2 DRAW PROCEDURE Qualifying rounds 3th UEFA European Women s Under-7 and 9th UEFA European Women s Under-9 Championships, 209/20 Please find below details of the competition system, coefficient ranking system, draw procedure, group formation for the elite round and match dates. COMPETITION SYSTEM Women s Under-7 Forty-seven member associations will take part in the competition. Forty-four teams will enter the competition in the qualifying round and two (Germany and Spain) will join in the elite round. The final tournament host (Sweden) qualifies automatically for the final tournament. Women s Under-9 Forty-nine member associations will take part in the competition. Forty-eight teams will enter the competition in the qualifying round. The final tournament host (Georgia) qualifies automatically for the final tournament. COEFFICIENT RANKING SYSTEM Reference periods The qualifying round coefficient ranking lists are established for the qualifying round draws on the basis of the associations results in the four most recently completed seasons. For the 209/20 competitions, the qualifying round coefficient ranking lists are therefore based on the associations' results in the 204/5, 205/6, 206/7 and 207/8 seasons. Match points Points are awarded for each match played in the qualifying rounds, elite rounds and final tournament group stages. Match points are awarded in accordance with the final scores as ratified by UEFA. Penalty shoot-outs and final tournament knockout matches are not taken into account. Points are awarded as follows: 3 points for a win; point for a draw, 0 points for a defeat. 2

3 Qualifying competition - bonus points The following bonus points are awarded: Automatic qualification for the elite round: point Qualification from the qualifying round to the elite round: point Qualification from the elite round to the final tournament: 2 points Qualifying competition - bonus points for final tournament hosts An association that has hosted a final tournament in any of the four seasons taken into account for the coefficients will have no points from the corresponding qualifying competition. 4 If two or more associations have an equal qualifying round coefficient, the following criteria are applied, in the order given, to determine their final rankings: a) higher number of matches; b) higher coefficient from the most recent season, i.e. 207/8; c) higher coefficient from the next three most recent seasons, i.e. 206/7, 205/6 and 204/5; d) superior goal difference from the most recent season, i.e. 207/8; e) superior goal difference from the next three most recent seasons, i.e. 206/7, 205/6 and 204/5. DRAW PROCEDURE The 44 (WU7) and 48 (WU9) associations will be split into 4 pots of (WU7) and 2 (WU9) teams, as follows: Pot A (yellow balls) WU7: associations ranked 3 to 3 WU9: associations ranked to 2 Pot B (red balls) WU7: associations ranked 4 to 24 WU9: associations ranked 3 to 24 Pot C (green balls) WU7: associations ranked 25 to 35 WU9: associations ranked 25 to 36 Pot D (blue balls) WU7: associations ranked 36 to 46 WU9: associations ranked 37 to 48 The draw will start with Pot D and end with Pot A in order to ensure that the top seeded teams are drawn last. Each pot will be emptied before the next pot is started. First draw phase The teams in Pot D will be drawn one after another and each one placed in the fourth position in Groups to (WU7) and Groups to 2 (WU9). Second draw phase The teams in Pot C will be drawn one after another and each one placed in the third position in one of the (WU7) / 2 (WU9) groups. Third draw phase The teams in Pot B will be drawn one after another and each one placed in the second position in one of the (WU7) / 2 (WU9) groups 4

5 Fourth draw phase The teams in Pot A will be drawn one after another and each one placed in the first position in one of the (WU7) / 2 (WU9) groups. On the basis of previous decisions taken by the UEFA Executive Committee and the UEFA Emergency Panel, the following countries cannot be drawn into the same group: Armenia and Azerbaijan, Russia and Ukraine, Kosovo and Serbia, and Kosovo and Bosnia-Herzegovina. For both competitions, the teams will be allocated to groups in numerical order. If clashes arise, the team drawn will be moved to the next available group. The draw continues by first filling the slot left vacant. If clashes arise in the last three or four groups, the teams will be allocated to groups appropriately. WU7: 26 teams will qualify from the qualifying round to the elite round, i.e. the group winners, the group runners-up and the four best third-placed teams. WU9: 28 teams will qualify from the qualifying round to the elite round, i.e. the 2 group winners, the 2 runners-up and the four best third-placed teams. GROUP FORMATION FOR THE ELITE ROUND Draws will take place to form the seven groups of four teams for both competitions. The definitive draw procedures will be communicated to the associations concerned on completion of the qualifying rounds. The seven group winners will qualify for their respective final tournament. MATCH DATES Women s Under-7 The qualifying round matches must be played between 5 August and 27 October 209. Women s Under-9 Unless all four teams agree to play on another date, the qualifying round matches must be played during one of the two FIFA women s international windows indicated below: 26 August to 3 September 209 (matchdays: 27, 30 August and 2 September or 28, 3 August and 3 September) 30 September to 8 October 209 (matchdays:, 4 and 7 October or 2, 5 and 8 October) Note that clubs are only obliged to release players called up for the A national team on the first day of the international window. If teams agree to play on other dates, all matches must be played by Sunday 27 October 209. If the teams of a group cannot agree on the match dates, the host association decides on one of the options within an international window mentioned above. 5
