1 Vision and Mission AYSO's Vision is to provide world class youth soccer programs that enrich children s lives. AYSO's Mission is to develop and deliver quality youth soccer programs which promote a fun, family environment based on AYSO's Six Philosophies: Everyone Plays Balanced Teams Open Registration Positive Coaching Good Sportsmanship Player Development PURPOSE & SCOPE Regions that have a small number of teams in their programs are encouraged to interplay with other regions within the Area during the primary season. To establish a formal standardized system of rules for Regional teams participating in interregional play within Area 9R. Revisions shall be made to this document as needed and will be noted at the end of this document. COORDINATION 1. Schedules a. It is the responsibility of the participating Regional Commissioners, Regional Division Coordinators, and/or Regional Schedulers to initiate contact and work with the respective Regions to formalize a schedule for publication. 2. Cancellations a. Cancellation of a match for any reason requires notification to the RC, Coach/Team contact and the host Referee Administrator IMMEDIATELY. b. Schedule changes: A change to the published schedule requires notification of the home team s Referee Administrator as soon as the change is final. 1 of 5

2 REGION 1. Team Definition/Eligibility Teams shall be composed of only registered AYSO players in the region represented. Official AYSO age divisions shall apply. Mixed-age (e.g. U16/U19) shall play in the older division represented. Teams playing within a girl s division will be composed entirely of female players. Co-ed teams will play in the boy s division unless regions involved in play also have co-ed teams. 2. Coach and Assistant Coach Eligibility Each Regional Commissioner is responsible for ensuring that all participating coaches and assistant coaches from their region have submitted a current AYSO volunteer form, taken the new Safe Haven course and CDC course, and are in good standing with the region. 3. The Field Regions should attempt to provide an appropriate sized field for interplay matches according to AYSO policies. a. Field Goals/Markings Field should have AYSO standard small size goals. Regions should attempt to paint and mark field for interplay matches as noted in the Laws of the Game. b. Home Region Responsibility The host Region shall supply the field equipment. Home region is responsible for set up and take down of the field. Each team is responsible for the cleanup of their sideline. c. Coach s Area Unless otherwise marked by lines, the team s Technical Area shall be ten (10) yards from either side of the halfway line and at least one (1) yard back from the touch line. Coaches shall remain in the Coach s Area. d. Spectator Area All spectators and team are to remain on the same side of the field, at least one (1) yard from the touchline. Spectators should remain on the opposite side of the halfway line as their team. No spectator is allowed behind the goal line unless approved by the referee for photography. TEAMS 2 of 5

3 1. Coaches and Teams a. Coaches must have in their possession at all games, the player registration form for every player on their roster. b. Each team s coaches are responsible for ensuring that the actions of the team and spectators do not bring discredit upon the team, their region, Area 9R or AYSO during the match. c. Each team and all persons involved with the team are required to conduct themselves in a sportsmanlike manner under ALL circumstances and to exhibit appropriate behavior before, during and after the game. (Negative comments towards the referee will not be tolerated). d. Team members shall not be allowed to practice or participate in any game with any type of cast or splint. Removal of any type of cast or splint at the field or surrounding area in order to participate shall disqualify the team member from practice or game participation. e. Players shall not wear anything that is dangerous to either themselves or other players. 2. Co-Ed Rules a. Coed rules: COED teams will have a maximum of 7 boy players and a minimum of 4 girl players on the field during an 11v11 match. If during the course of the match, the team has less than the minimum needed girl players, a boy player may not take the place of a girl player. For example, a) If during a match, a team only has 3 girl players, the team will play with 7 boys and 3 girls, 10 on the field. b) If during a match, a team only has 2 girl players, the team will play with 7 boys and 2 girls, 9 on the field c) If during a match, a team only has 1 girl player, the team will play with 7 boys and 1 girl, 8 on the field. d) If during a match a team does not have any girl players available to play, the team will play with 7 boys. (this is FIFA s minimum to play a match) e) If during a match, you have less than 7 boys, you can play any additional girl players, thus 4 girls is the minimum amount on the field, not the maximum amount allowed on the field. 4 1. Officiating a. Each regional commissioner is responsible for ensuring that all participating referees from their region have submitted a current AYSO volunteer form, taken the new Safe Haven course and CDC course, and are in good standing with the region. b. The home regional referee administrator will schedule referees for interregional matches. c. The diagonal system of control should be employed in all matches. (when referees are available). d. The referees shall conduct an equipment check. Safety is a primary concern. The Referee shall not allow a player to participate in the match who uses equipment or wears anything which is dangerous to him/her or another player (including any kind of jewelry except medical I.D. jewelry properly worn by the player). Referee: i. Should wear proper uniform, including referee jersey, AYSO badge, socks and shorts. ii. Age must be two (2) years older than the age group of the match that he/she is officiating. Assistant Referee: i. Referees under the age of 18, must carry a copy of their volunteer form to all matches they officiate. ii. Age must be the same age or older than the age group of the match he/she is officiating. If no referee is available: A suggestion would be, that one coach officiate the 1 st half of the match and the other team s coach officiate the 2 nd half. (If this occurs, the coach officiating may NOT coach or instruct their players while acting as the referee). Or, the team s coaches can determine the best solution that is agreeable to both teams. 4 of 5

5 AREA DUE PROCESS 1. Dispute Resolution and Due Process a. Area 9R wishes to provide a safe, fair, fun and positive environment for all our players, parents, and volunteers. Dispute resolution and due process procedures ensure that fairness and equity are maintained in all aspects of our program. b. If any type of sanction is deemed necessary, Area 9R will follow the AYSO due process procedures outlined in the AYSO s national policies.
