1 EUROPEAN CHAMPIONSHIPP FIREBALL TH of JULY 5 TH of AUGUST SAILING INSTRUCTIONS PFO-ACQUAFRESCA - Loc 1 RULES ORGANIZING COMMITTEE: 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) National Authority s prescriptions would not apply 1.3 Rule 20.8 of the Class Rules, Sail Numbers is altered as follows: b & c - Subject to the approval of the Race Committee a boat chartered or loaned for the events may declare at the time of entry or registration a sail number which may be different from the registered number of the hull provided that the number declared shall not be the sail number of any other boat competing in the regatta 1.4 Rule 23 of the Class Rules, Limitations of Equipment, shall apply 1.5 Rule 25 of the Class Rules, Propulsion, shall apply 1.6 In case of conflict between the NoR and the S.I. will be the latter to prevail 1.7 If there is a conflict between languages the English text will prevail 2 ELIGIBILITY calità Acquafresca Assenza Brenzone sul Garda (VR) ITALIA 2.1 Are eligible all the crews registered by their national authority and national Fireball class association, all yearly dues paid, and a valid measurement certificate for their boat

2 3 NOTICES TO COMPETITORS 3.1 Notices to competitors will be posted on the official notice board located in front of the Club s office 4 CHANGES TO SAILING INSTRUCTIONS 4.1 Any change to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect 5 SIGNALS MADE ASHORE 5.1 Signals made ashore willl be displayed at the flagpole on the club s dock near the crane 5.2 When flag D is displayedd ashore with one sound, Boats are requested not to leave the harbour until this signal is displayed. The warning signal will be made not less than 30 minutes after flag D is lowered 5.3 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP 5.4 When flag Y is displayedd ashore, rule 40 applies at all times while afloat. 3 6.2 The number of races scheduled is 10 (ten), with no more than 3 (three) races per day 6.3 One additional race per day may be sailed only in the case of recovery on the program 6.4 To alert boats that a race or sequence of races will begin soon, the orange flag will be displayed with one sound at least 5 (five) minutes before a warning signal is made 6.5 On the last day, no warning signal will be made after 17: The championship will be awarded with at least 2 (two) races completed 7 CLASS FLAG 7.1 The International Fireball class flag is the blue flag with a red dot in the centre 8 RACING AREA 8.1 The races will be held on the waters in front of the club PFO-Acquafresca 9 THE COURSE 9.1 The diagrams in Attachment A show the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left The Race Committee may decide whether to add a leeward gate; notice of change will be posted on the official notice board 9.2 No later than the warning signal, the race committee boat will display the approximate compass bearing of the first leg 9.3 Courses will not be shortened. This changes rule MARKS 10.1 Marks P, 1 and 2 will be 11 THE START orange cylindrical inflatable buoys, as shown in Attachment A 11.1 Races will be started by using rule 26 with the warning signal made 5 (five) minutes before the starting signal 11.2 The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end and mark P at the port end 11.3 A boat starting later than four (4) minutes after her starting signal will be scored DNS Did Not Start without a hearing. This changes rule A If flag U has been displayed as the preparatory signal, no part of a boat s hull, crew, or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is

4 identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes rule CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position 13 THE FINISH 13.1 The finishing line will be between a staff displaying an orange flag astern on the race committee boat and a mark with a flag with the word FINISH on white field, as shown in Attachment A 14 PENALTY SYSTEM 14.1 Appendix P will apply, modified as follows: If a first penalty is signalled after she has finished, the boat may either execute the penalty or accept a scoring penalty of 8 points without a hearing 15 TIME LIMITS 15.1 Boats failing to finish within 15 (fifteen) minutes after the first boat sails the course and finishes will be scored DNF Did Not Finish without a hearing. This changes rules 35, A4 and A5 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the race office. Completed protest and/or request for redress forms shall be delivered there within the appropriate time limit 16.2 The protest time limit is 90 (ninety) minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later 16.3 Notices will be posted no later than 20 (twenty) minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located inside the Club House building, near the restaurant, beginningg as soon as possible 16.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b) 16.5 A list of boats that, under instruction 14, have been penalized for breaking rule 42 will be posted 16.6 Breaches of instructions 11.3, 18, 21, 23, 24, 25, 26 and 27 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides; in such case, the scoring will be DPI Discretionary penalty imposed

5 16.7 Request for a hearing reopening shall be presented no later than 30 (thirty) minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS SCORING 17.1 The Low Point scoring system of Appendix A will apply (two) races are required to be completed to constitute a series 17.3 When fewer than 5 races have been completed, a boat s series score will be the total of her race scores 17.4 When from 5 to 8 races have been completed, a boat s series score will be the total of her race scores excluding her worst score 17.5 When 9 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores 18 SAFETY REGULATIONS 18.1 A boat that retires from a race shall notify the race committee as soon as possible 18.2 For safety reasons, all crews shall sign the special register at the race office on each exit and after each return 18.2 When on the race committee boat flag N over AP (danger signal) with 3(three) sounds means All ongoing races are abandoned, all scheduled races are deferred. Boats must immediately return ashore or reach the nearest safe place, The race committee may reschedule the abandoned race 19 REPLACEMENT OF CREW OR EQUIPMENT 19.1 Substitution of competitors will not be allowed without prior written approval of the race committee. The helmsman may not be replaced under any circumstances 19.2 Substitution of damagedd or lost equipment will not be allowed without the prior written approval of the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity 20 EQUIPMENT AND MEASUREMENT CHECKS 20.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection

6 21 EVENT ADVERTISING 21.1 Boats shall display event advertising supplied by the organizing authority, as indicated during registration 22 OFFICIAL BOATS 22.1 Official boats will be marked as follows: Race committee boat (start and finish) Dinghies of the Organizing Committee: orange flag white flag with red S 23 SUPPORT BOATS 23.1 Unless being requested to help a boat in distress or after a request by the race committee, team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signalss a postponement, general recall or abandonment 23.2 Support boats shall register at race office, showing the dinghy documents and insurance, along with a carrier s valid ID. They shall have on board a VHF radio and safety equipment 23.3 Support boats shall be marked with a yellow flag with ID number, that will be assigned upon registration 24 TRASH DISPOSAL 24.1 Competitors shall not throw trash into the water. Trash may be disposed off aboard support or official boats 25 RADIO COMMUNICATION 25.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and any other electronic device 26 PRIZES 26.1 Prizes will be given as indicated in the NoR 27 DISCLAIMER OF LIABILITY 27.1 Competitors participate in the regatta entirely at their own risk. Seee rule 4, Decision to Race. The organizing authority, the race committee, the jury committee and all the

7 people working on behalf of the organizers, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta 27.2 By launching, the competitors confirm that they are fitted to endure the meteo conditions. The provision of support boats does not relieve the participants of their responsibilities, lities, which they accepted on registration 27.3 Competitors shall wear while afloat personal flotation devices that are in good condition and in accordance with the specifications issued, or approved by a National Authority affiliated to the ISAF, or a Standards Standards Organisation, or Certification Authority recognised for the purpose by its respective government. Drysuits or similar clothing will not be regarded as a reasonable personal flotation device 28 INSURANCE 28.1 Each participating boat shall be insured with valid third party liability insurance with a minimum cover of per event or the equivalent if expressed in other currency. The above documents shall be shown at registration no later than 18:00 of Sunday 31st July TECHNICAL SPONSORS PARTNERS
