1 London Safety Camera Partnership Between 2001 and 2003 over 17,000 speed related collisions occurred in London, of which 2,000 people lost their lives or were seriously injured. Excessive and inappropriate speed is a major contributory factor in a third of all road accidents. Safety cameras are a proven method to reduce average speeds and reduce the number of collisions. The London Safety Camera Partnership (LSCP) was established in 2001 to manage the existing network of speed and red light cameras in London. The partnership is made up of five core members; Transport for London, the Association of London Government, the Metropolitan and City of London Police, and Her Majesty s Courts Service (formerly, the Greater London Magistrates Courts Authority). Our goals reflect the casualty reduction targets set by the government and those outlined in the Mayor of London s Road Safety Plan. By 2010, the number of total KSI must be reduced by 40% and the number of child KSI by 50%. Operational Strategy To achieve such reductions the LSCP adopts an intelligence-led approach to ensure camera enforcement activity is efficiently and effectively targeted for maximum results. All cameras installed by the Partnership since April 2002 strictly meet the Department for Transport s guidelines. Fixed cameras are located where four or more fatal or serious injury collisions have occurred in the last three years and red light cameras are placed where two or more fatal or serious injury collisions have occurred. The operational strategy is designed to target sites with the worst casualty records and sites are prioritised for enforcement on this casualty reduction benefit. Collision data for each site is thoroughly analysed and the site is subject to a speed survey to ensure camera enforcement is optimised. The strategy for London also involves five dedicated mobile camera enforcement units. These are used at locations identified as having collision history but have no camera coverage at present. The mobile units are clearly marked and police officers wear high visibility clothing.

2 One of our five mobile enforcement vans Do cameras save lives? Data analysis undertaken on 21 speed camera sites, installed by the LSCP since 2002, show a 60% decrease in KSI. Further breakdown of these sites show fatalities are down by 72%, serious and slight injuries down by 59% and 36% respectively. This significant reduction in KSIs highlights the invaluable benefit of safety cameras and the impact their impact on reducing casualties. Lime House Link In October 2003, the Limehouse Link tunnel was the first UK site at which digital safety camera technology was utilised. The physical nature of the tunnel makes it unsuitable for cameras using wet film (standard cameras by the roadside), which need replacing. The new cameras are digital and do not use film. In the 36 months prior to installation, 17 KSIs were recorded and 42 slight casualties, in the latest 16 months only 2 KSIs have been reported and 7 slight. 20mph enforced zone Recently we initiated a new scheme to enforce a 20mph zone, the first of its kind under LSCP authority. During the 18 months of current construction works along Upper Thames Street, the width of the carriageways has been reduced by 5 meters, posing a greater risk to vulnerable road users. The LSCP is operating SPECS digital cameras in the temporary 20mph zone to

3 enforce the lower speed limit in order to protect vulnerable road users and construction site workers, on the temporary road layout. Upper Thames Street SPECS cameras The objective of this project is to encourage the 60,000 daily users of this road to keep within the reduced speed limit for the safety of all road users. Additional signage in both directions, which is highly visible, has been introduced, and speed indicator message signs alert drivers if they travel over the limit so they can reduce their speed before reaching the zone. Since the installation of the temporary cameras in Upper Thames Street in November 2004, no accidents have been reported. Prior to the four pairs of cameras being installed, 5 serious and 24 slight crashes were reported between London Bridge and Southwark Bridge during the period November Whilst this is not comparative data, early figures indicate the cameras are serving their purpose.

4 Cost recovery scheme The LSCP is part of the national cost recovery scheme which enables us to operate, maintain and install cameras using the revenue generated from the fixed penalty notices. Any surplus revenue is retained by the Department for Constitutional Affairs (Treasury), therefore, no organisation benefits financially from the use of safety cameras. PR & communications In addition to enforcement it is an essential part of the partnership s role to inform and educate drivers and vulnerable road users. By communicating the benefits of safety cameras through a host of activities and campaigns we aim to raise awareness, improve driver behaviour and increase public support with the ultimate objective of reducing fatalities and injuries. Some of our activities and events include: For my Girlfriend This hard hitting campaign targeting year old drivers, which gained a Prince Michael Trust International Road Safety Award in 2004, was re-launched this year. In a bid to reduce speed related crashes in London, radio adverts were broadcast on leading radio stations and regional events focusing on the potential tragic consequences of driving too fast took place around Valentine s Day. The campaign incorporated Valentine s cards featuring the words For My Girlfriend and inside read I m sorry, I didn t mean to kill you, I was driving too fast. Cards were distributed to 100, to 24 year olds across London including sixth form centres, colleges, universities, night-clubs and pubs. For my Girlfriend was first launched in the Eastern region of England in 2001 as a result of extensive research which identified the biggest deterrent of driving too fast for young drivers, particularly males, is the prospect of killing or disabling someone they are close to, for example their partner. This year s campaign received some strong opinions, stating the image and delivery was too hard hitting. However, we are confident that it delivered its main purpose, and indeed post campaign research rated the valentine card at 7/10 and the radio advert 8/10. Crash reconstructions The LSCP works closely with the Borough Road Safety teams to provide support and resources and effectively enforce the road safety message across the Capital. As part of this

5 we worked with the City of Westminster, London's emergency services and other road safety groups to stage a crash reconstruction in the heart of Trafalgar Square. The reconstruction showed casualties being cut free from vehicles and treated to demonstrate the devastating effects of road accidents and to highlight the resources required. The crash reconstruction also proved a useful training tool for the different emergency services, giving them the opportunity to practice working together and co-ordinating rescue operations. Dedicated officers from Soho Fire Service, London Ambulance Service and Metropolitan Police all took part to illustrate how they deal with the aftermath of serious road crashes. During the day, visitors at Trafalgar Square had the chance to participate in a variety of activities and competitions which provided general road safety educational advice. 6 Fire Brigade at Trafalgar Square crash reconstruction Surveys It is important for us to measure the success of the Partnership in terms of casualty reduction but also changes in driver behaviour and attitude, as a large proportion of our work is to educate. Omnibus surveys conducted by market research company BMRB, allow the partnership to monitor the changes in public perception. The latest poll indicates public support for safety cameras, in London, is becoming increasingly positive; 83% of respondents say the use of safety cameras should be supported as a method of reducing casualties. 79% agree the primary aim of safety cameras is to save lives. 81% agree cameras encourage drivers to obey the law and are not designed to punish them.
