1 Hazard Communication Safety Data Sheets
2 OSHA revised its Hazard Communication Standard (HCS) to align with the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS). Two significant changes contained in the revised standard require the use of new labeling elements and a standardized format for Safety Data Sheets (SDSs) formerly known as Material Safety Data Sheets (MSDSs).hazards of hazardous chemical products. The new label elements and SDS requirements will improve worker understanding of the hazards associated with the chemicals in their workplace. OSHA is phasing in the specific requirements over several years starting with December 1, 2013 to June 1, 2016.
3 The first compliance date is December 1, To ensure employees have the information needed to better protect themselves from chemical hazards in the workplace employers must have trained their employees on the new label elements and the SDS formats.
4 The following list contains the minimum required topics for the training that must be completed by December 1, Product identifier: how the hazardous chemical is identified. This can be (but is not limited to) the chemical name, code or batch number. The manufacturer, importer or distributor can decide the appropriate product identifier. The same product identifier must be both on the label and in Section 1 of the SDS (Identification).
5 Signal word: used to indicate the relative level of severity of hazard and alert the reader to a potential hazard on the label. There are only two signal words, Danger and Warning. within a specific hazard class, Danger is used for the more severe hazards and Warning for the less severe hazards. There will only be one signal word on the label no matter how many hazards a chemical may have. If one of the hazards warrants a Danger signal word and another warrants the signal word Warning, then only Danger should appear on the label.
6 Pictogram: OSHA s required pictograms must be in the shape of a square set at a point and include a black hazard symbol on a white background with a red frame sufficiently wide enough to be clearly visible. OSHA has designated eight (8) pictograms under this standard for application to a hazard category.

8 Hazard statement(s): describe the nature of the hazard(s) of a chemical, including, where appropriate, the degree of hazard. For example: Causes damage to kidneys through prolonged or repeated exposure when absorbed through the skin. all of the applicable hazard statements must appear on the label. Hazard statements may be combined where appropriate to reduce redundancies and improve readability. The hazard statements are specific to the hazard classification categories, and chemical users should always see the same statement for the same hazards, no matter what the chemical is or who produces it.
9 Precautionary statement(s): means a phrase that describes recommended measures that should be taken to minimize or prevent adverse effects resulting from exposure to a hazardous chemical or improper storage or handling.
10 You need: A list of all the hazardous materials you use, sell, or store at the facility (use the following - Hazcom Material Control Sheet).

12 Cont. Each supplier must make available a Safety Data Sheet ((SDS (replaces the MDSD sheet)) to any business supplied with a hazardous product. Each employee must be trained in the hazards and treatment of exposure of any product that is deemed hazardous. Each employer must offer training to all old and new employees on existing hazardous products at the location and any new products.
13 Cont. A list of the employees trained and when they were trained should be kept at the location at all times. The list should be updated when a new employee is hired. The SDS must be kept on file where the employee has access and needs to be a hard copy. If a supplier indicates that their products are not hazardous, ask for a disclaimer letter and keep it on file at the same location as the SDS s.
14 Cont. The location of each hazardous product must be communicated to the employee.
15 A roster of employees being trained on a specific date should be kept. The training must discuss the: General Program Affected Employees The Standard SDS s in General Labels/Communications Detection Emergency Procedures
16 Training Continued Detection Emergency Procedures Protect, Equipment/procedures Specific SDS s List each SDS Other The form must be dated and instructor and attendees must sign. (see sample copy following)

18 Training Continued Each Safety Data Sheet SDS should be discussed at the seminar explaining the specific products, hazaards and treatment due to exposure. Explain the meaning of each pictogram. When all is completed see the checklist of compliance. ( Checklist for Compliance follows.)
19 The following checklist will help to ensure you are in compliance with the rule: Obtained a copy of the regulation. Read and understand the requirements. Assigned responsibility for tasks. Prepared an inventory of chemicals. Ensured containers are labeled. Obtained SDS for each chemical. Prepared written program. Made SDS s available to workers Conducted training of workers. Established procedures to maintain current program. Established procedures to evaluate effectiveness.
