2 RULES AND REGULATIONS GENERAL MANAGEMENT AND CONTROL The association may enact rules and regulations, not inconsistent with the By-Laws, Rules and Regulations of the British Columbia Soccer Association for the sanction and control of teams and players playing in the Prince George Women s Soccer Association. Every affiliated team is responsible to the League for the actions of its players, officials and spectators, and is required to take all precautions necessary to prevent spectators threatening or assaulting officials and players before, during or at the conclusion of matches. If any player, official or spectator uses objectionable language or engages in objectionable behaviour, they may be removed from the grounds under the jurisdiction of this League. The Executive of this League shall have the power to deal with violations of the laws of the game, the rules, regulations and by-laws of the League. In cases of any infractions of the foregoing, or of any unfair or unsportsmanlike conduct or any action tending to bring into disrepute or to be against its best interests, the League has the right to summon before it any team, players official or member for the purpose of inquiring into said offense. It is misconduct for any team, or any player, official or member of any team, to offer, or attempt to offer, either directly or indirectly, any consideration whatever to another team, player or players of any other team, with a view to influence the result of a match. It is misconduct for any team, player, or players to accept such consideration. In the event of any team, player, official or member being proved to the satisfaction of the Executive to have been guilty of any violation of the laws of the game, the rules and regulations of this League, or any misconduct, the Executive shall have the power to order the offending team, player, official or member to be removed from membership, suspended for stated period, or dealt with in such a manner as the Executive may consider proper in the circumstances. No player or member of any such team so removed or suspended shall be eligible for membership in any other team affiliated with this League without the special permission of the Executive. The Executive may also order the offending parties to pay all expenses incurred in hearing the case. The Executive shall have all the power to call any team or players thereof, to produce any books, letters, or documents and other evidence the Executive may desire. In cases of dispute between this League, teams or players, legal proceedings shall be taken only as a last resort and then only with the consent of the Executive. No barrister or solicitor shall represent any such League, team or player at the hearing of any protest, complaint or appeal, unless he/she is an executive officer of the League or team concerned and has been such for a period of three months immediately preceding the lodgment of protest, claim, complaint or appeal and his/her name appears on the printed list of such League or team an executive officer. Each affiliated team shall furnish this League with a list of its responsible officers prior to the commencement of the playing season each and every year. 1

3 AMENDMENTS OF GENERAL RULES AND REGULATIONS The rules and regulations may be amended, altered or repelled in whole or in part at any meeting of the Executive. Active members of the association may propose changes to the rules and regulations by submitting them in writing to the Secretary of the League for considerations of the Executive. PGWSA APPOINTED POSITIONS Each year the executive may appoint a Director at Large who will handle duties as assigned by the Executive. Each year the executive will appoint a Scheduling Coordinator who will prepare and maintain the playing schedule for the year. Each year the executive will appoint a Statistician will prepare and maintain all the statistics of the league. Each year the executive may appoint a Tournament Coordinator who will work with a committee and organize all PGWSA tournaments. COMPLAINTS: All complaints brought forward to the Association must be done so in writing to the league through the secretary. The Executive will not deal with verbal complaints. All complaints will be taken seriously and dealt with in a timely and effective manner. REFEREES Referees must take the yearly refresher course. Any women interested in attending the referee course, may receive financial compensation from the league. Minimum Entry Level Referee to be an assistant referee or referee - based on assessments and written feedback from the League. Assistant Referees may be Small-sided Referees subject to approval from the Technical Director. Women who play and officiate in our League are given preference and first opportunity to coordinate their ref schedule to accommodate their playing schedule. Upon completion of assigning female officials, the remainders of the games are given to outside qualified officials The Referee assignments are done monthly whenever possible. REGISTRATION REGISTRATION FEES Player registration and team sponsorship fees will be determined annually by the executive. Registration and sponsorship fees will be collected from each team prior to the deadlines set out by the executive. All players must be registered and all fees paid in order to play in the PGWSA. 2

4 PERFORMANCE BOND A minimum performance bond of One Hundred and Fifty ($150.00) shall be required from each team affiliating with the League upon registration. The bond shall be returned to each team at the end of the season upon its satisfactory completion of the League schedule and provided the team has met all other obligations to the League. However, fines or levies applied against a team or players for violation of the laws, rules and regulations of the League may be collected from this bond. The performance bond must be maintained at the original amount designated to that team through out the entire season. No team will be allowed to participate in League functions until all financial and other obligations to the Prince George Women s Soccer Association are met.. REGISTRATION OF PLAYERS All new teams must be approved by the executive Graduating Youth players or existing players who wish to enter as a team of ten players or more in any Division must apply in writing to the Executive Team registration deadline dates will be determined by the Executive and may change from year to year. A returning team will only be considered the same team if a core of eight (8) returning players is listed on the roster. If there are not eight (8) returning players, the team will be considered a new team regardless of the team s name. There is not a limit to the number of players that can be signed to a roster. Suggested limits would be 18 (eighteen) player minimum to a 22 (twenty-two) player maximum. All changes to a team s roster must be registered with the League Registrar, in writing, before they become official. All forms can be obtained from the League Registrar and from the league website. It is the responsibility of the team manager to submit all changes to the League Registrar. Players must be signed and all fees paid forty-eight (48) hours before they are eligible to play. Players must play a minimum of three (3) full League games to be eligible to play for that team in the playoffs. AGE LIMITS: All players registered on a senior team for the full season with PGWSA must become eighteen (18) years of age before December 31 of the current year. Players who are eighteen (18) and eligible to play in the Youth soccer league must provide a letter of permission to forgo their last year of youth soccer from the youth league. All youth players entering the PGWSA for the first time must join a team through the draft system. 3

5 PLAYER DRAFTS 1) SPRING PLAYER DRAFT Eligible Players: All graduating youth house players. Any new adult players who do not join a team directly may be disbursed to a team through a draft system. All graduating youth all-star players not previously drafted. Draft Protocol Open Division teams will only be allowed to start the draft with a core of 9 players. Rec will be allowed to start the draft with a core of 11 players. All divisions will participate in the draft. The draft will proceed in rotation with the lowest team in the standings from the previous year receiving the first pick and the top team receiving the last pick in each round. Players can be drafted in groups of up to 3 players. In the event there is a new team, they will draft first in each round. The league will produce a list of player s names and profiles included in the draft for each team at the draft. Only eligible teams will be allowed to participate in the draft. Each division will continue to draft until all players have been drafted to a team. Once the draft is complete any remaining players not assigned to a team will be refunded any monies paid and put on a waiting list. This list will be made available to teams in need of players mid-season. Open division teams will be limited in the number of premiere players on their roster. If a premiere player is available to draft, the team with the lowest number of Premiere players will have the first refusal. This is to ensure that there is parity within the Division. Premiere players cannot play in the Recreation Division. Teams can continue to sign players throughout the season providing they have space on their roster except graduating youth players, all graduating youth players regardless of when they register must be assigned to a team through the draft system. Those players wishing to strictly play goal are protected; however, they must go as that team s first draft pick. TRANSFER OF PLAYERS A player is eligible to transfer teams before July 1st of the current year. Transfers may occur during the season if both team managers agree, however, if both managers do not agree, a mandatory (5) game waiting period will be implemented before that player is eligible to play for her new team. A player refused a transfer by the player s team shall be allowed to apply to the Association for review. If the releasing team official refuses to sign the application form without just cause, the Association shall have the authority to approve an application to transfer without the releasing team official s signature. A player may transfer up or down a division. When a team, with the consent of the league, has ceased to operate, or has been declared defunct, then the players registered on this team shall be entitled to transfer without fee to any other team requiring players, upon making application to the Association. 4

6 Transfers must be registered with the League Registrar and a transfer fee of Twenty-Five dollars ($25.00) will apply. The League Registrar will give official notification to teams involved. A player is permitted only one (1) transfer per season. A player may only transfer to a team whose roster is not already full. All Red cards and Yellow Cards follow a player to her new team. It is the responsibility of the manager of the team who the player is transferring to, to complete the appropriate forms and submit them to the League Registrar. The Transfer rules will not apply to the graduating Youth Players for the first year. These players must play with the assigned team for one (1) year. If a drafted player does not wish to play for the team that drafted her in her first year, then she will be ineligible to sign with another team for one (1) year. RELEASE OF PLAYERS: A player may be released from a team based on the following criteria: Attendance Lateness Failure to communicate with team manager or coach Poor Attitude Unsporting behavior The league registrar must be informed in writing when a player is released from a team. The releasing team must state the reasons for the release, which must fit the release criteria. A released player shall have the right to appeal the decision of releasing team. The case will be heard before the Executive. A released player may apply to another team before the transfer deadline of July 1st, if they wish to transfer after the deadline they must apply in writing to the Association. REFUNDS All refunds regarding team or player registration fees or performance bonds will be handled by the Executive. Managers or players requesting a refund shall submit such requests to their league Registrar in writing. ALL REQUESTS MUST BE MAILED. Refunds will only be considered for medical reasons or other special circumstances that the Executive deems appropriate. All requests for refunds may or may not be approved. The League reserves the right to refuse a refund request for any reason. 5

7 Approved refunds will be granted according to the following schedule according to the player s last game played: 1. Before regular season play begins full refund less administrative fee of Forty Dollars ($40). 2. In the first month of the season One Hundred Dollars ($100.00) 3. In the second month of the season Seventy-Five Dollars ($75.00) 4. In the third month of the season Fifty Dollars ($50.00) 5. After August no refunds will be considered. Requests must be submitted to the executive before August 1 st of the playing season year that they are requesting a refund for. PARTICIPATION TEAM RESPONSIBILITIES Teams are responsible for providing an accurate, legible team list to the referee by half time of each game. Team managers are required to liaise with the executive to report concerns, complaints, or request refunds. This can be done by either calling the league ( KICK) or pgwsa.info@gmail.com Each team is responsible for sending at least one representative to each designated manager s meeting, including the Annual General Meeting, any team failing to send a representative to League meeting will be fined. Any team wishing to change their jersey colors must submit a request to the Executive in writing. EQUIPMENT All equipment will be handled by the Equipment Manager on the Executive. GAMES SHEETS A team list must be presented to the referee before the start of each game. Amendments may be made prior to the start of the second half. The team list must include the player s name, jersey number, and number of all players dressed for the game. Any players that are expected to arrive before the start of the second half are to be on the game sheet and indicated as late. Late players are permitted to play after the start of the second half at the discretion of the referee. PLAYING FOR ANOTHER TEAM A team must have a minimum of 7 players (that are registered to their team) to start a game before they are eligible to call-up players. A team is only able to pick up enough players to get their roster to 14 players for a game. If the team lets a late player registered to the team play after roster is at 14, they will be forced to forfeit, and fined One Hundred and Ten Dollars ($110). Open Division may call up Rec Division players up to a total of 14 players. Recreational Division teams can only call up with-in their own division up to a total of 14 players. If a team has enough of its own players at kick off (11players), then anyone called up to play will not be allowed to play however if the team does not have enough players (ie 10) at kick off, then the called up player may play even if an 11 th player shows up after kick off. If this Rule is not followed, the team who called up the player will default the game (loss of points). There are no call ups allowed during any playoff game. 6

8 There is a Five Dollar ($5.00) fee per game to play as a call up. Fee for call up players will be taken from the team bond of the team calling up the player it is up to the team whether they will collect money from the call up. DEFAULTED GAMES If a team does not have enough players on hand to start the game (i.e. 7 players registered to their team) then the game may be delayed ten (10) minutes to wait for additional players. If there are not 7 eligible players ten (10) minutes after the scheduled game start the game will be defaulted and an Eighty-Five Dollar ($85) fine will be levied without exception. Any defaulted game shall be recorded as a 1-0 score for the non-defaulting team. POSTPONEMENT OF GAMES The League reserves the right to postpone or reschedule a game for any reason it deems necessary and will provide the teams and the referees involved with a minimum of twenty-four (24) hours notice. If a game is postponed because of inclement weather, the League will reschedule the game and notify the referee and the teams and give seven (7) days notice. A game must have been played for 50 minutes or longer for the result to stand or the game will be rescheduled. At the discretion of the referee, an outdoor game may be interrupted or delayed for a maximum of 30 minutes due to inclement weather or other factors outside the responsibility of the teams which make the game playable. A team wishing to postpone a scheduled game must give the Executive seven (7) days notice in writing. If, in the opinion of the League, the reason given for postponement by the team is satisfactory, (a team tournament) the League will inform all parties concerned and make the appropriate arrangements to reschedule the game, if time is available. A team will only be granted a maximum of one request to postpone a game per playing season. Please inform the league at the beginning of the season regarding planned tournaments dates. GAMES & COMPETITION PLAYING SEASON The PGWSA soccer season will begin in May for all divisions, subject to the opening of the city fields. Playoffs for will be scheduled before the Labor Day Weekend. DIVISIONS: Divisions consist of an Open and a Recreational Division. New teams joining the League will be assigned a Division with approval of the Executive. The winner of each Division can be asked to move up a division in the next season. League realignment may be enforced by the executive. GAME POINTS, STANDINGS & TIE BREAKERS A team shall receive three (3) points for each game won and (1) point for each match the results in a tie. No points will be awarded for a loss. 7

9 If a team s position in the League standing is not clearly decided by points the tie-breaker rules shall follow in this order: 1. The Team s Points from all head-to-head competitions between the teams involved in the tie. 2. The Team s Total Number of Games Won (not including games that resulted in a tie) 3. The Team s Total Goal Difference (Total Goals For minus Total Goals Against) 4. The Team s Total Goals For in all head-to-head competitions between the teams involved in the tie. 5. The Team s Total Goals Against in all head-to-head competition between the teams involved in the tie. 6. If a Team s position is still not decided there will be a coin toss. GAME REGULATIONS All games shall be played in accordance with FIFA Laws of the Game. Unlimited substitutions are allowed. Regular season games will be two (2) Forty (40) minutes halves with a five (5) minute half time break. There will be no overtime and games can result in a tie. Playoff games will be two (2) forty (40) minute halves with a five (5) minute half time break. If at the end of regulation time a tie exists that two (2) five (5) minute sudden death overtime halves will be played. If a tie still exists the match will be determined by a shoot out. The Executive reserves the right to shorten playoff halved to a minimum of thirty-five (35) minutes to accommodate two games per night when necessary. Any postponements or rain-outs, please see Postponement Section on Page 7. DISCIPLINE GENERAL The Executive may inquire into the conduct of any member in the member s capacity as a player, team official, and may take disciplinary action where it is determined the member has: Violated FIFA Laws of the Game and/or the Association s game rules Conducted themselves in a manner considered by the executive to be unbecoming to a member registered with the association Conducted themselves in a manner considered by the Executive not to be in the best interest of the game of soccer or the Association. This will also apply to team coaches who are not registered members of the Association. Disciplinary action may include reprimand, suspension from playing, coaching, managing for one or more league games, or for one or more playing seasons, suspend the member or coach for an indefinite period, expel the member or coach from the Association. The Executive may also impose a fine or may make disciplinary decisions that it considers just. In all cases the party complained against shall have the right to appeal the decision of the Executive or Disciplinary Committee. These suspensions shall apply to the player's next regularly scheduled League or cup competition game, whichever comes first. Suspensions shall be carried from one season to the next if not served prior to the completion of the season in which it was accumulated. Players and/or Officials reported for misconduct may be allowed to continue to participate in all soccer activities until their case is dealt with, except; 8

10 a) A player (red card) or team official sent from the field of play will automatically be suspended for next scheduled game. The player or team official, having served the one (1) game suspension, shall be eligible to resume play unless notified by the League that further disciplinary action is being applied. The Team shall be fined Twenty-Five ($25.00) for each Red Card offence. This fine must be paid before the player who received the Red Card can resume playing in any League games. This fine is in addition to any and all suspensions the player may have received regarding the Red Card. b) A player who accumulates three (3) cautions (Yellow Cards) within a period of one playing season shall be automatically suspended for one (1) game without hearing and without appeal. After having served the one-game suspension, the player shall be eligible to resume play unless notified by the League that further disciplinary action is being applied. c) Having accumulated the cautions as per (b), players receiving a further two (2) cautions (Yellow Cards) in the current season shall be automatically suspended without hearing and without appeal from the player's following League or cup game. After having served the one-game suspension, the player shall be eligible to resume play unless notified by the Association that further disciplinary action is being applied. d) Having accumulated the cautions as per (c), players receiving a further single caution (Yellow Cards) in the current season shall be automatically suspended without hearing and without appeal from the player s following League or cup game. After having served the one-game suspension, the player shall be eligible to resume play unless notified by the Association that further disciplinary action is being applied. e) Teams will be fined Five Dollars ($5.00) for each subsequent yellow Card received after the fifth offense. (That is of the 6 th, 7 th, 8 th and so on, yellow cards received the team will be fined $5.00 for each) This fine must be paid before the team can resume playing in any League games. This fine is in addition to any and all suspensions the player may have received regarding the Yellow Card offense. f) Players or Officials reported for violent misconduct or for assault on referees or game officials shall stand suspended from all soccer activities until their case has been dealt with by the League. These fines must be paid before the team can resume playing any League games, including regular season and playoffs. Where control of discipline has been delegated to an affiliated organization or committee, all cases of players ordered off the field of play as well as players and/or officials reported for misconduct shall be dealt with by the organization or committee within ten (10) days of the incident. In the Ice-Breaker, tournaments and exhibition games, red cards will count but yellow cards will not. FINES & PENALTIES Fines may be levied for: Playing an unregistered player or players - Twenty Five Dollars ($25.00) a) Default of game Eighty Five Dollars ($85.00) b) Playing more than 14 players when roster consists of call ups One Hundred and Ten Dollars ($110.00). c) Non-Attendance at Manager s Meeting and Annual General Meeting Twenty Five Dollars ($25.00) d) Red Card Twenty Five Dollars ($25.00) e) Failure to notify the Executive of changes in team managers phone number/ address within one week Ten Dollars ($10.00) f) Any reason deemed appropriate by the Executive. 9

11 Failure to pay a fine within seven (7) days of receipt of a disciplinary decision will result in the default of any scheduled games until the financial obligations are meet (except for a red card offense, see Discipline General section a). Any team that plays a game while not in good standing shall forfeit those points and may be subject to further disciplinary action from the League. Fines will be issued and collected by the Treasurer of the League. APPEALS Appeals from the decision of the Disciplinary Committee under the jurisdiction of this League shall be to the Executive of this League. Appeals to this League shall be in writing and shall state the grounds upon which the appeal is based. Triplicate copies of the appeal, together with an appeal fee of twenty-five Dollars ($25.00) shall be sent to the Secretary of this League within four (4) days from the time the decision is given. The operation of such decision shall not be suspended pending the hearing of an appeal. Appeals shall not be withdrawn except by consent of this League. The Twenty-Five Dollars ($25.00) will be refunded if the appeal is upheld. 10
