ATHLETE ELIGIBILITY To be eligible for the YOG, athletes must have been born between 1 January 1993 and 31 December 1994 and must have taken part in the dedicated qualification event (including candidates for NOC Universality places). B. Qualification System PERFORMANCE & CONTINENTAL REPRESENTATION A dedicated qualification event for the YOG will be held no later than April For the purpose of qualification, an NOC may enter one (1) diver in each of the four (4) events. At the conclusion of the qualification events the top 9 places per event will be awarded to the respective NOC. The date and location of the qualifying event will be confirmed by FINA following the selection of the host country and federation. HOST COUNTRY REPRESENTATION The host NOC will have the right to enter four (4) athletes, one (1) diver per event, whom shall be required to participate in the qualification event. Reallocation of unused quota places UNUSED IF QUOTA PLACES Should an NOC choose not to use a qualification place, any unused places will be reallocated to the NOCs of the next best ranked divers at the dedicated qualification event. UNUSED HOST COUNTRY PLACES If the host country has no eligible divers to fill its reserved quota, then the unused places will be reallocated to the NOCs of the next best ranked divers not yet qualified at the dedicated qualification event. UNUSED NOC UNIVERSALITY PLACES Any unused NOC universality places will be reallocated to the NOCs of the next best ranked divers not yet qualified at the dedicated qualification event. D. Qualification System PERFORMANCE & CONTINENTAL REPRESENTATION Qualification period: From 1 March 2009 until 31 March 2010 Qualifying times can be achieved at National Championships, International Events, Regional Events or Continental Championships. All qualifying events must be sanctioned by FINA. Organisers must send the attached Application Form to the FINA Office not later than 1 February Referees and Starters for these qualifying events must be on current FINA Lists. Qualification System: 1. For teams that finish in the Top 16 by total FINA points at the FINA World Championships 2009 in Rome (ITA): eight (8) athletes maximum (4 boys and 4 girls), if achieving the FINA qualifying Standard Times. 2. For all other teams with swimmers that meet qualification time standards: four (4) athletes maximum (2 boys and 2 girls). 3. For teams that do not have swimmers that meet qualification time standard: one (1) boy and one (1) girl can be entered regardless of times. 4. Achieving the qualifying standard time does not automatically give the right to participate in the Games. FINA will confirm the swimmers up to the total number of 140 boys and 140 girls in accordance with the FINA Qualifying Standard Times and FINA points Table. In case all Continents are not represented in the top 16 teams from the FINA World Championships 2009 in Rome (ITA), the highest finishing team from an unrepresented Continent will be allowed to enter up to eight (8) athletes (4 boys and 4 girls) having achieved the required qualifying times. Relays: 1. 4x100m Freestyle, 4x100m Medley Boys & Girls The top 16 finishers at the 13th FINA World Championships 2009 in Rome (ITA) shall be qualified to swim in the 4x100m Freestyle and 4x100m Medley, Boys and Girls, based upon the results achieved. No restrictions for the Relays. However, teams must enter swimmers participating in individual events from the same NOC. 2. 4x100m Freestyle, 4x100m Medley Mixed Teams (2 Boys 2 Girls) No restrictions for the Mixed Relays. Reallocation of unused quota places UNUSED IF QUOTA PLACES Any places earned through the qualifying events and not used by the respective NOC will be reallocated within the distribution of NOC universality places. UNUSED HOST COUNTRY PLACES Any unused host country places will be reallocated within the distribution of NOC universality places. UNUSED NOC UNIVERSALITY PLACES Any unused NOC universality places will be allocated up to quota of 140 boys and 140 girls using the FINA points table. D.
