2 What is the Captain (OUPV) Course? The Captain (Operator of an Uninspected Passenger Vessel OUPV) course satisfies the education and examination requirements for a USCG commercial license. The license which is often called the SIX PACK allows the operator to take no more than 6 paying passengers on his/her boat. The Captain in this situation is most frequently seen as a fishing charter, scuba or small excursion boat captain. Basically, a license allows the Captain to charge money for something s/he loves to do! (a)(i) Where one of two vessels is to keep out of the way, the other shall keep her course and speed. NAVIGATION RULES (INTERNATIONAL) RULE 17 ACTION BY STAND-ON VESSEL Why Do I Need a License? The license is required whenever the operator of power-driven vessel receives payment for services. An operator without a license is liable for operation without a license. How Do I Receive a License? Candidates for a license may enroll in a school approved by the USCG to offer courses which satisfy the USCG requirements. These programs may also satisfy the USCG examination requirements and eliminate a trip to a USCG examination center. The NAV-ED program is approved in both areas. What Does the Course Cover and How Do I Apply? The NAV-ED course is designed to provide all USCG-required instruction for the Captain license. The NAV-ED courses are designed to provide all USCG-required instruction for the endorsements. Auxiliary Sail instruction includes: Sailing Terminology Sailing Equipment Sailing Safety Sailing Regulations Principles of Sailing What is an Endorsement? An endorsement means a provision added to a license which alters its scope or application. What is an Auxiliary Sail Endorsement? An individual holding a license or MMC endorsed as master or mate of inspected, auxiliary sail vessels, is authorized to serve as master or mate, respectively, of self-propelled and non-self-propelled vessels within any restrictions on the individual s license or MMC. 46 CFR (d). What is an Assistance Towing Endorsement? Assistance towing means towing a disabled vessel for consideration. 46 CFR The holder is authorized to engage in assistance towing on any vessel within the scope of the license or MMC. 46 CFR (c). How Do I Receive a License? Enrollment in the NAV-ED program satisfies both the USCG education and examination requirements. Candidates include NAV-ED documentation in their application packet. 6 What is the Master Course? The Upgrade OUPV to Master (100 Tons) course satisfies the education and examination requirements for a USCG commercial license. The license allows the operator to take operate vessels up to 100 Tons (depending on the candidates sea experience) with the number of passengers approved by the USCG. The Captain in this situation most frequently operates large fishing charter, scuba or excursion boats. Basically, this license extends the Captain s authority from no more than six passengers to larger vessels. Every vessel shall at all times maintain a proper look-out by sight and hearing. NAVIGATION RULES (INTERNATIONAL) RULE 5 Conduct of Vessels in Any Condition of Visibility Why Do I Need a Master License? The Master license is required for the operator of inspected power-driven vessel which carries more passengers than that approved under a Captain (OUPV) license. How Do I Receive a License? Candidates for a license may enroll in a school approved by the USCG to offer courses which satisfy the USCG requirements. These programs may also satisfy the USCG examination requirements and eliminate a trip to a USCG examination center. The NAV-ED program is approved in both areas. 8 What is the OUPV/MASTER Renewal Course? The 8 hour course provides instruction to satisfy the requirements for the renewal of licensure as an OPERATOR OF AN UNINSPECTED PASSENGER VESSEL (OUPV) or a MASTER (NTM 100 TONS). Graduates of the NAV-ED program are awarded a Certificate of Training which when submitted within one year of completion of the training will satisfy the examination requirements of 46 CFR (d)(8)(i)(B) for renewal of any deck license endorsed for service upon vessels of not more than 100 Gross Tons. (a)(i) Where one of two vessels is to keep out of the way the other shall keep her course and speed. NAVIGATION RULES (INTERNATIONAL) RULE 17 ACTION BY STAND-ON VESSEL Who Needs to Renew? This course is designed for license holders who do not anticipate completing 360 days on the water during the 5 year licensing period. When Do I Need to Renew? The holder of a Captain or Master license must renew their license prior to its expiration date if s/he expects to operate under that license. It is recommended by the National Maritime Center that the license be renewed as least two months before expiration but six months before expiration if the licensee has medical issues. What Does the Course Cover and How Do I Apply? The course is designed to provide refresher material in topics taught during the Captain and the Master courses.
