1 STATISTICS ON FOOTBALL-RELATED ARRESTS & BANNING ORDERS SEASON Home Office 23 October

2 FOOTBALL OFFENCES SEASON Statistical Highlights Arrests for football related offences down by 1%, to 3,982 from 4,413 Level of arrests reflects the lingering domestic football disorder problems Substantial increase in the number of football banning orders, up to 2,596 on 18 October, from 1,794 on 14 August Targeted police operations resulted in hundreds of high quality football banning orders. 1,263 new bans were made between 15 August and 18 October Arrest levels remain low the highest league attendances for 34 years, 29,197,51 produced 3,1 arrests - an arrest rate of.1% Vast majority of matches remain trouble-free 5% of Premiership, 72% of 1 st Division, 82% of 2 nd Division and 89% of 3 rd Division matches had one arrest or less. Overall, during the season there was an average of 1.62 arrests per game 69% increase in the number of arrests for domestic breach of football banning order (from 37 to 63) reflecting an increased crackdown on individuals acting in breach of the terms of their order. No arrests, or evidence of anyone subject to a banning order attempting to travel overseas 57% of the total arrests were made outside of grounds, 85% of arrests for violent disorder outside of grounds 25% of matches completely police free Arrests of England fans decreased from 261 to 7 reflecting a highly successful Euro tournament Statistics for football-related arrests tell only part of the story and need to be placed in context. Some incidents, especially public disorder outside of grounds, may result in few arrests whereas, in other cases, a large number of arrests may be indicative of preventative police action.

3 FOOTBALL-RELATED OFFENCES - STATISTICS ON ARRESTS & BANNING ORDERS Data submitted by Police Football Intelligence Officers (FIOs) is compiled by the Football Banning Orders Authority for annual publication. Previous to 21/22 season data was gathered and published by the football section at the National Criminal Intelligence Service (NCIS). During the last football season, FIOs gathered and submitted a wider range of data. This is reflected in the attached tables. Home European Club Competitions There were no large-scale arrests at any European club match played in England or Wales. The largest number of arrests was 2 at Chelsea v Arsenal. The remaining 83 arrests were evenly distributed amongst 34 matches. Some of the arrests were supporters of visiting sides. 4 Away European Club Competitions - estimated 5-6, English fans followed their clubs overseas to 31 competitive European club matches. These matches produced less than 2 arrests per game. 5. Away European Club Competitions - Reports provided by various sources reveal that English fans were subject to unprovoked attacks on several occasions, including significant assaults by missiles and fireworks. At least 2 English fans sustained significant injuries.
