Lloyd s register GAS FUELLED SHIPS Rules Historically LR started with Provisional rules for METHANE GAS FUELLED SHIPS - January 2007 The first significant IMO publication is RESOLUTION MSC.285(86) (adopted on 1 June 2009) INTERIM GUIDELINES ON SAFETY FOR NATURAL GAS-FUELLED ENGINE INSTALLATIONS IN SHIPS is considered the basis for the development of the IGF Code
Lloyd s register GAS FUELLED SHIPS Rules Latest Edition: January 2016 Compliance with GF Rules is required to obtain the GF machinery notation Goal Based Design Concept Some prescriptive requirements but due to the novelty and complexity of the application, Risk Based Design required 11 sections covering most of the ship design aspects related to Gas as a Fuel
Risk Based design It is a Rule Requirement to carry out a Risk Based Study RBS. On section 3 of the gas fuel rules Risk Based Study to be carried out as indicated in the following standards: LR reference to Shipright Procedure: «Assessment of Risk Based Designs», RBD and recent notice 1 ISO 31010: «Risk Management Risk Assessment Techniques»
Risk Based design RBD - Risk Based design The four stages of RBD for LNG as Fuel are summarised below and detailed in our ShipRight Procedure (see note). Note. ShipRight Design and Construction: Additional Design Procedures - Assessment of Risk Based Designs (ARBD), April 2014, modified by ShipRight Notice 1: Design and Construction ADP - Risk Based Designs (RBD) (formerly Assessment of Risk Based Designs (ARBD)), November 2015.
Risk Based design RBD-1, Stage 1 is a Design Screening exercise in line with the ShipRight Procedure Benchmarks the design/arrangement against LR rules (and the IGF Code). Defined as the Design & Safety Statement in the ShipRight procedure. LR developed a questionnaire for the LNG as a FUEL case
Risk Based design RBD-2, Stage 2 is a risk assessment, based on a hazard identification workshop approach HAZID - with risk ratings
Risk Based design RBD-3, Stage 3 is referred to as the Revision & Supporting Studies Stage 3 in LNG as a fuel application is where a: Bunkering safety study is to be performed Stage 3 might also include revision of RBD-2 and other studies if recommended in RBD-2. e.g FMEA (failure mode and effect analysis) on a specific part of the design
Risk Based design RBD-4, Stage 4 A final review of the proposed design/arrangement based. Final Design Assessment in the ShipRight procedure. A hazard and operability workshop approach (HAZOP).
IGF CODE INTERNATIONAL CODE OF SAFETY FOR SHIPS USING GASES OR OTHER LOW-FLASHPOINT FUELS (IGF CODE) Final draft available: RESOLUTION MSC.391(95) (adopted on 11 June 2015) Entering into force January 2017
IGF CODE IGF code is divided in parts PART A General - GENERAL - GOAL AND FUNCTIONAL REQUIREMENTS - GENERAL REQUIREMENTS PART A-1 - SPECIFIC REQUIREMENTS FOR SHIPS USING NATURAL GAS AS FUEL - SHIP DESIGN AND ARRANGEMENT - FUEL CONTAINMENT SYSTEM - MATERIAL AND GENERAL PIPE DESIGN - BUNKERING - FUEL SUPPLY TO CONSUMERS
IGF CODE PART A-1 - SPECIFIC REQUIREMENTS FOR SHIPS USING NATURAL GAS AS FUEL (continue) - POWER GENERATION INCLUDING PROPULSION AND OTHER GAS CONSUMERS - FIRE SAFETY - EXPLOSION PREVENTION - VENTILATION - ELECTRICAL INSTALLATIONS - CONTROL, MONITORING AND SAFETY SYSTEMS PART B-1 - MANUFACTURE, WORKMANSHIP AND TESTING PART C-1 - DRILLS AND EMERGENCY EXERCISES PART D - Training - OPERATION (including bunkering)
IGF CODE IGF is a fully prescriptive code? NO It is a Requirement also in IGF code to approach the review for compliance with a risk assessment approach 4.2 Risk assessment A risk assessment shall be conducted to ensure that risks arising from the use of low-flashpoint fuels affecting persons on board, the environment, the structural strength or the integrity of the ship are addressed. LR rules will be soon revised to be as much as possible aligned with the IGF code LR ShipRight procedure will still be in place and applicable
