1 Classic Yacht Association of New Zealand Harbour and Passage Series The Organizing Authority is the Classic Yacht Association of New Zealand (CYANZ) Po Box Auckland 1142 In conjunction with Devonport Yacht Club, Northcote Birkenhead Yacht Club, Ponsonby Cruising Club, Royal New Zealand Yacht Squadron and Auckland Anniversary Regatta Inc SAILING INSTRUCTIONS These Sailing Instructions only apply to the races organized by CYANZ for all other races please refer to the organizing yacht clubs Sailing instructions listed under Rules: 1.1 The Races will be governed by the rules as defined in the current Yachting New Zealand Racing Rules of sailing (RRS) 1.2 For the Harbour series races Yachting New Zealand Safety Regulations Of Sailing Part II category 5 shall apply. 1.3 For the Passage series races Yachting New Zealand Safety Regulations Of Sailing Part II category 4 shall apply and all boats shall carry a liferaft or fully inflated dinghy capable of carrying the entire crew. 1.4 Attention is drawn to regulation 23 relating to classic yachts. 1.5 All boats shall carry an operational VHF radio. 1.6 Rules of RRS Part 2 will be altered during the races between the hours of official sunset and sunrise to give precedence to the International Regulations for the Prevention of Collisions at Sea. 1.7 The organizing authority reserves the right to make spot safety checks and to disqualify any boat found to be noncomplying. 1.8 Any contact however minor with any navigational mark shall be reported to the race committee by that yacht or any other yacht witnessing the incident. Competitors shall keep clear of all ships 500m tonnes net register and over. This particularly refers to but is not limited to the main navigational channel. Competitors shall abide by the current harbor regulations. This rule is not open to protest by other competitors. 1.9 Should there be any conflict between the Sailing Instructions and the Notice of Race the Sailing instructions will prevail. This amends RRS Changes to Sailing Instructions: 2.1 Refer to the individual sailing instructions for each race.
2 2.2 For CYANZ organized races changes to the sailing instructions will be notified on the CYA website or on VHF Chl 77 prior to the start. 3.0 Sailing Instructions: The sailing Instructions of the organizing yacht club will apply as listed in the schedule of races. 4.0 Schedule of Races: 4.1 Harbour series races. First Start 0930 hrs: Mark Foy start times will be published on by 1800 hrs on Friday 5 th November 2014 signal to be taken from the last pip time signal on 1080am (ZB Newstalk Radio) This changes RRS 26. Any changes or decisions made to abandon the race due to inclement weather will be notified on VHF Chl 77 Prior to the start. For confirmation call the Race Officer Steve Cranch Start Line: A line between yellow Orakei buoy and Yellow Torpedo Buoy.
3 Finish Line: A line between the Committee boat displaying the CYANZ flag and the point of Patio Bay to the west of the committee boat. Course: Start W to E to Bean rock (STB), Browns Island beacon (STB), Motuihe Island (PORT) Waiheke Island (PORT) to Finish. 5.2 DYC Night Race To Mahurangi Any abandonment will be decided by the sailing committee as early as possible on the day of the race - usually by 0730hrs - but not later than the warning signal and will be final - i.e. "no more racing today". An advisory message will be recorded on the DYC Clubhouse answerphone. Start: Classic A and Modern Classics 1500 hrs Classic B 1505 hrs Start Line: A line between the Flagstaff at the DYC and "Torpedo" yellow buoy, but limited inshore by the outer line of all moored vessels and moorings between Torpedo Bay and Devonport wharves. Finish Line: A 200m long line extending South from the South Cardinal on Te Haupa Island. A competitor is deemed to have finished when they observe the south Cardinal light is bearing 0 degrees magnetic. Competitors shall take their own finish times and these to racing@classicyacht.org.nz or text to as soon as practical. Course: Start W to E, Whangaparoa passage yellow navy buoy PORT, to finish. 5.3 Mahurangi To Auckland Mark Foy Race 3 Passage series. First Start 0930 Hrs Mark Foy start times will be published on by 1800hrs on Thursday 23 January Signal to be taken from the last pip time signal on 1080am (ZB Newstalk Radio). This changes RRS Rule 26. Any changes or decisions made to abandon the race due to inclement weather will be made on VHF Channel 77 prior to the race start. For confirmation call Classic Race Control: VHF 77 or the Race Officer Chad Thompson Start Line: A line between Pudding Island and Sadler Point. Finish Line: A line between a committee boat displaying the CYANZ Flag and yellow Orakei buoy. If the committee boat is not on the finish line, the line will be taken from the corner of Orakei Wharf where the CYANZ flag will be flying and yellow Orakei buoy. Course: Start W to E Whangaparaoa (stbd), to finish 5.4 Te Kouma Race 4 Passage series. Any changes or decisions made to abandon or shorten the race due to inclement weather will be advised by VHF Channel 77 prior to the race start. For confirmation call the Race Officer Steve Cranch Start Line: A line between the committee boat flying the CYANZ flag and Northern Leading Yellow buoy.
4 Finish Line: A line between the committee boat flying the CYANZ flag and the Northern tip of Rangipukea Island. Approx. 28nm Course: Start W to E, Browns Island beacon (STB) Motuihe island (Port) Waiheke island (Port) Ponui Island (STB) to pass through Ruthes Passage to Finish. SHORTENED COURSE: Should inclement weather prevent a safe race or return from Te Kouma Code Flag S shall be displayed on the committee boat at the start and the course shall be shortened as follows. Finish Line (Shortened Course) A line between the committee boat flying the CYA burgee and the NW headland of Chamberlains bay Ponui Island. Approx. 17nm Shortened Course: Start W to E Browns Island beacon (STB) Motuihe island (Port) Waiheke island (Port) Ponui Island (STB) to Finish. Note: Raft up and beach gathering at TeKouma, Rotoroa or Chamberlins depending on weather conditions. 5.5 Round Rangi race 5 Passage Series Start time: 1000hrs Any changes or decisions made to abandon the race due to inclement weather will be advised by VHF Channel 77 prior to the race start. For confirmation call the Race Officer Steve Cranch Start Line: A line between the committee boat displaying the CYANZ flag and yellow Northern Leading buoy. Finish Line: A line between the committee boat displaying the CYA flag and the red Islington Bay buoy. The committee boat will be moored to the east of the red Islington Bay buoy. Course Signals: Numeral pennants and a board noting the course number will be displayed on the committee boat Course 1 (A Classic and Modern Divisions) Start W to E, Motutapu Island (port), Rangitoto Island (port), to finish between the committee boat and the red Islington Bay buoy. Approx 17.3nm Course 1 (B division classic) Start W to E to Motuihe Green Buoy (stb), Navy buoy (port), Motuihe Island (port), Motuihe Island beacon (port) to finish between Committee boat and the red Islington Bay buoy. Approx 12.5nm Course 2 (All Divisions) Start S to N to Rangitoto Light (stb), Motutapu Island (stb), to finish. Approx. 15.5nm
5 6.0 Fairway Marks Finish Line: A line between the committee boat displaying the CYA flag and the red Islington Bay buoy. The committee boat will be moored to the east of the red Islington Bay buoy. The following will be deemed to be obstructions and shall be passed on the main channel side only. a. Rangitoto Beacon b. Iliomama Beacon c. Browns Island Beacon d. Beacon on Sewer Outlet (Orakei) e. Doris Rock Port Hand Beacon (approx 25m north of Bean Rock) f. Emu Rock South Cardinal Beacon g. Red Buoys on eastern side of Motuihe Channel h. Cable beacons east of Devonport Wharf i. Green Starboard Hand Beacon SW of Torpedo Bay Wharf. j. The outer line of all moored vessels and moorings between Torpedo Bay wharf and Devonport wharf k. All moored vessels and moorings in or adjacent to the designated Small Craft mooring areas shown on Chart NZ l. The Okahu Bay wave break and all vessels and moorings in the Okahu Bay mooring area m. The Westhaven mooring area defined by the line representing an extension of the permanent wave breaks. n. Yachts shall only pass through the main navigation span of the Harbour Bridge when racing. 7.0 Race Pennants 8.0 Penalty System A CYANZ pennant shall be displayed. RRS 44.1 (two turn penalty) shall apply for all boats.
6 9.0 Time Limit The CYANZ committee boat may abandon the line at 1800hrs for Passage Races 1, 3, 4 and 5. Any competitor not finished by 1800hrs should advise Classic Race Control on VHF Channel 77 or contact the race officer with an approximate ETA and take his or her own finish time Protests and Requests for Redress 11.0 Scoring 12.0 Safety Regulations Protests or intent to protest shall be lodged with a CYA committee member within two hours of completing the race, notified on VHF 77 or Steve Cranch mob: and by completing a Protest Form available on For protests where only a Rule of Part 2, or Rule 31is alleged to have been broken an arbitration hearing will be offered prior to any formal hearing. The races shall be scored as per Rule Appendix A using the Low Point system (A4). Three races will be required to constitute a series When six or less Harbour Series or four or less Passage Series have been sailed, a boats series score will be the total of her race scores. When seven Harbour Series or five Passage Series have been completed, a boats series score will be the total of her race score excluding her worst score. When eight harbour series races have been completed, a boats series score will be the total of her race scores excluding her two worst scores. When 9 Harbour series races have been completed a boats series score will be the total of her race scores less her three worst scores. General Handicaps: The TCF (Time Correction Factor) allotted to each yacht may be altered in accordance with the programming of the computer software and/or manually by the Handicapping Committee as they see fit. A yacht s elapsed time is multiplied by her TCF to give her Corrected Time. Requests for assistance are to comply with international calling formats and direction as follows: Distress & Emergency Calls: VHF Channel 16 (Northern Region Coastguard) Prompt Vessel or Medical Assistance: VHF Channel 82 (Outer Gulf) VHF Channel 80 (Inner Gulf) Mobile: * Trash Disposal Any yacht withdrawing from the race must notify Classic Race Control on VHF Channel 77 or the race officer. Boats shall not discharge trash into the water.
7 14.0 Radio Communication 15.0 Prizes: Disclaimer of Liability Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Harbour series races: Trophies will be presented at the CYANZ Annual Prize giving and may be presented at organizing Club s Prize giving s. Prizes may be awarded at after race functions. Passage Series races: Races 1, 2 and 5: Trophies will be presented at the CYANZ Annual Prize giving. Race 3: Prizes will be presented at 1900hrs at O Hagan s Irish Bar, Viaduct on Sunday 25 January Race 1, 4 and 5: Prizes may be presented on shore All those taking part in Classic Yacht Association of New Zealand races or any other sailing or launch events controlled by the Classic Yacht Association of NZ, as between the Classic Yacht Association of NZ and each of those taking part, do so at their own risk and responsibility and the Classic Yacht Association of New Zealand has no liability for any damage, loss or penalty suffered by any boat, crew or any other person taking part in such races or events. The Classic Yacht Association is not responsible for the sea worthiness of a boat whose entry is accepted and/or the sufficiency and/or adequacy of its equipment or the competence of its skipper or crew. The Classic Yacht Association reserves the right in its sole and uncontrolled discretion to refuse any entry.
