ADMINISTRATIVE INFORMATION Industry Reference Committee submitting the Case for Change Maritime Industry Reference Committee (IRC) Skills Service Organisation responsible for preparing the Case for Change Australian Industry Standards Limited (AIS) Development of the Case for Change This Case for Change was developed by the Maritime IRC. It is focused on, but not limited to, setting out the strategic and evidentiary case (including an analysis of the level of industry support) for developing a new qualification, relevant to: Electro-technical Officer (ETO) required competencies Australian Maritime Safety Authority regulatory requirements The Case for Change was developed in consultation with Maritime stakeholders, and with consideration of the Training Package Development and Endorsement Process Policy. It outlines the imperatives for change to ensure that the AISC can make decisions on the proposed work, based on robust evidence. Maritime Training Package products listed in Attachment A, are proposed for development as part of this Case for Change. This includes: A new qualification for ETOs Five new Units of of 34 Units of B. THE CASE FOR CHANGE Drivers for change The Maritime Training Package incorporates the requirements of the Australian Maritime Safety Authority (AMSA) in the qualifications, Skill Sets and Units of. These AMSA requirements are in the form of Marine Orders or a direct relationship to the Standards of Training Certification and Watchkeeping for Seafarers (STCW 95) Convention. AMSA is responsible for monitoring ship, crew and coastal pilot compliance with maritime safety standards including: Providing occupational health and safety inspectorate services under the Occupational Health and Safety (Maritime Industry) Act Ensuring safety training of crew on ships operating under the Navigation Act 2012 meet the standards of the Standards of Training Certification and Watchkeeping for Seafarers (STCW 95) Convention. This Case for Change is predicated on the following drivers: a need to provide a pathway for ETOs to gain AMSA for this job role meeting the industry requirements for an ETO addressing the regulatory requirements of AMSA for an ETO 2

3 addressing the identified gap in the Maritime Training Package to provide the skills and knowledge for required for an ETO Recommended changes The Maritime IRC recommends that the products listed in Attachment A be approved for development, based on the following evidence: In 2010, the Manila amendments to STCW 95 created a requirement for a new qualification for ETO AMSA requirements for an Electro-Technical Officer Certificate of, Marine Order 72 (Engineer officers) 2014, made under the Navigation Act 2012 No current Training Package product is contained within the Maritime Training Package to provide for Electro-technical officers to gain AMSA for this job role. C. INDUSTRY SUPPORT FOR CHANGE Stakeholder Consultation Key individual and group stakeholders who were consulted, or provided information in the development of this Case for Change over the period of six months, are listed in Attachment B. The information contained within the Case for Change was made available to the public, industry stakeholders and State Training Authorities for comment and feedback through the Australian Industry Standards website and registered stakeholder communications, over the period [insert consultation period(s)]. The Maritime IRC reviewed and approved this Case for Change on [insert date]. Overview of the issues identified ETOs currently have no training pathway to obtain AMSA. The Maritime Training Package must be reviewed to provide the skills and knowledge for the AMSA required for an ETO. This certificate of competency is issued under Marine Order 72 (Engineer officers) 2014, made under the Navigation Act Five new Units of are to be developed to meet industry requirements, aligned with AMSA requirements and the requirements of the STCW. o Operate computers and computer networks on ships o Use internal communication systems o Maintenance and repair of bridge navigation equipment and ship communications systems o Maintenance and repair of control and safety systems of hotel equipment o Operate and maintain power systems in excess of 1,000 volts Issues and sensitivities 3

4 There are no residual issues identified by the Maritime IRC that have not been addressed within this Case for Change. Feedback was received during the consultation period that expressed support for the proposed Case for Change, with no dissenting views raised to the Maritime IRC for consideration. D. IMPACTS OF CHANGE Workforce Currently there is no training pathway available for the ETOs in the Maritime workforce. This has created a skills shortage for the Australian Maritime industry. This results in the Maritime industry employing overseas workers to fill these roles. Maritime stakeholders consulted to date, have identified that the proposed changes to Maritime Training Package will result in the following benefits to the Maritime industry: Provide maritime enterprises with a development pathway for ETOs Allow ETOs to enter the maritime industry, compliant with AMSA requirements Facilitate the capacity for marine engineers to also train as ETOs Facilitate the capacity for ETOs to also train as marine engineers Achieves regulatory compliance for Maritime organisations RTOs will need to apply to have this new qualification on their scope of registration to enable delivery to students. They will also need to have the required high voltage equipment or have access to the required equipment. Identification of benefits of change Maritime stakeholder consultation to date, has identified that the proposed changes to Maritime Training Package products will result in the following benefits to the Maritime industry: A pathway for the development of ETOs Compliance with AMSA requirements for the Maritime industry Identification of risks of not implementing proposed change Maritime stakeholder consultation to date identified that by not implementing the proposed changes to the Maritime Training Package, will result in the following risks to the Maritime industry: No pathway for ETOs to gain the skill and knowledge for AMSA. A skills shortage for AMSA certified ETOs in the Maritime industry Non-compliance to STCW Forcing Australian mariners to go off shore for training in this role Potential loss of Australian jobs in the maritime industry to overseas applicants Diminished Vocational Education Training (VET) market for Australian Registered Training Organisations Proposed approach and estimated timeframes for undertaking development work Completion of all development work is proposed to be undertaken over the period April 2018 through till April The Maritime IRC intends to submit a Maritime Training Package Release TBA Case for Endorsement with supporting material for submission to the AISC before 30 th April

IMPLEMENTING THE COAG INDUSTRY AND SKILLS COUNCIL REFORMS FOR S This Case for Change addresses the COAG Industry and Skills Council (CISC) suite of reforms to the Training Package system in response to the of Training Packages and Accredited Courses in the following manner: Removing obsolete and superfluous qualifications from the training system to make it easier for consumers to find the training relevant to their needs. o This case for change does not propose the removal of any obsolete or superfluous Maritime Training Package products. Making more information available about industry s expectations of training delivery, to training providers to improve their delivery and to consumers, to enable them to make more informed course choices. o An overview of Maritime training delivery information relevant to the ETOs training and regulatory requirements will be included in the supporting Companion Volume Implementation Guide. This will be supported by information on the AMSA website relating to ETOs. Ensuring the training system better supports individuals to move easily from one related occupation to another. o Facilitate the opportunity for engineer watchkeepers to transition to ETO roles and vice versa in the future Improving the efficiency of the training system by creating units that can be owned and used by multiple industry sectors and housing these units in a work and participation bank. o This Case for Change proposes the development of five new Units of to meet the AMSA Electro-technical Officers The five new units will also facilitate transition of existing occupations of the Maritime industry to the Electro-technical Officer position. Fostering greater recognition of Skill Sets. o The units to be developed may also be packaged as a Skill Set if required by the Maritime industry in the future. Ensuring that accredited courses fill the gap in Training Packages and provide for training courses to be developed as quickly as industry needs them and support niche skill needs. o This Case for Change does not propose a requirement for development of an existing or proposed accredited course.
