2014 Annual Community Report OUR MISSION AND PURPOSE To provide a safe and friendly environment for people of all ages to come for fun, fitness and to improve their overall quality of life.

From our ocean shores to our rivers and lakes water is an ever present part of our habitat.

As the sole municipal pool facility it is our duty to network with other organizations to develop and improve access to aquatic education and fitness.

We look forward to expanding further in 2015 and we invite our public patrons to share their ideas, comments and concerns with us with an installation of a comment program.

HOW WE OPERATE The City of Port Townsend directly funds operations of Mountain View Pool as a part of the Parks and Recreation Program and have been a division of both the Community Development and

OUR PLACE IN THE COMMUNITY Port Townsend and the surrounding community of Jefferson County are interlaced with natural aquatic features. From our ocean shores to our rivers and lakes water is an ever present part of our habitat. Mountain View Pool was built after decades of fundraising and planning to teach the youth of our community to be safe in and around the water, and this legacy shapes all of our modern programs. As the sole municipal pool facility it is our duty to network with other organizations to develop and improve access to aquatic education and fitness. We constantly strive to look for innovative and creative ways to bridge with local businesses and organizations, and 2014 was the most successful year yet! We look forward to expanding further in 2015 and we invite our public patrons to share their ideas, comments and concerns with us with an installation of a comment program. Mountain View Pool staff is passionate and dedicated to serving our public and looks forward to your observations! HOW WE OPERATE The City of Port Townsend directly funds operations of Mountain View Pool as a part of the Parks and Recreation Program and have been a division of both the Community Development and Public Works Departments in The budget is set by council annually from the general fund, and all revenue generated by programs is returned to the general fund. Our fees cover 50% of pool operations, and the remaining 50% of program and facility costs are funded by the City of Port Townsend as a services to the community. Our staff is made up of a Lead Pool Operator, Assistant Operator, Head Lifeguard, Part Time Lifeguards, Swim Instructors and Fitness Instructors. Our staff varies between members seasonally. 2 MOUNTAIN VIEW POOL HISTORY AND PARTNERSHIPS A part of Mountain View History; MVP has been a tenant for over a half century! 2014 PARTNERSHIPS We pride ourselves in our ability to create partnership with other organizations to increase and expand the recreation opportunities available to you. We are always looking for collaborative partners! HISTORY OF OUR FACILITY Built in 1963 as a part of the Elementary school formerly located at this address. MVP has a rich history and has been operated by a number of public organizations over the past 50 years. It was featured in the film An Officer and a Gentleman and was originally an outdoor pool. MVP remains the only municipal pool in Jefferson County The property is owned by the Port Townsend School District, and is currently leased by the City of Port Townsend who operates the campus. This year the City and School District negotiated a 15 year lease that includes tenant improvements and secures the programs at Mountain View for the next 15 years. This allows the City to apply for grants and invest in this location. An energy upgrade and retrofit was begun in 2013 and will be completed in We initiated phase 2 of renovations in 2014, more improvements and upgrades are to come!

YMCA July MVP Peak Revenue Month! Swimming Lessons had 83 students enrolled the highest enrollment in history for a monthly session of lessons.

Jefferson Community School started Introduction to Scuba Course taught by Octopus Gardens Dive Shop. February City upgraded phone system to VOIP structure that allows for menus and additional data.

January Lead Pool Operator attended WCIA Risk Management School and became certified as a Globally Harmonized Systems Hazardous Chemical and Communications Trainer. All MVP Staff become certified in Hazardous Chemical Handling. April Jeffco Aquatic Coalition established Second Sunday Swim s a free swim opportunity sponsored by local businesses in collaboration with the City of Port Townsend and The Jefferson County Family YMCA July MVP Peak Revenue Month! October Crescent School District and Olympic Peninsula Homeschool Connections resumed swim lesson program. Jefferson Community School started Introduction to Scuba Course taught by Octopus Gardens Dive Shop. February City upgraded phone system to VOIP structure that allows for menus and additional data. Pool Temperature, schedule status, and other emergency messages can now be instantly updated allowing the public further access to real time information about Mountain View Pool. May Sauna seats refurbished with local lumber. Staff gained dual certification in ARC and Starguard Lifeguard Programs, enhancing the quality of care our first responders offer to you! August We said Good-Bye to our largest class of lifeguard graduates who are off to staff graduates to Western Washington University, Seattle University, Seattle Pacific University, Kent State and Olympic College! November High School Girls Swim teams finished 6 th in Districts and 15 th in the 2A State Swim Meet. Way to go! MVP unexpectedly closed its doors early to replace its 50 year old boilers, install new HVAC components in the Natatorium and Changing Rooms. March Parks Recreational and Open Space Functional Plan adopted by Council, providing the eligibility framework for numerous grant opportunities. Spring Break Lifeguard Certification was held ushering the newest generation of lifeguards. June Sarah Winslow is promoted to head lifeguard, a brand new position. Port Townsend Swim Team visit the other Barracudas in Naches, WA for the 52 nd Annual YMCA Kiwanis Swim Meet. September We started our 2 nd year of School Swimming Lessons every student at Grant Street Elementary School received at least one session of swimming Lessons. December Parks and Facilities Director Alex Wisniewski is hired filling a position that has been vacant for two years. Boiler and HVAC replacements completed and Facility is prepared to reopen - YEAH!

The City s General Fund provides the primary financial support for the Mountain View Pool. It is comprised of tax dollars generated to support activities such as police and fire protection, parks and recreation, planning and economic development and general administration of the city government activities. STAFF GOALS FOR THE FUTURE Expand School Swimming Lessons to Chimacum School District and area Private Schools: MVP currently teaches lessons to Port Townsend School District, Crescent School District, Quilcene School District, and Brinnon School Districts. Swimming is a basic safety skill for a community surrounded by water, our goal is to teach at least one basic swimming lesson to every child in Jefferson County annually. Increase youth and family attendance of programs at MVP: Our biggest customers are adults and seniors who attend programs for fitness. There is a marked increase in youth and families who use the facility in the summer and we would like to maintain this increase throughout the year. Friday Night Discount Nights, and Wednesday Afterschool Open Swim both have high attendance for this demographic, and we will work to create more opportunities and equipment to serve these groups. Improve Changing Rooms: Our facility is over 50 years old and the changing rooms serve hundreds of people daily they are starting to wear out and show their age. During the Energy Upgrade and HVAC installation we stripped decades of paint that had been layered with dirt and sawdust. We are slowly but surely getting ahead of maintenance tasks and aim to establish a preventative maintenance schedule. Expand Scholarship Funds: City administration has continued to award scholarships even though the fund is exhausted because they believe it is a fundamental public service, and will continue to do so in We hope to expand donations to the scholarship fund and collect enough donations to make it whole again!
