalled for the first five (5) runners to finish from each region. First place receives the highest number of points based on numbers in each race The region with the highest total in the individual events (Day One) shall receive the Individual Event Trophy. In the event of a tie, the trophy is shared Certificates are awarded to all members of a Regional Team in each age group who place according to the positions of the first four runners. In the event of a tie, the highest position of the last scoring runner shall determine the result. 1.5 Nomination information All competitors shall be nominated on a form supplied by the State Championship Convenor. For AWD: they shall be nominated on a separate sheet, which will include the athlete s classification. If an athlete is not on the Athletes Australia Masterlist then a copy of the athletes card or classification letter must be attached. Regions are responsible for supplying this information to the Convenor and the AWD co-convenor at least 2 weeks prior to the event Competitors must be students of schools affiliated with Queensland School Sport Verification of age will be by birth certificate, immigration documents or Bona Fide form signed by the School Principal. These forms are to be provided to the Queensland Managers for all athletes who have been selected or chosen as reserves in the Queensland Team Additional Runners All applications for additional runners must be submitted by the Regional Sports Officer to the Executive of Primary Cross Country prior to the closing date of nominations. The decision to permit the athlete to compete will be made either by the Executive or if applicable the Regional Delegates. Additional runners cannot receive points for their Region in individual events and can only compete in the relays where a vacancy exists due to insufficient runners A runner who is ill, injured or for compassionate reasons cannot compete at the time of the State Championships may be considered for selection. Notification and supporting documentation, must be received at the precarnival meeting A runner who is representing Australia or Queensland at a higher level in a school sport competition, or representing Australia or Queensland in that same sport and same discipline of that sport, at the time of the State Championships may be considered for selection. Notification and supporting documentation must be received at the pre-carnival meeting.
4 1.6 Uniforms Each competitor must wear the correct uniform of his/her Region in all events All competitors must be under the control of the Regional Team Manager Suitable footwear (no spikes) must be worn in all events Hearing impairment competitors will be wearing a wrist band to help identify them Compression wear is permitted to be worn as long as they are a part of the Regions approved apparel or worn underneath the Regional competition apparel. 1.7 First Aid Two First Aid personnel will be in attendance each day of competition 1.8 Relays The outgoing runner must be stationary when touched by the preceding runner When sufficient runners are not available in an age group, a runner of the same sex and from the same age group or younger may be selected to run starting from the slowest available runner. The committee should be consulted when making this decision Regions can share runners and be eligible for medals however placings will not receive points AWD relay team placings to be awarded using a multi-disability/multi-age formula. Medals will be given to the first three teams. Teams may consist of 3 or more runners. Where there are 4 or more competitors in a relay it may be necessary to have two competitors from one team running at the same time Relay points are calculated by awarding the number of teams competing in each event, on a sliding scale, with the same number of points eg 10 teams competing 1st 10 points, 2nd 9 points, 3rd 8 point. The Relay trophy is awarded to the Region with the most points from all relay events. In the event of a tie, it is shared. 1.9 General Rules Each race will be completed before the next one commences and students from that race will be moved off the course prior to the start of the next race Students who are in the next race will be permitted into the warm up area if supervised by a team official One regional manager per region permitted to be at the finish line Water will be made available on course in hot conditions, and will be available at the finish line.
5 1.9.5 All course officials and organising committee must be obeyed if they give instructions to competitors, parents and spectators Medallions will be presented to first, second and third placegetters in individual and relay events An aggregate trophy for winning Regional team determined by total points from the Individual events and Relays will be presented upon completion of the Championships. In the event of a tie, the trophy shall be shared All regional teams are expected to remain for the presentation of trophies and announcement of the Queensland Team Interim results will be issued at the completion of each event. Official final results will be confirmed after viewing video footage, if necessary Most Improved Region Trophy is calculated by the greatest increase in aggregate points from previous year Percentage points trophy is calculated by dividing the regional aggregate points attained, by the percentage of the population in the region as supplied by the Regional Sports Officer Best Country Region Shield determined by total points from the Individual events and Relays will be presented upon completion of the Championships. In the event of a tie, the trophy shall be shared. Eligible country teams are North West, South West, Peninsula, Capricornia, Northern, Wide Bay and Darling Downs. 2.0 Appointment of Queensland Team Officials 2.1 Three (3) Coach/Managers and at least one AWD manager shall be appointed. 2.2 They are also required to possess at least a current Senior First Aid Certificate (or equivalent). Being the current coach of a Regional Team is an obvious advantage. 2.3 Selection of the State Coaches/Manager will be made as outlined in the Queensland School Sport Competition Procedures. 2.4 Queensland Team Coaches and Managers may be appointed to the position for a period of three consecutive years. 2.5 In the instance of an appointed official withdrawing (for any reason) the executive, in consultation with the returning officer, appoints the next placed official in the ballot for that year. NB the appointment of the next placed official in the ballot should take into consideration the gender specific need of the team appointed. In the instance of no suitable applicants, then QSS selection procedure will take place. 3.0 Appointment of Queensland Team Selectors 3.1 A maximum of 3 selectors will be appointed each year from the Queensland 10-12yrs Schools Cross Country Committee. 3.2 The panel determines the Chair of the selection panel. 3.3 The selectors shall meet at the conclusion of each event to confirm placements and issue invitations.
6 4.0 Appointment of Queensland Team Five runners in each years group will be invited to attend the National Championships. Two runners shall be listed as reserves. Should athletes be withdrawn shadows will be invited to join the team Three AWD from each age group and sex will be invited to attend the National Championships. All other AWD who meet qualifying standards will be reserves. 5.0 Queensland Team Selection Policy and Procedures 5.1 Selection Criteria The criterion for selection will be the performance of the athlete at the Queensland 12 years & under Cross Country Championships. Consideration will be given to those athletes who wish to be considered due to the guidelines listed in and Areas of performance considered shall be: The placing and time recorded by the athlete in the qualifying event. The attitude and behaviour of the athlete as a member of a team. 5.2 Queensland Team A maximum team size of 48 athletes will be selected. Five athletes in each age group (10years, 11years, 12years) in both Boys and Girls divisions and three AWD from each age group in both boys and girls divisions Reserve athletes in each division will be named. 5.3 Announcement of Queensland Team The Queensland Team will be announced after the presentations on the second day of competition. For all other matters refer to the QSS Competition Procedures.
7 Appendix 1 Sighted Guide Guidelines The following has been collated from existing guidelines by both the Australian Blind Sports Federation and the International Blind Sports Association. Some changes have been made to suit the nature of cross country. 1. The guide runner must wear a bright orange bib saying guide runner. This will be supplied by Queensland Cross Country. 2. It is the responsibility of the guide to ensure that the athlete is properly orientated in the start position. The athlete must have a guide for the entire race. 3. Athletes must bring their own guide to the championship. 4. Competitor and guide are in competition to be regarded as a team. 5. As a blind runner crosses the finish line or relay change-over line, the guide must be behind the athlete. 6. The method of guidance is the choice of the athlete. He or she may choose to use an elbow lead or run free. Holding the athlete, or the athlete s clothing is not permitted. An exception to the rule may be allowed if the guide is needed to assist the athlete over an obstacle. Official need to be consulted prior to the athlete s event if this is required. In addition, the runner may receive verbal instruction from the guide. 7. At no time may the guide pull the athlete, or propel the athlete forward by pushing. Infringement of this rule may lead to disqualification except where identified in 6. Tethering between guide and athlete is not permitted. 8. Over distances of 1500m two guides are allowed. Only one exchange of guides is permitted for each runner. No runner may be accompanied by more than one guide at a time. The exchange must take place without hindrance to other runners. The intention to change guides must be notified in advance to the officials. The officials will determine the conditions of the change-over. 9. It is the responsibility of the athlete s region to have skilled the guide runners prior to the start of the championship. 10. During relay races, the touch between athletes can occur either between the athlete and next athlete or the guide and the next athlete. The guide, however, must be behind the incoming athlete at the relay change-over line. 11. Sighted guides must be at least 17years of age.
8 Appendix 2 CLASSIFICATION SYSTEM FOR STUDENTS WITH A DISABILITY Current Classification Previous Classification Definition Deaf (Track & Field Events) T/F 01 ED Deaf or Hearing impaired refers to a hearing loss which renders it impossible to understand speech through hearing alone, even if a hearing aid is used Visually Impaired (Track & Field Events) T/F 11 B1 From no light perception at all in either eye, up to and including the ability to perceive light; inability to recognise objects or contours in any direction and at any distance. T/F 12 B2 Ability to recognise objects up to a distance of 2 metres ie below 2/60 and/or visual field of less than five (5) degrees. T/F13 B3 Can recognise contours between 2 and 6 metres away ie 2/60-6/60 and visual field of more than five (5) degrees and less than twenty (20) degrees. Intellectually Disabled (Track & Field Events) T/F 20 ID Intellectually disabled. There are many different descriptions and conditions of intellectual disability. Intellectually disabled athletes must have substantial limitation in present functioning characterised by intellectual functioning. (The athlete s intellectual functioning is approximately or below). Limitations in two or more of the following adaptive skill areas; communication, self-care; home living, social skills, community use, self direction, health and safety, functional academics, leisure and work. They must have acquired their condition before age 18. Cerebral Palsy (Track & Field Events) C2 Upper Wheelchair Severe to moderate quadriplegia. Upper extremity events are performed by pushing the wheelchair with one or two arms and the wheelchair propulsion is restricted due to poor control. Upper extremity athletes have limited control of movements, but are able to produce some semblance of throwing motion. T/F 33 C3 Wheelchair Moderate quadriplegia. Fair functional strength and moderate problems in upper extremities and torso. Wheelchair for daily activities but may be ambulant with assistive devices. T/F 34 C4 Wheelchair Moderate to severe problems in lower limbs, good functional strength and minimal control problems in upper limbs and torso. Wheelchair for daily activities but may be ambulant with assistive devices. T/F 35 C5 Ambulatory Good functional strength and minimal control problems in upper limbs. No wheelchair. May or may not use assistive devices. T/F 36 C6 Ambulatory Greater upper limb involvement, less co-ordination / balance problems when running or throwing. Ambulates without walking devices. T/F 37 C7 Ambulatory Moderate to minimal hemiplegia (ie one half of the body affected arm and leg on same side). Good functional ability in non affected side. Walks / runs without assistive devices, but with a limp. T/F 38 C8 Ambulatory Minimal hemiplegia. May have minimal co-ordination problems, good balance. Runs and jumps freely. Amputee & Les Autres (Track Events) T 40 Little People T 42 A2, A9 Single leg, above or through knee amputation. Combined lower plus upper limb amputations. Minimal disability
9 T 43 A3, A9 Double leg, below knee amputation. Combined lower plus upper limb amputations. Normal function in throwing arm. T 44 A4, A9, LAT3 Single leg below knee amputation. Combined lower plus upper limb amputations. Ambulant with moderately reduced function in one or both lower limbs. T 45 A5,A7 Double arm above elbow. Double arm below elbow. T 46 A6,A8,LAT4 Single arm, above elbow. Single arm, below elbow. Normal function in bo lower limbs. Other impairments in trunk. Upper limb function in throwing.
