1 2017 Double Handed Racing Incorporating amendment No1 of 2017 RSYC Koris Double Handed Series 2017: o The RSYC Double Handed Solent Series 2017 (Solent Series) is comprised of four races: Spring Solent Double, West Princessa Double, Nab Tower Double and Autumn Solent Double. o The RSYC Double Handed Passage Series 2017 (Passage Series) is comprised of four races: Weymouth Double (two legs), Island Double and Le Havre Double. o The RSYC J/88 Double Handed Series (J/88 Series) is comprised of six races: Spring Solent Double, Weymouth Double (two legs), Island Double, West Princessa Double and Autumn Solent Double. o The RSYC Double Handed Main Series 2017 (Main Series) is comprised of all eight races of Solent Series and the Passage Series combined. Collectively these Series are known as the RSYC Koris Double Handed Series Evening Double Handed Series o The Twilight Evening Series is comprised of 6 Thursday evening races in Southampton Water o The Summer Evening Series is comprised of 6 Thursday evening races in Southampton Water 1. ORGANISING AUTHORITY 1.1. The Organising Authority (OA) is the Royal Southampton Yacht Club (RSYC), 1 Channel Way, Ocean Village, Southampton, SO14 3QF. 2. APPLICABLE RULES 2.1. Racing is governed by the rules as defined in The Racing Rules of Sailing (RRS) Changes to RRS are notified in the Sailing Instructions (SIs). Included will be an instruction stating that prescriptions of the RYA will apply when sailing in the waters of other National Authorities For all classes, and in accordance with IRC 15 for IRC classes, the use of self-steering equipment is permitted World Sailing Offshore Special Regulations (OSR) apply. Available at Evening Series; boats shall comply with OSR Appendix B Special Regulations for Inshore Racing Spring Solent, West Princessa, Nab, Autumn Solent and the Island Doubles: boats shall comply with OSR Category 4. The OA may waive these requirements for classic yachts requests must be made and determined in writing The Weymouth Double: boats shall comply with OSR Category 3 (life raft is recommended) Le Havre Double: boats shall comply with OSR Category 3 with life raft In the event of conflict between the Notice of Race (NoR) and the SIs, the SIs shall apply. 3. RYA CHARTER 3.1. RSYC organises its races in accordance with the RYA Racing Charter and competitors are expected to conform to it. The RYA Charter and its application can be found on the RYA Racing Charter web page and at the front of the RYA edition of the Racing Rules of Sailing Boats may be required to display advertising if specified by the OA in the SIs. 4. 2 RSYC Koris Double Handed Series for IRC and Club rated monohulls and MOCRA rated multihulls, subject to sufficient entries. Twilight and Summer Evening Series for IRC and Club rated monohulls and shall be white sails only Entries for all events are welcome from RSYC members and non-members and accepted until the date of each race An entry form must be submitted before racing. Entry and self-measurement forms may be downloaded from the RSYC website, or obtained from the RSYC Sailing Secretary. Online entry and payment is available at the RSYC website at Two persons shall be on board. For OSR Category 3 events both shall be 18 years or over on 1st January Boats under 20 ft LOA are not eligible. Boats under 25 ft LOA (except for Open 6.5m class yachts conforming to class rules) are not eligible for OSR Category 3 events. Boats over 2.5 metres draught are not eligible for the Spring and Autumn Solent Double races and the Evening Double Handed Series. The OA may waive these requirements - requests must be made and determined in writing. 6. RATINGS & IDENTIFICATION 8.1. Boats must have a valid rating for the class entered, except that boats may race if a rating has been applied for but not yet received. Multihull boats race in a separate class under MOCRA ratings Monohull boats with an IRC rating must compete in an IRC class (when available). Boats with dual IRC certificates (fully-crewed and shorthanded) must use their shorthanded certificate (in accordance with IRC Rule 8.2.1). Certificates will apply for a whole series. The Race Committee (RC) may require any boat racing under IRC to obtain an endorsed certificate Changes in rating must be notified to the RC promptly. At the discretion of the RC, increases in rating will take effect from the date on the certificate, reductions from the date of notification. 4 8.3. Monohull boats without an IRC rating will race in a Club rated class. Before racing, these boats must submit a self-measurement form to obtain a Club rating. Any changes to the boat or equipment since the last self-measurement form was submitted must be notified promptly to the RC. At the discretion of the RC, changes in rating will take effect as applies to IRC rated boats (8.2.1) Monohull boats racing in a Club rated class in the Island Double may be required by the SIs to display their sail number on dodgers when starting and finishing. Sail numbers are to be clearly visible and to have a minimum height of 300mm for each character and are to be of a contrasting colour to that of the dodger On change of ownership during a series, a new entry form and self-measurement form or rating certificate must be submitted. The previous owner s scores will not count for the new owner and vice versa. 9. SAILING INSTRUCTIONS SIs will be sent by , normally 5-7 days before each event; late entrants may collect them from RSYC, Ocean Village or download them from the RSYC website. 10. COURSES The Spring and Autumn Solent Doubles are round-the-cans races; the format will determined by the Race Officer with respect to conditions on the day. All other races except the Twilight and Summer Evening Series are passage style races, but may have marks added at the discretion of the Race Officer. The Twilight and Summer Evening Series may use average lap or pursuit formats Courses will be described in the SIs. 11. SCORING The Low Point System of RRS Appendix A will apply and for the Double Handed Series It is modified in that DNC boats will be scored the higher of 50 points or the number of Race Starters plus 5. DNF boats will be scored the number of Race Starters plus One race is required to constitute a series For the Solent and the Passage Series a boat s series score will be the total of her race scores Discards:- RSYC Koris Double Handed Series: Solent and Passage Series: (Races/Discards) 4/1, 1-3/0 J/88 Series (Races/Discard) 6/2, 5/1, 1-4/0 Main Series (Races/Discards) 8/2, 7/1, 1-6/0. Topsail Evening Series: Twilight and Summer Evening Series: (Races/Discards) 6/2, 5/1, 1-4/0 12. SAFETY A working VHF radio with channels 16, 6, 12, 67, 72, 77, M1(37A) and M2(P4) shall be carried and be kept on listening watch on the race VHF channel for the duration of each race. 13. PRIZES AND TROPHIES 13.1 RSYC Koris Double Handed Series: Trophies are awarded to the overall winners of each class of the Main Series, Solent Series, and Passage Series. In addition a trophy is awarded to the winner of each class for individual races of the RSYC Koris Double Handed Series 2017 A Mike Golding Trophy will be awarded to one of the boats in the Main Series that best demonstrates the ethos of short-handed sailing in Trophies will be presented at the prize giving on Saturday 4th November Other prizes may be awarded. RSYC Koris Double Handed shirts will be awarded to all early entries (max 2 per boat). 5 13.2 Evening Series Trophies are awarded to the overall winners of each class of the Twilight Series and overall winners of each class in the Summer Series. Trophies will be presented at the prize giving for other Twilight and Summer Series classes and fully crewed events; date to be confirmed. Other prizes may be awarded. 14. CONDITIONS OF ENTRY All competitors participate entirely at their own risk. See RRS Rule 4: Decision to race Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event(s) each competitor agrees and acknowledges that: They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event(s); They are responsible for the safety of themselves, their crew, their boat and their property whether afloat or ashore; They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; Their boat is in good order, equipped to sail in the event(s) and they are fit to participate; The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; They are responsible for ensuring that their boat is equipped and seaworthy so as to face extremes of weather; that persons on board are of sufficient experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew; Their boat is adequately insured, with cover of at least 2,000, (two million pounds sterling) per event against third party claims The fact that the RC may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this NoR It is the responsibility of the competitor who enters a race, series or regatta to ensure that all crew are fully aware of the provisions of this NoR In this NoR the term crew refers to all persons on board in any capacity FURTHER INFORMATION Further information can be obtained from the Sailing Secretary, RSYC Tel: racing@rsyc.org.uk or from the website: Royal Southampton Yacht Club 2017 Notice of Race Double Handed Racing Version v3: Effective from 20/03/17 Page 5 of 5
