PROGRAM SUMMARY 1.1 Program History In November 2004, the Surface Transportation Policy Project (STPP) published its latest Mean Streets report, which identified the most dangerous places to bike and walk in the Transportation Element 7-2 United States. The Tampa Bay area, including Pinellas County, was ranked second worst in the Country behind Orlando, based on the danger to pedestrians in 2002/03. In 2002/03, there were more than 800 reported motor vehicle crashes in Pinellas County involving pedestrians and bicyclists, an increase of 26 percent over the previous year. The city of South Pasadena began using red-light safety cameras in March Sunday, February 06, 2011 Mayor Kathleen Peters said pedestrians initially asked for the cameras. "We had one woman get hit and another had a close call," said Peters. "Both of them came to us and begged us to put these cameras in." From the City s website About the Program The City of South Pasadena Intersection Safety Program began in February Cameras were installed at intersections within the city to encourage safer driving habits and to promote pedestrian safety. According to the Insurance Institute for Highway Safety, annually nearly 2 million crashes occur in intersections. In 2005, red light running resulted in 800 fatalities and over 165,000 injuries. It is believed that an Intersection Safety Program will reduce the number of red light crashes and injuries associated with such crashes. The purpose of this program is to increase traffic safety in the City of South Pasadena. The goal of the program is to reduce red light running violations, red light crashes, and red light injury crashes without impacting City funds. 4 1.2 When is red-light running happening? Most red-light running violations occur during the afternoon. Saturday is the day of the week when most red-light running violations occur. 1.3 Proven Public Safety Benefit Most red-light runners in South Pasadena do not get a second ticket. The community s recidivism rate is 11%, which means 89% of all violators who receive and pay a ticket do not get another violation. This low rate of repeat behavior, tracked for nearly five year from inception through December 2015, indicates a change in driver behavior to stop on red. Violations per camera have dropped 68% since the installation of cameras in The Police have requested video on almost 50 occasions to help with investigations as simple as accident reconstruction to more serious crimes such as car-jacking. 5 2. TOTAL VIOLATIONS Data shows red-light running violations are on the decline over the course of the Red-Light Safety Camera Program in South Pasadena. Since program inception, violations have tracked decidedly downward. The average, per-camera number of red-light running violations stood at 456 per month in April 2011, but fell to 144 as of December 2015, indicating a 68% decrease in violations issued. As violations decrease, the opportunity for dangerous red-light running related crashes drops, contributing to safer traveling throughout the city. Page 3 \

6 3. VIOLATIONS BY TIME OF DAY When reviewing total violations by time of day, the most dangerous time of day for red-light running is during the afternoon hours of 1 p.m. to 4 p.m. Page 4 \

7 4. VIOLATIONS BY DAY OF WEEK When looking at the total number of violations by day of the week, the day with the most violations is Saturday. Page 5 \

8 5. REPEAT VIOLATORS Drivers are getting the message to stop on red in South Pasadena. 9 6. NUMBER OF VIDEO REQUESTS South Pasadena s provides a public safety value that extends beyond the intersection. When police request a red-light safety camera video of a collision, a hit and run or another incident as part of a crash reconstruction or criminal investigation, authorities are able to reduce operating costs for the benefit of taxpayers. Since program inception, South Pasadena law enforcement officials requested video at least 45 times. 10 7. PROGRAM FOOTAGE: THE DANGERS OF RED-LIGHT RUNNING Shocking new video footage showing the dangers of red-light running is available for viewing and use as a public service announcement. The video from red-light safety cameras can be used to alert motorists about the need for continued intersection safety enforcement and increased driver attention. The video, which can be viewed at serves as reminder for all drivers about the need to obey the law and stop on red. Page 8 \

12 NFIP/CRS The Community Rating System provides substantial credit for zoning floodplains with low-density uses under Activity 430LZ Low Density Zoning in the CRS Coordinator's Manual and the CRSApplication. Freeboard Freeboard is an additional height requirement above the base flood elevation (BFE) that provides a margin of safety against extraordinary or unknown risks. This reduces the risk of flooding and makes the structure eligible for a lower flood insurance rate. Reasons for considering a freeboard are that it: Accounts for future increases in flood stages if additional development occurs in the floodplain. Reflects uncertainties inherent in flood hazard modeling, topography, mapping limitations and floodplain encroachments. Provides an added measure of safety against flooding. Results in significantly lower flood insurance rates due to lower flood risk. Freeboard safety factors are common in the design of flood control projects and floodplain development. Many communities have incorporated freeboard requirements into the elevation and flood proofing requirements stipulated by the NFIP. Freeboard requirements adopted by communities range from six inches to four feet, I am requesting a two (2) foot freeboard requirement that will save our homeowners building new homes around 50% on their flood policy. When constructing a new elevated building, the additional cost of going up another two feet is usually negligible. Elevating buildings above the flood level also reduces flood insurance costs for current and future owners.
