5 SECTION TWO: Event Information 2.1 Event Details The 2018 Hancock Prospecting Australian Swimming Trials will be held at the Optus Aquatic Centre from Wednesday 28 Saturday 3 March These championships will also incorporate the selection trials for the Australian Dolphins Swim Team to compete at the 2018 Commonwealth Games on the Gold Coast, Australia Commonwealth Games and the 2018 Hancock Prospecting Australia Swimming Trials The Gold Coast 2018 Commonwealth Games Organising Committee (GOLDOC) and Swimming Australia (SAL) are working closely together to deliver this event given the proximity to the Commonwealth Games 5 weeks later. As part of this partnership, GOLDOC has been able to provide many event elements which previously would not have been available to SAL. These are invaluable additions to the event and will help deliver the 2018 Hancock Prospecting Australian Swimming Trials to a standard and experience not seen before at a national selection event. Many of these elements may be new to participants and spectators attending the event. Elements will be in place to provide a new event experience but will also enable GOLDOC to test functionality prior to the 2018 Commonwealth Games. Throughout this information book, is a summary of important information that will assist in ensuring all attendees have a positive event experience. Key areas to note include: Security Accreditation and Collection Parking and Public Transport Additional spectator services (pram storage tent, guide dog amenities) 2.2 Entry Procedures Entries for the 2018 Hancock Prospecting Australian Swimming Trials are now open. Entries will close at 11.59pm AEDST on Tuesday 13 February All entries must be lodged using the Swimming Australia Ltd (SAL) online entry system. The online entry system can be accessed via the Swimming Australia website, Please note that SAL has a strict no late entries policy. Multi Class Swimmers please check the qualifying times document to see what events you are eligible and qualify for. Not all Multi Class events and classifications are being held at this event Entry Fees (all prices are inclusive of GST) Individual Event: $28.00 per event 2.3 Program of Events The 2018 Hancock Prospecting Australian Swimming Trials will consist of 44 events held over 4 days. 6 2.4 Qualifying Times Qualifying times must have been achieved in a 50m pool after January Appendix B Qualifying Times 2.5 By-Laws The 2018 Hancock Prospecting Australian Swimming Trials will be conducted under the By-Laws for the Conduct of Australian Championships (October 2011). A copy of the By-Laws can be found on the SAL website by clicking on the following link: SAL Constitution and By-Laws This event is also governed by World Para Swimming Rules and Regulations for multi class events. 2.6 Accreditation Accreditation passes provide personnel with access to the pool for pre-meet training and all competition sessions. Photo accreditation will be used at this event. Details on how to submit your accreditation and photo application will be posted here shortly. Once available, accreditation and subsequent access to the venue will only be granted after receiving a current up to date headshot photo. All patrons wishing to gain access to the competition venue must wear their accreditation in a visible position at all times. Accreditation checkpoints will be located at the entrance to each accreditation zone, and the cooperation of all personnel in providing their pass for inspection is greatly appreciated. To ensure that all personnel attending the event are issued with the appropriate pass, please ensure that you follow the procedures outlined below. NOTE: Accreditation passes are not transferable. Any accreditation passes found to be used by any other person will be confiscated and their ongoing use for original holders reviewed Accreditation Collection Accreditation collection will be available at the southern end of the venue in the Broadwater Parklands. Please refer to the map found in the appendices for details on accreditation and ticket collection and entry. Appendix C Accreditation and Ticket Collection Club Staff Packs Club Staff Packs replace club packages from Club Staff Packs can be ordered through the online system on the event webpage. As photos will be required at this event, details around club packs and photo submission will be posted here shortly. Once available, club staff packs and subsequent access to the venue will only be granted after receiving a current up to date headshot photo. 7 Club Staff Packs gain access to the following: - Access to required areas of the venue for the entirety of the event, including access to pool deck bleachers during competition & warm up pool deck - Complimentary heats & finals programs throughout the event, available from the coach s desk - Team Managers & Coaches will have access to viewing areas on deck as close to the start/finish area of the pool as possible. They will also have access to a Club Staff Room where tea, coffee and light refreshments will be available throughout the event NOTE: There will be no free entry to the pool on ASCTA Membership or SAL s accredited coach cards Lost or Misplaced Accreditation Passes Should you lose or misplace your accreditation pass, replacement passes are available for purchase at $25.00 per pass. $15.00 of this amount will be refunded if the lost or misplaced accreditation is found and returned to the accreditation collection site. 2.7 Security Throughout the event an increased security presence will be in place. Please do not be alarmed as this is a key element of GOLDOC s testing procedures. While attending the event, your assistance is appreciated in complying with any requests of security personnel. As part of the testing procedure, please familiarise yourself with the prohibited items list found in Appendix D Appendix D Prohibited Items List 2.8 Parking and Public Transport Getting There Parking for the 2018 Hancock prospecting Australian Trials will be extremely limited. Where possible we encourage spectators and participants to use public transport. Operations for the 2018 Commonwealth Games will be well underway and we re excited to be able to share some of the facilities provided by GOLDOC, however this also means that accessibility will be similar to games time. As such the normal parking arrangements at the aquatic centre will not be available. The following outlines the parking options available to spectators and competitors: Parking Carey Carpark Location: Marine Parade, Southport (opposite Australia Fair, across the road from the Broadwater, in between the Gold Coast Highway and Marine Parade). Metered parking for spectators and athletes is available at Carey Carpark (cash or card). Spaces will be allocated on a first come first serve basis. You ll need cash to enter the car park so please make sure you visit the ATM before arriving. From Carey Carpark the venue is accessible by foot, see the map in appendix F. 8 Australia Fair Location: off Marine Parade Australia Fair offer up to 3 hours free parking through their ticketed parking system, after the first 3 hours fees apply. It s important that you enter the car park off Marine Parade, other car parks within the shopping centre are charged at a higher hourly rate. Appendix F Carey Carpark and Australia Fair Parking Locations 2.9 Codes of Conduct and the Safe Sport Framework Swimming Australia is proud to lead the way in providing a safe sporting environment for all. Persons involved in any way with the sport of swimming are expected to adhere to the standards of behaviour outlined in the Swimming Australia Codes of Conduct: - The General Code of Conduct; and - The Code of Conduct for dealing with Children and Young People. Swimming Australia promotes its Codes of Conduct to all people involved with the sport of swimming, particularly those responsible for activities involving persons under the age of 18 years. Aligned to our values, the Codes of Conduct set out the behavioural standards that are expected of all persons involved in swimming, The Codes of Conduct are now a core part of the Swimming Australia Safe Sport Framework. The Safe Sport Framework also contains a specific Child Protection Commitment Statement and refreshed complaint procedures and guidance. A complete copy of the Safe Sport Framework, including the Codes of Conduct, can be found on the Swimming Australia website under Swimmers / A Sport For Everyone / Safe Sport Team Leaders Meeting There will be Team Leaders Meeting for this event. All relevant information will be placed on the event webpage a week out form the event. The Team Leaders Meeting will be held on Tuesday 27 February, 5:00pm inside the media workroom at the Optus Aquatic Centre. 9 2.11 Team Selection The following teams will be selected at the 2018 Hancock Prospecting Australian Swimming Trials: Commonwealth Games Selection criteria for all teams/squads can be found at Selection Criteria 2.12 Training Procedures The following general pool procedures for the MAIN COMPETITION POOL (50m) must be observed throughout the meet: Lanes 1 & 8: Lanes 2 & 7: Lanes 3 6: Reserved for dive sprints, backstroke ledge practice and walk backs. Swimmers must clear the lane immediately and exercise caution when practicing backstroke starts Reserved for one-way pace swimming (no diving) Reserved throughout the whole of the warm up period as circle swimming lanes (no diving) The following general pool procedures for the OUTDOOR POOL (50m) must be observed throughout the meet: Lanes 0 & 7: Lane 1 & 6: Lane 2: Lanes 3 5: Reserved for 25m dive sprints and backstroke ledge practice during all premeet periods Reserved as designated one-way pace lanes during all pre-meet periods (no diving) Reserved for MC athletes only Reserved as circle swimming lanes during all pre-meet periods (no diving) Dependant on weather, usage of the DIVE/UTILITY POOL (25m) will be at the discretion of Swimming Australia Staff. In addition to the procedures above, please be aware of announcements to determine lane usage throughout the meet. Lane usage may vary at the discretion of the Technical Manager and Swimming Australia Staff. Appendix G Training Procedures 2.13 Medal Presentations Medal presentations will be held for all championship events, and medal chaperones will be available to direct medal winners to the medal preparation area after their event. Athletes are encouraged to arrive at the medal presentation area well in advance of their ceremony. All athletes are required to be wearing a shirt and shorts/pants. Please note that you will not be allowed to undertake your medal presentation without the appropriate attire. Some presentations will take place on live broadcast with Channel 7. As not all events and classifications will be contested at these trials there will be no medal presentations for Para Sport events. Please use the back corridors when accessing seating during competition sessions General Public Seating General public seating for this event will be available in the grandstands overlooking the competition pool. Heats programs will be available for sale during warm up and competition, while finals programs will be available for sale from mid-way through the warm up period of each respective finals session. Coaches and Team Managers who have purchased a club staff pack are entitled to one heats program for the competition and one finals program for each finals session. All finals programs can be collected from the coaches desk from mid-way through the warm up period of each respective finals session, and heats programs will be available from the first day of pre-meet training Broadcast and Live Streaming The 2018 Hancock Prospecting Australian Swimming Trials will be broadcast live by Swimming Australia s broadcast partner, Network Seven. Heats sessions will be live streamed through the Swimming Australia website: Merchandise An official range of merchandise will be available at the event, with merchandise sales being managed by arena. Event merchandise can once again be found in Centre Lane. Further details for price and items will be made available shortly. 12 2.19 Medical Services First Aid Venue staff are trained in first responder care and will be providing general first aid coverage for all people attending the event. The aquatic centre First Aid room will be available to team doctors, medical staff (including the SAL Event Medical Officer) and Aquatic Centre Life Guards Event Medical Officer Swimming Australia Event Medical Officer, Rick Steltenpool, will be onsite to provide medical assistance to athletes attending the event. Rick will be situated in either the aquatic First Aid room or will roaming between the field of play exit and warm-up area during competition. To ensure that you are adequately informed on testing procedures, please read the guidelines provided by ASADA in the appendices of this document. Please visit the ASADA website or the ASADA elearning website - for further information. ASADA elearning ASADA elearning is a free and easy-to-use online education tool developed by ASADA. More than 10,000 people from across the sporting community have accessed a variety of learning options offered by ASADA elearning. It provides everyone with the opportunity to learn about the key areas of anti-doping such as prohibited substances and methods, therapeutic use exemptions, doping control and whereabouts. By completing the course people will build personal awareness of their anti-doping obligations as athletes or support personnel. The course is available 24 hours a day, seven days a week (a high-speed internet connection is recommended). Appendix H ASADA Doping Control Information 2.20 Lost Property All public lost property will be handed into Information Point in Centre Lane. 18 3.4 Appendix D Prohibited Items List Prohibited Items and Restricted Items The identification of Prohibited Items and Restricted Items is key to ensuring: people attending a Venue are safe queues at Venue entry points are kept to a minimum to support efficient Venue access spectator enjoyment of a Session is maximised commercial rights are protected Prohibited Items are not allowed to be taken into a Venue and access will not be permitted to any person in possession of a Prohibited Item. Prohibited Items must be disposed of prior to the Pedestrian Screening Area. SAL will not provide a storage facility for Prohibited Items. Prohibited Items include but are not limited to: hard sided bags of any size; soft sided bags in excess of 64 litres capacity (40cm x 40cm x 40cm); food, other than non-commercially branded limited amounts for personal consumption and baby food; any glass or metal container; alcoholic beverages; aerosols, creams, medicines and gels of more than 250mL; pets or other animals other than guide and service dogs; any vehicle or transportation device, including without limitation any motorcar, motorcycle, motor scooter, bicycle, segways, scooter, skateboard, roller skates or roller blades, with the exception of wheelchairs or mobility scooters where required in connection with a disability or an impairment; chairs or similar items that may be used, or which is intended to support or capable of supporting the weight of a person (other than walking aids where required as a result of a disability or injury); radio scanners, walkie talkies, personal wireless access points, radio frequency jamming devices or any other device which may affect equipment used by Venue Personnel and/or other persons engaged in the management or operation of the Hancock Prospecting Australian Swimming Trials; strobe lights, laser pointers; and similar light emitting devices; remote controlled devices; illegal drugs or substances similar to illegal drugs; any item or substance capable of being used as an offensive weapon, including any type of projectile or firearms ammunition; any object, device, substance or item which may affect the safety of spectators or participants in any session or other persons at the Venue, damage property including (without limitation) spray paint, be used to protest within/around a Venue or interfere with the comfort and/or enjoyment of persons at the Venue; fireworks, flares, pyrotechnics, smoke canisters or similar; hazardous substances including powders, pastes, chemicals, irritants, toxic substances and gas canisters; any type of knife or bladed item, including pocket knife, offensive weapon or implements such as extendable batons, or any items modified into weapons or replica or imitation weapons; items which appear to be prohibited items, for example replica firearms or hoax improvised explosive devices; inappropriately messaged clothing, banners, posters or material of any kind displaying inappropriate political and/or religious images/writing; offensive race related messages, slogans or images; offensive slogans or images as deemed by Venue Personnel; SAL Information Book: 2018 HANCOCK PROSPECTING AUSTRALIAN SWIMMING TRIALS 17
19 any objects bearing trademarks or other kinds of promotional signs and messages (of whatever nature) which SAL believes are for promotional or ambush marketing purposes; articles a person could distribute, hawk, sell, offer, expose for sale or display for marketing, promotional or commercial purposes; any item which is too large to fit comfortably under a spectator seat or is likely to present a threat to safety in the event of an evacuation, or any item that is too large to be electronically screened at the Venue point of entry; and any other item that an Authorised Person considers dangerous, hazardous and/or illegal or that may be used as a weapon or missile or that may compromise or otherwise interfere with the safety or enjoyment of (or pose a hazard to) any person (including security) at the Venue. Restricted Items may be taken into a Venue but may not be used in any way that negatively impacts on the safety, security or comfort of others. A person may be removed or evicted from the Venue if they do not comply with the direction of Venue Personnel with regards to the use of a Restricted Item. Restricted Items will not be permitted to be used in viewing areas and include, but are not limited to: large photographic and/or broadcast equipment over 30cm in length, including tripods and monopods and selfie sticks; umbrellas; oversized hats; noise making devices; banners and flag poles; flags larger than 1.5 square meters; Personal mobility devices, mobility aids and wheelchairs. These cannot be taken into the seating areas of the Venue unless You are in possession of a Ticket assigned to a wheelchair position or the device/aid can be easily stored under your seat. These items can however be stored at the spectator information point located within each Venue. Strollers or pushchairs. These cannot be taken into a seated area or any other area specified by Venue Personnel. 23 3.8 Appendix H - ASADA Doping Control Information GENERAL GUIDELINES The Australian Sports Anti-Doping Authority (ASADA) is the Australian national anti-doping organisation. It is responsible for developing a sporting culture free from doping. Athletes can be selected for testing by ASADA anywhere, any time, and are subject to both random and targeted selection methods. Sample collection can be either in-competition (at an event) or out-ofcompetition (such as a training venue or home). The majority of testing is carried out with no-advancenotice. Tests can involve the collection of urine, blood, or both. Athletes may be selected at this event for testing. For in-competition testing at this event, athletes can be notified during heats, finals or any other time during the event. All ASADA officials wear uniform and identification badges. THE TESTING PROCESS If you are notified for a test, the following steps are what to expect. 1. Once notified of selection for testing, you must remain in direct observation of the Doping Control Officer (DCO) or Chaperone until the DCO is satisfied that the sample collection procedure is complete. 2. For no-advance-notice testing, including in-competition testing, you are required to report to the doping control station immediately unless you request a delay in reporting for valid reasons. You are permitted to complete a warm-down, participate in medal presentations, compete in further events or fulfil media commitments if required. At all times you must be accompanied by the chaperone. 3. You will be given a choice of individually sealed collection vessels, and you will select one. You will verify that the equipment is intact and has not been tampered with, and you will maintain control of the collection vessel at all times. 4. Providing the sample o Urine: The Chaperone will directly witness the urine sample leaving your body and going into the beaker. Only a Chaperone of the same gender is permitted in the area of privacy o when you provide the sample. Blood: You will be asked to select blood collection equipment and check that it is intact and has not been tampered with. A blood collection official will collect the sample in the presence of a DCO, Chaperone and, if applicable, the athlete representative. 5. You will select an individually sealed sample collection kit that is intact and has not been tampered with. 6. Splitting the sample o o Urine: you will pour a measured amount of the urine into each of the A and B labelled bottles, and then secure the kits. You will be asked to leave a small amount of urine in the collection vessel so the DCO can measure the specific gravity. You will place and secure the blood samples in the relevant labelled containers and secure the kits. 7. The DCO will check the specific gravity of the residual urine left in the collection vessel, and will record the value on the Doping Control Test Form. You should avoid over hydrating; this can happen if you drink too much fluid. If your sample is too diluted and does not meet the required specific gravity you will be required to provide additional urine samples until you provide a sample that meets the specific gravity requirements. 8. Final paperwork - Your personal information is recorded on the doping Control Test Form, including contact details. You will be asked to provide information on prescription and non-prescription medications, vitamins, herbal products, food supplements, and any other substances you have used within the last seven days. 24 9. The secure sample(s) and the laboratory copy of the Doping Control Test Form are sent to the laboratory for analysis. There is a strict chain of custody regarding transportation, storage and opening of the sample. Note: You should not consume any unsealed drinks. You will be provided with sealed drinks when you report to the Doping Control Station. You should open them yourself and once opened, be responsible for them. Any food or drink you consume is consumed at your own risk and is not grounds for challenging a test result. ATHLETE RIGHTS Athletes have the right to: have a representative present during testing (e.g. your coach or manager) have an interpreter, if available ask for additional information about the testing process request modifications for athletes with disabilities request a delay in reporting to the doping control station for valid reasons (provided they remain in sight of the Chaperone at all times): o for in-competition testing: o performing a warm down o competing in further competitions o fulfilling media commitments o participating in a victory ceremony o obtaining necessary medical treatment o obtaining photo identification o locating a representative and/or interpreter o any other exceptional circumstances as approved by the DCO ATHLETE RESPONSIBILITIES Athletes have the responsibility to: remain within direct observation of the DCO or Chaperone at all times from the point of notification by the DCO or Chaperone until the completion of the sample collection procedure produce appropriate identification comply with sample collection procedures report immediately for a test, unless there is a valid reason for a delay. SWIMMERS SUBJECT TO TESTING All Australian Swimming Team members and other swimmers identified by SAL as competing at an elite level are subject to ASADA s national out-of-competition testing program. Some state level swimmers are subject to state testing programs as determined by state and territory governments. CHECK YOUR SUBSTANCES Athletes can t just take any drug or medication, or even use any training method. Some drugs, medications and substances are banned in sport, as are some methods.
