1 Jared s Quest For A Cure Dollard Dragons 5 th Annual Regional Festival (April 20-29, 2018) Festival Rules U09-U10 (7-aside): Each participating team will play a minimum of 3 games (2 x 30 min.) U11-U12 (9-aside): Each participating team will play a minimum of 3 games (2 x 30 min.) There are no semi-final or final games. The sole purpose of this early season festival is to offer exhibition game type experience and assist participating teams in preparing for their respective upcoming seasons. No scores or standings will be posted. The laws and rules of the F.I.F.A., the F.S.Q. and the A.R.S Lac St-Louis are applied and modified as follows: 1. Festival Committee The Organizing Committee will be responsible for all matters pertaining to the organizing and conduct of the Festival. In any question concerning the interpretation of these rules, the Committee s decision will be final. The Festival Committee is not responsible for accidents involving players, thefts and ambulance costs that may occur during the festival. 2. Categories All games will be played on our two synthetic fields and are restricted to the following categories: U09 born in 2008 (7v7 format) U10 born in 2007 (7v7 format) U11 born in 2006 (modified 9v9 format) U12 born in 2005 (modified 9v9 format) Categories may be combined at the discretion of the organizers. 1 P a g e

2 3. Eligibility of teams, players and coaches All teams and players must be registered within A.R.S. Lac-St Louis. Before your first game a final players list must be submitted. No modifications can be made thereafter. U09-U10 teams may register fifteen (15) players. U11-U12 teams may register eighteen (18) players. All registered players may participate in every game. No player can be registered for more than one (1) team. Valid Player and Coaches affiliation cards will be verified before the festival and must be made available at any time thereafter for the duration of the festival. Any team found to have registered an ineligible player and/or coach will be ejected from the festival. Any participant and/or spectator causing any damage to any equipment will be ejected from the festival. A maximum of 2 guest players allowed. Coaches and substitute players must remain in designated bench areas during games. A maximum of three (3) coaches are allowed on the bench. All coaches must possess a valid coach s card to be eligible behind the bench. 4. Reporting for games Teams should report to the field at which their game is scheduled thirty (30) minutes before its starting time. Teams will be allowed a grace period of five (5) minutes from the scheduled starting time, after which time the game will be forfeited to the opposing team. U09-U10: A minimum of eight (5) players will constitute a team. U11-U12: A minimum of eight (7) players will constitute a team. Only when less than the required number of players is available may the start of a game be delayed for the 5-minute period. If a team does not show up for a game, for whatever reason, the team will forfeit the game and will be disqualified from the festival. 2 P a g e

3 5. Playing Equipment U09 through U12 games shall be played with size 4 balls. Shin guards are mandatory. Players shall wear running shoes or FIFA approved soccer footwear. Only FIFA approved headgear will be permitted. Players shall wear uniforms of the same color with numbers on the uniforms that must coincide with those on the game sheet. In case of clash of colors between two teams on the field of play, the team designated as the visiting team must change into jerseys of a different color. 6. Goalkeeper The goalkeeper must be distinct from the rest of its teammates and from the opponents. The 6-second rule for the goal keeper will be applied. 7. Officials The Committee will assign game officials as follows: U09-U10 (7-aside): one referee U11-U12 (9-aside): 1 referee and 2 assistants per game. The referee has the authority on the field at all time. A detailed written report on all incidents will be sent to the A.R.S. Lac St-Louis, the F.S.Q. and the Regional Association of the party at fault. The referee will write down the score of each game on the official game sheet, but the organizing committee will determine the final score. 8. Duration of games U09-U10 (7-aside): Games shall consist of two 30 minute halves with no half-time interval. U11-U12 (9-aside): Games shall consist of two 30 minute halves with a half-time interval of five (5) minutes. When a difference of eight (8) goals is reached, the game will be over. The Festival Committee may decide not to reschedule games that have been cancelled due to circumstances beyond their control. In the event of delays, the Festival Committee may decide to shorten games. 3 P a g e

4 Because of time restraints the time will not be stopped for injuries. The player will be asked to leave the field and the game will resume. In case of serious injury the festival committee will intervene and decide on the appropriate action to take. 9. Substitutions An unlimited number of substitutions may be made during a game. They are subject to the referee s permission and may only be made at the following times: After a goal Prior to a goal kick At half time In case of an injury, the injured player only On an offensive throw-in (defensive teams may also substitute at this time). 10. Ejections A player or team official receiving a red card will automatically be disqualified from their team s next game in the festival. Players or coaches receiving a total of two (2) yellow cards during the festival will be suspended from their next game in the festival. Players receiving a 3rd yellow card during the festival will be suspended from their next game in the festival. The Festival Committee may take further disciplinary actions. Two red cards during the festival will yield an automatic expulsion from the festival. 11. Injured players All players with a bleeding injury (including the goalkeeper) must leave the field. In the case of an injured player, where play is stopped and team personnel assistance is required on the field of play, the injured player must leave, or be removed from, the field of play with the exception of the goalkeeper. 4 P a g e

5 The safety of all players on the field of play is the referee s responsibility and he/she will have the final say for goalkeepers staying after an injury. Due to the sensitivity of the position, reasonable time for recovery will be allowed for the goalkeeper. The injured player may be immediately replaced by another player, and allowed to come back at the next allowable substitution. 12. Protests No protests will be accepted. Have a fun Festival!
