1 Appendix 19 - Tournament Instructions (The 16 th Gurkha Cup - 27 May 2018) General 1. The 16 th Gurkha Cup Tournament will take place on Sunday, the 27 th of May 2018 at Queens Avenue Sports Ground at Aldershot. It is a nine-a-side football tournament played in league-cum-knock out basis. Aim 2. The aim of this instruction is to tie down all administrative requirements to facilitate smooth running of the event as well as provide necessary information on the format of the game to all the participating teams. Categories and Eligibility 3. It is men only tournament and the teams will be split in two main categories based on the age of the players as specified below: a. Main Category: years of age. b. Veteran Category: 40 years of age and over. 4. The Main Category. The youngest player MUST have celebrated his 18 th birthday on or before the tournament whilst the oldest MUST NOT have celebrated his 40 th birthday on the day. 5. Veteran Category. The youngest player MUST have celebrated his 40 th birthday on or before the tournament. 6. Players with medical conditions or those who have been prescribed by their GP from playing sports are strongly advised not to participate in the tournament. Teams 7. Historically, every year we have been getting more and more team entries for the tournament. But sadly, due the time constrain and resources available, it is not feasible to cater every teams to participate on the tournament. It is therefore, the number of participating teams have been restricted to the following: a. Main Category - 32 x Teams b. Veteran Category - 10 x Teams 8. To compensate the above factor, a team may consist of 15 players. This surely will provide sufficient number of substitutes as well as provide plenty of flexibilities both to the teams and players. However, it is important that a team must consist of minimum of 12 players and their names must be listed on the entry form. Failure to do so will jeopardise the team s chance of entering the tournament. 9. Trophies. The winners/runners up will be presented with trophies for maximum of 15 players. However, if a team enters the tournament with only 12 players, then they will receive the same number of trophies.

2 Non Nepali players 10. Similar to the past years, if a team wishes to include local native players (British nationals other than Nepalese) in their team, they will be allowed to enter maximum of three local native players. This is not a mandatory; however, teams are encouraged to do so as this will help to bridge the gap and help in integration process between the two communities. The following criteria should be observed: Exemption a. They should not be professional players. b. They can be of any race or ethnicity. c. They must be residing in the same community that the team comes from. d. It s the responsibility of the team manager/captain for their good conduct and behaviour throughout the tournament. 11. Rushmoor United has two mixed teams consisting of Nepali and non-nepali players. By restricting them to only 3 non-nepali players as stated at para 9 above, it will hugely hinder them from participating the tournament. Therefore, they have been exempted from the maximum of three local native players rules in a special circumstance by the tournament organiser Tamu Dhee UK (TDUK). Their two teams can consist of 7 non-nepali players and can field maximum of 5 non-nepali players at any one game during the tournament. Registration 12. Any team wishing to enter the tournament must follow the registration procedure as given below: a. Team must complete the entry form providing full and accurate details of the team/players as stated in the form. b. An entry form along with a correct amount of cheque for entry fee and acceptance certificate signed and dated by the team captain/manager. c. Recently taken standard PP size photo of each player must be enclosed with the entry form. Name and date of birth of players must be clearly written on the back of the photograph. d. Each player must also provide a photocopy of any one of the items as listed below which must accompany the entry form: (i) (ii) (iii) Photo driving licence. Passport with photo page. Any other forms of official ID card that bears a photo and date of birth. 13. Team registration form is at Enclosure Acceptance certificate is at Enclosure 2.

3 Team Selection Criteria 15. The following entry criteria will be strictly adhered to: a. Teams will be selected on a first-come-first-served (FCFS) basis provided it meets all the conditions as stated at serials 10a - 10d. b. Failure to meet any of the conditions as stated above will place the team at the bottom of the FCFS list. Team s eligibility will only be legitimate from the date the missing information is provided. c. Team entry forms will not be accepted by telephone calls or s. Therefore, you are strongly advised not to use this method. d. If we receive any incomplete entry applications (e.g. missing documents or payment, etc.) relevant team manager/captain will be contacted by telephone/ s. It is advised that incomplete forms or documents will simply diminish the chance of entering team in the tournament. Once internet payment has been accepted (usually takes about 3/4 days to clear) teams will be officially entered in the team entry list. e. The organising committee will update and populate the number of successful teams entered in the tournament on a weekly basis. This is to give everyone an idea of vacancies remaining that may still be available. However, teams names will not be shown. f. Once required numbers of teams in each category has been filled, they will be officially announced on BFBS and team names will be uploaded in the TDUK website under the Gurkha Cup section. g. Managers/captains of unsuccessful teams will be notified by telephone/ s before the announcement of the successful teams. A formal letter from the organising committee along with the refund cheque will be sent through the post. h. The organising committee will make every effort to ensure that the team selection process is carried out fairly and honestly. i. Should there be a conflict of interest; the Event Management Committee reserves the right to make a final decision. Tournament Instruction and Forms 16. Teams planning to enter the tournament are to download necessary forms from the TDUK website. They should read and follow the instructions very judiciously. These are the only recognised official documents that teams should use for application. Time Line 17. The following are the general time lines that are to be adhered to:

4 a. Entry opens - 25 March 2018 b. Entry closes - 20 May 2018 c. Team draw/announcement - 20 May However, it should be noted that the Organising Committee can and will close the entry application once the required number of vacancies have been filled. Similarly, the committee can and will extend the date beyond the closing date if vacancies are still available. Any changes to the closing date will be announced on BFBS in good time and will also be displayed in the TDUK website. Please visit the website on a regular basis. Team Draw and Announcement 19. The Committee will announce the names of successful teams on 20 th May. It will subsequently be followed by a pool draw. A panel of judges will be invited to draw the team names for each pool to ensure that it is fair and transparent. Team captains / managers are most welcome to attend. Entry Fees 20. Entry fee for both Main and Veteran category is per team. Payment can be made either by cash or via internet banking, no cheque will be entertained. All payment should be transferred in Tamu Dhee Association UK Account , Sort Code If a team wishes to pay by cash, they should hand it in person to any one of the WGGC 2018 members. If paying by cheque, it should be sent along with a completed entry form at the address given at ser 28 below. General Admin Points 21. Briefing. There will be a central briefing to all team Captains or Managers at 0830 hrs on the day. Team Captains / Managers MUST report to the Tournament Tent located at the Event Control Centre (near No 1 pitch) by no later than 0845hrs to confirm their team are present. It is paramount that the team Captains/Managers report to the organising committee for any final changes to their team list and similarly they will be updated on any changes to the tournament rules/procedures. Teams then MUST report to their respective Pitch Controllers 5 minutes prior to the start of their matches throughout the tournament. If team fails to turn up in time it will be considered as a walk over. 22. Refreshment/Medical. Each team will be issued with Vouchers in advance. This voucher should be presented when collecting team s refreshment from the Tournament Tent. Medical treatment/facilities will be provided at the tournament as organised by the Event Organiser. Teams are strongly advised to bring their own medical kit necessary. If any of the players needing evacuation to hospital by ambulance due to the nature of their injuries, an escort should be provided by the team to look after the injured player and for the purpose of getting updates on the condition of injured. 23. Discipline. Team captains / managers are responsible for good conduct of their teams. Teams and players are expected to abide by the rules and maintain acceptable discipline on the pitch. Any players or teams contravening these rules will be dealt with in accordance with the Tournament rules and procedures.

5 24. Tournament Rules. These rules can be found at Enclosure 3. General Format of the Tournament 25. Main Category. 32 x teams will be divided into 8 pools with each pool consisting of 4 teams. Each team will play at least 3 x league matches within their pool. Winners and runners up from each pool will then proceed on to Pre-quarter Finals, which will be knockout stage. In case of points draw, the following rules will be applied to decide the individual team position. a. Goals for. b. Goals against. c. 3 x penalty each. Failing this, sudden death penalty for a tie between the two teams will decide the position. d. Should three or more teams get tied on points, coin will be tossed until 2 teams remain. The two remaining teams will then be decided as per serial 25c above. 26. Veteran Category. 10 x teams will be split in to 2 pools with each pool consisting of 5 x teams. Each team will play 4 x league matches within their pool. Winners and Runners-up teams from each pool will progress on to the knockout stage which will be the Semi Final. In case of a draw on points, individual team positions will be decided in accordance with the rules as listed at paragraph 25, a - d above. 27. Fixtures. The pool draw and match fixtures for the Main and the Veteran Categories are given at Enclosures 4a-c and 5a-c respectively (It will only be available nearer to the date). This will be populated only after the teams have been confirmed and identified and a draw has taken place. Please note that fixtures may change should the right number of football pitches are unavailable on the day. 28. Postal. Tracking of Application. In order to track your postal application, it is strongly suggested that teams use the recorded mail delivery system. The organising committee will not take any responsibilities for the loss of team applications sent through the postal system. 30. Enquiries. My team shall fully cooperate and render any assistance, if required, to the Organising Committee in the event of emergency evacuations where public health and safety is concerned. 10. 9 Laws of Game Enclosure 3 - Tournament Rules (16 th Gurkha Cup - 27 May 2018) 1. The Laws of Association of Football will apply, unless otherwise stated, except that the normal law governing offside will not be taken into account. Teams and Players 2. A team is to consist of 9 players, one of which is to be a goalkeeper. Each team is allowed to have 6 substitutes but only 3 can be used as substitutions in any one match. They are to be registered at the latest by 20 May 2018 or by any other dates imposed by the organizing committee. Unregistered players will not be allowed to play for a team. Teams found to be fielding unregistered players will be automatically disqualified and will no longer participate in the tournament. Unregistered player is the one whose name does not appear in the original team entry application or those who couldn t provide evidence as stipulated in the Tournament Instruction. 3. Substitution may take place at any time when the ball is out of play. However, a player who has been dismissed by the referee for misconduct or for any other reasons cannot be substituted. Similarly a player who has been substituted cannot renter the same match. Referee is to be informed before substituting any players. 4. A player is allowed to play for the registered team only. Any team found to be in breach of this rule will be automatically disqualified from participating in the tournament. If this be the case then the remaining teams in the pool will compete against each other. 5. A player who has been sent off will take no further part in the tournament. However, a player sent off for denying a goal scoring opportunity, 2 yellow cards or other technical offences will miss one game and may be reinstituted at the discretion of the Decision Committee after having given regard to the referee s report. 6. Teams are to report to the tournament Official 5 minutes prior to starting of each match. Any teams failing to report in time will be given further 3 minutes of buffer time. If teams still fails to turn up within the given buffer time then it will be regarded as forfeiture of a match and team will be penalise with 1 x goal penalty score as a forfeiture. 7. The referees will be the sole judge of timings for their respective matches. Team Kit 8. Players kits are to consist of soccer boots and their team colours. DMS boots and other form of civilian shoes will not be allowed. All players must wear shin guards. Players will not be allowed to play bare feet. Players are not allowed to wear watches and jewelleries (rings, necklaces, bracelet, etc) whilst participating in matches. Team Colours 9. All participating teams are strongly advised to bring a second set of colours in case of colour clash. In the event of colour clash, the referee will toss of a coin to decide who is to change colours. The referee s decision will be final. 10. To avoid any disappointment, please ensure that you do bring a second set of team colour. The organising committee will have beeps in hand for teams that who do not have second set of colours.

10 Conduct/Discipline - On and Off the Pitch 11. Team captains/managers are reminded that inappropriate use of language on and off the pitch will not be tolerated. Appropriate actions will be taken against those found to be in breach of the rules. Anyone, whether it is a player or a team, found to be displaying unsportsmanlike conduct and disrupting a game will be disqualified from taking any further part in the tournament. Depending upon the severity of the conduct, team(s) may also be barred from entering any future Gurkha Cup tournaments. 12. To this end, we expect team captains/managers to display a high degree of control and leadership over their teams during the tournament. Complaints/Disputes 13. Any complaints/disputes arising in a game will be handled by the Tournament Committee consisting of a Chairperson (President TDUK), OIC Event, Senior Referee and the Tournament OICs (x3). Team captain/managers are to lodge their complaints/disputes at the Control Tent. Complaints/disputes from the individual players will not be accepted. Consultation and advice of the match referee will be taken into account. The committee s decision will be final. Strict Time Keeping 14. Match fixtures will be clearly displayed in the area of the Tournament Control Tent according to the number of teams that have entered the tournament. A copy of which will also be issued to team Captains/Managers when they report in the morning prior to the commencement of the games. Alternatively, teams can download these fixtures from under Gurkha Cup section. Announcement will be made at least 15 minutes prior to the commencement of first match to ensure that teams are at their designated pitch to commence their first game of the league on time. Announcement for the subsequent games will be made 5 minutes before each game. It is the responsibility of team captains/managers to regularly check their game schedule and ensure that their teams report to the marshals 5mins prior the start of their scheduled match. Any team failing to turn up at scheduled timing Referee will wait further 3 minutes of buffer time. If team still fails to show up then it will be regarded as a walk over and penalize the failing team with 1 x goal of penalty score. The other team will be declared as the winner and gain 3 points. 15. Any changes to match timings for reasons beyond our control will be announced and all team captains/managers informed. 16. If a team withdraws from a pool league, their name will be deleted and all their matches declared null and void. The remaining teams in that pool will continue to play as per the match fixture. Entry fee will not be refunded unless there is a valid reason to believe in their doing so. Match Scores 17. The match scores for each game for league phase will be as follows: a. Winner - 3 points b. Draw - 1 point c. Loser - 0 point Match Decision 18. There will be no extra time played in any of the preliminaries, pre-quarter finals, quarter finals and semi-finals. Extra time will only be implemented on the final matches and it will be 5 minutes of extra time each way. If a winner still not declared after the extra time than this will be decided on a penalty shoot out as stated below:

11 19. Penalty kicks will only be taken to decide winners in the pre-quarter finals, quarter finals and semi finals. 20. The procedure for penalty kicks to decide a winner in the knock out phase will be as follows: 21. Three nominated players from each team will take the penalty for pre-quarter finals, quarter finals and semi finals, and Five penalties for the final match. If this fails to deicide a winner, then the sudden death rule will apply. 22. Any player in the team can take a penalty provided that they are in the field of play at the time of completion of the game. No other players may take the penalty. All players are to assemble at the half way line when taking penalties. Only the player called out by the referee is to move forward to take the penalty. Knockout Phase Qualification 23. In the Main Category, the winner and the runner up teams from each group will move into the preliminary Knockout stage. 24. For the Veteran Category, the first highest and the second highest scoring teams will proceed to semi final stage. 25. Should any teams end in equal aggregated points; then the team with a highest number of goals scored will qualify for the next stage. 26. Failing this, goal difference will be taken into account to decide the winner i.e. goals conceded. 27. Failing this, ser 25d of main Tournament Instruction shall apply. Match Duration 28. These will be as follows: a. League stage: 10 min each way b. Knockout stages: 10 min each way c. Semi Final: 10 min each way c. Final: 15 min each way (Possible for a 12 minute halves. It will be decided at least 30 mins prior to the final match by the tournament committee with consultation and agreement of respective team captains. This may have to be applied in the interest of public safety for if the emergency services support is terminated due to running late in time). d. Breaks: 5 minute of half time break will be awarded during all matches up to semi final stage. 10 minute break will be given during the final matches. Referees and Linesmen 29. Referees will be provided by Tamudhee Association UK. Linesmen will only be used in the preliminary, pre-quarter finals, quarter finals, semi finals and the final game of the tournament. Teams are responsible for providing 1 x linesman during their own games and must report to referee 5 minutes prior to the kick off time. No individual players should any stage approach the match officials. Any complaints must come through their team captains/ managers. Every team is

12 expected to abide by the rules herein and respect the referee s decision on the ground. Teams are to play by the referee s whistle and obey his instructions during the games. Any legitimate complaints should, in the first instance, be brought to the attention of the tournament committee by the team captains/managers as soon as the game is over but NOT to the referees or lines man. Tournament Prizes 30. Prizes will be distributed to veterans and non-veterans after the final game as following: a. Main Category i. Winners: Tournament Cup, a cheque of , individual trophies and certificates. ii. Runner-ups: A cheque of , individual trophies and certificates. iii. Man of the Match: Trophy and certificate. iv. Highest scorer: Trophy and certificate. v. Team that wins the trophy continuously for three successive years will also be presented with cheque of on top of their winner s prize. vi. Highest scorer: in case of equal score between more than one players, the winner will be decided by toss of a coin. b. Veteran Category i. Winner: Tournament Cup, a cheque of for team, individual trophies and certificates. ii. Runner-ups: A cheque of for team, individual trophies and certificates. iii. Man of the Match: Trophy and certificate. iv. Highest scorer: Trophy and certificate. 31. The trophy will be retained by Tamu Dhee after the presentation. Should the winning team wish to take the trophy away for display, they may do so only after signing an agreement. The trophy is to be returned to the Sports Secretary without fail on the agreed date. The winning team shall bear the full cost of the trophy for any loss or damage. 32. Teams Captain/Managers are kindly requested to attend the final prize giving ceremony. We would be extremely grateful if teams leave after the prize giving ceremony. Veteran Teams 33. The veteran pool will consist of 10 teams. This will be on a first come first served basis. The minimum age limit for a person to participate in the veteran team will be 40 years old. Application submission deadlines and games rules for veteran will also be exactly same as for the main cup match. 34. Should complaints/dispute arise as to a genuine age or identity of a player in the tournament then an identity check will be carried out. If a player is found to be out of the prescribed age then he will be disqualified from the whole tournament.

13 Players Identity 35. A proof of identity, (photocopy of a driving license, passport, NPP or ID cards bearing with photo and date of birth) of all participating players, veterans/non-veterans, are to be attached to the Entry Form. A player will not be registered and will not be able to participate without providing a proof of identity. 36. The Committee reserves the right to alter or amend any of the Rules of the Competition at any time for any reason, if it is in the opinion of the Committee that by doing so, they are acting in the best interest of the majority of participants in the tournament. Tournament Cancellation 37. Should inclement weather preclude us to hold the tournament on the day, another date will be re-scheduled for the tournament. If this is not feasible, then all entry fees will be returned to participating teams. Tournament Committee 38. The committee will consist of the followings: a. Event Director Chairperson b. Event OIC Member c. Tournament OICs x 3 Members d. Senior Official Member (the pitch official from the disputing pitch) 39. The Chief Guest of the Day and the Tournament Committee, in liaison with the Pitch Officials, will decide the Man of the Match for both Categories in the Final Match.
