1 SWIMMING POLICY UNCRC Article 3: (best interests of the child) The best interests of the child must be top priority in all decisions and actions that affect children. UNCRC Article 6: (Survival and development) Children have the right to live. Governments should ensure that children survive and develop healthily. UNCRC Article 29: (goals of education) Education must develop every child s personality, talents and abilities to the full. UNCRC Article 31: (Leisure, play and culture) Children have the right to relax and play, and to join in a wide range of cultural, artistic and other recreational activities. 1.0 INTRODUCTION 1.1 At Glebe Primary School swimming is taught in accordance with the National Curriculum. 1.1 Swimming lessons are provided on a weekly basis for Year 3 and Year AIMS 2.1 For pupils to be taught to: swim competently, confidently and proficiently over a distance of at least 25 metres, use a range of strokes effectively [for example, front crawl, backstroke and breaststroke], perform safe self-rescue in different water-based situations. 2.2 To develop the personal and social development of children and their health and well-being. 2.3 To promote a valuable life skill. 2.0 ROLES AND RESPONSIBILITIES 2.1 School Staff have a duty of care that applies for any activity in which children are involved in and they can not transfer their duty of care to anyone else. This covers to all activities within the school curriculum and to extra-curricular activities organised by the school during and outside of school hours, whether on or off school premises. In relation to swimming this means that: pupils are appropriately supervised when changing, pupils are supervised at all times, a head count is taken and before every session, all staff on poolside are aware of the emergency procedures and shared with the pupils, all staff have an overview of the teaching of their pupils and the conduct of their class, staff remain poolside to provide assist with the teaching, teachers have the responsibility for monitoring the progress of the pupils, teachers should be aware of the special needs or medical conditions of the pupils they are teaching so that correct measures/ precautions can be put in place, 3.0 DUTY OF CARE 3.1 The overall duty of care for the pupils involved in swimming remains at all times with school staff. 3.2 Where public pools are used for school swimming, the duty of care still remains with the school staff. Swimming Instructors may be employed to assist with the teaching of the lesson, but it is essential the school staff remain on poolside. 3.3 Swimming Instructors also have a duty of care, for the pupils directly in their control and for

2 ensuring an appropriate swimming programme for the group. 3.4 It is the responsibility of the school staff to monitor the progress of the pupils regardless of who teaches them, equally the teaching programme needs to be agreed to before the course and, if necessary, modified during the course. 4.0 NORMAL OPERATING PROCEDURES (See Appendix 1) 4.1 Staff will ensure that all pupils know and understand the rules of the pool, pool layout and the possible hazards. 4.2 All school staff must read and sign the Normal Operating Procedure (NOP) to show they understand the procedures being used for school swimming, to ensure that they understand their role and responsibilities to maintain safety. 4.3 The record will be kept on file. 5.0 EMERGENCY ACTION PLAN (See Appendix 2) 5.1 An Emergency Action Plan details roles and responsibilities in the event of a reasonably foreseeable emergency. 5.2 All staff receive an induction course on the Emergency Action Plan to ensure that they understand their role and responsibilities during an emergency. 6.0 RISK ASSESSMENTS 6.1 The school makes a judgement if the public pool is safe and appropriate for school swimming. 6.2 Staff will be familiar with: risk Assessments for the pool, the Normal Operating Procedure (NOP), the Emergency Action Plan (EAP), Pool Rules, any special requirements or medical conditions of pupils. 7.0 MEDICAL CONDITIONS 7.1 The Headteacher ensures that all relevant and up to date medical and health information is maintained and provided to the swimming instructors. 7.2 It is a requirement that all relevant medical conditions are documented on each school's swimming register and Risk Assessment and each swimming instructor and the accompanying school staff must be in possession of all medical information one week prior to that child swimming, in order that a suitable risk assessment can be undertaken. See Appendix XX for templates on which this information can be provided. 7.3 Individual pupil information for specific medical conditions that will include but are not limited to asthma, epilepsy, visual and hearing impairment must be compiled and returned to the swimming instructor, along with registers, 1 week before commencement of the swimming programme. 7.4 If a child experiences a medical condition during a swimming lesson that was previously unknown to the swimming instructor, and/or school, this must be documented in writing by the school designated person. School staff should discuss the incident with the Parent/carer of the child and permission from them to continue with swimming lessons renewed. The incident should be discussed between the school designated person and the swimming instructor so that safe procedures can be put in place by the swimming instructor before the child participates in the next swimming lesson. 7.5 Inhalers, for those swimmers who require them, must be accessible at all times including the poolside. It is the school's responsibility to ensure the inhaler is kept safely by the poolside and readily available. Any child coming to the pool without their inhaler will not be allowed to swim. 8.0 SCHOOL STAFF ACCOMPANYING PUPILS TO THE SWIMMING POOL 8.1 It is recommended that for all school swimming lessons at least 2 members of school

3 appointed staff (who know the pupils) accompany the class to the swimming pool. There should always be someone on poolside who knows the specific medical or special needs of the pupils. 8.2 All adults accompanying pupils to swimming lessons should: be given a clear role, understand the limits of the role, be confident on poolside, communicate with the other adults on safety issues, have the necessary discipline and control standards, regularly carry out head counts during, as well as at the beginning and end of sessions, know, understand and be able to apply the pool normal operating procedures, be suitably dressed for the role they are to play in the lesson. 9.0 CHILD PROTECTION 9.1 Swimming is assessed as a high risk activity in respect of the protection of children from abuse because of the opportunity for close physical contact and the nature of swim wear. For this reason special attention must be given to rules and procedures to avoid abuse and the allegation of abuse. 9.2 When supervising pupils changing or assisting them with their swimming, pool and school staff and adults other than teachers should avoid physical contact with children unless it is: essential to develop a swimming skill or technique. to treat an injury. to prevent an injury. to meet the requirement of the activity (e.g. Lifesaving). to lift or manually support a child with disabilities. to assist with a personal care task which the child or young person cannot undertake by themselves. 9.3 In these circumstances the adult should explain the reason for the physical contact to the pupil. Unless the situation is an emergency the adult should ask the pupil for permission. 9.4 If pupils have disabilities they and their carers need to be involved in deciding what assistance should be offered and the pupil should be treated with dignity and respect. 9.5 Where pupils sustain an injury and any First Aid is administered the parents/carers should be informed as soon as possible. Details should be recorded and retained by the school. Accidents and incidents which occur should also be recorded by pool staff on their forms for their records. 9.6 In the event of a pupil needing to be taken to hospital for treatment, a representative from the school, known to the pupil, should always accompany the pupil. If this leaves the school group short of staff at the pool then the school should be informed to seek additional staffing for the group. The parent/carer of the child should be informed as soon as possible. 9.7 Staff and adults other than teachers should avoid placing themselves at risk by being alone with a pupil and should ensure that wherever possible there are other responsible persons around and that they are in public view SUPERVISION OF CHANGING ROOMS 10.1 Parents/guardians should be informed of changing arrangements 10.2 It is the responsibility of the accompanying school staff to provide appropriate supervision whilst the children are changing Only staff of the appropriate gender should enter the changing room, where possible, unless in an emergency There should never be a situation where a member of staff is alone with a child. All of the pupils should remain together in a group. In situations where this is not possible, two members of staff should remain together. Care should be taken in changing rooms to ensure that the appropriate ratios and gender of staff are present to supervise pupils and that pupils are safeguarded from members of the public THE ROLE OF THE PE FACULTY LEADER

4 11.1 To undertake a risk assessment of the school s swimming provision and monitor its implementation to; ensure that the law relating to SEND is followed whereby schools take all reasonable steps to avoid discriminating against pupils on the grounds of their disability. maintain and keep a record of the pupils swimming achievements inside and outside of school. report to the governing body on the impact of the school s swimming provision. ensure the recommended teacher ratios are adhered to. ensure annual briefing sessions take place with all staff involved with swimming provision 12.0 ATTENDANCE 12.1 All parents must ensure that their children attend all allocated lessons. As swimming is a statutory part of the National Curriculum Parents do not have the right to withdraw their children from this statutory element of the National Curriculum, unless the child has an EHCP (Education Health Care Plan) Older children are encouraged to be independent in terms of organising their swimming kits Children who forget their swimming kits or cannot participate in the lesson for any reason will be required to attend and observe the lessons from the side of the pool. This is in line with the other aspects of the PE curriculum delivery Pupils who are well enough to attend school are usually well enough to attend swimming lessons. Should this not be the case parents should provide the school with medical evidence of the illness in order that they may be excused from the lesson Parents of children returning from an illness that would prevent them from swimming for a short period of time must provide the school with medical evidence of the illness in order that they may be excused from the lesson Should a child not be able to swim for an extended period of time, a doctor s letter must be provided SWIMMING KIT 13.1 Girls should wear a one-piece swimsuit and boys should wear swimming trunks (not baggy board shorts ). All pupils should wear a swim hat, with girls ensuring that their hair is tied up Provision must be made for alternative attire for minority ethnic pupils when a request is made. We do not encourage beginner swimmers to wear goggles THE RIGHTS OF EVERY CHILD 14.1 Every pupil learns to respect each other s rights in line with the UNCRC Rights of the Child Teachers respect the rights of each child. Rights Respecting language is universal and is encouraged both in the classroom (linked to the curriculum) and outside REVIEW Date of Policy: July 2018 Date of Next Review: July 2021

5 APPENDIX 1 NORMAL OPERATING PROCEDURE (NOP) 1. All staff are aware of the NOP at the swimming pool to ensure that they know what is expected of them to keep themselves and others safe, and aware of the EAP in case of an emergency. 2. All staff need to follow the safety rules included in these procedures and should practice emergency procedures at the start of each term with the children in their classes. 3. Training in the NOP and EAP will be recorded by the school, signed by the person giving the training and records kept for a period of at least five years. Teacher position 4. The swimming teacher in charge of the group should be teaching from the side of the pool where the whole group can be seen and from where feedback can be given on the performance of each pupil in the group. 5. The teacher or assistant in charge of a group must ensure that at all times they can see all the pupils and NEVER turn their back on a group or position themselves so that pupils are behind them. 6. Teachers with a pastoral role (normally teachers who are non-swimmers themselves) and are not involved in teaching swimming should none the less be positioned such that they are able to support the swimming instructor in the control of children but not so as to be in the way of those working on poolside. Their position must be specified. APPENDIX 2 EMERGENCY ACTION PLANS 1. An Emergency Action Plan details what everyone should do in the event of a reasonably foreseeable emergency. This might include: overcrowding disorderly behaviour assault lack of water clarity fire bomb threat structural failure emission of toxic gases serious injury to swimmer discovery of a casualty in the pool 2. All staff need to be aware of the EAP in a public pool. 3. Read the notices displayed at the pool informing staff of the arrangements in the event of an emergency. POOL RULES 1. The pool rules should be explained to all pupils before their first swimming lesson. Pupils should be reminded at the start of each term, ideally when the emergency procedures are tested and checked with pupils. never go onto poolside until a member of staff is present do not enter the water until instructed to do so no running on poolside no chewing gum or eating sweets or other food on poolside no shouting or whistling no jumping in or diving in, except under instruction no pushing others in no holding others under the water or deliberately splashing them

6 no jewellery to be worn no outdoor shoes on poolside swim caps to be worn to leave the pool on one long blast of the whistle all instructions from staff to be obeyed promptly
