1 Their primary purpose will be to undertake and deliver a youth development Sail-Training programme which will connect the five EU Member States of the Atlantic Sea- Board Region, Portugal, Spain, France, United Kingdom and Ireland, within the framework of the Atlantic Forum Strategy. This project proposes the construction, development and operation of a fleet of one-design Tall Ships. Project Proposal To link the Coastal Communities of the Atlantic Member Countries by sea going voyages in Tall Ships. To deliver on board the Ships during these linking voyages, a Youth Development Sail Training vocational and educational and scientific research programme for the EU Citizens of all ages, young maritime professionals, disadvantaged youth and the unemployed with particular emphasis on citizens between the ages of year olds from the five Atlantic Seaboard Region States. Project Overall Aims To promote Personal Development of Youth through the engagement of the EU citizen in Sail Training Youth Development Voyages with particular emphasis on disadvantaged groups and to educate the young people of the Atlantic Seaboard Region about their maritime culture and identity. To provide young Maritime Professionals with the opportunity to learn and experience the traditional maritime leadership skills and nautical skills, vital to their professional development. To contribute to socially inclusive growth by highlighting maritime professions and attracting young people to maritime based careers. Breaking the psychological barrier between the public and the sea as a vital element in achieving this goal. To undertake targeted Scientific Research of the marine environment during the Voyages undertaken and during these voyages to promote international and Pan-European co-operation in the fields of youth education in marine science and environmental protection.
2 To promote EU citizenship, awareness of cultural diversity, and knowledge of the marine based industries among the Voyage participants and coastal communities of the Atlantic Seaboard To advance and promote tourism and public awareness of the EU Atlantic Coastline and to develop mutual understanding and shared ownership of the Atlantic Basin among the Five EU Member States and their citizens Sail Training Youth Development Explained Sail Training requires participants to take part in voyages at sea, as an active team member of the crew on traditional sailing vessels. The outcomes of this experience, when part of a well-planned on board programme of education are: The acceptance of personal responsibility and challenge Inter-personal skills Self reliance and confidence Cultural awareness and acceptance Ability to work as part of a team Project Educational Programme: Youth Exchange projects based on the framework of the EU Commissions Youth in Action programme would be delivered on board the ships as they voyage throughout the region. These Voyages will involve groups of young people from two or more of the Atlantic coastal member states at a time and will seek as outcomes: Solidarity and tolerance An awareness of National and European identity Respect for, and knowledge of, the issues of the sea and marine environment Protecting and promoting the Atlantic area's cultural heritage To offer a system which allows civil society organisations to place young people in an international programme of education, development and scientific research
3 To overcome the social challenges that stand in the way of integrating the potential of the emerging blue economy into the general public agenda. Project Tourism Objectives: As the ships will be a one-design fleet they will be able to race against each other in international and local regattas, which will attract popular interest. Their visits to Ports and Maritime Festivals across the Region will create a strong tourist attraction to the port areas and thus help to bridge the gap between the general public and the maritime industries based in the Member States ports of the Atlantic Seaboard. The vessels will be utilised when in port for local community education, public presentations and tourism programmes. These will extend knowledge of marine ecosystems, maritime skills and marine heritage. During port visits they will conduct day sails bringing local groups to sea for a day to explore their local area by sea and gain an understanding of the maritime environment and industry. These day sails will involve basic educational/information talks with a focus on the local environment and marine industries. Project Scientific Research and Environmental Objectives: To study the impact of humans and marine industries on the marine environment including ecosystems and biodiversity Sustainable management of the marine environment Sustainable exploitation of marine natural resources Research projects can be aligned with the national school education curricula To promote knowledge and understanding of all above matters by assisting our Partner Organizations with research projects: e.g plankton sampling, water sampling, bird population studies and migration patterns. The ships will be members of the Blue Flag Initiative, which has already been adopted and accredited by Sail Training International.
4 Project Delivery The delivery of the programme requires The investment in the design, construction and maintenance for a minimum of six years, of a purpose built one design Sail Training Vessel for each Member State Managing Organisation. The development of a common Sail Training Education Programme to be delivered on Board each Member State Project Vessel. The ships will be equipped with lecture/presentation facility with capacity for the full crew to take part in workshops and lectures. The development of a Scientific Onboard Research Programme by the National Scientific Partner in the Member State to be delivered by the Member State Project Vessel. The ships will be equipped with a scientific lab for conducting tests and research. The vessel will be a rigged sailing vessel circa 23,90 meters in length. The estimated cost of construction of each vessel is 2,900,000. Project Management An organization with a board of directors/trustees will be formed in order to manage this project on behalf all Member Organizations to ensure cooperation and cohesion and commonality in respect of all aspects of the delivery of the Project its aims and objectives.
5 Project Communication Public awareness of the programmed and its aims will be important. In each Member State the Managing Organization will be asked to contribute to a Region wide public relations campaign which will utilize: Website, Social Media, TV and other media support to promote the educational, scientific, self development and tourism aims of the project. The spectacle of the tall ships will draw the media s attention. In each Member State the Managing Organization will engage with representatives of the schools and youth services in the Member State to present and promote to them, the aims objectives and successes of the Project. This will contribute to public understanding and to the long-term leverage effect of the Project. Project Marketing Timeline In each Member State the Managing Organization shall be responsible for recruitment of participants for the programmed from organizations such as, but not exclusively, schools, localauthorities, youth services and such like organizations across the Member State. Each participant will be asked to make some financial contribution to his or her experience. The duration of the Project is 7 years, from 2014 to : construction of the ships at an estimate cost of 2,900,000 per ship : Delivery of the Project at an estimate cost of 1,400,000 per ship
6 Outcomes This project has the ability to produce an extremely positive leverage effect that will last for 15/20 years, as all participants will: Have the opportunity to reach their full potential as individuals in terms of accepting challenge and responsibility, developing a good work ethic, communicating and working with others, understanding cultural diversity and developing a sense of adventure. Be more aware of the opportunities available to them through the emerging blue economy and better equipped to take advantage of them. Be more willing to engage with the marine world, the emerging blue economy and will have a sense of ownership of our shared international marine environment and resources. Develop marine based environmental awareness which will contribute to the future protection of our shared marine environment Engage in collection and processing of scientific data relevant to protection of the marine environment and development of its natural resources Develop skills and knowledge related to maritime activities and marine resources Develop a shared cultural identity
7 Tourism and Cultural Outcomes. The project will: Through public engagement help to promote the marine industries and the marine environment, its issues and potential. Be fully inclusive by insuring accessibility to socially and economically-disadvantaged youth and thus have an impact at all levels of society Plant the seeds for an emerging generation of young people with knowledge, skills and awareness of the Atlantic Seaboard Regions shared marine resources, their importance to the future of Europe and an understanding of our combined ownership of, and responsibility to manage and sustain, them. The national partners will enable the project to achieve well designed ships capable of hosting a quality sail training youth development experience, scientific exemplification and to promote the importance of marine education, environmental sustainability, tourism and cultural exchanges and interaction between coastal communities of the Atlantic Seaboard. Within these partners lies the expertise necessary to deliver the project as described above. Since 2002 our yawl Bon Temps (1926) works as a small school vessel, sailing every weekend, and taking on board to any person interested to learn and to take part as a crew member. Since 2005 Villas del Cantabrico Foundation also organizes the only Spanish maritime festival, which in 2014 will celebrate its 3rd edition.

Always committed to the field of development and education of young people through sail training. Since its inception in 1996, the Association has regularly participated in the Tall Ships Races, organized by Sail Training International, in all the seas of Europe, from the Baltic to the Mediterranean, leading to hundreds of young people between 15 and 25 years in our schooner "Juan de Langara," with which they have sailed thousands of miles. We have also been the leaders of the proyect "Hijos de 4 mares", within the Youth in Action Programme 2012 (yia-na-action1-action11), jointly with Sail Training Ireland for Youth Development (STIYD), Association of Sea Training Organisations from United Kingdom (ASTO) and the Sail Training Association Netherlands (STAN). This project involved 28 young people and 4 monitors from 4 countries. In our history we have received several awards: 1997-The Royal Thames Yacht Club Challenge Cup (Presented to the best newcomer to a Sail Training International race or regatta.) Sail Training International Friendship Trophy. (This trophy epitomizes the objective of the races and is awarded to the vessel which, in the opinion of the entire fleet race through a secret ballot, most has done to help Further International Understanding and friendship During the races.)
