1 1 HALCAT Halcat Association of South Africa CONSTITUTION 1. NAME The Association shall be known as the Halcat Class Association of South Africa. 2. OBJECT To encourage the growth of the Halcat Class, establish a register of boats complying with the Class Rules and to promote participation in Regional and National Championships, and other events thought to be fit. 3. MEMBERSHIP Open to everyone interested in the Halcat Class, but voting powers shall be held by registered boat owners only in good standing with the Association. 4. SUBSCRIPTIONS Annual subscriptions amount shall be determined by vote at an AGM and shall be due on the first of January each year. 5. ACCOUNTS Audited accounts shall be made up to the 30 th December each year and shall be available to all members. 6. ALTERATIONS TO CONSTITUTION At the Annual General meeting by a majority of two thirds of those registered boat owners present and voting. Notice of any such alterations shall be given to the Secretary at least 28 days before an Annual General Meeting and any such notice shall be given to each member at least 14 days before such meeting. 7. MEETINGS The Annual General Meeting of the Association shall be held at a time and venue to be decided by the main Committee and at least 14 days notice shall be given to all embers of such meeting.

MEETINGS CONTINUED Extraordinary General meet5ings may be called at the discretion of the Committee or on receipt of a written request signed by at least twelve registered boat owners, stating the purpose for which the meeting is to be called. Such a meeting shall be held within 28 days of it being called, and 14 days notice shall be given to members. Only such business may be transacted for which the meeting was called. 8. OFFICERS AND COMMITTEE The Committee shall consist of a Chairman, Secretary, Treasurer and three other members, one of the elected Committee shall act as Vice Chairman. 9. POWERS OF THE COMMITTEE The Committee may appoint Sub-Committees, co-opt or fill casual vacancies during its year in office. 10. POSTAL BALLOT The Committee or Association in General Meetings may refer any question to the decision of the registered boat owners by Postal Ballot. Any question so decided shall be deemed to have been decided at an Annual or Extraordinary General Meeting, subject to a two thirds majority of the returned Ballot forms. 11. CLASS RACING No Halcat shall compete in a Class Race against other such dinghies unless it has a valid Measurement Certificate and the owner is a fully paid up member of the South African Class Association. For major regattas, skippers must be fully paid up members in good standing with the Association. Measurement Certificates may be withdrawn on recommendation of the Committee. 12. NOTICES The accidental omission to give notice of a meeting or ballot to, or the non-receipt of notice, shall not invalidate the ballot or the proceedings at the meeting. 13. MEASUREMENT RULES The Committee may scrutinize measurement schedules prepared by an appointed measurer and, upon being satisfied that the boat being measured complies with the requirements set out in the class rules, as well as complying with the spirit of the rules, will recommend that a measurement Certificate be issued to the registered owner.

3 3 CLASS RULES, SPECIFICATION AND RESTICTIONS FOR HALCAT 14 CATAMARANS (updated October 2015) Any alteration of hull form or construction, as supplied by the builders, except as is specifically authorized by these rules is not allowed. 1. Halcat hulls and deck one design, including integral frame. Hull length 4.28m (14 ) Overall beam 2.35m (7.7 ) Hull Shape to conform to manufacturer s specification. 2. Mast length: 7.26m (23 8 ) Mast to be of any local extruded alloy section fitting through 130mm diameter hole. No tapered or needle sections allowed, mast can have diamond stay braces of adjustable type, not during races. No. 3 stay wires and trapeze wires, one either side of the boat. No adjustable shroud levers on stay wires and jib halyards. 3. Boom, if required, length 2.5m (8 ) maximum to be of circular cross section of a maximum 75mm diameter. 4. Sail plan to conform to class rules and specifications. (See sail measurement details below) Sail material is limited to Dacron/Polyester materials in woven or composite form with Mylar. No higher specification materials such as molded sails, string sails, aramid fibres or carbon are permitted. Mainsail maybe loose footed. Any method of outhaul, with a maximum of 6 to 1 purchase system on a full width traveler of any type. Jib travelers are permitted and jib to be controlled by a maximum of 2:1 ratio purchase system. 5. No spinnakers to be used. A feather/ whisker pole, OR barber haulers may be used to hold the jib out. 6. Mast can be of rotating type and a mast rotating arm may be fitted. 7. Kicking strap with maximum purchase of 6: 1 ratio made up in any method. 8. Luff downhaul of any method with a maximum purchase of 5: 1 ratio. 9. No dagger boards or centre boards allowed. 10. Rudders and assemblies to be of any design or materials. Rudder blades shall not be greater than maximum length of 36 (915mm) by 10 (252mm) wide by 1 (25mm) thick. 11. Wind Indicators and telltales may be carried anywhere on the boat.

4 4 12. Although by definition, the Halcat is a single man boat, nothing prohibits 2 (two) persons from racing a Halcat, provided that both persons sail together for the entire Regatta. 13. A minimum weight for the helmsman, if sailing single handed, shall not be less than 75kg, to be made up by dead weights if necessary, attached to the front trampoline beam. 14. When the Halcat is raced in specific double handed events, the minimum combined weight of the crew shall not be less than 130kg, to be made up by dead weights if necessary, attached to the front trampoline beam. 15. Changes and amendments of these rules to be by majority vote of 90% at an Annual General Meeting or Special Meetings only. SAIL MEASUREMENT RULES Sails shall be measured in accordance to ISAF ERS (Equipment Rules of Sailing) Section G. (See information included later below) Sail material shall be any Dacron/Polyester woven or composite with Mylar material supplied to sail makers in commercially available roll form to all. (No molded or string sails): Mainsail Size Rules 1. Max Luff (Tack Point to Head Point): 6400mm 2. Max Leech (Head Point to Clew Point): 6750mm 3. Max Foot (Tack Point to Clew Pint): 2260mm 4. Max Top Head width: 160mm 5. Main ¼ Leech Girth: 2200mm 6. Main ½ Leech Girth: 1890mm 7. Main ¾ Leech Girth: 1180mm 8. Top Batten Pocket max length: 900mm 9. Top batten from Head Point shall intersect leech: 1000mm minimum 10. Maximum number of battens 7 battens max. Jib Size Rules 1. Max Luff (Tack Point to Head Point): 4725mm 2. Max Leech (Head Point to Clew Point): 4600mm 3. Max Foot (Tack Point to Clew Point): 1500mm 4. Max Head Width 60mm 5. Max number of leech battens 3 battens 6. Max Batten lengths each 300mm 7. Jib leech along entire length shall be straight or hollow (no roach)

5 5 Notes on how to establish measurement points and then to measure sails: Mainsail Measurement Points: 1. Lay sail on flat surface. 2. Remove battens from Mainsail. 3. Fold Mainsail down leech taking Head Point (intersection of top of sail with boltrope) to Clew Point (projected intersection of leech line with foot line). 4. Make mark at the fold on the Leech. This is Mainsail ½ Leech Point. 5. Open sail up again and now take Head Point to Mainsail ½ Leech Point. Make a mark on the fold in the Leech. This is the Mainsail ¾ Leech Point. 6. Fold the Mainsail Clew Point to the Mainsail ½ Leech Point. Make a mark at the fold. This is the Mainsail ¼ Leech Point. Mainsail Measurement (a guide on Halcat Mainsail measurement): 1. Lay Mainsail out on flat surface. 2. Use a steel tape of suitable length (8m). 3. Hold the sail slightly taut, not stretched. 4. Measure Luff, Leech and Foot in straight lines from sail corners being Head Point, Tack Point and Clew Point. (Projected as necessary, see drawing below.) 5. Then measure all girth sizes at the ¼, ½, and ¾ Leech Point marks, by holding the zero of the tape on the leech mark and taking the tape to the outside of the Luff Bolt, arcing the tape up and down the sail until the SHORTEST measurement is found. (This will actually be perpendicular to the luff). This measurement must be checked against the corresponding rule and must not exceed the rule measurement. 6. Top width is measured from outside of Bolt Rope at sail top, along the top of the sail at 90 degrees to luff past the head board to the Aft Head Point where the Leech starts. 7. Top Batten position is measured by holding zero of tape at Head Point and measuring in a straight line to where the top batten intersects the Leech. This measurement must be not less than 1000mm. Jib Measurement (a guide on Halcat Jib Measurement): 1. Lay sail on flat surface. 2. Hold the sail slightly taut, not stretched. 3. Measure Luff, Leech and Foot in straight lines from sails corners being Head Point, Tack Point and Clew Point. (Projected as necessary, see drawing below.) The jib luff wire is NOT part of the sail, so only measure the sail material. Measurements must not exceed the rules.

6 6 4. Measure top width of jib from Head Point to Aft Head Point. This must not exceed 60mm. 5. Hold the Measuring Tape along the length of the jib Leech between Aft Head Point and Clew Point. The Leech must be straight or hollow. (No Roach) 6. Measure battens lengths in the sail by feeling where they start and end. Battens must not exceed 300mm in length.
