2 Key Safety Acts Complete a 5 Step prior to commencing any work Gloves shall be worn for all manual tasks Always use correct manual handling techniques Maintain good housekeeping at all times. Stow away unused gear. Be aware of your surroundings All operations of this equipment should be carried out on stable/ firm ground and the equipment should not be shock loaded. Access and egress must be performed using 3 points of contact at all times. Use horn warning signals: - Start One blast, Forward Two blasts, Reverse Three blasts. Check for power lines before setting up at a work site. Ensure area is clear of personnel and objects before moving your load. Qualifications Required to Operate HR Driver s License Site inductions and VOC s completed Attend morning pre-start meetings Ensure you have read Guidelines for the Bulk Cartage of Drinking Water issued by WA Department of Health (2004). 3 Shall - the instruction is compulsory. Should - the instruction is preferred but allows for initiative to be exercised. A JHA should be written for any variation in procedure or for the control of any new hazards that are identified. Correct manual handling technique: Utilise suitable Personnel appropriate for the task- consider age, special skills, capabilities and knowledge. Determine a lifting leader who will provide verbal instructions during the manual handling task. Definitions Ensure all Personnel involved are warm and stretched prior to undertaking any manual handling tasks. Ensure lifting point, path and set down points are free from obstacles and that the floor surfaces are not slippery. Remember to keep your spine in a neutral posture throughout the manual handling task. Consider the use of any manual handling aids, such as trolleys or hoists to minimize the weight lifted by Personnel. Avoid jerky movements, side bending or twisting during the manual handling process. Ensure the load is kept as close to the body as possible with the load sustained below your shoulders but above your mid-thigh. 4 PPE PPE requirements for this task are: high visibility reflective long sleeved shirt and long pants, safety glasses, gloves, safety boots and hard hat Take 5 Complete a Take 5 prior to commencing a prestart inspection, loading/ unloading operations or any other hazardous task. JHA Complete a JHA prior to commencing, if the scope of work has changed. 5 Prestart Inspection Turn on battery isolator and chock wheels, lock on with your Personal Danger Tag. Check gauge for oil and air pressure. Check lights and indicators. Check for fluid and air leakage. Check wheel nuts and cleats. Check for tyres damage. Check for tank/fitting leakage and un-sanitary fittings/pipes. Complete Log book entries of water quality readings, pick-up facility and generic questions stated with each load carted. Unstable Ground Uncontrolled Plant Movement Operator Competence Where possible, operator to ensure plant is parked on relatively stable/level ground. Operator to ensure plant is turned off, isolated, two forms of braking are applied and wheel chocks in place. PTES Group Supervisor to ensure periodical VOC of operator. 6 Job Planning Operator to assess and plan task prior to commencement. Driving to site of operation Adhere to WA Road Rules, Site requirements & Regulations. Always drive to conditions. Be constantly aware of road conditions at all times. Utilise a spotter in areas with reduced visibility Positive radio contact SHOULD be initiated when overtaking other vehicles/machines. Ensure familiarity of location and operation of controls Vehicle Collision Operator Competence Operator to be vigilant at all times when parking. Operator to use a spotter if required. PTES Group Supervisor to ensure periodical VOC of operator. Vehicle / Personnel Interaction Ensure all personnel and other operators are aware of your intentions. Water Truck Operations Truck signage shall be labelled Drinking Water Only in lettering 100mm high. Backflow prevention device shall be fitted to the inlet and outlet. All pipes and fittings should be labelled Drinking Water Only or water marked in accordance with AS 4020 or ATS Where containers/tankers/fitments are continually used they should be regularly cleaned at least every 3 months by: Filling and keeping full for at least 30 minutes (circulating through the pump) with water containing at least 4.0mg per litre free chlorine rinsing with drinking water and sealed securely against dirt or dust. The above process should also be used where the container and fitments are used for the first time or following a period of storage. Operator Competence Vehicle Collision PTES Group Supervisor to ensure periodical VOC of operator. Operator to be vigilant at all times when parking. Operator to use a spotter if required. 7 During transport operations containers and fitments should be completely sealed to prevent the ingress of dust and contaminants When not in use containers and fitments should be sealed stored in such a manner as to prevent contamination. DO NOT USE DRINKING WATER CONTAINERS and FITMENTS FOR ANY OTHER PURPOSE. Water Truck Operations (Tank Filling) Ensure truck is chocked when parking up to commence operations and hand brake is applied. Water truck hose to be removed from tray/box utilising correct manual handling techniques. Hose is to be connected to water truck and water tank with cam lock fittings securely closed and seals intact. Ensure traffic cones are utilised around hose to highlight the hazard and restrict access to the area whilst tank filling operations are undertaken. Turn on PTO (where positive pressure isn t available) and open valve at truck first and valve at tank second. Monitor tank overflow (Fill Level) continuously during filling operations to ensure no overflow occurs. Close tank valve when fill level has been reached and disengage PTO. Drain excess potable water from hose after disconnection to ensure no unnecessary weight is lifted. Operator Competence Vehicle Collision PTES Group Supervisor to ensure periodical VOC of operator. 8 Remove hose from all connections, cap and place securely in designated storage box/tray. During Transportation; Empty all hose connections to containers, standpipes and supply points. Join end to end or cap hoses, standpipes or supply points to eliminate any chance of contamination by dirt, dust or foreign objects, cap and seal outlets on containers (tanks). Empty any other fitting that is used in the water system and store away from dirt, dust and other contaminates. Consumer Advice: Carriers should advise consumers to disinfect and maintain the drinking water prior to consumption by providing the Consumer Advisory Notice attached to page 9 of the Guidelines for the Bulk Cartage of Drinking Water. RECORD KEEPING: Carriers shall keep in delivery vehicles a logbook that records; details of the date, source, destination and volume of bulk drinking water delivered, chemical treatment test results for each load of drinking water delivered (free available chlorine); and the date of cleaning and inspection of tanks and fitments. 9 Unstable Ground Where possible, operator to ensure plant is parked on relatively stable/level ground. Uncontrolled Plant Movement Operator to ensure plant is turned off, isolated, two forms of braking are applied and wheel chocks in place. Shutting Down Truck Reverse park truck in designated park bay or V drain Reduce speed and bring the water truck to a safe stopping position Engage the handbrake/park brake and leave the truck in neutral. Turn the engine key off. Note This will initiate the turbo timer (usually 3 minutes) to allow for the turbo to cool down If a turbo timer is not present then the truck should idle for 3 minutes before being shut down. Isolate truck. Ensure two forms of braking are applied. Manual handling Crush Vehicle / Personnel Interaction Operator to apply correct manual handling techniques at all times. Operator to ensure hands are not placed in the line of fire thereby eliminating the possibility of a crush injury. Ensure all personnel and other operators are aware of your intentions.
