(ISI) Meet Host: Des Moines Swimming Federation RULES: Current USA Swimming and ISI rules will govern this meet. DATES: Saturday and Sunday, November 18-19, 2017 TIME: Coaches Meeting Warm-ups Competition Saturday AM 10:00am 10:15am 11:45am Saturday PM Not before 3:45pm Not before 5:15pm Sunday AM 7:30am 9:00am Sunday PM Not before 1:00pm Not before 2:30pm If warm-ups are to be split, teams shall be notified by Tuesday, November 14. SITE: West Des Moines Valley High School 3650 Woodland Ave, West Des Moines, Iowa ) Indoor, 25 yards, 7 lanes. 2) Water depth 12 feet 6 inches at starting end. 3) Turn Depth- 3 feet 10 inches 4) Timing System: Daktronics electronic timing system with horn start, Colorado touch pads and push button backup system. Secondary timing of at least two digital watches will be on each lane. 5) The competition course has been certified in accordance with C(4). A copy of the certification is on file with USA Swimming. COACHES: Only currently registered USA Swimming coach members will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to the Referee or his designee to verify that all certifications are current and on file. Deck Pass is acceptable proof of membership in USA Swimming. Page 1 of 8

2 WARM-UPS: The ISI mandatory warm-up procedure will be followed. The pool will be cleared 10 minutes prior to competition. All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Referee prior to his or her warm-up. The Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to ensure such arrangements are made prior to the start of the meet. RACING STARTS: All swimmers entered in the meet must be certified by a USA Swimming coach member as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a coach member, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY REQUIREMENTS: 1. All swimmers must be current (2017) USA Swimming registered athletes in order to compete. 2. A swimmer may enter up to 4 individual events per day and 1 relay per day. 3. Seed times must be submitted for a 25-yard course. Converted times will not be accepted. Entry Limits: Pursuant to Rule F of USA Swimming Rules and Regulations, the program in all age group competitions (except championship meets) shall be planned to allow the events for swimmers 12 years and younger to be completed in four hours or less per session. ENTRY SUBMISSION: Entry fees are as follows: 1. Individual entries $8.00 per event 2. Relays $12.00 per relay 3. ISI Swimmer surcharge $5.00 per swimmer 4. Handwritten entries (for teams entering more than five swimmers) $2.00 per swimmer Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. All handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP-8). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Payment shall be by check made payable to DMSF. All entry fees, including ISI swimmer surcharge, should be combined on one check. The host club reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI swimmer surcharge will be refunded only if the entire meet is cancelled. Entry dates and deadlines: 1. Entries will be accepted by ISI teams and teams who attended last year beginning on Wednesday, October 18, 2017 at 12:00pm. 2. Entries will be accepted from all team/athletes beginning on Wednesday, October 25, 2017 at 12:00pm. 3. Electronic entries must be received no later than Sunday, November 12, 2017 at 8:00am. 4. Handwritten entries, along with entry fees and financial sheet, must be received no later than Saturday, November 11, Once a team s entries have been accepted by the meet host, that team is considered entered into the meet. The host team is not permitted to rescind a team s entries once the meet host sends the confirmation that the team is entered into the meet. Changes or scratches in a team s entries prior to the meet deadline do not relieve a team of the responsibility to pay for confirmed entries. 6. Once entries are accepted, only time updates will be allowed for the teams with electronic entries. No time updates will be accepted for handwritten entries. Any additions/substitutions must be made via to the Entry Chair prior to the entry deadline. 7. A hardcopy of the entries, along with entry fees and financial sheet, must be received by Tuesday, November 14, Failure to submit the hardcopy and fees by this deadline will result in entries being scratched. 8. 3 9. Entries will not be accepted by phone or fax. Entries will be accepted in the order received. Once the meet reaches capacity, the host team will inform ISI meet contacts as well as any non-isi teams with entries already accepted. Late Entries: 1. Provided space is available, late entries will be accepted by up to Tuesday, November 14 at 12:00pm. After that time, they will only be accepted on deck up to the beginning of the first warm-up session. 2. Only swimmers already entered in the meet that have not reached their session limit will be able to late enter after November 17 at 12:00pm. 3. If the meet program has not been printed, swimmers shall be seeded into the meet, but will still be charged late entry fees. If the meet program has been printed, swimmers shall be assigned to an empty lane, no heats will be added. For questions regarding late entries or to find out if late entries are being accepted, please contact the Entry Chair. Swimmers with Disabilities: Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP- 21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Referee. The swimmer (or swimmer s coach) is responsible for providing any equipment or assistants required. Referee: Julie Slater Co-Meet Directors: Isbelia Rodriguez-Arzola Meredith Otis Officials: DMSF welcomes any visiting USA Swimming officials who would like to officiate at this meet. If you are able to officiate, please contact the Referee. Meet Committee: A meet committee consisting of the Meet Director, Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established in accordance with the ISI Policies and Procedures. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the meet referee and the meet referee s decision is final. Meet Operation: Page 3 of 8

4 1. Events will be pre-seeded except for the positive check-in events. 2. Positive check-in is required for the 400 IM, 500 freestyle, and the 1000 freestyle. a. Positive check-in deadline is the end of warm-ups in the session the event is in. b. Swimmers who fail to check in by the deadline will be scratched from the event. They will not be allowed to swim the event. c. If the Referee deems that a heat can be eliminated the event may be reseeded. d. Swimmers in the 500 and 1000 freestyles are requested to provide their own counters. 3. Swimmers in all events shall report directly to the starting blocks. Swimmers will NOT be checked in by a Clerk of Course. 4. Events may be combined to facilitate meet operation and separated later for results and scoring. 5. The 1000 freestyle will be swum fastest to slowest, alternating girls and boys. 6. If names for relay events are included in entries, those names will be on the relay cards at the meet. 7. The host is not responsible for providing rest for swimmers between events. If a swimmer has less than 10 minutes between swims, the swimmer (or swimmer s coach) should inform the Referee. 8. Fly-over starts may be used at the discretion of the Referee. 9. Deck Changes are prohibited. 10. Operation of a drone, or any other flying apparatus over the venue (pool, athlete/coach areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Scoring: The meet will not be scored Awards: Ribbons will be awarded to 12 and under swimmers only. Ribbons will be given for 1-6 places; relays awards for 1-3 places. Scratches: The ISI scratch rule is in effect. Please notify meet personnel if an athlete will not be competing all weekend. USA Swimming Registration: No USA Swimming registrations will be accepted at the meet. Any swimmer who is not a currently registered athlete member at the time of pre-meet recon must ensure that ISI has received the appropriate application and fees at least 24 hours prior to the start of competition. Failure to do so will result in the swimmer's entries being scratched and the swimmer will not be permitted to participate in the meet. Cameras: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. No Smoking or Alcohol: The use of tobacco products or the consumption of alcohol is not permitted on West Des Moines Community School District property. Image Release: Participants consent to be photographed/filmed by any authorized photographer(s) and/or network(s) of ISI and/or the host club under conditions determined by the host club, and authorize the use of names, pictures, likenesses, and biographical information before, during or after the event to promote swimming. No awards received in this competition may be used for trade or financial gain. Page 4 of 8

5 Indemnity: It is understood and agreed that USA Swimming and ISI shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. Additional Information: 1. Program: Each team entered in the meet will receive one program. Additional programs will be for sale for $ Results: Electronic results will be provided to all teams participating in the meet. Final results will be posted on the ISI website. A hardcopy of the final results may be requested on the ISI financial sheet for an additional $ Concessions: DMSF will be offering a variety of hot and cold foods along with drinks during the meet. Coaches and officials will be provided with hospitality. 4. Swim Shop: Splash Multisport will be on site. 5. Deck: Only registered athletes, officials and meet personnel will be allowed on deck.
