Dates: July 19 25, 2018 ORGANIZING AUTHORITY The Organizing Authority for this regatta is the Federación Colombiana de Vela, in conjunction with the Organization of the XXIII Central American and the Caribbean Games Barranquilla 2018, endorsed by Cocecave - Central American And Caribbean Sailing Confederation. NOTICE OF RACE ABBREVIATIONS SP Rules by which a standard penalty may be applied by the Race Committee and / or the Technical Committee without a hearing or a discretionary penalty applied by the International Jury without a hearing. Regulations of the XXIII Central American and Caribbean Games The technical manual of the XXIII Central American and Caribbean Games The regatta will be governed by the rules as defined in The Racing Rules of Sailing. (RRS) WORLD SAILING No national prescriptions will apply Under RRS 87, class rules will apply except class rules for conducting regattas Appendix P, Special Procedures for Rule 42, will apply If there is a conflict between languages, the text in its original language will take precedence. 2 1.8. Race signal AP and rule 62.2 are modified as follows: The time in which AP Race Signal is displayed ashore and rule 62.2 in the time to request redress on the last day of races. These changes will be described in the Sailing Instructions. Sailing Instructions may change other rules In all the governing rules for this regatta, athlete and competitor is the person competing or try to compete in the event. ELIGIBILITY AND ENTRIES 3.1. 4 7. MEASUREMENT 7.1. [DP] Every boat shall comply with rule Boats may be measured, and the rigging and sails sealed. Boats and equipment may be subjected to new measurements or inspections at any time before and after the races [DP] Once the boats and their equipment have been measured and sealed, they cannot be removed from the port area or the racing areas This is an international event for the purposes of RRS G RRS G3 will apply for the rented or borrowed boats. 8. SAILING INSTRUCTIONS Sailing Instructions will be delivered to competitors at the time of registration or earlier on the website of the FCV 9. VENUE AND RACING AREAS 9.1. The event venue is MARINA PUERTO VELERO The location of the race venue and the approximate location of the race areas are shown in the attachment. Additional racing areas may be included by the organizing authority in the Sailing Instructions. 10. 5 11. PENALTY SYSTEM An International Jury will be appointed according to rule 91(b). There shall be no appeal from the decisions of the International Jury RRS For the event of Hobie 16, rules RRS 44.1 y RRS P2.1 are modified so that the penalty of two turns is replaced by the penalty of one turn. 12. SCORING The Low Point Scoring System in Appendix A will apply. Rule RRS B8 is deleted One (1) race is required to be completed to constitute a series When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores When five (5) or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 13. COMPETITION BOATS Each NOC is responsible for providing their own boats and equipment. Competitors and national authorities wishing to rent a boat in Lightning, Snipe, Laser Standard, Laser Radial and Sunfish classes should contact the s described in the "Rentals Attachment" In case participants provide their own boats, the transfer of these and their equipment to the Games venue will be the responsibility of the participating NOCs. 14. SUPPORT BOATS Up to two support boats will be allowed per country in the entire regatta area There will be no rental support boats, each national Authority must provide its auxiliary boat Support boats must be identified with a white flag with the three letters of the corresponding country. The flags will be provided by the Organizing Authority. 15. BERTHING [DP] While ashore, the boats shall remain only in the places that have been assigned to them. 16. COMMUNICATION [DP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available for all boats. 6 17. PRIZES In accordance with the provisions of the CACSO regulations, prizes will be awarded as follows: 1. First place: gold medal and diploma. 2. Second place: silver medal and diploma. 3. Third place: bronze medal and diploma For the award ceremony athletes must wear the official uniforms representative of their country, according to the protocol established by CACSO. 18. MEDIA RIGHTS By participating in the race, athletes and support personnel automatically confer upon the organizing authority and its sponsors the perpetual right to make, use and display from time to time at their sole discretion, any film, live, recordings or filming by television or other means of reproduction of the athlete during the time of competition without any compensation for this. 19. DOPING CONTROL The anti-doping rules under the regulations of the CACSO Medical Commission will be applied. 20. INSURANCE [NP] Each person in charge (see RRS 46) must have insurance against third parties in the amount of US $ 100,000.- or its equivalent per incident [NP] Each support boat must have insurance against third parties in the amount of US $ 100,000.- or its equivalent per incident The Organizing Authority will not be responsible for verifying the validity of the insurance. 21. DISCLAIMER OF LIABILITY Athletes and support personnel in the event assume their full responsibility, see RRS 4, decision to participate. Sailing, by its nature is an unpredictable sport and therefore has elements of risk. By participating in the event, each participant and the responsible adult agree and accept: a) Are aware of the risk of this sport and accept the responsibility of exposing them and their boats of the inherent risks while participating in the event. b) Are responsible for the safety of themselves, their boat and any other property while on the water or ashore. c) Accept responsibility for any damage, injury or loss caused by their own actions or omissions. 7 d) Having its boat and the equipment to navigate the event in good condition and be in physical condition to participate. e) Having a race management team, rescue boats, officers and volunteers provided by the organizer of the event does not exempt the participant from its own responsibility. f) The provision of rescue and patrol boats is limited, particularly in extreme weather conditions. g) It is the responsibility of each one to become familiar with any risk both ashore and in the event, to know the rules inherent to the event and to attend the meetings of this event. 22.
