1 2016 California Dreamin Series St. Francis Yacht Club Match Racing - Stop #3 March 12-13, 2016 NOTICE OF RACE St. Francis Yacht Club (StFYC) will host the third stop (of three) in the California Dreamin Series (CDS) in J/22 type boats on March 12-13, Club and Event information are available at or The three stops are shown below: CDS Stop #1: January 9-10, 2016 at San Diego YC in J/22 type boats CDS Stop #2: February 27-28, 2016 at Long Beach YC in Catalina 37 type boats CDS Stop #3: March 12-13, 2016 at St. Francis YC in J/22 type boats Abbreviations: NOR - Notice of Race PC - Protest Committee SI - Sailing Instructions OA - Organizing Authority RRS - Racing Rules of Sailing 1 ORGANIZING AUTHORITY The Organizing Authority (OA) for CDS Stop #3 will be St. Francis Yacht Club. 2 VENUE The venue will be the San Francisco Bay City Front. 3 EVENT GRADING The event has applied for ISAF GRADE 3. The grading is subject to review by the ISAF Match Racing rankings Sub- Committee and can be re-graded if there is clear reason to do so. 4 PROGRAM (PROVISIONAL) 4.1 Schedule a. Race Office opens Friday, March 11, 2016 at 1000 b. Registration - March 11, 2016 from 1000 to 1800 & March 12, 2016 from 0800 to c. Crew Weighing - March 11, 2016 from 1000 to 1800 & March 12, 2016 from 0800 to d. Sailing Practice - March 11, 2016 between 1100 and 1900 e. Racing Days - March 12, 2016 and March 13, f. Skipper and Umpire Briefing - March 12, 2016 and March 13, 2016 at g. Time of the attention signal for the first race each day will be announced at the Skipper Meeting. h. The latest time for an attention signal on the last day of racing will be approximately i. A competitors debrief will be held approximately 30 minutes after the last boat returns to the dock each day. j. Prize giving on March 13, 2016 will be held approximately one hour after the last boat returns to the dock. 4.2 Unless excused by the OA, attendance at the following is mandatory: a. Daily briefing for skippers. b. Prize giving for the skippers and crews.

2 5 SKIPPER ELIGIBILITY 5.1 Eight (8) Skippers will be invited. Only skippers invited by the OA will be eligible to enter this event. 5.2 The registered skipper shall helm the boat at all times while racing, unless excused by the OA. 5.3 To remain eligible, an invited skipper shall confirm acceptance of the invitation in writing (Fax or acceptable) to be received by the date specified on the letter of invitation. 5.4 A non-refundable entry bond of USD $100 shall accompany the acceptance of the invitation for this to be valid. 5.5 All competitors shall meet the eligibility requirements of ISAF regulation All competitors shall obtain an ISAF Sailor ID by registering online at Skippers shall inform the OA of their ISAF Sailor ID at registration. 6 ENTRIES 6.1 Entering The skipper shall be entered on completion of registration, crew weighing and the payment of all fees and deposits. 6.2 Entry Fee A non-refundable entry fee of USD $400 shall be paid at or before registration (this includes the non-refundable USD $100 entry bond). 6.3 Withdrawal When a skipper accepts an invitation and later withdraws less than sixty (60) days prior to the event or leaves the event before the end without written approval from the OA, a zero score may be applied to their ranking points for that event by ISAF (ISAF Regulation 27.2). 6.4 Damage deposit a. An initial damage deposit of USD $1,500 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by the skipper as a result of any one incident. b. If a deduction from the damage deposit is decided by the OA, it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event. c. Any remaining deposit after the event will be refunded within 30 days after the event, minus the costs of any yacht damage or other costs incurred and left unpaid, for which the OA deems the skipper to be responsible. 7 RULES 7.1 Rules a. The event will be governed by the rules as defined in the RRS, including Appendix C, except as amended by this Notice of Race and the Sailing Instructions. b. The Rules for Handling of Boats (Addendum C of SI) shall apply, and will also apply to any practice sailing. c. US Sailing Prescriptions to rules 67 and 76.1 will apply and shall be posted on the official notice board. US Sailing Prescriptions to Rules 60, 63.2 and 63.4 will not apply. d. The OA reserves the right to amend this NOR. Any amendments to the NOR shall be posted at e. In the event of a conflict between the NOR and the SI, the SI shall prevail. This changes RRS f. Errors or omissions by the RC will NOT be grounds for redress by a competitor. In the event of an error or omission, the Match or Chief Umpire may notify the RC of the incident and request postponement or abandonment. This changes RRS 62.1 (a). g. Under RRS 86.3, this event has applied for approval and intends to use a package of test rules proposed for match racing. See detailed wording for these rule changes in Addendum A to this NOR 7.2 Major Alterations to the RRS a. Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery. b. If the trailing boat has an outstanding penalty and the leading boat finishes, the umpires may signal that the penalty need not be taken. This changes RRS C 7.2(d) c. RRS C8.6 and C6.3 will be changed in the sailing instructions. d. RRS 31 will be changed.

3 e. All competitors in this regatta shall wear, while on the water, other than for brief periods while adding or removing clothing, a PFD. (This changes RRS 40, the US Sailing Prescription to RRS 40, and the preamble to RRS Part 4). Note that ISAF has approved a change to Appendix C from January 1, 2015 as follows: Delete current rule C2.9 and replace with: C2.9 Rule 22.3 is deleted. 8. BOATS AND SAILS 8.1 The event will be sailed in J/22 type boats provided by the OA. 8.2 Eight (8) boats will be provided. 8.3 Boats shall be supplied with a mainsail, a jib and a spinnaker. Sails shall remain with the boats. 8.4 Boats shall be assigned by draw and rotated daily. The OA or RC may also assign boats during any round. 8.5 The OA or RC may require rotation of sails for any reason. Rotation of sails by the OA or RC shall NOT be grounds for redress by a competitor. This changes RRS 62.1(a). 9. CREW 9.1 The crew shall be 4 including the skipper. All registered crew shall sail all races. 9.2 The combined crew weight, including the skipper, shall be no more than 350 kg when wearing at least shorts and shirt. 9.3 Crew shall complete weigh-in at registration. No further weigh-in shall be required, except for substitute crew. 9.4 If a registered Skipper is unable to continue the event, the OA may assign another crewmember to substitute. 9.5 If a crewmember is unable to continue the event, the OA may authorize a temporary or permanent replacement. 10. EVENT FORMAT 10.1 The event will consist of the following stages: Stage 1 - Double Round Robin The OA may change the format, terminate any stage or the event when, in its opinion, it is impractical to attempt to hold the remainder of matches under the existing conditions or in the remaining time scheduled. 11. COURSES 11.1 The course will be windward-leeward with starboard or port roundings, finishing downwind The intended course area is the San Francisco Bay City Front. 12. ADVERTISING 12.1 All boats and equipment will be supplied by the OA. ISAF Regulation 20.4 applies. Each boat may be required to display advertising as supplied by the OA Competitors will not be required to wear clothing or a logo of an event sponsor while racing or at an official function Competitors may be permitted to display advertising ashore at the venue, but this is subject to individual negotiation with the Organizing Authority Boats shall not be permitted the right to protest for infringements of any rules regarding advertising. This changes RRS PRIZES The top three skippers and crews will receive suitable take-home trophies. Skippers will earn points toward the overall California Dreamin Series based on their finishing results. 14. MEDIA, IMAGES AND SOUND The OA may require competitors to be available for interviews. The OA shall have the right to use any and all images and sound recorded during the event free of charge. 15. COACH BOATS 15.1 Coach boats shall conspicuously display identification of the team being coached The OA may provide berths for coach boats. Requests for berths must be submitted in writing at least 10 days prior to the start date requested Any interference by a coach boat with the racing or event organization may result in a penalty applied at the discretion of the PC to the associated skipper or team.

4 16. OTHER REQUIREMENTS None 17. DISCLAIMER OF LIABILITY Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. By participating in this event, each competitor agrees to release the OA and any related parties from any and all liability associated with participation in this event to the fullest extent permitted by law. 18. INVITATIONS Entries will only be accepted from invited skippers. 5 Below are the details of the changes to the RRS: REVISED ADDENDUM A PACKAGE OF TEST MATCH RACING RULES January 22, 2016 A. Add new RRS 7 to Part 1: 7 LAST POINT OF CERTAINTY The umpires will assume that the state of a boat, or her relationship to another boat, has not changed, until they are certain that it has changed. B. Delete RRS 18, C2.6 and C2.7 and replace with: 18 MARK ROOM 18.1 When Rule 18 Applies Rule 18 applies between boats when they are required to leave a mark on the same side and at least one of them is in the zone. However, it does not apply between a boat approaching a mark and one leaving it Giving Mark-Room a. When the first boat reaches the zone, i. if boats are overlapped, the outside boat at that moment shall thereafter give the inside boat mark-room. ii. if boats are not overlapped, the boat that has not reached the zone shall thereafter give markroom. b. If the boat entitled to mark-room leaves the zone, the entitlement to mark-room ceases and rule 18.2(a) is applied again if required based on the relationship of the boats considered at the time rule 18.2(a) is re-applied. c. If a boat obtained an inside overlap and, from the time the overlap began, the outside boat is unable to give mark-room, she is not required to give it Tacking or Gybing When an inside overlapped right-of-way boat must tack or gybe at a mark to sail her proper course, until she tacks or gybes she shall sail no farther from the mark than needed to sail that course. Rule 18.3 does not apply at a gate mark or a finishing mark and a boat shall not be penalized for breaking this rule unless the course of another boat was affected by the breach of this rule. C. Change definition of Mark-Room to: Mark-Room Room for a boat to sail her proper course to round or pass the mark on the required side. If room includes a change of tack, such tack or gybe shall be done no quicker than a tack or gybe to sail her proper course. D. Add the following new rule: C2.14 Rule 17 is deleted.
