2 Intent: To establish an anchoring management plan which will. Promote environmentally sensitive and responsible anchoring of vessels within the waterways of the City of St. Petersburg. To reduce the potential of vessels becoming abandoned or derelict within the waterways of the City. NOT eliminate legitimate and responsible anchoring within the City s waterways.
3 Why Should St. Petersburg Participate? Current laws provide little or no assistance in addressing anchoring or mooring issues which tend to lead to vessels becoming This has led to a widespread derelict vessel derelict. problem throughout the State. Participation in the program would provide the City an opportunity to become part of the solution to this problem. Participation would provide the City with input in any future legislation.

45 Local Issues Continued Current procedures are lengthy and require many investigative hours. Building a prosecutable case is difficult. Reimbursement for removal expenses is even less successful. Current procedures lead to a high rate of recidivism.

48 Prevention! Draft and adopt an effective local ordinance which will promote fair and reasonable anchoring management throughout the City. Promote the use of the Vinoy Mooring Field. (To be constructed 1/12)
49 What goals should the anchoring management plan contain? Be fair and reasonable. Be enforceable. Plan should be clear and easy to understand. Components of the plan should be attainable. Should provide measureable results.
50 What are the key components? Establish a limitation on the length of time a vessel may remain anchored. Things to Consider: 1. Time period should discourage long term storage, but encourage responsible use of the waterways. 2. Should provide for removal of non-compliant vessels.
51 What are the key components? Establish a limitation on the length of time a vessel may remain anchored. Require a vessel to remain in operable condition. Things to Consider: 1. Should establish a minimum level of vessel operability. 2. Should not be based on attractiveness or lack thereof of vessel. 3. Should provide for a grace period for the vessel to be brought into compliance.
52 What are the key components? Establish a limitation on the length of time a vessel may remain anchored. Require a vessel to remain in operable condition. Establish a buffer zone around the Vinoy Mooring Field. Things to Consider: 1. Area should be large enough to ensure success of the mooring field. 2. Should still allow for short term anchoring for special events and emergencies.
