2 NOTES Under the provisions of the London Government Act 1963 Greater London comprises the whole of the present Administrative County of London and the county boroughs of Croydon, East Ham and West Ham, practically all of the County of Middlesex and the metropolitan parts of the counties of Essex, Hertfordshire, Kent and Surrey. The Essex, Hertfordshire, Kent and Surrey county councils will continue to administer the remaining parts of their present areas, but all existing local authorities and areas within Greater London, exceptthe City of London, will cease to exist after 31 March In their place will be Greater London and the Greater London Council and thirty-two London boroughs, each with its own council. The first election of Greater London councillors was held on 9 April 1964 and of London borough councillors on 7 May The appointed day under the Act for the new councils to assume full power is 1 April The London borough councils have from 48 to members. The number of wards in a borough varies from 12 in Barking to 31 in the City of Westminster, and from one to seven councillors are elected for each ward. Each council includes aldermen, to the number of one-sixth of the councillors, elected by the councillors from among themselves or persons qualified to be councillors. Councillors are elected for three years but half of the aldermen retire every third year. This return follows the series published by the London County Council after metropolitan borough council elections. Table 1 shows, for each London borough and ward, the number of councillors to be elected, the number of local government electors on the 1964 register, the number who voted at the election on 7 May 1964, and the percentage of those with an opportunity to vote who did vote at that election. For each London borough as a whole Table 2 shows the number voting during each hour of the poll, the percentage of the total poll during each hour, and the number and percentage voting by post. Table 3 summarizes, for each London borough, the information in Table 1 and shows also the acreage and estimated population, the percentage of the electorate afforded an opportunity of voting in 1964 (i.e., at a contested election), and the political party strengths on the newly elected councils. All the particulars included in this return have been furnished by the town clerks and returning officers of the several London boroughs. SUMMARY The number of local government electors entitled to vote at this election was 5,481,013. Of this total 5,430,190 (99'1 per cent.) were afforded an opportunity of voting by a contest in their ward. In 29 boroughs every ward was contested and, in all, 672 wards out of 678 were contested. The lowest percentage of the electorate afforded an opportunity of voting in any borough was 83 3 in Hackney. The total number of councillors to be elected was 1,859. 1,547 men and 312 women were returned. (See note (b) on page 10.) Of the 5,430,190 electors who were afforded an opportunity of voting 1,940,394, i.e., 35 7 per cent. voted. The highest proportion of electors voting in any London borough at the 1964 election was 47 8 per cent. in Bromley. The lowest poll was in Hackney (16'3 per cent.). Second and third highest were recorded in Richmond upon Thames (47'5) and Bexley (47'1). The highest poll in any ward was 64 0 per cent., in North Sheen, Richmond upon Thames, and the lowest, 9 6 per cent. in Rectory, Hackney. The busiest hour was 7-8 p.m., when 354,681 (18'3 per cent. of the total poll) voted. The next busiest hour was 8-9 p.m. with 15 9 per cent., and the third busiest 6-7 p.m. with 14 2 per cent. Least busy was 1-2 p.m., 3-4 per cent. Figures showing the state of the political parties in each council after the election are included in the final summary table. Of the councillors elected or returned unopposed 1,112 were Labour and 668 Conservative: 13 Liberal, 63 Independent and 3 Communist candidates were elected. Labour candidates were returned in every borough but no Conservative candidates were returned in five boroughs. An entirely Labour council was returned in two boroughs-hackney (including nine seats uncontested) and Islington. Liberal candidates won seats in two boroughs, Independent candidates in nine and Communist candidates in one borough-tower Hamlets. 3
