1 SURF LIFE SAVING WIDE BAY CAPRICORN UNDER 17 PATROL CHAMPIONSHIP EMU PARK SLSC SATURDAY 2 DECEMBER 2017 GENERAL DETAILS: 1. The SLSWBC UNDER 17 Patrol Championships will be conducted at the Bundaberg SLSC on Saturday 2 December 2017 as part of the Branch Surf Rescue Championships PLEASE NOTE: selected sections of these events MAY be held over to Sunday 3 December 2017 at the discretion of the Carnival Referee. 2. Club Entries Only. Each Club will be required to nominate a four (4) person team to contest these Championships extra teams may be nominated only with the approval of the Branch Director of Lifesaving. The Nomination fee will be $16.50 (inc. GST) per person. NOMINATIONS ARE TO BE DONE USING QLD CARNIVAL MANAGER 3. LATE NOMINATION NO LATE NOMINATION WILL BE ACCEPTED FOR THIS EVENT 4. Content of the Competition (see attached) will involve the following:- Section 1 - Physical Skills (Surf Teams & Board/Tube Relay) Section 2 - Theory Section 3 - Resuscitation Section 4 - Scenario Task 5. Points Allocation (see attached) for the teams contesting the Championship would be as follows: Section 1-20 Points (10 points each event) Section 2-20 Points Section 3-20 Points Section 4-40 Points Teams must complete 50% or more of the physical events and attempt all theory, resuscitation and scenario tasks in order to be eligible for a place. If teams do NOT meet these requirements they will be disqualified from the event WBC Branch Surf Rescue Championships 1

Commencement Times: Saturday 2 December 2017: 0730 hrs - Official Briefing (All Officials) 0800 hrs - Teams Competition Briefing 0830 hrs Competition commences - Theory Paper - Resuscitation (in rotation) - Surf Teams - Board/Tube Relay - Lifesaving Scenario Task TBA - Presentation 7. Each section of the competition will be conducted in accordance with: 1. The SLSA 35 th Edition Revised September 2016 Surf Sports Manual Edition 2. The SLSA Training Manual, Public Safety and Aquatic Rescue, 34 th Revised Edition (July 2016) 8. Equipment Each team shall provide as a minimum the following equipment:- i) One Rescue Board or Competition Racing Board approved to SLSA s specifications. ii) One Rescue Tube iii) A First Aid Kit, blanket, splints (Refer attachment - First Aid Kit Contents or Page of the SLSA Surf Sports Manual, 35 th edition). iv) One pair of Swim fins (optional) v) Personal Patrol Pack (Bum Bag) (optional) One per person (optional) These kit bum bags can only house the following items: Gloves (2 pairs only) Whistle Blank Note Pad Pen Pocket Mask Roller Bandage (1) Triangular Bandage (1) Items that can be included in each bum bag are exclusive from the items contained in the First Aid Kit. vi) One ADULT resuscitation manikin for resuscitation component, including associated face masks and resuscitation masks vii) One Air Bag Oxygen Resuscitation Unit (Air Bag) viii) One AED Trainer Unit Please refer to SLSA s 35 th Edition Revised September 2016 Surf Sports Manual, SLSA Bulletins and SLSA Circulars for the most current equipment specifications and requirements Note: 1. If a Rescue Board is used in competition it is required only to meet the minimum specification for Malibu racing boards 2. Any manikin provided by the competitor shall not be marked in any way to gain advantage in competition 3. The swim fins/flippers shall comply with the following dimensions: WBC Branch Surf Rescue Championships 2

3 a. Maximum 65cm overall length including shoe or ankle strap (ankle strap extended) b. Maximum 30cm width at the widest point of the blade c. Swim fins are to be measured with the shoe or ankle strap extended but not stretched. The swim fins will not be permitted to be used if they do not conform to specifications or if they are considered a safety hazard 4. Teams are expected to provide their own ADULT resuscitation manikin, Air Bag Resuscitation Oxygen Unit and AED Trainer Unit, as well as any associated face masks, resuscitation masks and AED pads 8. Presentations - Gold, Silver and Bronze medallions will be awarded to the place getters. 9. Travel and Accommodation - Travel and accommodation arrangements for competing teams will be the responsibility of the club. 10. Club Entries to close with the Branch on Sunday, 26 November 2017 at 10 pm via QLD Carnival Manager Competitor conditions: 11.1 High Vis Vest SLSQ High Visibility Clothing Policy, No , will be implemented requiring ALL COMPETITORS in ocean or open water-based surf lifesaving events held in Queensland to wear a high visibility lycra/rash top/singlet WBC Branch Surf Rescue Championships 3

4 SURF LIFE SAVING WIDE BAY CAPRICORN U17 PATROL CHAMPIONSHIP GENERAL CONDITIONS: 1. The competition will involve a maximum of one (1) team per club per age division, unless nominations are low, in which case a second team may be entered per age division (with the permission of the Branch Director of Lifesaving). 2. UNDER 17 will consist of four (4) Active and Proficient Surf Lifesavers who have satisfactorily completed all Club patrolling obligations, including meeting the minimum patrol hour requirements for competition. 3. The four (4) person teams may consist of any combination of male and female members or totally of either sex. 4. Each team will consist of Active Members with a current and proficient BRONZE MEDALLION, and also with awards and qualifications as follows: ALL team members are to have a current and proficient ADVANCED RESUSCITATION TECHNIQUES (ART) award; AND Under 15 competitors are NOT permitted to compete in Under 17 events 5. All proficiency or New Awards must be listed on Surfguard at time of entry being proficient. 6. All team members are to present themselves for the event in the approved patrol uniform, ie. a) Club Competition Cap numbered (see below) b) Yellow Patrol Shirt DHL c) Red Patrol Shorts DHL d) Club Swimming Costume & Competition Cap e) Personal Patrol Packs (optional) refer to kit contents (page 2) f) Club to supply Board, Rescue Tube and Swim Fins (swim fins are optional) g) Club to supply First Aid Kit refer to kit contents (page 2) h) Club to supply one Air Bag Oxygen Resuscitation Unit (Air Bag) i) Club to supply one ADULT resuscitation manikin for resuscitation component j) Club to supply one AED Trainer Unit for resuscitation component 7. The team with the greatest number of points awarded from all sections will be declared the Champion Patrol Team. 8. The competition will consist of four (4) sections with maximum points allocation as shown:- Section 1 - Physical Skills 20 points (Surf Teams & Board/Tube Relay 10 points each) Section 2 - Theory 20 points Section 3 - Resuscitation 20 points Section 4 - Lifesaving Scenario Task 40 points Note: Section Points will be taken only to one decimal place WBC Branch Surf Rescue Championships 4

5 FORMAT Draw for Positions In the Under 17 Patrol Competition event there shall be two (2) draws required for the Board/Tube Relay and for the Resuscitation sections. Team members shall be designated as follows: (i) (ii) Board/Tube Relay No. 1 Patient Swimmer No. 2 Tube Rescuer No. 3 Board Rescuer No. 4 Observer Resuscitation No. 1 Resuscitation Team (First Role One Person CPR Operator) No. 2 Resuscitation Team (First Role Two Person CPR, ECC Operator) No. 3 AED Operator (Resuscitation Team) No. 4 Resuscitation Team (First Role Two Person CPR, prepares oxygen equipment and introduces mask) The Team Members are to wear NUMBERED CAPS (numbered 1 to 4) corresponding with their drawn position. Failure of a team (or team member/s) to commence a section or component of the Patrol Competition event shall result in disqualification of the team from the entire event. If for some reason the team (or team member/s) does not complete (or complete within the time limit) a section or component, the team will not be disqualified from the total Patrol Competition event. In this case the team will be given zero points for that section/component of the event. Section 1a Surf Teams 1a.1 All four (4) members to complete the Surf Teams. 1a.2 The distance in the Surf Teams race will be as per the course for the Masters Surf Race. The start, finish, conduct and determinations of the placings in the Surf Teams race shall be as per the conventional Surf Teams event. 1a.3 A time limit may be set for this event by the Referee. When such a time limit is set, the competitors shall be notified prior to the start of the event. 1a.4 Failure of the four (4) person team, or a member/s of the team, to complete the course or complete the course within the time limit, will result in the team being disqualified for that section only (i.e. receiving zero points). 1a.5 Points shall be allotted as follows:- First 10 points Second 9 points Third 8 points Fourth 7 points Fifth 6 points Sixth 5 points Seventh 4 points Eighth 3 points Ninth 2 points DQ or DNF 0 point WBC Branch Surf Rescue Championships 5

6 Section 1b - Board and Tube Rescue Relay Race 1b.1 The team members that have drawn the relevant numbers shall contest this component of the event Numbers 1, 2 and 3. 1b. 2 Equipment - Each team will provide their own SLSA approved SLS Malibu Board and rescue tube, swim fins/flippers, etc. (swim fins optional) - Association s specifications. 1b.3 Course Details - The course shall be as per the Rescue Tube Rescue Event. The two (2) green flags shall indicate the Start/Finish Line. The Rescue Tube (and swim fins, if used) shall be placed on a line approximately 10m from the start line and opposite and at 90 degrees to each team s individual buoy position peg. The Rescue Tube swimmers may lay the rescue tube and/or swim fins to suit themselves provided that the rope or belt harness shall not extend on the seaward side of the tube. Each patient (No. 1) shall take up their position on the start line in the allotted position. On the starting signal, each patient shall enter the water and swim to their allotted buoy. On reaching his/her allotted buoy, the patient shall place his/her forearm over the top of the buoy and then signal his/her arrival by raising his/her other arm to a vertical position whilst remaining in contact with the buoy. The said signal, subject to all conditions being fulfilled, shall be the determining factor in judging the patient s arrival at their buoy. Should a competitor swim to a wrong buoy and signal the team shall be disqualified. The patients must then release contact with the swimming buoys, retire to the seaward side of the swimming buoys and await arrival of their rescuer. In the interim, the rescue tube swimmer (No. 2) shall take up his/her position of the starting line in the allotted position and await the arrival signal of the patient. On receiving the patient s signal, the rescue tube swimmer shall race up the beach and take hold of the rescue tube and swim fins (optional). He/she shall don the rescue tube and swim fins (optional) at his/her own discretion and swim to the allotted buoy. On reaching his/her allotted buoy, the rescue tube shall place his/her forearm over the top of the buoy and then signal his/her arrival by raising his/her other arm to a vertical position whilst remaining in contact with the buoy. The said signal, subject to all conditions being fulfilled, shall be the determining factor in judging the rescue tube swimmer s arrival at their buoy. Should a competitor swim to a wrong buoy and signal the team shall be disqualified. The rescue tube simmers must then release contact with the swimming buoys, retire to the seaward side of the swimming buoys with their patient and await arrival of their board rescuer. The board rescuer (No.3) shall take up the allotted position with his/her board on the starting line, to await the signal from the rescue tube swimmer. On receiving the signal, the board rescuer shall enter the water and paddle to and around the allotted buoy. The board rescuer shall turn the buoy from left to right unless otherwise directed by the Referee. The patient (No.1) shall make contact with any part of the board on the seaward side of the swimming buoys. The patient pick up shall be effected on the seaward side of the buoy. The patient may position WBC Branch Surf Rescue Championships 6

7 himself/herself on the front or rear of the board, with or without assistance and may assist the rescuer by paddling the board on the return to shore. Note: A team shall NOT be disqualified if part of the board extends onto the shoreward side of the buoy during the patient pick up process. The board rescuer may lose control/contact and then regain control of the board on the way to the turning buoy. The rescuer and patient may also lose contact with the board on the return journey. However, both the rescuer and patient must be in contact with the board when crossing the finish line. 1b.4 Failure of the team to complete the event after starting, will result in the team being disqualified from the Board Tube Rescue Relay Event. 1b.5 The point score for this component of the Patrol Competition is as follows: 1st - 10 points 2nd - 9 points 3rd - 8 points 4th - 7 points 5th - 6 points 6th - 5 points 7 th - 4 points 8 th - 3 points 9 th - 2 points DQ or DNF - 0 point Section 2 - General Theory Paper 2.1 The theory section shall consist of a 20-question multiple choice answer paper on general surf life saving, patrol requirements, communication, basic first aid and surf awareness, based on questions drawn from The SLSA Training Manual, Public Safety and Aquatic Rescue, 34 th Revised Edition (July 2016) relevant to the minimum qualifications required for the event. Each team member will receive the same paper and each will be required to individually complete the paper. 2.2 Each member of the team will be required to complete the paper within the fifteen (15) minutes time limit allocated. 2.3 Each question answered correctly will score one (1) point. The highest possible score for each team will be eighty (80) points. Calculations of team score, will be the team total divided by four (4) for points allocation per team i.e. a team score out of a maximum of twenty (20) points. Section 3 - Resuscitation (CPR) 3.1 The team members that have drawn Numbers 1, 2, 3 and 4 shall contest this section of the competition. These members shall operate as a resuscitation team rotating after the delivery of each five cycles of CPR. 3.2 The patient will be an ADULT for all resuscitation sections/components 3.3 The practical resuscitation section will comprise two (2) parts: Part A Two Person Live patient assessment including lateral (recovery) position; and Part B One, Two and Three Person Cardiopulmonary Resuscitation (CPR) on a manikin, including the preparation and introduction of oxygen equipment and defibrillation WBC Branch Surf Rescue Championships 7

8 3.4 The practical resuscitation section shall consist of four (4) components: (i) (ii) Two Person Assessment of a Live Patient CPR on a manikin (1 person) (iii) CPR on a manikin (2 person) (iv) CPR with oxygen on a manikin (3 Person) (v) Defibrillation Procedure on a manikin (4 Person) 3.5 A maximum of twenty (20) points will be allocated to this section with team deductions as follows: Major Faults - 4 point deduction for each Major Fault Minor Faults point deduction for each Minor Fault Timing Deductions - 4, 3, 2, 1 or nil points deduction (manikin only) (Minimum Score a team can achieve for the Resuscitation Section is zero (0) points out of a total of twenty (20) points) One Assessor will give instructions/commands to all teams and all changes of resuscitation techniques and rotations shall be undertaken without break, simulating the need to maintain continuous resuscitation on a patient who is not breathing. No watches are to be worn by any competitors during the resuscitation section. All Clubs and Team Members are urged to closely read the rules and regulations as outlined in the SLSA Surf Sports Manual 35 th Edition Section 3 Lifesaving Competitions, plus subsequent amendments or Surf Sports Manual on Member Portal online. Section 4 - Life Saving Task (Scenario) 4.1 This section will involve all four (4) team members. 4.2 Each team shall be given the same task involving a rescue or a number of rescues. First Aid or other situations that confront patrols may also be involved. The prevailing conditions on the day shall be taken into account. The team s assessment will include: * The patrol captain s effective use of the patrol to carry out the task. * The initiative of the patrol captain. * Effecting the rescue/s. * Effective utilisation of patrol equipment. * Effective use of communication and signals. * Correct assessment and treatment of patients. * Use of log books. * Etc. 4.3 There are forty (40) points allocated for this event. 4.4 As this section carries the most significant number of points towards the Championship, the judges will be looking very closely at the performances of each team. Any inappropriate actions by the teams or team members during the course of the event will result in point deductions WBC Branch Surf Rescue Championships 8

9 4.5 A time limit will be set for the completion of this section, as follows: Total Time Allocated = 15 minutes Set Up = 3 minutes Task = 9 minutes Pack Up = 3 minutes 4.6 Competition to be held in specific section away from Patrol area. 4.7 All assessments shall be made from the current SLSA Training Manual All Clubs and Team Members are urged to closely read the rules and regulations as outlined in the SLSA 35th Edition Revised September 2016 Surf Sports Manual Section 3 Lifesaving Competitions, plus subsequent amendments or Surf Sports Manual on Member Portal online. Tied Scores In the event of two (2) or more teams being tied on equal points following the completion of competition, a COUNTBACK will be decided based on results of the following sections in the following order: 1. Lifesaving Task (Scenario) 2. Resuscitation Task 3. Board/Tube Rescue Relay 4. Surf Teams 5. Theory WBC Branch Surf Rescue Championships 9
