3 Section 1: Organisation 1. Scope and Application a) These Regulations are made under clause 3 of the Football NSW (FNSW) By-Laws and came into operation for the 2016/17 Futsal Season. b) Football Federation Australia (FFA) has granted FNSW a mandate to be responsible for the organisation, promotion and regulation of Futsal in the State. c) These Regulations govern the Competition as set out in Section 1, Article 1g). d) Where these Regulations are silent on any particular aspect, then all Clubs, affiliated bodies and organisations shall first have regard to the Constitution, By-Laws, FFA rules and regulations and where applicable rules and regulations of the Asian Football Confederation (AFC) and FIFA. e) If any part of these Regulations is void that part shall be severable and will not affect the enforceability of the remaining sections of these Regulations. f) FNSW will interpret and apply all articles of these Regulations and any such interpretation or application will be final and binding on all parties. g) These Regulations apply to Participants in the following competitions (the Competitions) unless stated otherwise: i. Futsal State Championships. 2. Consequences for Breach a) Any breach of these Regulations or failure to comply with any direction therein may result in a fine issued by Football NSW or other sanction pursuant to the Football NSW Grievance and Disciplinary Regulations. 3. Confirmation of Competition a) FNSW shall conduct the Competition in the following Age Groups: Competitive Non-Competitive 12 Boys 9 Mixed 13 Girls 10 Mixed 14 Boys U11 Boys 15 Girls U11/U12 Girls 16 Boys 17 Girls Youth Men Women Men AWD 4. Outstanding Debts a) Treatment of outstanding debts will be as per the FNSW By-laws. b) For the avoidance of doubt, failure to comply with outstanding debts in accordance with the FNSW By-Laws may result in ineligibility for competition points while the debt remains unpaid, and that those 2016 FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS PG 3

4 points will not be reinstated once the debt is cleared. It may also result in ineligibility to participate in Championship Matches. c) This article applies to all Competition Matches conducted by FNSW. 5. Alteration a) The Executive will have the power from time to time to make, alter or rescind the Regulations. 6. Special Consideration a) The Executive will have the power to consider individual circumstances outside the prescribed limits of the Regulations should it be clear those special considerations are in the interests of the game. b) The decision by the Executive to review and consider individual circumstances under this section is not subject to appeal or review. 7. Disciplinary Sanctions and Proceedings a) All Clubs, Players, Team Officials, Match Officials, spectators or any person participating in any manner at a FNSW Fixture, Match or event will submit exclusively to the jurisdiction of the Grievance and Disciplinary Regulations. 8. Unforeseeable Circumstance a) Nothing in these Regulations shall prevent the Board from approving a course of action to meet unforeseeable circumstances not covered by the Regulations. 9. Control of Competitions a) The administrative control and conduct of the Competitions is vested in the Executive subject to any resolution by the Board to the contrary. 5 Section 2: Technical Regulations 1. Matches Played in Accordance with the Laws of the Game a) All Fixtures will be played in compliance with the Regulations in force at the time and in accordance with FFA and FNSW By-Laws, regulations, codes and directives, and under the FIFA Futsal laws of the game. 2. Competition Format a) The competition is played in a pool format followed by Quarter Finals (if necessary), Semi-Finals and Finals. b) No points and no league tables will be kept during the 9 Mixed, 10 Mixed, U11 Boys and U11/U12 Girls Competitions and as such no Quarter Finals, Semi-Finals or Finals will be played. 3. Team a) A team shall consist of a minimum of three (3) players in strip, one of whom must be the goalkeeper. b) A player whose name is not on the team sheet prior to commencement of Match is not permitted to take the court. 4. Match Balls a) FNSW will provide all Match balls for the 2016 Futsal State Championships. 5. Playing Strip a) Where colours clash, in the opinion of the referee, teams names second in the draw must change. b) All teams must wear a numbered strip with no duplication of numbers. 6. Duration Of Match a) Duration of Matches will be as follows for the respective age groups of the Competitions: Age Groups Duration of Match Half Time 9 Mixed, 10 Mixed, U11 Boys, U11/U12 Girls Two periods of 11 Minutes 1 minute 12 Boys, 13 Girls, 14 Boys, 15 Girls Two Periods of 13 Minutes 1 minute 16 Boys, 17 Girls, Youth Men, Women, Men, AWD Two periods of 18 Minutes 1 minute b) There will be no playing of stoppage time. c) 5 minutes grace only will be allowed from the advised kick-off, before a forfeit can be claimed. d) The minutes lost will not be played if the late team arrives prior to the end of the 5 minute grace period. e) There will be no time outs during any matches at the Futsal State Championships. 7. Extra Time a) There will be no extra time played in any Round Matches in the event of a draw at the conclusion of normal time. b) Should scores be equal at the conclusion of a Quarter Final, Semi Final or Final Match, extra time shall be played as follows: 2016 FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS PG 5

There will be one (1) five (5) minute period of extra time golden goal (first goal scoring team wins). c) There shall be an interval of one (1) minute at the end of normal playing time and the commencement of extra time, for all age groups. 8. Determining The Winner By Penalty Kicks a) If at the end of extra time, scores are still drawn, alternate kicks from the penalty mark shall be taken to determine the winner, in accordance with the procedures described in the Futsal Laws of the Game. b) For clarity if, after both teams have taken three (3) kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks. 9. Competition Points a) Points shall be allocated as follows for all Matches: Result Win Draw Bye Loss Forfeit Points Three (3) points One (1) point each Team No points No points Three (3) points to the Team receiving the forfeit (For Forfeited matches the team winning on forfeit will receive six (6) goals for and zero (0) goals against as well as the three (3) competition points) 10. Results a) All Results will be clearly displayed at the venue and uploaded to the Football NSW website, with the exception of the 9 Mixed, 10 Mixed U11 Boys and U11/U12 Girls Competitions. b) Qualifying for Play Offs (Quarter Finals, Semi Finals & Finals): i. If at the conclusion of the preliminary rounds, teams are equal on points. The following qualifications apply to determine team positions: 1. Goal difference 2. Goals for 3. Goals against 4. Greater goal difference resulting from the previous matches between the teams concerned. ii. If pools are uneven in the same age group category during the preliminary rounds (e.g. a four (4) team pool and a five (5) team pool), then positions in all pools will be determined using the following process: 1. Highest points percentage. 2. 7 will be ranked as the higher placed team. 4. Should the Teams still be equal, drawing of lots will be conducted by the Executive to determine the highest ranked Team. iii. This process is applied to provide fairness given that teams play a different number of matches. 11. Forfeits a) Teams shall be deemed to have forfeited a Match when: i. They fail to fulfill an engagement to play a Match on the appointed date, time or venue; or ii. They refuse or fail to begin a Match within five (5) minutes of the stipulated kick-off time; or iii. They field less than three (3) of their registered Players at the start of any Match; or iv. At any point during the Match they cannot field at least three (3) of their registered Players; or v. They field or list on a team sheet an ineligible Player; or vi. Any other scenario within these Regulations or the FNSW Grievance and Disciplinary Regulations that stipulates a forfeit of the Match. b) In the event of any Team forfeiting its Match, the following procedure will take effect; i. Full points allocated for the Match will be forfeited to the opponent Team and the goals recorded according to six (6) goals scored by the Team getting the points and nil (0) by the Team who has infringed the regulation, unless the goal difference for the Team receiving the forfeit is greater than six (6), in which case the result on the court is upheld. 12. Substitution a) Unlimited substitution of all players listed on the team sheet (maximum 12) is permissible at any time during the game. b) Procedure and rules for the unlimited substitution of players: i. The substitution zone is situated in front of the technical area and is five (5) metres in length. It is marked at each end with a line eighty (80) centimetres in length, forty (40) centimetres of which is drawn on the pitch and forty (40) centimetres off the pitch, and eight (8) centimetres wide. ii. The area in front of the timekeeper s table five (5) metres to either side of the halfway line is to be kept clear. iii. A team s substitution zone is situated in the half of the pitch defended by that said team and changes in the second half of the match and periods of extra time (if applicable). iv. A substitution can be made any time during the match, and for which the following conditions shall be observed: 1. The player leaving the Court shall do so from sideline, crossing over at the sector called the substitution zone. 2. The player entering the Court shall also do so from the substitution zone, but not until the player leaving the Court, has passed completely over the side line. v. The number of substitutions made during a match is unlimited. A player who has been replaced may 2016 FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS PG 7

8 return to the Court for another player. vi. If during a substitution, a substitution player enters the Court before the replaced player has completely left it, the Referee shall ensure the replaced player leaves the Court, then caution the substitution player and then restart the match. vii. If during a substitution, a substitution player enters the Court or a replaced player leaves it from a place other than the substitution zone, the Referee shall caution the offending player. viii. Note: If during the taking of the penalty kicks the Goalkeeper is injured he/she may be replaced with another Goalkeeper providing the replacement was listed on the team sheet. c) Substitution players cannot be used to replace any player who has been dismissed from the Match by the Referee, until the required time lapse for two (2) minutes, OR, a goal has been scored by the opposition (refer Law 3 FIFA LOG Players and substitutes sent off). 13. Match Schedule a) The Match Schedule will be uploaded to the FNSW Website prior to the competition. b) After the Match Schedule is released, if teams withdraw from the competition, any changes to the Match Schedule will be at the discretion of the Executive. 14. Venues a) The Venues being used for the 2016 Futsal State Championships include: i. Valentine Sports Park ii. Penrith Valley Regional Sports Centre iii. Hawkesbury Indoor Stadium 15. Hot Weather a) In the event of Hot Weather, the Head of Competitions will determine the best course of action bearing in mind the FNSW Hot Weather Policy. 16. Technical Area and Code of Conduct for the Technical Area a) Only registered and eligible Players, Coaches and Team Officials are allowed in the technical area during Matches. b) A maximum of ten (10) persons only are allowed to sit on the bench at any one time. These ten (10) persons to be seven (7) substitute Players and three (3) other Team Officials. c) The Team Manager is responsible to ensure proper conduct of all persons occupying the bench and technical area. In the absence of a Team Manager, a Team Official will be responsible. d) Coaching and encouragement in suitable language is permitted from the team bench and technical area but no comments must be directed to or about referees, opposing players or officials. e) Abusive or derogatory comments will not be tolerated. Offenders may be ordered from the facility by the Match Officials or Football NSW Venue Manager. f) With the prior approval of the Football NSW Venue Manager or Officials on duty, a coach may leave the PG FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS

9 Technical area during a match, however any coaching comments from outside the Technical area must still comply to point (d). g) Only one Team Official is permitted to stand within the confines of the bench and technical area. Any other Team Officials in the confines of the bench and technical area must remain seated at all times. 17. Protests & Appeals a) Where a team wishes to protest the result of any game, they must forward the protest in writing to the Football NSW Venue Manager together with the prescribed fee of $ within 30 minutes of the end of the protested game. b) A team/player wishing to appeal the decision of a protest must follow the procedure below: i. At the venue during the tournament to be in writing and forwarded to the Football NSW Venue manager within 30 minutes of the advised decision with the prescribed fee of $750. c) Any variation to these procedures will render appeal null & void. 18. 10 Section 3: Eligibility & Registration 1. Player And Team Eligibility a) Players who are eligible to participate in the Futsal State Championships includes: i. Any player who is registered at a 2016/17 Affiliated Grassroots Futsal Centre; ii. Any player who is registered with a 2016/17 Futsal Premier/State League Club; iii. Any player who is a registered 2016 Outdoor Player (they will need to pay the grassroots Futsal Registration Fee directly to FNSW to compete). b) Any teams who are associated with private academies will not be accepted into the Futsal State Championships. c) All Players participating in the Futsal State Championships must have a current and active Futsal registration with either a local Futsal Centre, Premier/State League Futsal Club, or pay the individual player registration fee directly to Football NSW. 2. Age Eligibility a) The following table details the birth dates applicable to the age groups of the Competitions: Age Group Birth Date Youth Men (U19) For players born on or after 1 January Girls For players born on or after 1 January Boys For players born on or after 1 January Girls For players born on or after 1 January Boys For players born on or after 1 January Girls For players born on or after 1 January Boys For players born on or after 1 January 2004 U11 Boys For players born on or after 1 January 2005 U11/U12 Girls For players born on or after 1 January Mixed For players born on or after 1 January Mixed For players born on or after 1 January 2007 AWD Open Mixed For players born in 2001 or earlier b) There shall be no age qualification for the Men s, Women s and AWD Competitions. 3. Eligibility of Players in Quarter Finals, Semi-Finals or Finals a) A player shall be eligible to play in their registered team during Quarter Finals, Semi-Finals or Finals if they have played 50% of their Scheduled Round Matches. A goalkeeper will be the exception to this rule. 4. Registrations a) All players must Self-Register through MyFootballClub to the Club Football NSW Futsal Club prior to the Registration Deadline. b) Any player who have not registered or do not have a head and shoulders photo uploaded into MyFootballClub prior to 5pm on Friday 16th September 2016 will not be able to participate in the Futsal State Championships. c) Each team shall be eligible to register a maximum of twelve (12) players. 11 d) Players may only be registered in one team throughout the duration of the Futsal State Championships. e) No player will be allowed to fill in for another age group. f) De-registration of players will not be permitted (i.e. A player whose team has been defeated will not be eligible to register in any other team during the competition, regardless of dates each age group play). 5. Player Identification Cards a) This Competition shall be played under the Photo ID card system. b) It shall be the responsibility of the Managers to inspect their opposing teams ID Cards. c) No protests will be accepted regarding player eligibility if ID cards are not checked FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS PG 11

12 Section 4: Team Sheets and Match Officials 1. Team Sheets a) Official Football NSW Futsal State Championships team sheets as supplied must be used. b) Each player s name (maximum of 12) and I.D. number is to be printed on the team sheet corresponding with the number on the playing strip. Players to retain that shirt number for the duration of the tournament and the team sheet will remain with the Football NSW Venue Manager. c) No other team sheets will need to be submitted during the tournament. 2. Recording of Stand Downs a) In order for a stand down to be recorded, the Team Manager must record the players name and registration number on the team sheet. b) Should a Team Manager fail to record a player s stand down on the team sheet, and the player was in fact stood down due to suspension, the Team is required to advise the Football NSW Venue Manager straight after the Match in order for the Stand Down to be recorded. 3. Match Official Appointments a) The appointment of all Match Officials will be made by FNSW, who may utilise such other persons as deemed necessary to assist in the carrying out of this responsibility. 4. Match Officials Fees a) Referee s fees will be paid by Football NSW. PG FUTSAL STATE CHAMPIONSHIPS COMPETITION REGULATIONS

13 Section 5: Awards and Prize Money 1. MEDALS a) FNSW shall present the following Medals: i. Winners in each competitive age group: medals per team. ii. Runners Up in each competitive age group: medals per team. 2. PRIZE MONEY a) Prize money will be issued for the Men s and Women s Age Groups in the following proportions: i. Champions - $1,000 ii.
