3 Introduction & The Port of Truro (NTPOT) signage project, proposed by Business Improvement District (BID) will improve signage, promotion and interpretation within the BID boundary, with a focus on the unique layout of & The Port of Truro. The core purpose of the & The Port of Truro Signage project is: To enhance the accessibility of businesses by visitors, and promote further retail and business driven footfall. Our fundamental aim is that visitors can find their way to their destination easier, but also promote the businesses across & The Port of Truro to encourage new and return visits. With the right navigational and promotional strategy, visitors will enter & The Port of Truro for the first time, spend more time in the area, and return time and time again. In addition by improving the appearance and image of the area, and reducing congestion, more businesses should be attracted to locate in & The Port of Truro. It should be noted: & The Port of Truro is not located in the Truro Conservation Area.

4 3 Background BID is a not for profit organisation, which over five years will fund a programme of activities designed to improve the trading environment of & The Port of Truro. In June 03, businesses voted in favour of the Business. The Port of Truro. In June 03, businesses voted in favour of the Business Improvement District, the first Industrial Estate to achieve BID status in Cornwall. The BID s three key delivery areas are: ) Access & Attractiveness; ) Safety & Security and 3) Services to Business. In the five year business proposal, and as part of the delivery area Access & Attractiveness the installation of signage boards is identified: Key areas would have large business location boards. This would help identify what businesses are present in each area and would make businesses more accessible for trade to the public and other businesses. This is a key priority for delivery and one of the first projects to be focused on. Great Ideas. Greater Possibilities.

5 Background (continued) There are approximately 00 businesses based in & The Port of Truro with an estimated,000 employees. & The Port of Truro is spread out and difficult to navigate with most visitors visiting one destination, and then leaving, without appreciating what other businesses are situated nearby. This is especially the case upon visiting businesses at the entrance to, as many visitors are unaware that further businesses exist further into the area. Businesses are keen to raise the profile of the area to a wider audience and create strong links with its close neighbour Truro. Currently, due to a lack of signage, some businesses are displaying their own boards to assist visitors locate them. This often gives an untidy look to the area therefore it s hoped this project will negate the need for such signs. Way-finding will greatly improve the experience of business visitors to the area. Through the use of non-digital interpretation boards, map displays and better signage, visitors will be able to navigate their journey through & The Port of Truro to their destination. The way-finding maps accompanying the signage project will also be used on further marketing materials such as a dedicated website for the area. The promotion of customer facing businesses at the entrance to, and in Truro City Centre, will showcase the best that & The Port of Truro has to offer..

6 5 Background (continued) In December 03, Falmouth based company 0/0 were appointed to undertake a Signage Feasibility Study. This included a consultation with the BID businesses, initial concept designs, identification of locations for the signs, the introduction of zones, discussions with the Cormac (Cornwall Council s contractor for highway maintenance and management) and a cost outline. You will find a copy of the Signage Project Feasibility Study at On the th May 0 BID Committee adopted the Signage Feasibility Study, specifically, the location of the signs; the recognition that official Highways signs are required on Road; the concept of zoning the areas of to aid way-finding; the use of a map; the fact that due to cost it s likely a mixture of bespoke and off the shelf signage will be required; the promotion of businesses will be included in the signage options; the project will be phased due to budget constraints. It should be noted that very early on, BID Signage committee ruled out the use of one large sign at the entrance to listing every business within the estate. This was for the following reasons: There is nowhere on Road to stop, so visitors could see the signs. This wouldn t have been approved by Highways Examples of similar signs across Cornwall show that they soon become out of date and enter disrepair. has such a unique layout that such a large sign wouldn t improve wayfinding. In August 0 Cornwall Branding Agency, Changing Brands, were appointed to develop a Brand for & The Port of Truro. The Brand will be incorporated into any signage developed through this project. 7 Delivery -Phase In line with the recommendations of the Signage Feasability Study and adoption of the findings by the BID committee, and as Phase of the & Port of Truro Signage & Wayfinding project, in Spring 05 unique official Highways signs were erected on Road. These signs have greatly assisted the first stage of Wayfinding across the area and are unique in the fact that they include the names of roads rather than the destinations usually found on such signs.

8 Delivery -Phase In February 05 Parc Signs in association with Changing Brands were appointed, through an open tender process, to deliver the full & The Port of Truro Signage & Wayfinding project by implementing a dynamic, creative and pratical design solution to & The Port of Truro s signage limitations. Presented in this document are the final designs and locations which provide the required solution requires. The colourful zones link with the colours provided through the & The Port of Truro brand and the locations complement the Highways signs. Since February, all businesses have been consulted across the area to gain agreement for the sign positions, sign designs and business names featured on the signs. -Phase 3 Some of the businesses who have currently decided to opt out of the & Port of Truro Signage & Wayfing project it is anticipated that they may require a sign once they ve seen the signs installed. Future signage requirements will be addressed and further approvals sought as and when a Phase 3 is required.

9 Planning BID is now ready to move forward to the planning stage to secure planning for the project at & The Port of Truro. In line with Permitted Development given to Falmouth BID & Newquay BID Signage projects by their respective town councils, BID is seeking Permitted Development for this project from Truro City Council. The route of Permitted Development is highly desirable, as, if this is not secured, BID would have to submit a separate planning permission for each sign costing BID a great amount of time and money. Highways Peter Tatlow, Network Manager (West), CORMAC Solutions Ltd is a member of the BID Signage Committee and has been involved from the start of the BID Signage & Wayfinding Project process. He has helped guide the Feasibility Study and designs and locations for the proposed signs presented in this proposal. Peter has discussed the proposals with Andy Stevenson, Cornwall Council s asset manager and reported that Andy is quite happy with the overall project and the quality of the signing which is proposed. This means that there is no objection to the vast majority of the signs. There have been concerns raised over the proposed advertising on signs DP- and DP- if these are to be placed on the highway and they have recommend that these two signs are sited on private land. BID has taken the above comments on board and is liaising directly with ples and Cornwall Council to gain agreement to site the signs on non highway land.

10 9 Maintenance & Updates Maintenance Parc Signs will provide the on-going maintenance of the installed signs. they have quoted BID a price per visit to clean signs and carry out general remedial works so maintenance visits will be co-ordinated by the BID Manager as and when required Updating of tenant panels. The BID Manager is notified of changes to the occupiers of properties across & The Port of Truro by Cornwall Council. BID have agreed a price with Parc Signs to attend site, clean off vinyl text and replace with new cut vinyl detail as and when required.
