2 Dear Delegates, It is an honor to invite you to the 21st Virginia International Crisis Simulation, the University of Virginia s annual collegiate Model United Nations conference. VICS XXI will be held at the University of Virginia in Charlottesville from March 31 to April 3, VICS offers nineteen innovative and interactive crisis committees, both historical and contemporary. We are committed to expanding the scope of what a crisis committee can do. As I write this letter in early November, our chairs are crafting their committees around topics ranging from the Space Race of the 1950s to a Summit of the American Gun Lobby. We are committed to expanding the scope of what a crisis committee can do, especially in our famous ad-hoc, the Secretary General s Good Offices, and in our pilot ad-hoc, the Directors General's Good Offices. I can think of no better setting for the conference than the Grounds of the University of Virginia. VICS provides you with opportunities to interact with the University s rich history and with the many resources it has to offer. For example, on Friday morning, VICS encourages delegates to explore Charlottesville. VICS offers a series of tours of the city's attractions. These events extend discussion outside of committee and they give you the chance to meet members of the International Relations Organization and of the university community. We also invite you to explore Charlottesville, one of the country s most exciting college towns. VICS hosts four social events in the city, which take you beyond a typical Model UN experience and provide opportunities to get to know delegates outside of committee. 3 1. Issa Hayatou (Cameroon) Hayatou, born 1946, is a Cameroonian former athlete and sports executive. He is serving as the FIFA president (acting) since the previous president (Sepp Blatter) was banned from all football related activities in He ran for president in 2002, but we defeated by Blatter. He has been president of the Confederation of African Football (CAF) since 1988, and is also a member of the International Olympic Committee (IOC). 2. Angel Maria Villar Llona (Spain) Villar, born 1950, is a retired Spanish footballer. He represented Athletic Bilbao for a full decade before going on to serve as president of the Spanish Football Federation. In 1979, whilst still an active player, he majored in law. He was one of the founders of the Association of Spanish Footballers in Villar also led the unsuccessful Spanish and Portuguese 2018 World Cup bid. 3. David Chung (Papua New Guinea) Born Chung Kim Hiong, David Chung is a Malaysian-Papua New Guinean sports official, and the current President of the Oceania Football Confederation. He was a football player, coach, and referee before becoming the president of the Papua New Guinea Football Association in While administering football in the New Guinea Highlands, he "helped secure outside funding as well as contribute personal finance towards youth development programmes". He has been applauded for supporting women s football and overseeing infrastructure projects. In 2012, he was named as a recipient of the Order of the British Empire. 4. David Gill (England) Gill, born 1967, is a British football executive, formerly chief executive of Manchester United football team, and vice-chairman of The Football Association. He was raised in Berkshire and majored in economics and business studies from the University of Birmingham. Notably, he served as the vice-chairman of the G-14 management committee before it was disbanded. He also sits on the UEFA Executive Committee as of Sunil Gulati (USA) Gulati, born 1959, is the current president of the United States Soccer Federation (USSF). In March 2014, he was unanimously re-elected to a record third four-year term as the USSF president, having been initially elected in Gulati is also a senior lecturer of economics at Columbia University in NYC. He is the former president of Kraft Soccer for the New England Revolution in Major League Soccer.

4 6. Hany Abo Rida (Egypt) Rida was born in 1953, in Port Said, Egypt. He began playing football at a young age, and played for Elmasry Club before a serious injury led him to leave the field. He then went on to study engineering and run a business. In 1991, he became a member of the Egyptian Football Association Board, and in 2004, he started his career with FIFA. He is currently the Vice-President of the Egyptian Football Association. 7. Vitaly Mutko (Russia) Mutko, born 1958, is a Russian politician. He was previously the president FC Zenit Saint Petersburg, and then of the Russian Football Union. Since May 2008, he has served as the Minister of Sport, Tourism, and Youth policy in Russia. He was also the chairman of Russia s successful bid to host the upcoming World Cup in Wolfgang Niersbach (Germany) Niersbach, born 1950, is a German sports journalist and sports official. He was the general secretary of the German Football Association (DFB) for 5 years, before being elected the president. He resigned from the position in November, 2015, amidst reports about alleged bribery surrounding the 2006 FIFA World Cup, which was held in Germany. 9. Moya Dodd (Australia) Dodd was an Australian football player before becoming an official. In 2007, she joined the board of the Football Federation Australia, and in 2007 she was elected as the vice president of the Asian Football Confederation, a position that she still serves. In addition, she is a partner in a law firm headquartered in Sydney, Australia. 10. Juan Angel Napout (Paraguay) Napout, born 1958, is a Paraguayan football executive and businessman. In 1989 he became the President of the Paraguayan football club Cerro Porteno. In 2007 and 2014 he was the President of the Paraguayan Football Association, before succeeding Eugenio Figuerdo as the President of the South American Football Confederation CONMEBOL). In early 2015 he was appointed the Vice-President of FIFA, later being arrested in Zurich on December 3 of the same year. He plead not guilty to charges of accepting bribes in a New York court and was released on bail. 11. Alfredo Hawit Banegas (Honduras) Hawit is the head of the National Autonomous Federation of Football of Honduras, and was made head of CONCACAF in June During his career as a professional player he played for Progreso, Olimpia, and Motagua. He is also a Honduran lawyer, and seeing Jack Warner s reign as CONCACAF president over a twenty-one year

5 period, proposed that the president should only serve one four-year term. Hewit was also arrested on corruption charges in Zurich, December Michel baron D Hooghe (Belgium) D Hooghe is a member of the FIFA Executive Committee and, as a medical doctor, the Chairman of the medical committee of FIFA. He was the President of the Royal Belgian Football Association from 1987 to 2001, when he became a baron. He was President of Club Brugge KV between 2003 and In 2011 he officially notified FIFA that Vlacheslav Koloskov, an advisor for Russia s successful 2018 World Cup bid, had given him a valuable painting whilst lobbying for his vote. 13. Shaikh Salman Bin Ibrahim Al-Khalifa (Bahrain) Al-Khalifa, born 1965, is a member of the Bahrain Royal Family. He was the president of the Bahrain Football Association during the golden era of Bahraini football. He served as the chairman of the Asian Football Confederation s Disciplinary Committee before becoming its president in He has also been the deputy chairman of the FIFA Disciplinary Committee. Many have accused him of complicity in crimes against humanity. 14. Senes Erzik (Turkey) Erzik, born 1942 in Turkey, is the vice president of the Union of European Football Associations (UEFA). He graduated from Robert College, Istanbul in 1965 with a degree in Business Administration and Economics. He joined the board of the Turkish Football Federation (TFF) in 1977, and since then joined the UEFA and FIFA Executive Committee. He is fluent in Turkish, English, and French. 15. Markus Kattner (Switzerland) Kattner, a German-Swiss football administrator, was born in Munich in He graduated with a degree in engineering and later obtained a PHD from the Swiss General Institute of Technology. He worked for McKinsey, a consulting firm, in Switzerland, before joining FIFA in 2003 as the Director of Finance. He is currently the acting General Secretary of FIFA. 16. Marios Lefkaritis (Cyprus) Lefkaritis, born 1946, is a Cypriot football administrator. He has been on the Executive Committee of the Union of European Football Associations (UEFA) since He is currently the vice president of UEFA. He has been a member of the FIFA Executive Committee since 2007.

6 17. Lydia Nsekera (Burundi) Nsekera, born 1967, was, in 2012, the first women ever to join the FIFA Executive Committee. She was the president of the Federation de Football du Burundi between 2004 and 2013 and has been a member of the International Olympic Committee since Sonia Bien Aime (Turks and Caicos Islands) Bien-Aime is the President of the Turks & Caicos Islands Football Association (TCIFA) and a member of the CONCACAF Executive committee. She is the second women ever to serve in a voting position on FIFA s Executive Committee, and the first to be elected to a non-female designated seat. She was also the first woman elected to an executive post in the Caribbean Football Union (CFU) in A former athlete, she was the captain of the T&C Islands Women s National Football Team. Her work has been focused mainly on developing women s football internationally, executing the first ever Women s Football Day held on May 23, Sheikh Ahmad Al Fahad Al Sabah (Kuwait) Al-Sabah, born 1963, is a Kuwaiti Politician. Educated at Kuwait University and the Kuwait Military Academy, he has worked in the fields of oil, water and electricity, and communication. He has a keen interest in sports and is the current president of the Olympic Council of Asia (since 1991), also serving as a member of the International Olympic Committee. 20. Kozo Tashima (Japan) Tashima, born 1957, is a former Japanese football player who has played for Japan s national team. The former vice president of the Japan Football Association, Tashima recently won the first ever presidential election for the association 21. Fernando Sarney (Brazil) Sarney is the son of the former Brazilian president, Jose Sarney. He is one of the four vice presidents of the Brazilian Football Confederation (CBF). In 2009, Sarney won an injunction against Brazilian paper O Estado de São Paulo banning the publication from publishing any information based on a scandal revolving around Sarney s hiring of senate Agaciel Maia s daughter s boyfriend. 22. Luis Bedoya (Colombia) Bedoya is a Colombian football administrator and a member of the FIFA Executive Committee. He stepped down from the presidency of the Colombian Football federation in 2015 for personal reasons. He had served in the position since He has never been suspected of any criminal activity.

7 23. Tarek Bouchamaoui (Tunisia) Bouchamaoui is the current Tunisian Football Federation Chief. He is well known for his support of former Tunisian president Ben Ali, whose overthrowing sparked the Arab Spring uprisings in He has been named but not charged in connection with Swiss tax evasion schemes with bank HSBC. 24. Constant Omari (Democratic Republic of the Congo) Omari is a Congolese football administrator and a member of the FIFA executive committee. In 2015 he was a pointed head of the FIFA task Force Against Racism and Discrimination. He infamously rejects the IOC s president Thomas Bach s claim that FIFA needed an external presidential candidate. 25. HRH Prine Abdullah of Pahang (Malaysia) Prince Abdullah is the current President of the Football Federation of Malaysia and a member of the FIFA governing body. He was the chairman of the 2015 AFC Asia cup and is highly regarded for the good work he has done to improve football in his home country while staying out of trouble.
