2 Certification Criteria Interior Structural Industrial Fire Brigade Member Certification Requirements To be issued certification as an Interior Structural Industrial Fire Brigade Member, the candidate will: Show successful completion of the above pre-requisite requirements. This must be documented on file at the Alabama Fire College, Testing Division. Complete required training hours (minimum 40 per level). Submit the Instructional JPR Verification Sheet Written Examination o Perform to a minimum 70% competency on a 100-question multiplechoice examination per level. One retest after 30 days and within one year of course end date is allowed. Practical Examination o Successfully complete a skills evaluation (2 skills sheets randomly drawn by the AFC Testing Division) working as a member of a team and/or completing individual skills), to a minimum of 70% competency and successful completion of all critical points. 5 Donning/Doffing Personal Protective Equipment NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 36-1 The candidate, given a complete set of personal protective equipment, shall don full personal protective equipment, according to manufacturer s recommendations, perform an assignment, and doff full personal protective equipment. Expected time to complete skill(s) is 5 minutes 1. Dons boots, pants, protective hood, coat, helmet, and gloves 2. Dons all personal protective equipment properly (no exposed skin except for facial area, helmet strap is tightened, coat collar is up, and all fasteners are secured) CRITICAL POINT 3. 6 Donning Self-Contained Breathing Apparatus NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 37-1 The candidate, wearing full personal protective equipment, shall properly don a self-contained breathing apparatus, and activate the PASS alarm. The candidate may use ONE of the following: over-the-head method, coat method, or seat mount method. Expected time to complete skill(s) is 3 minutes 1. Dons SCBA using one of the listed methods and ensures unit is secured and adjusted properly 2. Dons face piece, attaches regulator (if using waist mount regulator, attaches breathing tube to regulator), inhales activating regulator, holds breath for 5 seconds to ensure there are no leaks CRITICAL POINT 3. Exhales forcefully to ensure exhalation valve is working properly CRITICAL POINT 4. Dons hood, helmet, and gloves and ensures there is no exposed skin CRITICAL POINT 5. 7 Changing an Air Cylinder NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 37-2 The candidate, wearing full personal protective equipment and given and SCBA, shall demonstrate the proper procedure for changing an SCBA air cylinder using the one person method. The candidate may use any SCBA unit available to his/her department. Expected time to complete skill(s) is 2 minutes 1. Doffs unit using proper procedures 2. Closes cylinder valve on the used bottle and bleeds off pressure CRITICAL POINT 3. Disconnects the high-pressure coupling from the cylinder and puts the hose coupling on the ground directly in line with the cylinder outlet (ensures grit and liquids cannot enter the end of the unprotected high-pressure hose prior to attaching it to the cylinder outlet valve) 4. Releases the cylinder clamp and removes the empty cylinder and places a new cylinder into the backpack 5. Checks cylinder valve opening and the high-pressure hose fitting for debris and checks condition of O-ring CRITICAL POINT 6. Connects high-pressure hose to cylinder valve opening and opens cylinder valve 7. Expected time to complete skill(s) is 20 minutes RESTRICTED OPENINGS - SHIFTING THE SCBA 1. Maintains contact with SCBA CRITICAL POINT 2. Maintains physical, visual, or verbal contact with partner CRITICAL POINT 3. Keeps all PPE intact CRITICAL POINT 4. Checks conditions on other side of passage before entry CRITICAL POINT 5. Loosens shoulder strap and then waist strap 6. Shifts SCBA to one side (depending on which side regulator is on) 7. Repositions SCBA and tightens straps after obstruction is cleared Candidate must successfully perform 5/7 steps including CRITICAL POINTS RESTRICTED OPENINGS - BACKWARDS SWIM TECHNIQUE 1. Checks conditions on other side of passage before entry CRITICAL POINT 5. Sits with back against wall and centered between two obstacles 6. Positions feet in front of body as far as possible and raises buttocks off of ground to proceed through opening 7. Pulls shoulders and elbows into center of body while pushing backwards through the space 8. 11 SCBA Emergency Procedures 2012 Edition, NFPA 1081 Chapter Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 37-4 The candidate, wearing full personal protective equipment and SCBA shall demonstrate controlled breathing techniques and the ability to perform an emergency procedure check on the self-contained breathing apparatus. Warning: No emergency breathing procedure is endorsed by manufacturers, NFPA, ANSI, or any other regulating agency. These procedures should be used only as a last resort in life threatening situations. Expected time to complete skill(s) is 3 minutes CONSERVATION OF AIR (CONTROLLED BREATHING) 1. Calls a Mayday CRITICAL POINT 2. Inhales normally through nose and exhales normally through mouth 3. Inhales and exhales slowly 4. Proceeds to exit as quickly as possible 5. Repeats steps for three minutes CRITICAL POINT Candidate must successfully perform 4/5 steps including CRITICAL POINTS EMERGENCY PROCEDURE CHECK 1. Calls a Mayday CRITICAL POINT 2. 12 Pre-Incident Survey NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 38-1 The candidate given access to a building and given the necessary supplies such as note paper, pencils, rulers and graph paper, shall prepare a pre-incident survey. Expected time to complete skill(s) is 20 minutes 1. Records all ownership data that is pertinent to building 2. Notes all utilities, hydrants, fire detection and suppression systems CRITICAL POINT 3. Notes any hazards that are present (hazardous materials, obstructions to property, obstructions for egress of occupants) CRITICAL POINT 4. Notes important structural features that may affect fire suppression efforts (exposed metal beams, parapet walls, etc.) 5. 13 Advancing Fire Hose NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 39-1 The candidate, wearing a complete set of personal protective equipment and SCBA, given the necessary equipment, tools, water source, and assistance, shall advance a 1 ½ or 1 ¾ or larger hoseline using ONE of the situations listed. Expected time to complete each skill(s) is 10 minutes ADVANCING A CHARGED LINE INTO STRUCTURE 1. Advances 1 ½ hose line to door with partner and both firefighters are on the same side of hose 2. Evaluates fire conditions before entry into building 3. Sets nozzle pattern 4. Bleeds air out of hoseline before entering structure CRITICAL POINT 5. Operates nozzle 6. 15 Interior Structure Fire 2012 Edition, NFPA 1081 Chapter Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 39-2 The candidate wearing full personal protective equipment including SCBA and given an attack line, necessary tools and equipment, water source, and operating as a member of a team, shall correctly and safely extinguish an interior structure fire. The attack line shall be 1 ½ or larger. Expected time to complete skill(s) is 7 minutes 1. Deploys appropriate attack line, charges line, sets nozzle pattern, and bleeds air from hose line before entry 2. Collects all tools and equipment necessary prior to entry into structure 3. Ensures team accountability and hazards have been identified and controlled 4. Advances hose into structure properly and in a safe manner 5. Identifies, controls, and avoids hazards as conditions change (rollover, flashover, backdraft) 6. Uses appropriate method of attack and fire stream for fire conditions encountered (direct, indirect, combination) and extinguishes fire CRITICAL POINT 7. Locates and suppresses any hidden fires in walls, ceilings, etc. 8. 16 Extending or Replacing Hose Sections NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 39-3 The candidate, wearing protective clothing and given a charged 1 ½, 1 ¾, or 2 ½ hose line with nozzle and the necessary equipment, tools, and water source shall demonstrate extending OR replacing a sections or sections of fire hose. Expected time to complete skill(s) is 7 minutes EXTENDING SECTIONS OF HOSE 1. Carries additional hose length and hose clamp to nozzle end of hose 2. Places hose clamp 5 behind the coupling with minimum distance of 20 from engine 3. Positions to side of hose clamp and safely operates and fully locks clamp CRITICAL POINT 4. Removes nozzle and attaches additional length of hose with nozzle 5. Removes clamp safely when ready for water Candidate must successfully perform 4/5 steps including CRITICAL POINTS REPLACING SECTIONS OF HOSE 1. Tilts male coupling upward with foot 3. 18 Hose Coupling and Uncoupling 2012 Edition, NFPA 1081 Chapter Industrial Fire Brigade Interior Skill Sheet INTERIOR 39-4 The candidate, wearing personal protective equipment and given two lengths of fire hose, shall couple and uncouple the hose using the following methods. Expected time to complete skill(s) is 10 minutes Criteria/Performance Steps Continued: Test Retest TWO PERSON STIFF-ARM METHOD 1. Positions self and partner for grasping couplings (facing each other with coupling in between; feet apart; grasps using both hands; arms stiff & straight) 2. Compresses gaskets in couplings using body weight (presses coupling toward each other) 3. 19 Forcible Entry Inward Opening Door NFPA 1081, 2012 Edition, Industrial Fire Brigade Interior Skill Sheet IFB INTERIOR 40-1 The candidate wearing personal protective equipment and given tools (Halligan and flat head axe or sledgehammer), a partner, and an assignment shall force entry into a structure through an inward opening door, so that the tools are properly used, the barrier is removed, and the opening is in a safe condition and ready for entry. Expected time to complete skill(s) is 10 minutes 1. Utilizes proper PPE (including eye protection) CRITICAL POINT 2. Inspects door for location and number of locks and mechanisms, as well as safety hazards 3. Places forked end of Halligan, beveled edge against door, into door frame between door jamb and stop, near lock 4. Instructs partner to drive tool further into door jamb on command using flat head axe or sledge hammer until Halligan is past stop 5. Pushes Halligan toward jamb to force open, instructing partner to slide axe head between bevel of Halligan and door if additional leverage is needed 6.
