2 USTA LEAGUE TENNIS MAJOR REGULATION CHANGES FOR 2012 Domicile and Residency Requirements. Any individual who competes in the USTA League must be domiciled within the boundaries of a USTA Section Association (or participate through a USTA Direct Member Club). Residents of foreign countries who meet membership and age requirements may be invited by a USTA Section to participate in the program provided that all such matches are played within the Section. Sections may create residency requirement rules to encourage and foster local league play. Levels of Play. Local leagues have the option to play using straight NTRP level or combined level. In mixed league there is an option to play 2.5 straight level in addition to the combined levels. Using straight NTRP levels, players cannot have an NTRP rating level higher than the NTRP level in which they are competing. Using combined NTRP levels, the combined NTRP rating level of the doubles team cannot exceed the combined NTRP rating level entered. The NTRP difference between members of an individual doubles team may not exceed 1.0. Regardless of any other regulation, a league coordinator, a member of the Championships Committee, a Grievance Committee, or a Grievance Appeal Committee, may file a grievance at any time except for an NTRP grievance. 3 Introduction The West Hawaii District s 2012 USTA League Tennis shall be guided by: The National USTA rules: USTA League Tennis 2012 Regulations, found both on National s website at: as well as on WHDTA s website at: regulations/ (Click on 2012 USTA National Rules & Regulations ) and the USTA League Tennis Hawaii Pacific Section 2012 Regulations, found both on their website: as well as on WHDTA s website at: regulations/ (Click on 2012 Hawaii Pacific Section Rules & Regulations ) as well as the West Hawaii District Rules outlined herein. The Local League Season The dates for the WHDTA s Local Season for each of the Senior, Mixed Doubles, Adult, Super Senior, Senior Mixed Doubles and Ekolu Leagues, including Registration Deadlines, are set forth at the end of these regulations as Attachment A. 1. USTA Membership All team players must be current members of USTA at the time of each competition. A player who fails to meet this requirement will be deemed an ineligible player for any and all matches while not a member and points earned while ineligible will be removed. FOR EACH OF THE FOLLOWING 2012 LEAGUES IN THE WEST HAWAII DISTRICT, USTA MEMBERSHIP MUST BE GOOD THROUGH AT LEAST THE CORRESPONDING DATES: Senior League: February 12, 2012 Mixed Doubles League: April 15, 2012 Adult League: July 8, 2012 Super Senior League: August 12, 2012 Senior Mixed Doubles League: September 2, 2012 Ekolu League: October 28, Self-Rate All players must have an NTRP rating to be eligible to participate in league play. Players who do not have a computer rating on file in TennisLink shall self-rate in accordance with the National Tennis Rating Program (NTRP) Guidelines and declare their self-rating on TennisLink upon registering for a team. Players who play exclusively in the Mixed Doubles Page 3 of 17

4 Division and choose to participate in the Adult, Senior, and/or Super Senior Divisions the next year must enter those divisions by self-rating with the minimum rating being the higher of the self-rating or mixed exclusive rating. (USTA/HPS 2012 Regulations) 3. Competition Format Each NTRP level within a local league shall play at least one round robin competition, although the West Hawaii District strongly encourages divisions with fewer than 7 teams play at least 2 rounds. Any NTRP level with only two or three teams is required to play a minimum of three matches. (USTA/HPS 2012, Rule #21) The maximum number of rounds to be played in any level will be determined by the number of teams within that level, according to the following: 2 teams 5 rounds 3 teams 3 rounds 4 teams 3 rounds 5 teams 2 rounds 6 teams 2 rounds 7 or more teams 1 round For those levels comprised of two, three or four teams, the captains involved may choose to play less than the maximum number of matches listed. Such decision is to be made by the captains in the given division, prior to the scheduling meeting, through a secret ballot vote by each captain involved to the League Coordinator where a majority vote of the captains determines the outcome. (For example, in a level with three or four teams, captains may choose to play two rounds rather than three. Or, in a two-team level, the teams may choose to play three rounds instead of five.) 4. Player Participation A player may play on only one NTRP level above the player s current NTRP level in the Adult and Senior Divisions. A player may play on more than one NTRP level within a division (USTA League Tennis Adult, Senior, Senior Mixed and/or Mixed) in the same local league during the same season. Also, a player may play on more than one team within a division at the same NTRP level in the same season provided it is in separate local leagues. Players who qualify for sectional championship within a division (Adult, Senior, Mixed, Senior Mixed) in more than one NTRP level may represent teams in different NTRP levels at the Sectional Championships. Players who qualify for sectional level championship within a division at the same NTRP level in separate local leagues must choose which team they will represent at championship level. (USTA/HPS 2012 Regulations #22) Any team organized according to USTA League Tennis Regulations may participate in West Hawaii league tennis. All teams participating in the West Hawaii league tennis Page 4 of 17

5 must adhere to rules and regulations set forth by the West Hawaii District, Hawaii Pacific Section, and USTA for USTA league tennis. It is the responsibility of each captain to know these rules. Such rules include the progression of play that states: Each local league may send one team per NTRP level per division to Section championship. (USTA/HPS 2012 Regulations, Rule #34). All Matches, including make-up matches, are to be played in the West Hawaii District, unless captains of opposing teams of a particular match agree otherwise. It is the responsibility of the home team to acquire courts in West Hawaii for its matches. All team captains or their representatives must be present at all meetings called by the League Coordinator. 5. Registering players on a team The minimum number of players required per team in each of the Leagues is set forth below, as well as the registration deadline for such minimum, and the maximum number of players per team roster. Players who do not have a computer-generated rating will register with a self-rating. (USTA/HPS 2012 Regulations, Rule #15) Minimum Maximum Registration League # Players # Players Min. (For example, for a 3.5 team, 60% of the players registered for that team must be rated 3.5) All matches played by an ineligible player will be scored as a default. An ineligible player is determined by his/her registration date and is the last player who is under level and is the cause of the roster s non-compliance. Any National Championship team playing up one level is exempt from complying with the 60% rule for one year. Page 5 of 17

6 7. Scoring Regular scoring (ad played out) will be used in the sets and a twelve-point set tie-break (first to win seven points, win by two points) will be played at six-all. In a split set, a super tie-break (first to win ten points, win by two points) shall be played. The Coman tie-break will be used both for the set tie-break and the match tie-break. (USTA/HPS 2012 Regulations, Rule #27) A two-minute rest period between sets, including between the second set and the super tie-break, shall be observed. 8. Reporting scores The captain or a designated player of the winning team will report the match scores within seventy-two (72) hours of the day when the last individual match of the team match is played or forfeit the win. For example, if a match is played any time on Sunday, match results must be posted by the winning captain by 11:59 p.m. on Wednesday, three days later. The opposing team must confirm the match scores within forty-eight (48) hours of the initial entry or the initial score will automatically be considered valid, and no appeals will be allowed. TennisLink is the official system for reporting scores and providing standings for all USTA Tennis Leagues including Ekolu League. (See USTA/HPS 2012 Regulations, Rule #8) If the winning team cannot report the score due to unforeseen problems, a message shall be left for the Local League Coordinator within the 72-hour period, by 11:59 p.m. of the deadline day. 9. Player s fee Each player will be assessed a fee of $ This fee will be paid for by credit card when registering on TennisLink. Breakdown of fee: $3.00 is a non-refundable administrative fee to USTA/TennisLink; $9.50 to HPS ($2 higher than 2011) which is used towards Sectional expenses, including a subsidy for travel for teams advancing to National Championships; $9.50 to West Hawaii District for league expenses. Note that for the Senior, Mixed, Adult, Senior Mixed and Super Senior Leagues, $2.00 of the $9.50 to West Hawaii District is allocated to the District s Nationals Travel Subsidy Pool, as per WHDTA s 2012 National Travel Subsidy Policy (See Attachment B hereto). For players who are deleted from the roster before the season matches begin, a refund of $19.00 will be given. The $3.00 administrative fee is non-refundable. No refund will be given for players deleted from the roster after the season starts. See Attachment A for the Season Starting Date for each of the Leagues (Deleting of players from the roster can be done only by the League Coordinator.) A player s fee will not be refunded after the season has started with this exception: the player has not played a match because of injury which has occurred within one month of the season start date and has not yet played a match that season. This player must inform the League Coordinator in writing (including via ) that he/she is injured and cannot play. If, at the end of the season, this player has not played a match because of Page 6 of 17

7 this injury, he/she can receive a refund. This refund will be limited to the District s portion of the registration fee $ District winners The team in each division with the greatest number of team points will progress to the Sectional Championship. In the event of a tie between two or more teams, the tie shall be broken by the first of the following procedures that does so: First, calculate the results including only the results of all team matches between the teams which are tied (ie, exclude the results of all team matches except those played between the teams which are tied): Team Wins Between the Tied Teams. The team with the most team wins in team matches played amongst the tied teams (ie, best head to head in team matches) Individual Matches Between the Tied Teams. Winner of the most individual matches between the Tied teams Sets Between the Tied Teams. Loser of the fewest number of sets in matches played between the Tied teams Games Between the Tied Teams. Loser of the fewest number of games in matches played between the Tied teams If this still does not produce a winner, then revert to counting the results of all team matches (including the tied teams and all other teams playing in that division) and determine the winner by the first of the following procedures that does so: Individual Matches in the Entire Season. Winner of the most individual matches in the entire season Sets in the Entire Season. Loser of the fewest number of sets in the entire season Games in the Entire Season. Loser of the fewest number of games in the entire season. If any team which advances to the Sectional Championships finds that it cannot make it to the event, the captain must notify the local league coordinator in writing as soon as possible, preferably within 40 days and in no event less than 30 days prior to the Sectional Championship, so that the second place team may take its place and make arrangements in a timely manner. (USTA/HPS 2012 Regulations, Rule #29). If a captain fails to notify the local league coordinator (1) that his/her team cannot make it to the scheduled Sectional Championship, or (2) that the team will not have the requisite minimum number of players at the Sectional Championship (in which case a waiver must be requested from HPS), such captain and his/her team will be subject to sanctioning by the Hawaii Pacific Section. Per HPS Rule #29, the HPS Championships Committee shall penalize any team that fails to appear and participate with the minimum number of players (as required in HPS, Rule #12) at Section Championships or Ekolu Playoffs. This penalty shall be imposed on all the players and the captain and may include declaring the players and/or Page 7 of 17

8 captain ineligible to participate in any USTA league play for the immediate ensuing year. At the sole discretion of the Championships Committee, this penalty may be waived if the team that is not participating gives written notice to the appropriate parties of its non-participation prior to the completion of the match schedule for Section Championship or if another team takes the place of the team that could not participate in the Section Championship. 11. Communication The captain, and only the captain or co-captain, shall be the official spokesperson for the team and will be the contact person with the Local League Coordinator. 12. Scheduling of matches Captains are required to attend the meeting to schedule the matches. If a captain cannot attend this meeting, he/she must send a representative. Failure to be at this meeting will result in the scheduling of the matches by the other captain(s) present and the league coordinator. If the team, whose captain/representative was not at the meeting, fails to show up at the scheduled date and time of the matches scheduled by the other captain(s) and the league coordinator, that team will lose the match by default (and will be subject to the penalties under Defaulted Matches below in Section 20). The WHDTA will assume no responsibility for the cost of court usage for any matches scheduled between captains. Opposing captains may agree to schedule any given match at tennis courts which are not considered the home courts of either captain s team (such courts will be referred to, hereafter, as alternate courts or neutral courts or neutral match site ). If opposing captains agree to play a match at a neutral match site, they must inform the Local League Coordinator (LLC of the league in question) at least 48 hours prior to the scheduling meeting (this is so correct paper work can be prepared for the scheduling meeting). Opposing captains may choose to play the last match of an odd number of matches at a neutral match site. Those captains must establish the location of the neutral match site prior to the scheduling meeting and inform the LLC of their decision no later than 48 hours prior to the scheduling meeting. In lieu of a neutral match site agreement between captains, the home court will be determined by Tennislink and the captains will be informed by the LLC no earlier than 48 hours prior to that meeting. At the conclusion of every League scheduling meeting, the site locations for all matches will be final and may be changed ONLY IF agreed upon by the opposing captains and the WHDTA League Committee. 9 13. Balls The host team will provide the balls for each match. Each team will be provided with balls by the league coordinator for all of its home matches. The winner of each individual match shall keep the balls. 14. Team line-up The captains for each team shall exchange their team line-up simultaneously before the scheduled match time. 15. Warm-up All warm-ups, including service practice, must be taken before the match starts. Total warm-up time should take no more than five (5) minutes, including serves. The warm-up time starts when the first ball is hit. Play shall be continuous after the first game of each set and during a tie-break, and the players shall change ends without a rest period. (USTA/HPS 2012 Regulations, Rule #26) 16. Disputes during a match The captains (or teammates designated by the captains) will resolve any dispute that arises in a match, using The Code and the USTA Regulations as guidelines. If a dispute cannot be settled during the match, the match will be completed and the captain(s) may file a grievance. (The captain should designate a non-playing teammate to assume the responsibility of acting captain for any match in which the captain is playing.) 17. Rained-out team match See USTA League Tennis HPS 2012 Regulations, Rule #30, Rained-Out Team Match. If matches have been started but stopped because of unplayable conditions, completed matches will stand as played. Incomplete matches, as well as matches not yet started, will be played by those players listed on the scorecard and resumed at the exact place in the game (set, game, and points) when halted. The line-up cannot be changed when matches are resumed. If any player in the line-up cannot play on the later date agreed upon, his/her opponent will have won that match by default. 18. Rescheduling of a Team Match See USTA/HPS 2012 Regulations, Rule #30: A scheduled team match may be rescheduled if, and only if, all of the following criteria are met: (a) both team captains are in mutual agreement to the date, time, and location of the rescheduled team match, and (b) The rescheduled match is played within two weeks of the original match date. Both team captains must notify the Local League Coordinator in writing of the date, time, and location of the rescheduled match. Page 9 of 17

10 19. Penalty for Lateness The USTA Point Penalty System will be used for all WHDTA league matches as follows below. Defaulted Matches / HPS Sanctioning and Split-up Penalty Every league team must have a minimum number of eligible players available for play in each team match or the entire match shall be defaulted. If a team defaults an entire team match for any reason during a local league season, then all matches of that team played, or to be played, shall be null and void except if due to extenuating circumstances which are beyond the control of the team. The HPS will determine the validity of such circumstances. If Section s Adult Leagues Committee (ALC) determines that all teams in contention for the championships have already played the defaulting team in good faith, the matches stand as played. If a team match default occurs, the Local League Coordinator (LLC) shall inform the Section League Coordinator (SLC) of the team match default who will then inform the ALC. The ALC may suspend some or all members of the defaulting team from playing USTA league tennis for the remainder of the calendar year in which the team match default occurred and/or for the succeeding calendar year. The minimum number of eligible players available for each match within each league is set forth below, as well as the maximum number of positions (courts) in a match that each team can default without defaulting the entire match. The order of default by court is set forth below for each league. Page 10 of 17

An example of Part (b) follows: if a Senior, Mixed, Super Senior or Ekolu team has 6 meets in its season, that is a total of 18 individual court matches (6 meets x 3 courts). Over the entire season (measured cumulatively at the end of the season), if this team defaults 6 courts or more, then this team will be required to break up with no more than three (3) players remaining together on a team. Any Adult League Team that either (a) defaults an entire team match, or (b) defaults a total of 40% (rounded up to the nearest whole percent) of all its individual court matches throughout the entire league season (measured at the end of the league season), will be required to split up the team the following season with no more than three (3) players remaining together on a team. An example of Part (b) follows: if an Adult team has 5 meets in its season, that is a total of 25 individual court matches (5 meets x 5 courts). Page 11 of 17

12 Over the entire season (measured cumulatively at the end of the season), if this team defaults 10 courts or more, then this team will be required to break up with no more than three (3) players remaining together on a team. 21. Procedures When Only One Team Exists in a Given Division and No Local League Season is Possible Starting in 2011, no more Accommodation team local season play for a singleton team in any division within the Adult or Senior Leagues will be allowed (ie, a team with lower ratings than the stated division can not be formed to accommodate the singleton team). Furthermore, if an Adult or Senior division league consists of only two teams in a level of play, each team must maintain its roster with at least 60% of it players at the designated NTRP level of play (USTA 2012 National Rule 1.04D(7)) For the 2012 Super Senior League, the Hawaii Pacific Section will accommodate singleton teams (ie, only one team in a given NTRP division in the Super Senior League) by providing for a Super Senior Local League play off at the Super Senior Sectional Championship as the Section has done in the past several years. When there is only one team within a division in the Mixed Doubles, Senior Mixed Doubles or Ekolu Leagues, and that team wishes to qualify and play its local season directly at Sectionals, permission for such must be granted by the Hawaii Pacific Section, and such permission will be granted only in the event there is another singleton team in another HPS District within the same division, and scheduling of the Sectional Championship permits such accommodation. Furthermore, it is the Hawaii Pacific Section s practice to encourage singleton teams to arrange for local season play within their own division and not encourage local play at Sectionals. Finally, it is the sole discretion of the Hawaii Pacific Section s Adult League Committee to grant approval for any singleton team accommodation. It also is the sole discretion of the West Hawaii League Committee to ask for such approval from the Hawaii Pacific Section. Before the League Committee will consider seeking such approval, it first must be assured that the West Hawaii team desiring to proceed directly to Sectionals for local league play (1) will fulfill its obligation to be at the Sectional Championship with at least the minimum number of players required for each match (as specified by Sectional Rules), AND (2) that such team is fully committed financially to traveling to the Sectional event. The Captain of the team must write (via is acceptable) to the League Committee chairperson and formally request that the Committee asks the HPS Adult Committee and the Championship Committee to allow his/her team to play off at Sectional. In this letter, the Captain must identify at least the minimum required number of players (which can include the Captain) for the team s league (pursuant to Rule #5 of these Regulations). The League Committee then will consider such request, correspond with Section regarding the feasibility of such accommodation, and inform the Captain of the final decision. Page 12 of 17

13 The deadline for receipt of a captain s request letter is the starting date for the given League, as set forth in Attachment A, unless by special request of the captain to the League Committee, another date is mutually agreed up between the captain and the League Committee. Page 13 of 17

15 ATTACHMENT B WEST HAWAII DISTRICT TENNIS ASSOCIATION 2012 POLICY FOR NATIONALS TRAVEL SUBSIDIES INTENT The West Hawaii District Tennis Association ( WHDTA ) has developed a Policy for Subsidizing League Teams traveling to Nationals that seeks to be: Fair and as equitable as possible across the various leagues Purely formulaic to avoid any subjective decisions by the League Committee or the WHDTA Board of Directors (so that no favoritism may be perceived by our participating League members) Timely players could receive their subsidy in advance of traveling to Nationals (provided they complete their tennis community service as described below). POLICY A Nationals Subsidy Pool has been established and will be maintained going forward for each League: Senior, Mixed Adult, Senior Mixed and Super Senior. Each Season, $2 of every player s existing League Fee would be added to the Pool. Each League will have its own designated Nationals Pool. In the event that one of WHDTA s Teams earns the right to go to Nationals, and its League s Nationals are being held on the Mainland U.S. that year, each player of a qualifying team who attends the national championship as a registered player, would be entitled to receive a subsidy (the Nationals Subsidy ). In the 2012 Season, any WHDTA player traveling to a National Championship on the Mainland U.S,. with the intent to play at that championship on a WHDTA qualified team, will receive a minimum of $40 per player. Such minimum is not guaranteed for future years. In no event shall any player receive more than $100 for travel to a National championship in any given year, even if the Nationals Subsidy Pool for the League in question accrues to more than $100 times the number of players attending a National Championship. 16 In general, each player who travels to the National championship is eligible for an equal portion of the Current Balance in its League s Nationals Pool up to a maximum of $100 per player and, for 2012, a minimum of $40 per player. In the event more than one team, within a given League, advances to Nationals in the same year, all players on those teams will share equally in its League s Nationals Travel Subsidy. The total for all players attending Nationals will be no more than an amount equal to $100 times the permissible maximum roster size for the league in which the teams qualified for the national championship, for instance, if two teams qualify for an adult league national championship then all players travelling to the championship with the intent to play would receive an equal portion of $2200 (22 x $100). No travel subsidies will be granted to teams in a League during years in which its Nationals are held in the State of Hawaii. A player will not receive their travel subsidy until such time as they have completed their tennis community service, that is, volunteered a minimum of four hours at one or more West Hawaii district tennis events. A player will be given one year, from the date at which they qualified for the National championship, to complete their community service. The West Hawaii District board of directors reserves the right to reject a player s volunteer hours, and, hence, the WHDTA recommends that a player discuss the tennis event(s) with the WHDTA BOD prior to the event(s). If a player receives a travel subsidy and subsequently does not attend the national championship, the WHDTA expects the subsidy amount to be returned. If no team within a given League travels to Nationals, that League s National Subsidy Pool will continue to accrue (with the $2 per player annual subsidy) until the year in which such Pool reaches or exceeds $3,000. When that Pool ultimately is tapped by its League team(s) traveling to Nationals, the $2 per player Subsidy will be reinstituted until the Pool again reaches or exceeds $3,000. The League Committee and WHDTA Board of Directors reserve the right to increase or decrease the $3,000 Pool cap at any time if such action, by the discretion of the League Committee or WHDTA Board, is warranted. The Captain of each West Hawaii District Team qualifying for Nationals will receive a Requisition Form from the WHDTA Board or League Coordinator (such form also will be available online at the WHDTA website). Payment by the WHDTA of a Nationals Subsidy will be subject to 1) receiving the completed Requisition Form from the Team s Captain or designated representative, and 2) individual players on such Page 16 of 17

17 team fulfilling their volunteer requirement. If the required Requisition Form is not submitted by the eligible Team to WHDTA before the Nationals Championship in question, then that Team s subsidy will revert back to the appropriate League s National Subsidy Pool NATIONAL SUBSIDY POOLS Below are the National Subsidy Pools accrued for each League as of the beginning of the 2012 League Season: Senior: $ Mixed: $ Adult: $ Super Senior: $ Senior Mixed: $ A copy of the Policy will be available on the WHDTA website, along with updated League balances of National Subsidy Pools which shall be posted after the Registration deadline for each League (i.e., when player totals for each League are finalized).
