4 Foreword Welcome to the 2018 Olympic Classes Handbook (OCH) was another very successful season with Britain once again delivering more medals in Olympic Class competition than any other nation. It also saw a change in team management with both Mark Robinson and myself new to the team. We are very excited about the prospects for Tokyo 2020 and we are both looking forward to the challenges that lie ahead. It certainly doesn t get any easier to win an Olympic medal and so we need to continually raise the bar. The Sailing World Cup Series will continue to play a key part in a sailor s Olympic campaign, both for seasoned campaigners and aspirants alike. In 2018 a shortened series will climax with a final in the 2024 Olympic venue in Marseille in June. This will be followed by the start of a new series in September, with an opening regatta in the 2020 Olympic venue, Enoshima. In addition, the range of class championships and EUROSAF events, provide numerous opportunities for high quality competition. Whilst Paralympic sailing will not feature in Tokyo 2020, we remain committed to working alongside World Sailing and other nations to get the sport reinstated in We have agreed a programme of grants, coaching and other support, which will assist sailors with potential future Paralympic aspirations to attend key events. This will enable them to still campaign at the highest level, whilst deliberations surrounding the sport s Paralympic future continue. Continued participation in key events by competitors from all over the world will be crucial to the attempt to get Paralympic sailing reinstated in The Olympic Classes Handbook (OCH) remains an important tool for aspiring Olympic sailors and provides information regarding: All Olympic sailing programmes Olympic class events and qualification events Eligibility and the s used to provide travel grants to key international regattas Entry criteria to the World Class Programme RYA Olympic Classes Handbook 4

5 It remains a live document subject to revision, and the latest version can be viewed on the British Sailing Team website. As part of the process to develop aspiring talent transferring from the Youth Classes into the Olympic Classes, we will be continuing our new programme, the Podium Potential Pathway (P3) squad. This programme supports sailors through a transition which often comes at a challenging time. Sailors are often required to balance their commitment to the sport together with the demands of higher education. Sailors aspiring to join Podium Potential Pathway (P3), the Podium Potential Squad (P2) or the World Class Podium Squad (P1) should refer to the pages which outline the eligibility criteria. It should be noted that this is the criteria in order to be considered for selection and that simply achieving the criteria will not automatically ensure a squad place. If you have any questions regarding your eligibility, please contact the Podium Potential or Pathway Managers in the first instance. The RYA continues to run an Olympic Classes Spring Series for all classes (except Laser and Radial - see their class pages for details) in conjunction with the class associations. This is compulsory for all sailors on the Podium Potential Pathway (P3). Please find details of the class organised events in the relevant class calendar. The RYA organised events will be held as follows: 3 rd / 4th February 2018, WPNSA 10 th / 11 th March 2018, WPNSA The 2018 domestic calendar is rounded off with the RYA National Ranking Series. This is compulsory for all sailors on the World Class Programme. Please find details of the class organised events in the relevant class calendar. 6 The RYA Olympic Classes Spring Series and the RYA National Ranking Series continue to form part of the Qualification Series for grants and places at selected international events. The Notice of Race (NOR) for the RYA Olympic Classes Spring Series can be found on page 47 in this booklet. This will also be posted on the RYA Events website. Rio 2016, where the sailing team contributed to such an inspiring Team GB performance, already seems like a distant memory. Tokyo 2020 is now fast approaching and qualifying our nation s entry in all 10 Olympic Classes at the combined Olympic Class World Championships in Aarhus in August is an important stepping stone along the way. You can rest assured that we will leave no stone unturned in our quest for Olympic success in Tokyo 2020 and by working together we can remain the most successful sailing nation in the world. 7 Racing Charter Objectives To provide the framework for everyone to enjoy the sport of sailboat racing in whatever capacity and to whatever level the individual desires. To ensure that the sport of sailboat racing welcomes all people and treats them equally. To ensure that those who experience sailboat racing are encouraged to continue. Principles and Practices The sport welcomes all participants; it relies largely on selfcompliance and self-policing. Those that deliberately take unfair advantage of this or behave in an inappropriate manner, either on or off the water, can expect action to be taken against them. Competitors agree to compete in compliance with the rules and behave in accordance with accepted standards of sailboat racing. When involved in a genuine dispute, all parties to the dispute and those deciding the matter will use the established procedures for achieving resolution. Foul or abusive language, intimidation, aggressive behaviour or lack of respect for others and their property will not be tolerated. Organisers, officials and other providers of sailboat racing agree to provide the fairest racing possible. This includes encouraging feed- RYA Olympic Classes Handbook 7

8 back and facilitating the resolution of genuine disputes (including protests) in a timely and proper manner. Coaches and other advisers agree to encourage their competitors to compete, and behave in compliance with the above principles and practices. This Charter applies equally to those who organise, manage, coach, advise, judge, provide services and compete (including those who support competitors) in sailboat racing. The RYA encourages the adoption and implementation of this Charter, and provides guidance and support to individuals and organisations to assist implementation. 9 Application of RYA Racing Charter Through its Racing Charter, the RYA seeks to promote fair and enjoyable racing for all. What competitors should expect: Racing that, as far as possible, is fair, enjoyable and safe Shore facilities, administration and race management to acceptable standards and appropriate to the event A way to complain or make a suggestion, and a response to complaints and suggestions Prompt resolution of any disputes What is expected of competitors: Courtesy and respect to other competitors, officials, and other users of the water, both afloat and ashore Compliance with the rules, and take a penalty when required by the rules Use of the provided services to resolve any disputes Resolution of Racing Disputes: The RYA encourages the adoption of the exoneration penalty, advisory hearings and RYA arbitration in addition to protest hearings to improve the understanding of and compliance with the Racing Rules of Sailing. See px Unacceptable Behaviour: The RYA encourages the use of rule 69 and rule 2 to penalise and deter unacceptable behaviour both on and off the water. Expected to achieve transition to E level within 3 years/ Hub camp based, Weymouth and Portland, coaching and sports science and medicine support. Coach support to targeted class age group and European based multi-class international EUROSAF events.

13 Criteria Notes: In addition to the guidance criteria above, consideration for inclusion at all levels is based on cyclical number fluctuations and constraints, World Sailing Class changes and RYA World Class Programme strategies driven by the best use of resources to meet the medal winning aims of the World Class Programme, as directed by the RYA Director of Racing. To be eligible for consideration for selection to the World Class Podium Programme (P1) sailors must have an Olympic Games focussed programme and a realistic chance of winning a medal in a major international competition within 4 years, in addition to meeting the performance criteria. Levels of support offered to Podium athletes can be at different levels subject to individual programme. For sailors in the WCP further information can be found in the Athlete Handbook on the RYA website. Performance criteria are minimum requirements to be considered for selection to the WCP simply achieving the criteria will not automatically result in a squad place. Results are athletes (not nations) and European Championship results exclude non Europeans. The length of time a sailor remains at a level will be continually reviewed, however, as a guideline, sailors are expected to requalify as a minimum as follows: Level A at one of the next two World Championships (or appropriate Olympics/Pre-Olympics). Levels B - at either the next World or European Championships (or appropriate Olympics/Pre-Olympics). RYA Olympic Classes Handbook 13

14 In addition to the performance criteria, athletes also need to meet and maintain the relevant profiling benchmark standards and exhibit the values and behaviours of the programme. A or B status sailors who change boat will drop one funding level except in exceptional circumstances and will then be required to deliver a qualifying result at the next qualifying event. A or B status doublehanded sailors who change crew will drop one funding level except in exceptional circumstances and will then be required to deliver a qualifying result at the next qualifying event. Where crew or class changes result in doublehanded sailors having different funding levels, their funding level will be equalised to the level achieved at the next qualification event. 24 Olympic Classes Event Programme and Qualification System The following pages show the current programme of events for Olympic classes. It also indicates how grants and event qualification places, where applicable, will be allocated to sailors. Further details regarding how the process is managed can be found below and also on the relevant class page. The events programme and, from time to time the qualification, is subject to change and therefore the latest and applicable version of this document remains online on the British Sailing Team website. RYA Grants The RYA provides a limited amount of grant support to sailors, who are not on the World Class Programme at levels A - E, to help them attend Senior and Junior European Championships and key EUROSAF events. Sailing World Cup events and Senior World Championships will usually not be supported. The grant is approximately the traveling costs, based on double or triple trailing, calculated by the RYA. The grant amounts are dependent upon the levels of funding available and are normally paid one month prior to the event. All grants are repayable immediately if the sailor does not attend the regatta for any reason. Grants will not be handed down in the event of the grant winner not attending the event. Grant recipients are subject to an RYA code of conduct which must be signed and returned before payment will be made. Qualification System The qualification s for all of the available grants and/or places are shown in this booklet under each class programme. RYA Olympic Classes Handbook 24

Qualification Series: Best 2 events from last 3 Scoring System The events discard for grant qualification for events is outlined on the respective class page in this booklet. The Qualification Series results table is formed using the overall finishing positions of individual events in the series. In the event of the cancellation without racing of an individual Qualification Series event, either in advance or at the event, due to unforeseen circumstances, unsuitable weather, lack of entries etc., the Qualification Series will disregard this event for the purpose of grant allocation and standings. For multi handed classes the grant goes to the helm and is awarded based on the results of the helm. Exceeding EUROSAF and Sailing World Cup Entry Quotas Where GBR entries to EUROSAF, Sailing World Cup or other events exceed the quota set by the organisers, entries given to the RYA will be allocated based on the used for grant qualification for that event. If no grants are available for the event, entries given to the RYA will be allocated based on the National Rankings taken on the final deadline for entries date, as specified in the Notice of Race. 26 Qualification for 2018 Sailing World Championships 1. All sailors who would like to request entry to represent GBR at the 2018 Sailing World Championships shall register with the RYA by 1st February 2018 by sending an to this effect to Sasha Lines Late applications for entries will be accepted at the sole discretion of the RYA Olympic Steering Group. 2. A link to the qualification can be found here: 3. World Sailing requires Member National Authorities (which is the RYA for GBR sailors) to the nominate sailors who will participate at the 2018 Sailing Worlds Championships. 4. Given the complex qualification process, the RYA needs to have in place an entry Priority Ranking List. 5. The OSG will determine the RYA s entry Priority Ranking List for GBR. The OSG will use any information it thinks is relevant to create the Priority Ranking List, including the following primary indicators: a. RYA World Class Programme A and B status sailors. b. International Indicator Event(s) as per the table below, on a cumulative series score with ties broken on the basis of the last event. c National Ranking Series / UKLA Ladder (as appropriate). 6. 46 Notice of Race RYA Olympic Classes Spring Series 2018 Event 1: 3 rd and 4 th February (WPNSA) Event 2: 10 th and 11 th March (WPNSA) RYA Racing Events Website The Organising Authority shall be the RYA and WPNSA. Rules 1.1. The races will be governed by the rules as defined in the RYA Racing Rules of Sailing (RRS). Advertising 2.1 Boats may be required to display bow numbers and advertising chosen and supplied by the Organising Authority. Classes 3.1 Racing at all or some of the nominated events in the RYA Olympic Classes Spring Series 2018 will be in the following classes: Event 1 Event 2 RSX 9.5 RSX 9.5 RSX 8.5 RSX 8.5 Nacra 17 Nacra mR 2.4mR 470 Men 470 Women 470 Mixed 49er 49er FX Finn Information regarding which classes will be competing and other events that will be used for classes RYA Olympic Classes Spring Series 2018 and Grant Qualification Events can be found in the RYA Olympic Classes Fixture Booklet, which is updated on the British Sailing Team Website. 47 Eligibility and Entry 4.1 Entries for each event should be made in advance online via the Racing Events Website no later than the date listed under Fees (5.2). Entry for non RYA run events will be as per the class association s discretion. 4.2 Late entries will incur an increased entry fee. 4.3 Three class entries are required, by Monday 29 th January for Event 1 and Monday 5 th March for Event 2, for racing to take place for that class. 4.4 All sailors under 18 years of age must produce a completed parent/guardian consent form available on the RYA Events website. Without a completed form, sailors under the age of 18 will not be allowed to register. Fees 5.1 The entry fees for Events 1 and 2. Entry Fee Late Entry Fee Single Hander Double Hander The Late Entry fee will apply for those entries received after the following date for each event: Event 1: Entries received after 12pm on Monday 29 th January Event 2: Entries received after 12pm on Monday 5 th March If the class is cancelled by the Organising Authority, a full refund will be offered. 5.4 If an entry is cancelled by the competitor, the entry fee will be refunded as follows: Cancellation Date Before 29 th January After 29 th January Event 1 Event 2 Entry Fee Refunded Cancellation Date 80% Before 5 th March Entry Fee Refunded 80% 0% After 5 th March 0% RYA Olympic Classes Handbook 47

48 Format 6.1 For all classes there will be a maximum of 5 races per day, apart from the RS:X where there will be a maximum of 4 races per day, using a shorter race format. Addendum Q will apply at nominated events as outlined in the Sailing Instruction. Schedule 7.1 Registration for competitors will take place in the Race Office between 0930 and 1000 on the first day of racing. The location of the Race Office will be detailed in the Sailing Instructions. 7.2 The warning for the first race is scheduled to be no earlier than 11:30 on the first day of racing. 7.3 On the last day of racing, no warning signal will be made after The event prize giving will take place as soon as possible after racing on the following dates: Sunday 4 th February Sunday 11 th March Measurement 8.1 Each boat shall have a valid measurement certificate (if required by class rules). Boats shall use the approved National Code Letters on their sails as required by the RRS. 8.2 During an event, equipment shall only be replaced with permission of the Jury. Sailing Instructions 9.1 Sailing Instructions and Local Instructions will be available at Registration. Venue 10.1 The regatta will be held at Weymouth and Portland National Sailing Academy The racing areas will be Weymouth Bay and Portland Harbour. The Courses 11.1 The courses will be Windward/Leeward or Trapezoid. Penalty System 12.1 For the 49er, 49er FX and Nacra 17 classes the rule 44.1 and 44.2 are changed so that only one turn, including one tack and gybe, is required. Scoring 13.1 The Low Points Scoring System will be used at all events. RYA Olympic Classes Handbook 48

49 13.2 The RYA Olympic Classes Spring Series winner will be scored on the total points of the final finishing position in all nominated class National Ranking events. Support Boats 14.1 Support boats will need to register in the race office as per NOR 7.1. If called upon support boats will be required to act as rescue boats. Electronic Equipment 15.1 The organisers may require competitors to carry electronic recording equipment. Prizes 16.1 Prizes for the RYA Olympic Classes Spring Series 2018 winners will be awarded on the final day of racing at the last Spring Series event for that class. Risk Statement Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and RYA Olympic Classes Handbook 49
