2 IMPORTANT NOTES FROM VOLLEYBALL ALBERTA Refuse & Responsibility Policy Volleyball Alberta has been denied access to facilities due to the amount of garbage created by teams, parents and spectators. We all need to work collectively and respect the facilities we use. Because of these past issues the following policy will be in place for the 2017 season. All bottles, garbage, and personal items must be removed from the team bench after each game. It is the coach s responsibility to ensure this is completed after every match. The game official will remind coaches at the end of the match to ensure their bench is clean. If not, the official will make note on the game sheet and a $50 fine will be applied to each offense. Repeat offenders will not be permitted to participate in future Volleyball Alberta tournaments. We also ask participants and spectators to keep all areas of the facility clean (hallways, spectator areas, etc.) by placing their bottles and garbage in the appropriate bins. Your cooperation is greatly appreciated and is a step towards the continued growth of our sport. Outside Food at Volleyball Alberta Venues No coolers are allowed in any of the VA venues. Teams should not be preparing/transporting group meals in large containers. Athletes should pack individual lunches/snacks inside their personal gym bags. Concussion Policy The Volleyball Alberta Concussion Policy may be updated once the 5 th International Consensus Conference of Concussion in Sport releases updated information: Scouting and Recruiting Policy Recruiters are responsible for conducting themselves in accordance with our Scouting & Recruiting Policy and are asked to check in with the venue coordinator. Rules of the Games Coaches are responsible for knowing the Volleyball Canada Rules and Regulations. Protest Policy for the season of play: Volleyball Alberta will be enforcing the following policy with regards to protests. Coaches need to know they can only lodge a protest in the following circumstances (otherwise it is not a valid protest): an error in applying a rule or rule interpretation, an improper decision of the Scorer who made a mistake on the rotational order or on the score.

3 The coach of the team lodging the protest must place a $ cash bond (or a signed cheque payable to Volleyball Alberta) on the score table as the captain lodges the protest to the First Referee. If the money is not on the table immediately the game will resume and the protest will not be heard. The first referee will confirm with the Scorer that a protest has been lodged, and that the money is on the score table before calling the Referee Supervisor and/or Tournament Staff. The Tournament Staff will collect the $ bond upon arrival at the court. The Referee Supervisor and/or Tournament Staff will determine whether or not the request for protest is valid (they may choose to consult with VA Staff or a Referee Supervisor). If the protest is not valid, the $ bond will be forfeited in whole and the match will resume. If the request for protest is valid, the tournament jury will be formed to decide and rule on the protest If the protest is accepted by the tournament jury, the bond will be returned If the protest is refused by the tournament jury, the bond is forfeit All Volleyball Alberta tournaments have a Jury in place that will decide the outcome of each protest. A Jury will consist of three individuals from the following list: 1. Venue Coordinator 2. Referee Supervisor 3. Referee Evaluator 4. Volleyball Alberta Representative 5. Alternates assigned by Volleyball Alberta staff Important Notes: A) The protest will be handled immediately so that play can resume following the jury s decision. B) The jury may discuss the protest by phone and do not have to be present to make a ruling. C) The jury s decision is final. D) Sanctions may be put in place if a team is abusing the protest procedures. Minor Officiating Rules & Resources 1. For a match in which a team is participating, they will be responsible for the provision of one (1) Line Judge. Line Judge Guidelines: This individual must be a team player not registered as a starting member of the line-up This individual must be a team player not registered as the acting Libero (if applicable) If a team does not have enough athletes to provide a Line Judge, the referee shall: i. Inquire to the opposition coach if they are willing to provide two (2) athletes to act as Line Judges. ii. Inquire to the opposition coach if they are open to a volunteer representative. iii. Inquire to the opposition coach if they would prefer the match to commence with no Line Judges and the sole discretion of the First Referee 2. For a match in which a team is participating, they will be responsible for the provision of one (1) Scorer/Assistant Scorer. Score sheet Presentation: This individual may be a team volunteer whether that be a parent, athlete or drawn from an alternative source

4 The supplied individual must be familiar with the responsibilities associated with both roles and open to functioning in either capacity. Saville Centre Parking Information at the Saville Centre can be found at: Only use assigned volleyball courts in the facility; please do not enter other gym spaces. Please do not use amplified music for warm-up in the gymnasiums or common areas. Team Uniforms Uniform Guidelines For the coming 2017 national championship, there is an expectation that all clubs will present uniforms that comply with the standards of the Volleyball Canada rulebook. Teams that are in violation of the uniform policy risk the potential of not being permitted to play. The requirements of the uniform can be found in the current rulebook on page 22 (Rule 4.3) and on page 38 (Rule 19.2 with respect to the Libero). Teams that find they currently have a uniform that does not meet the standards and expectations of the Rules of the Game, the following corrective measures will be expected by Volleyball Alberta. Violations to Rule 4.3 Teams that have uniforms that fail to meet the standards and regulations of the Rules of the Game will be permitted to wear the current uniform for the duration of premier 1. Teams must correct the matter and have a uniform that meets the standards and regulations of the Rules of the Game no later than the second premier competition on the 2017 competition calendar. Violations to Rule 19.2 For those age classifications that permit a Libero (16U female and older), the following guideline will be applied by Volleyball Canada and will also be applied by Volleyball Alberta Season of Play: Teams who do not comply with the uniform guidelines will not be permitted to submit on their line-up a participant in the Libero position, prior to presenting a Libero uniform that meets the standards of the Rules of the game Video Cameras A trend has been noted where a dramatic increase in the number of teams and spectators are utilizing video cameras at events. While there is no concern to the usage, Volleyball Alberta has an obligation to properly maintain the competition control area around each court for the safety of the athletes. As such, the following placements regarding video cameras should be noted and corrected: Team Video Cameras in the warm-up area not permissible. The camera, if on a tripod, must be moved to the spectator area The camera, if handheld, may be operated by a team member sitting on the bench

5 Parents/spectators in the warm-up area with cameras not permissible. The parent/spectator and camera must be moved to the spectator area GoPro Cameras The request to attach a GoPro Camera to the post, Scorer table, Referee stand, etc. is to be refused without consideration Surrounding Courts If there is a vacant court next to the playing court that is not being utilized as a designated warm-up court or competition court for the event, cameras and tripods may be set-up in that space provided: o o There is no infringement on the participants of the playing court Cameras and spectators are not encroaching on the team bench, warm-up area, Scorer s table, Referee location, etc. Facilities with excessive space behind the court As Volleyball Alberta continues to utilize new facilities, the potential does exist that a court may have an excessive amount of space (5+ meters) behind the service zone Genesis Centre in is one such example. In this facility, cameras will be permitted on the playing surface behind the court, provided they are against the facility wall

6 Volleyball Alberta Behavior Policy This policy is meant to serve as a reminder of the Code of Ethics for Referees, the Code of Conduct for Participants, as well as guide to the officials in the appropriate measures for applying sanctions (Rules 20, 21 and Misconduct Sanction Scale as presented in the Rulebook). Participants should recognize that individual officials have a varying perspective on what degree of conduct may or may not be considered within a normal emotional reaction. The following scenarios are examples of actions that must be addressed appropriately by the first referee through sanctioning. Verbal comments or gestures by participants directed at any member of the referee corps in regards to a decision. The use of profane or foul language: Should the official(s) hear profane or foul language used by a participant that is loud enough to be heard by spectators, regardless of where the language is directed. A team member either sitting on the bench or staying in the warm-up area, protesting or contesting the referees decision. When a ball (or object) is thrown, kicked or deflected in anger by any participant. The match official does have the ability to determine the extent of the offence. If considered minor misconduct, the 1 st referee may limit the sanctioning to a stage 1 (verbal) or stage 2 warning (yellow card). A stage 2 warning, while issued to a specific member of a team, serves notice that the entire team (by extension) has reached the sanctioning phase and any additional forms of misconduct will be addressed with at minimum, a penalty (red card). Repetition of minor offences by the same team/individual in the same match must be sanctioned progressively. Incorrect conduct by a team member towards officials, opponents, teammates or spectators is classified in three categories according to the seriousness of the offence. Sanctions are applied based on the following: Rude Conduct: actions contrary to good manners or moral principles Offensive Conduct: defamatory or insulting words or gestures or any action expressing contempt Aggression: actual physical attack or aggressive or threatening behavior Note: There does not have to be a stage 1 or 2 warning issued to an individual or team before the official applies an appropriate sanction. Note: In the instance of an expulsion or disqualification, the first referee must submit a separate report to his/her ROC and the Volleyball Alberta staff member responsible for officials. An expulsion or disqualification may result in further sanctioning at the discretion of the Volleyball Alberta Executive.

7 Minor Misconduct Scale Stage 1 Warning: Verbal warning issued through the game captain Stage 2 Warning: By use of a yellow card to the team member(s) concerned This formal warning is not in itself a sanction but a symbol that the team member (and by extension the team) has reached the sanctioning level for the match. It is recorded on the score sheet but has no immediate consequences. Sanctions Scale Penalty (Rude Conduct): By use of a red card to the team member(s) concerned The application of a penalty results in a point and service to the opponent Expulsion (Offensive Conduct): By use of a red and yellow card (jointly) to the team member(s) concerned A team member who is sanctioned by expulsion shall not play for the rest of the set, must be substituted legally and immediately if on court and must remain seated in the penalty area with no other consequence An expelled coach loses his/her right to intervene in the set and must remain seated in the penalty area Disqualification (Aggression): By use of a red and yellow card (separately) to the team member(s) concerned A team member who is sanctioned by disqualification must be substituted legally and immediately if on court and must leave the Competition Control Area for the rest of the match with no other consequences.

Genesis Centre: An Athletic Therapist will be on site at Genesis Centre beginning at 8 am and is available to treat participants. Westmount School: No outdoor shoes are to be worn in the school. No food or drinks (except water) are allowed in the gymnasium. SmashCity: Shoes have to be taken off at the door. NO food or drinks on the court area (including coffee and sports drinks). Please respect the badminton area by walking ONLY on the passageway indicated in blue. A badminton court will be provided for teams to warm-up on. Spectators are asked to remain in the volleyball court area. Rally Pointe: Overflow parking for Rally Pointe is at the Deerfoot Casino. No outside food is permitted in the concession area.
