2 WYSL TEAM Team WYSL Member Member Clubs Clubs Westchester Youth Soccer League U.S. Soccer Federation The Westchester Youth Soccer League has 45 member clubs from Westchester, Manhattan and surrounding areas with 21,000 registered players on 740 travel teams or in club recreational programs. The WYSL is a member of US Club Soccer, the fastest growing youth soccer organization of the United States Soccer Federation. USSF has been designated by an Act of Congress as the governing body for all soccer in the United States.

5 ADMINISTRATION WYSL rules and policies are directed by the Officers and members of the Board of Directors, all of whom are nominated and elected by our member clubs and are unpaid volunteers. 8 4 Requirements of WYSL Coaches 1. NSACC Level II: All new coaches must also attend the WYSL 6-hour NSCAA Level II Coach Certification Course prior (or USSF course equivalent) to receiving a coach pass * * requirement may be waived if necessary until the start of the spring season 2. WYSL Orientation Course: All new coaches are required to attend the 2-hour WYSL Orientation Course which is offered in the Summer, Fall, and Winter. ONLINE TOGETHER 3. Risk Management: All rostered coaches complete the online Risk Management 4. Concussion Awareness / Recovery Online Training Course. All coaches must complete a 30 min. course in understanding a concussion and potential consequences and recovery protocol. Risk Management and Concussion /Recovery Sessions:

9 WYSL COACH PASS Coaching Pass: Once a coach completed the 4 coaching requirement she or he is eligible to receive a WYSL Coaching Pass. Coaching registration is done through your Club s website. Waiver For First Fall Season Only: To give coaches added time to take the NSCAA II, the requirement to complete this course can be waived for the Fall Season. If a coach fails to complete the NSCAA II course by the start of the following Spring Season his coaching passes will not honored and must be returned to your club No WYSL game can be played unless each team has a coach present with valid WYSL / US Club issued coaching pass from their respective club. If a coach fails to appear or is ejected from a game at any time and there is not another coach present to represent the team, the game is recorded as a forfeit. A maximum of 3 team coaches are permitted on the each team s sideline.

10 Team Player Registration and Transfers: Player Passes: Every player must present a WYSL issued Player Pass at check-in prior to each game. There is a $20 fee to replace a lost or stolen pass. After the last game of the spring season coaches are to turn all player/coach passes to their club s Registrar. Players must re-register online every year to update there picture for a new pass. Transfer Procedure: A player registered to a team can move to another team during the soccer year as a transfer player using a completed Player Transfer Form. This form requires: Purposely Difficult The old team s player pass A signature or ed permission of the current Club s President Signatures of the current coach and the new team coach. A payment of the $50 Transfer Fee. Effective after 30 day waiting period from League approval A team may have a maximum of 5 transfer players per seasonal year Please Note: A transfer to a new team within the same club is still considered transfer but the waiting period and transfer fees are waived.

11 Poaching Complete league rules are updated each season and posted online the league web site at: Roster Integrity Rules: No Poaching: A team (coaches, parents, players, trainers, club officers) may not induce a player to transfer to a team from another WYSL Club during the seasonal year (September 1-August 31). Players are considered to have joined a Club when they have registered to a WYSL team online. Penalties are set by the Arbitration Committee. ProhibitedPractice with Another Club: No player may practice with a team from another club without a Guest Player and Practice Release Form (on website) signed by the player s coach of record. Poaching Penalty:First offense is a fine of $500 plus a two game suspension; Second offense is $1,000 plus a four game suspension.

12 Do you have a team manager? Team Manager Responsibilities: Team Manager supports the coach concerning: Playing time Player positions Acts as the liaison between the coach, parents, players & club. Communicating practice information and schedules. Keep the pulse on the team and parents by listening and passing concerns on to the coach. Maintains all records / relevant information (e.g. player cards, rosters, medical release, cell numbers) Work closely with club to register players, obtaining field practice time and all the team s needs. Manager Duties that can be delegated to the other team volunteers: Team Treasurer who will handle financial duties for the team; collecting money from families to cover team expenses (e.g. tournament registration fees, coach per diem, etc.) Uniform Coordinator collect/wash and distribute jerseys to the players at all of the games Tournament Registration check-in team for tournaments 8 Key Behaviors of a Good Team Manager: 1. Know the policies of team/club and be ready to explain them clearly to the team parents. 2. Advance the team s culture and be supportive of coaching decisions. 3. Develop a strong, honest working relationship with coach. 4. Have strong organizational and communication skills 5. Listen patiently to parent s complaints / concerns and relay this information to the coach. 6. Handle parent confrontations one-on-one, in private conversations, not in public. 7. Don t make promises without authority to do so. 8. Encourage other parents to become active soccer volunteers.

13 Purposes of Team Meetings Begin to manage your parents & set expectations Inform them about your experience in coaching and your philosophy on Development vs. Winning (in next slide) Begin to establish your Team Culture & Long Term Goals Learn club policy on Team Formation, Playing Time, Position Rotation, Practice schedule Obtain a signed, written document acknowledging the these Teams Policies. Address questions and concerns of parents. Inform about the time and financial commitments involved with the team: registration fees, coaching fees, tournament expenses To aid in the recruiting of volunteer positions as team manager, treasurer, tournament manager, uniform manager Inform parents of team camps and other programs i.e. WYSL / Red Bull Select, summer league, winter programs.

14 GAMES Your Schedule is Fixed The WYSL Soccer Year runs from September 1- August 31,Fall Season: September through November, Spring Season: April through June. Normally games are scheduled per season. Schedule dates and results are posted online 5-10 days prior to start of the season. All games will be played as set in the final schedule. Advanced Special scheduling requests are made well in advance of the season can be made on the online Once Final Schedule is posted Coaches cannot make any changes to date, time or field with 3 exception. 3 Game Change exceptions: Field pulls Away game State Cups One time religious or school event Game change request is made online with the Game Change Request Form A scheduled game not played at the scheduled field and time will result in a forfeit and a $100 fine. Fine reduced to $50 if the league office was notified by 3:00 PM the previous Wednesday.

15 GAME DAY The Master Coach: Preparing for Sunday s Game Arrive early and prepared Comes To Games Prepared with your Complete Coach Duffle Bag Bag Contains: Players Cards, Cones, Medical Release Forms, Pennies, Game Balls, Drill Reference book, WYSL Rules, Emergency Cell Phone List, Extra Uniform Jersey, Goalie Gloves, Ice Packs, First Aid Kit, Note Book, Soccer Diagram Clip Board, Whistle. Take Game Notes: Record the key elements of the game. Review to help formulate your strategy to improve your team. What did you see? Several days prior to each game, coaches should go online to check their final schedule and field directions. The home coach should call or the visiting coach to confirm time, field and directions The home coach should confirm uniform colors, as the home team will have to change jerseys or wear vests in the event of a color conflict. The league website has pages with contact information for each Club and for each Team.

16 Re-Scheduled and TBS Games The League Schedule is fixed and can only be changed under very limited Situations highlighted as follows: Some teams in divisions with odd numbers of teams have TBS (To Be Scheduled) games in their schedules to make up for the bye Sundays. TBS games may be played at any time before the end of the season, but the date, time and field must be agreed upon and a Game Make-Up form submitted to the League by the third week. Failure to play a TBS game will be treated as a forfeit or double forfeit. One Free Get Out Of Jail Card Game Re-Schedule Once a season, with 10 day notice a team may move a schedule game for a qualifying school or religious event involving 4 of more of the team s players. (party sleep-overs do not qualify) Away NY State Cup Games is a qualifying reason to request to schedule your league game.

18 Referees: If the Referee Fails to Appear: If the referee fails to appear for a game, the game must be played (except for games involving U-14 and older boys). The coaches must agree upon a person (who need not be a licensed referee) to referee the game. If they cannot agree on one person, then coaches from each team must appoint a referee for half the game each. The home team s selection will officiate the second half. The coaches will check the passes of their opponents and the home coach to send both Lineup Forms into the League. Referee Game Assigning Procedure: League Assignor starts assigning / self-assigning games on Game Officials on Mondays Will referees and club referee coordinators as needed Monday-Saturdays Uncovered games on each Thursday evening at WSRO website and Club Referee Coordinators are expected to help find Backup Referees for their uncovered home games.

19 OPPOSING TEAM FAILS TO APPEAR OR LACKS THE MINIMUM NUMBER OF PLAYERS If a team fails to appear or fails to have the minimum number of players within a 15 minute grace period, the team at the field will present its Lineup Form to the referee, the referee will arrange the kickoff and end the game as a forfeit. You will report the forfeit to your Club Score Reporter as a 1-0 win by forfeit. Minimum Number of Players to start a game: A minimum of 4 players for U8 game A minimum of 6 players must be present to start a U-9, 10, 11, 12 game A minimum of 7 players for 13 and older games Forfeit for non-appearing/non-qualifying team Fine is $100 a forfeit. If both teams fail to appear, the referee will inform the League and both teams will be fined. If it is confirmed in writing that the opposing team will not appear, notify the League office and scheduler and your team does not have to appear at the field and report to score as a 1-0 win by forfeit.

20 COMPLETE SLATE RAIN-OUT After a rainfall between 8-9 AM on a game Sunday morning, the Clubs report to the League President their field pulls The League also compiles a list these field pulls and when they tally is greater then 50% notification the entire slate of games scheduled for that day have been cancelled. The League notifies all club presidents and the referees that all games are cancel for the day. Clubs post all field pulls online for text, blast These games are not to be re-scheduled.

21 FIELD RAIN OUTS / MAKE-UP GAMES Make-up Games: We want games to be played For U-8, 9 & 10 the league encourages but does not required to make up rainouts. For U-11 and older teams, in the event a game is postponed it must be re-scheduled within 3 weeks and made up before the end of the season. The home team must offer 3 reasonable dates and times (both of which should normally be Saturdays), and the visiting coach will select between the 3 dates. If the game is not played, the offending team will receive a forfeit resulting in a $100 fine. If both teams are responsible, a double forfeit will be imposed whereby both teams are fined $100

22 LIGHTNING/ EMERGENCY CONTACT At the first sound of thunder or sign of lightning, you are to pull your players off the field, be it a game or practice and seek shelter in nearby buildings or vehicles. Do not wait to be told to take this action. Games or practices should not be re-started until 30 minutes has passed since the last lightning or thunder. You should have an emergency contact list with cell phone numbers to notify parents to return to the field immediately to pick up their child. A game is considered a complete game if the majority of the game has been played. (majority occurs 1 second into the second half) Recent call to revise: A game is considered complete when the first half of the game has been fully played.

23 Game Postponement Procedures Due to Weather We play in the rain.. All games are played in the rain unless; A Town, School or Club has formally pulled the field The referee declares the field unplayable The League has pulled the slate and cancelled all games. Lightning is seen or Thunder heard When a field is Pulled: If a particular field is pulled, the Club President is responsible to notify all of that Club s coaches with home games on that field that their game has been postponed. Those coaches must contact the visiting coaches by cell phone about the postponement and to start the re-scheduling process. Failure to notify the visiting coach or, if you cannot reach the opposing coach, sending a representative to the field will result in a $50 fine.

25 Concussions A concussion can be difficult to recognize on the field. Most occur without a loss of consciousness or an obvious sign that something is wrong with a player s brain function. They can occur at any time throughout games or practice, as a blow to the head or body from contact with the ground, the ball or another player. RECOGNIZE: Changes in Brain functions: Unaware of game: opposition colors, score of game, last play Can be noticed on the field Confusion, amnesia: does not recall events prior/after the hit to the head Drastic changes in alertness: does not know time, place or date, slowed responses to questions or conversation, decreased attention and concentration Mental and Emotional Changes: Depression, Anxiety, Anger, Irritability, Emotionally unstable Can be noticed by parent Can be noticed by Parent Physical changes: Headache, dizziness, nausea, unsteadiness/loss of balance, feeling dinged or stunned or dazed, seeing stars or flashing lights, ringing in the ears, double vision Can be noticed on field

26 Reporting the Score Your game score must be ed or called in to your Club s Score Reporter by Sunday evening. Club Score Reporters are required to enter the scores online (use new mobile app) no later than 9:00 AM Monday. While scores and standings are not posted on the website for U-9s and U-10s, they are used by the League for seeding purposes for the following season. Failure to report your score will result in a $40 fine Coach s Comment Form: The best way for you to help us make the league better Short on line for your feedback on the performance of your game referee fill out when you are leaving the field.

31 Here Are 8 Things I Wish I Never Did As A Coach: 1. I Focused on Outcomes Instead of Learning: We Won! I should have focused on What did we learn? It prepares them to win later on in life. (Development v Winning) 2. I Focused on Being Serious Instead of Enjoyment: Create challenging, competitive learning environments and kids saying That was awesome. Can we do it again? (Do players want to come back to your team) 3. I Tried to Inspire by Demeaning Instead of by Being Demanding: Personal attacks turns kids off. Good, now give me better is demanding, not demeaning! (Positive Coaching Alliance) 4. Blamed the Team Instead of the Coaching: I was quick to blame my players for their; poor effort, poor focus, and poor execution. Take some ownership for failures then everyone learns. 5. I Did Lots of Talking Instead of Listening: I was very good at instructing my kids, could have been better at listening. They can tell you what is missing and I could find out what works for them (coach individually) 6. I Acted Like a General Instead of a Teacher: Great teachers do not always give the answer; they say what would you do in this situation? or where else could you be now? (Make them feel part of the learning process). 7. I Used Fear as a Motivator Instead of Respect and Connection If you don t to better you will be sitting on the bench the next game. I should have built more bonds. Athletes fight harder when they feel a strong bond with the coach and teammates. (Work to build a strong team culture among teammates, coaches and parents). 8. I Knew it All Instead of being Humble: I should have admitted more that I was wrong and admitted I didn t know more. Don t be afraid to say I screwed up Don t stop learning new things. (are you a Master Coach) Be curious and a life-long learner. Players will see it and follow, Parents will see it and respect it and you will feel it and enjoy coaching more. 32 WYSL Sporting Program The WYSL s objectives are to provide the opportunity for children and young adults to participate in a soccer experience where they can develop positive self-esteem and build character. To achieve this, the League has implemented an imperfect numerical rating scoring program summarized below: Sporting Scoring Program: At each game the referee will rate in his/her judgement the sporting behavior of each team s coaches, players and parents. On the Lineup Form that each team submits before the game there is a section which asks the referee to rate on a scale of 0-3 stars with maximum number of 9 Stars Under the following designation: 3 Stars: Good 2 Stars: Acceptable 1 Star: Not Acceptable 0 Stars: Red Card Issued 1. Did the coach display positive reinforcement to his/her team and was the coach respectful of the referee? (circle) Were the parents/spectators respectful of the referee and did they display sporting behavior towards the opposition? (circle) Were the team players respectful of the referee and did they display sporting behavior towards the opposing team? (circle)

33 Examples of Good Coaching Behavior: 1. Treat the referee like you d like to be treated yourself. 2. Realizing the difficulty of the job and understanding bad calls 3. Make the pre-game routine easy and organized with players properly dressed & equipped. 4. Encourages players when appropriate with positive comments. 5. Applauds good play by all players on both teams. 6. Thank the referee after the game. 7. Displays a cordial relationship with the other team s coaches My Top Ten Most Common Examples of Bad Behavior: 1. Arguing with the other team s coach over calls. 2. Negative comments towards your own or opponent players 3. Persistent descent displaying physical objections regarding fouls. 4. Players are told that the referee made a mistake calling the foul 5. Sarcastic comments on the referee s abilities, "he really knows the game 6. Asking the referee to explain a call to you during or after the game 7. Purposely engaging or encouraging others to blatantly delay the game. 8. Asking the referee for his name/threating to make a bad report to league. 9. Not prepared for game check-in with line-up sheet and or cards 10. Team / Coach arriving late / unprepared to the field

34 Examples of Good Behavior By Players: Encourage Teammates. Congratulate opponents on good plays. Team Captains/Players thank the referee after the game. Put out an hand to help fallen players get up from the field. Examples of Bad Behavior: Just about any comments directed toward the referee. Negative directed toward the opponent Constantly questioning referee calls Constant fouling of the opponent Hard tackling, tripping or pushing from behind

36 Coach and Team Manager Quiz A team may make an unlimited number of substitutions during a game, upon any stoppage of play, with permission of and at the discretion of the referee. A player may practice with a team from another club without a release form as long as he/she is not playing in the State Cup. The home team has the responsibility to notify the visiting team and the referee scheduled for game either by telephone or by having a club member remain at the field from 30 minutes prior when a field has been pulled and the game is postponed. Each team is allowed to re-schedule one game per season due to a conflict with a religious or school event involving four or more team players. Since the League does not keep standings for U8, 9 or 10, teams may, but are not required to make up games. The referee at the game has the authority to make the determination to cancel an active game due to inclement weather or unplayable field conditions. During the season a coach may approach a player from another team about upcoming tryouts for his team, as long as it is not near or on the field of play. WYSL Travel League Division 1 Champions are encouraged but not required to join Westchester Premier the Following season You must ask the referee for permission to step onto the field. If you notify the league office you may borrow up to 3 players from another age appropriate team within your club to guess play on your team if you are short players.

37 At a WYSL league game, if the team coach is not available, another licensed coach from that club may coach the team for that game with advance notice to the league office. If the opposing teams fails to appear or fails to have the minimum number of players needed to start the game within 15 minutes grace period the referee is to call the game a forfeit. At the first sound of thunder or sign of lightning you are to pull your players off the field for 30 minutes. For teams U13 and younger an agreed parent can referee the game when the assigned referee fails to appear. On Silent Sundays you are not allowed to call out to your players or to the referee to make substitutions. To discourage humiliating the opposing team, a goal differential of more than 6 goals is unacceptable. Coaches can help monitor and improve referee performance by filling out the online Coaches Comment Form. Coaches are encouraged to speak to the referee following the match about offside calls made during the game. A club may file a game protest relating to a misapplication of a rule directly affecting the outcome of a game. A player/coach receiving 2 yellow cards in one game or 3 yellow cards during a season will result in a red card. After a contact to the head, if a player exhibits an obvious sign of a concussion you should remove the player from the field. If you suspect that your player has a concussion you should inform the parents and strongly recommend that the player should be evaluated by an appropriate health care professional. Your game score must be ed or called in to your Club s Score Reported by Sunday evening. As Coach, you are subject to receiving a Red Card if you fail to control your parents during a game. The maximum rating points you, your parents and your team can receive for any one game is 9. The most prestigious award given by the WYSL is the DOUBLE-GOAL COACH AWARD.
