1 ARC Hogtown Heats Regatta Sunday, August 26, 2018 at 08:00 15:00 Regatta Chair: Lee Sela Chief Umpire: Bill Donegan Attention Youth, Novice, Para and Recreational rowers: We invite you to join us for the 2018 Hogtown Heats regatta to be held at the Argonaut Rowing Club in Toronto. We will be having a fantastic day of fun racing, along with a wonderful catered lunch. We will be providing boats for you to race in, so no need to bring your own boats. The ARC Hogtown Heats Regatta will involve approximately 750 meter races for youth, women s, men s and mixed crews of fours, quads and eights. The races will take place on the Western Beaches Watercourse Dragonboat course in the West Toronto Beaches area at the Argonaut Rowing Club (please see detailed map of the race course) Entries MUST be done on the RegattaCentral website this year.
2 Entry Fees: Entries this year will be a "Per Athlete" Flat Fee of $60 - which includes: 2 races per athlete catered lunch medals and fun times! Entries MUST be received through Regatta Central by Midnight Wed August 22, 2018, indicating the events to be entered. Entries received after this date are not guaranteed, late registration is at 7:00 AM (if we can accommodate you). 6 Regatta Day Events Late registration starts at 7:00 a.m. Coaches and Umpires Meeting on the dock at 7:30 a.m. First race starts at 8:00 a.m. Lunch will be served pm in The Henley Room (dependent on registrations and whether some races are collapsed) Boats & Racing There is no need to bring boats we will supply them all. Course: o 750 m on West Toronto Beaches area at the Argonaut Rowing Club o Up to 3 lanes of racing. o Floating start o No technical installations, few buoys at the start and finish. Each race will be timed first place finishes only (times will be posted). Races are typically 15 min apart, depending on the total number of races, and the speed with which crews can switch in and out of boats. Medals will be awarded for first place only. 7 Parking You may park in our own parking lot or in the upper parking lot (Municipal Parking). Please note, in the upper parking lot, it is pay-metered parking and the City checks. The location of the parking lot is in the Google earth picture below. There is some free parking in the ARC lot, as noted on the diagram below and we have some parking passes available to guests so please enquire at the registration table. Rules of Racing 1. There are no weight categories (2.10); coxswains are not required to carry weight (2.5, 2.6) 2. The Rules about substitutions will not apply. (7.6, 7.7) 3. Age categories of rowers (2.3, 2.7) will not apply to anyone 19 years of age or over. 4. Progression system will be: winners of heats will progress to finals. 5. 8 First Aid Plan Hogtown Heats Regatta Name of Event: Hogtown Heats Date: August 26, 2018 All safety boat drivers, coaches and race umpires should familiarize themselves with the Safety Plan. Coaches will attend the coaches meeting before the event where the Safety Plan is reviewed and are responsible for the safety of their athletes Boat drivers are responsible for carrying a valid Toronto Port Authority Power Vessel Operator s Permit (also known as a harbour license ) as well as a Pleasure Craft Operator s Permit and have a basic understanding of how to operate the boat they are driving. Make sure you have enough gas and that your boat carries a paddle or oars, bailer, sound signal, PFDs enough for the largest boat that you are following. Boat drivers and umpires are responsible for keeping a lookout up and down the course and listening for umpire notices on the PA system and on the radios. RADIOS: Where possible each safety boat will carry a radio. Radios are to be used for umpire communication only. 911 EMERGENCY: in case of an emergency 911 will be called The Club is well serviced by Fire, Ambulance and Police services. There is a telephone in the Workbay. Regatta umpires have cell phones. If 911 is called the Chief Umpire must be informed. FIRST AID KIT LOCATIONS: 1. Inside the club off the dock door. 2. At the Club office. 3. Additionally, St. John s Ambulance will be in attendance. LIGHTNING: All boats will leave the water immediately if lightning is detected. HIGH WINDS AND POOR CONDITIONS: At the Chief Umpire s decision the regatta may be delayed or called off due to high winds or poor conditions. Her decision is final. Coaches should take into consideration the ability of their athletes to cope with the prevailing weather and wind conditions. DO NOT send an athlete on the water if there is any doubt about their ability to line up, start, row and finish their race. They will thank you for your wisdom one day. ON WATER RESCUE PROCEDURE: Safety boats are positioned at the start, in the middle of the course near the end of the new breakwall and near the finish. The biggest hazard for someone in the water is other boats. BE CAREFUL. When you get to the victim approach from downwind to avoid drifting over them. Put engine in neutral and then turn off when you can reach the victim. NEVER leave engine on with people in the water near your boat. Determine if everyone is OK and that all the crew is present. Bring victim(s) into your boat and then proceed to secure their boat and equipment. Head for shore. Take great care that the boat does not hit the breakwall or the shorewall. Return equipment to athlete(s). IMPORTANT NOTE: Once the victim and her boat are on shore it is YOUR RESPONSIBILITY to make sure they connect with their coach or other responsible adult. Do not leave the victim alone until you have handed them over to their coach or another responsible adult who is know to the athlete. If this is not possible decide appropriate action. ADVICE TO ROWERS All RCA Rules of Racing rules apply, unelss exemptions have been obtained through the sanction. If you tip do not leave your boat or swim to shore. Allow rescue drivers to help you and keep you safe. If you tip, flip your boat over and cling to it until help arrives. If you need help wave, as a signal of distress. 9 1.1 Emergency Action Plan: Emergency Action Plan Hogtown Heats Regatta This emergency action plan provides an outline of the steps to be taken in the event that weather conditions become a safety concern, and crews need to be evacuated from the water. The Chief Umpire or Regatta Chair will call the Storm line toll free at The Chief Umpire or Regatta Chair will monitor weather forecast through web sites (radar, local weather stations and local weather forecasts), as well as by phone with One on One Environment Canada Weather. a) Environment Canada Western Lake Ontario: b) King Radar (West): c) Buffalo Radar (South): d) Wind finder (Port Weller): e) Sail flow: f) The Weather Network (hourly forecast, and radar forecast): g) Airport Forecast: airport-forecast/... h) WeatherUnderground.com: Initiating the Weather Action Plan procedures: The Chief Umpire and Regatta Chair meet to review the weather status before the regatta, during the regatta, as required, when notified conditions are changing for the worse. The Weather Action Plan is set into action when: The Chief Umpire determines that action is required to ensure safety. The required actions may include the following: a) Holding additional boats from launch and finishing the races on course, or b) Shorten or adjust regatta course, c) Immediately calling all crews off the water, or d) Continuing to monitor weather and review additional data If action is required, following are the responsibilities of the Regatta Chair and Chief Umpire a) Chief Umpire informs the jury (dock marshal, start line, race umpires, and finish) of the action plan and instructs the Regatta Control Commission to monitor and account for all boats on the water by club or crew. The Chief Umpire will also communicate the action plan to all safety boats on the water. b) The Regatta Chair ensures that a public announcement is made regarding the action plan. 1.3 Procedure for Evacuation from Water: Chief Umpire: Race Umpire and safety boats will direct the crews to the launching area and will follow the last crew to the launching area to be the last off the water.
10 The Chief Umpire and dock marshal will account for all crews on and off the water. The Chief Umpire will monitor and record all crew names and follow up with crew coaches to ensure all crews are off the water At the Start Line: a) Umpire boat at the start will notify/announce to all persons in the starting area that they are to return to the dock. b) The Starter safety boat will observe all crews at the start including warm-up area to ensure they have been informed of the plan and start heading back to the dock. Starter will designate a safety boat to follow the last crew back to the dock At the Finish Line: Finish Judge will monitor all crews at the finish and communicate to Umpire to ensure all crews are accounted for At the Dock: Dock Marshals will ensure crews quickly exit launch area. During course closure, the Dock Marshal will allow boats to dock from either direction ensuring that docking shells do not crossover docking patterns Coordination of All Umpires: Chief Umpire and Regatta Chair will confirm everybody (crews, umpire boats, safety boats, start personnel and others) are safely off the water. 1.4 Following Evacuation from Water: The Regatta Chair and Chief Umpire will review options related to the weather and make announcement as soon as possible regarding any delays. 1.5 Delay Contingency Plan: The Regatta chair can reschedule races later in the day for safety reasons in the event of bad weather. Any changes in the schedule will be announced by the Regatta Chair. (This will also include shorting the length of races). It is the responsibility of the crew and club coaches to monitor and stay current with the schedule. Any changes required by a weather delay will supersede the published related requirements of the RCA Rules of Racing. During the condensed schedule, the umpire has the discretion to determine whether a crew is maintaining a competitive position in the race. If the umpire determines this is not the case, the umpire can make the call to exclude that crew from the race and direct them to remove themselves from the course. No allowance will be made for athlete or equipment conflicts due to reducing time between races, and substitutions will not be allowed. 1.6 Schedule Changes Options Due to Weather Delay: Races may be run with reduced time between races until sunset to complete the schedule. Racing will not take place after sunset. The Regatta Chair and Chief Umpire will decide on the requirements of the schedule change. The Regatta Chair will communicate with the all volunteers (umpires, safety boats, dock marshals) and ensure announcements are made and communicated to all areas of the regatta (public, starter and finish).

Fire Station Call 911 The Toronto Police Marine Unit is a part of the Specialized Emergency Response for the Toronto Police Service. The Marine Unit is located at 259 Queens Quay West. Marine Unit also has 3 substations located at Bluffers Park, Center Island and Humber River, which all are used for police and lifeguard functions.
