2 1. BY-LAWS 1.1 If any circumstances arise for which no provision is made by the, or; 1.2 If there arises any reasonable doubt as to the interpretation of the in any circumstances, or; 1.3 If there is any doubt as to the correct procedure to be adopted on any occasion, 1.4 The Executive Committee, having regard for the in existence may decide the matter and may direct what shall be done in each particular instance or may interpret the or direct what shall be done in a particular case. 1.5 The correct interpretation of the shall be decided by the Executive Committee, whose decision shall be final. 1.6 The Riverland Hockey Association clubs, players, officials and spectators are required to abide by both the rules and the spirit of the rules. 1.7 The Executive Committee shall consist of the President, Vice President, Treasurer, Secretary and Recorder for the time being of the Association. 2. FUNDS OF THE ASSOCIATION 2.1 The funds of the Association shall at no time be less than $ Should at any time the funds of the Association be low, each club shall be liable to pay a levy, the amount to be decided upon at a Special General Meeting of the Association. 2.2 Affiliation and Registration fees to be reviewed at each Annual General Meeting or Special General Meeting as deemed necessary from time to time. 3. REGULATIONS FOR PLAYERS NOTE: PENALTY FOR INFRINGEMENT OF RULE 3 SHALL BE A 5-0 FORFEIT 3.1 No player shall be allowed to register or play for more than one club affiliated with the Riverland Hockey Association during the season without the consent of the Executive committee or without the approval of the appropriate clearance. 3.2 When one club has more than one team in a grade, that club shall be given the first three (3) rounds to establish their teams. No player shall play for more than one team in a grade or age group without the consent of the Executive Committee. 3.3 Under 11/12 players (boys), with a limit of three (3) may play in an Under 14/15 opposite gender (girls) team, only when there are not eleven (insufficient) players (girls) available to a maximum of 11 players named on the scorecard. 3.4 Players who have played or are scheduled to play B Grade may also play A Grade in the same round providing there are no more than (11) players on the A Grade card. 3.5 Players who have played or are scheduled to play B Grade may also play A Grade in the same round provided they do not take to the ground within the first (20) minutes of the A Grade game. A maximum of (2) B Grade players are allowed. 3.6 A combination of both clause 3.4 and 3.5 is not allowed 3.7 To qualify for a major round match in any grade, A player must be registered and financial with their club Junior players must qualify by playing at least three (3) minor round games in their age group. A junior player can play at a higher level including senior matches at any time, however 3.4 and 3.5 then applies To qualify for B Grade major round, the player must have played no less than 5 minor round senior matches, but must have the majority of their senior games played in B grade. 3 3.7.4 To qualify for A Grade major round, the player must have played no less 5 minor round senior matches Players playing under clause 3.4 or 3.5 will only record the B Grade game played in that round towards B Grade finals qualification Any player regardless of age, after having played in an A grade final round cannot then play in further B grade finals. 3.8 Any person has the right to address the Independent Authority to be heard, however once a decision has been made and the player and club informed the case will be considered closed, no redress will be entered into. 3.9 The age of a participating player is determined on 1st January of the current year. 4. REGISTRATION OF PLAYERS 4.1 Once a player has been listed with the recorder, via online registration, that player shall be deemed as registered to that club for two (2) seasons. 4.2 Player registration shall completed and in the case of juniors, prior to a player taking the field to play. 5. CLEARANCES 5.1 Once a player has been registered with an affiliated club that player shall not be registered with another affiliated club unless he/she has been granted a clearance from that club. 5.2 A player needing a clearance shall apply in writing, on the appropriate form, to the club for which he/she wishes to play. The Secretary of that club will obtain the clearance signature of the player s former club then forward the form to the Secretary for the Association for registration. 5.3 Should the Secretary of the club the player wishes to play for receives no objection within fourteen (14) days of the lodging of the application for clearance, the player shall be deemed to have been registered with the new club on the date the application for registration was submitted. 5.4 Grounds for refusing a clearance by a club or state Association shall be limited to failure to meet a financial obligation or comply with a disciplinary ruling by the club of Association. 5.5 Should the club lodge a valid objection to the clearance within the prescribed time the player shall be notified not to play any further matches with his/her new club until the matter is resolved. The player shall not be deemed to have been unregistered if he/she plays for the new club before having been advised that the application was refused. 5.6 If a club refuses a clearance it shall send to the Secretary within the prescribed fourteen (14) days, full details of its reasons for such refusal. If the player appeals against such refusal the Independent Authority shall finally decide the matter. 6. PERMITS NOTE: PENALTY FOR INFRINGEMENT FOR RULE 6 SHALL BE 5-0 FORFEIT PENALTIES FOR ANY BREACH OF THE ABOVE REGULATIONS OVER AND ABOVE THE 5-0 FORFEIT MAY BE IMPOSED BY THE INDEPENDENT AUTHORITY Independent Authority The Independent Authority shall consist of four persons. Each club affiliated with the Riverland Hockey Association will nominate their member at the commencement of each season Members of the Independent Authority must not hold membership in any club affiliated with the Riverland Hockey Association. 4 6.1.3 Should any member of the Independent Authority be unable to continue with their roll, the club who nominated them have the option to nominate another. 6.2 Application for a permit If a permit is required by a club, that club must give notice in writing by 5:00pm on the first Monday after the completion of the minor round to the Secretary of the Executive Committee. This notice shall show the name of the player for which the permit is applied for, the team in which they last played, the team in which they wish to play and the reason/s in detail for the request. 6.3 Grounds of applying for a permit A player that has not participated in the required number of minor round games to qualify for the major round due to injury. A medical certificate may be required. A player that has not participated in the required number of minor round games to qualify for the major round due to moving into the region part way through the season. 7. RULES FOR MATCHES 7.1 SCORECARDS Scorecards are to be filled out in ink. The team completing the card second is responsible for the scorecard to be handed to the umpires at the commencement of the match Each team is required to write the full name and shirt number of all team members participating in the match, on the card. Goalie's shall have a "G"as their number. The team captain must have a C placed next to their number. Any player taking the field under clause 3.4 must have the number B placed next to their number. Any player taking the field under clause 3.5 must have the number 20 placed next to their number The umpire is to delete the names of any player who does not take the field. The team captains must check the card and sign it as correct at the completion of the game If the name of a player, with exception to clause 3.4 or 3.5, appears on both the A & B grade cards in the same round. The A Grade game the player has played in will be penalised with a 5-0 forfeit The Umpire shall not start the game without a complete and up to date card. Time lost due to late start is to be deducted from the total game time At the conclusion of the match the card should show: (a) (b) A 1 clearly marked against the name of each player for each goal they score. On the card shall be marked, the name of player, the type of card issued, the offence that committed and the name of umpire imposing the penalty of any that occur in the match The score card must be able to read (as determined by the RHA Recorder) Score cards reported as missing by the RHA Recorder must be received by 5:00pm Friday of the following week Best and Fairest vote cards from umpires reported as missing by the RHA Recorder must be received by 5:00pm Friday of the following week Penalties: A team or teams failing to complete the required details of the score card Penalty A fine of $10 for each incomplete card against the offending team club or clubs A score card on which details are deemed to be unable to be read under Rule Penalty A fine of $10 against the playing teams club A score card on which scoring details are deemed to be unable to be read as under Rule Penalty - $10 against the club of the umpire recording scores during the match Score cards not received under Rule Penalty Nil-all draw Best and Fairest cards not received under Rule Penalty Votes awarded will not be included in cumulative Best and Fairest voting. 7.2 Uniform and Equipment All clubs shall register club uniforms with the recording officer prior to the first game Players must wear the official team uniform Goalkeepers must wear a uniform contrasting with that of their team-mates and that of the opposing team All players of the same team except the goal-keeper must wear the same uniform Alternative Shirts - A team in the same colour group must wear an alternate contrasting shirt if it is the second-named team in the program Each player must wear a ledge able particular number on the back of the shirt of the uniform No two players shall wear the same number. The shirt number of each player shall be recorded against his name on the card An Umpire may not allow an incorrectly attired or incorrectly equipped player to take part in a match Captains One player of each team must be appointed as captain A replacement captain must be appointed when a captain is suspended.

6 Captains must have a C written by their number on the card Captains are responsible for the behaviour of all players, coaches and supporters of their team and for ensuring that substitutions of players on their team are carried out correctly A personal penalty is awarded if a captain does not exercise these responsibilities 7.3 Games A game shall start no later than five (5) minutes after the scheduled starting time. Any team which is not ready to play at the discretion of the umpires forfeit the match, unless it is handicapped by the absence of a player(s) officiating as an umpire In the event of the appointed umpire(s) not arriving at the game within 5 minutes of the starting time, respective captains shall appoint an umpire In the event of the appointed umpire(s) not arriving at the game within 5 minutes of the starting time, refer to by-law (8) for applicable fines In the event of a team commencing a game without eleven (11) players, such players on arrival shall be allowed to take their place on the field. All names are to be written on the card by the commencement of the second half of the game. 7.4 Forfeits A club intending to forfeit a match shall, where possible notify the opposing teams coach and the Clubs secretary supplying the umpires After play has commenced: A match cannot be forfeited A match can only be abandoned upon the agreement of the two (2) captains, and umpires concerned. The score at the time of the abandonment shall be recorded as the final result Play may be transferred to another field, if necessary, providing both captains and umpires agree Postponement of matches can only occur due to bad weather or unsuitable fields, not because of the inability to field a team Postponed matches shall be played at the discretion of the Executive Committee If two opposing teams both forfeit, neither shall be credited with any premiership points. 7.5 Interchange Players NOTE: PENALTY FOR INFRINGEMENT OF RULE 7.5 SHALL BE 5-0 FORFEIT Up to five (5) players may be substitutes. These players may be interchanged during the course of the match. No restriction applies to U11/12 Mixed. 7.6 Match Duration U11,12,13,14,15 Boys & Girls U16,17,18 Boys & Girls Seniors Men & Women 25 Minute Halves 30 Minute Halves 35 Minute Halves 7.7 Finals If at the conclusion of any Semi-final or Preliminary final the score is equal, the team placed higher on the premiership ladder shall be declared the winner. 7 Adopted By General Meeting June If at the conclusion of any Grand Final the score is equal, then extra time shall be played. After five (5) minutes rest, the teams will change ends and the extension of time shall consist of: U11,12,13,14, Boys & Girls or Mixed Two (2) x Five (5) minutes to be played under sudden death conditions ie the team to score first shall be the winner. If still drawn at the completion of extra time, the Premiership is shared U15, 16, Boys & Girls Two (2) x Five (5) minutes to be played under sudden death conditions ie the team to score first shall be the winner. If still drawn at the completion of extra time, a penalty shoot-out shall be played (7.7.4) U17/18, Seniors Men & Women Two (2) x Ten (10) minutes to be played under sudden death conditions ie the team to score first shall be the winner. If still drawn at the completion of extra time, a penalty shoot-out shall be played (7.7.3) Penalty Shoot Out Competition Five (5) players from each of the two (2) teams, chosen by their respective captains, but excluding any player who has been fully suspended by an umpire during the game, shall take a penalty shootout alternatively against one and the same goalkeeper of the other team, unless the latter has been incapacitated and replaced, making a total of ten (10) penalty shoot-outs, five (5) for each team The umpires shall choose the goal to be used, and than shall toss with the captains to decide which team shall take the first penalty shoot-out. The team having been awarded the highest number of goals shall be the winner In a penalty shoot-out the ball shall be placed on the centre of the 25 yard line and the attacker has ten (10) seconds from the time the umpire blows the whistle to score a goal. The goalkeeper shall stand on the goal line and remain there until the striker moves. The striker shall not commence the shoot-out until the umpire is satisfied both players are ready and has blown the whistle. The play continues until a goal has been scored, the ball has been cleared out of play or over the back line (even deliberately) or a breach has occurred by either player, or the ten (10) seconds has expired. A rule breach by the goalkeeper results in a penalty goal. A rule breach by the attacker results in no goal being awarded In the event of an equal number of goals being awarded, another series of penalty shoot-outs shall be started with the same players, and shall feature "Sudden Death", which shall mean that the winner shall be the first team to have been awarded more goals than the opposing team after an equal number of shoot-outs. If necessary this "Sudden Death" series may exceed 10 penalty shoot-outs. The sequence does NOT have to be the same as in the previous series The team whose player has taken the first penalty shoot-out of the first series shall not take the first penalty shoot out of the "Sudden Death" series. 8. UMPIRES FOR MATCHES

8 8.1 If clubs disregard their responsibilities in the junior teams, the Association shall fine the club concerned twenty (20) dollars per umpire. 8.2 If clubs disregard their responsibilities in the senior teams, the Association shall fine the club concerned twenty (20) dollars per umpire and the Association shall also penalise the named team two (3) premiership points. 8.3 All fines shall be paid to the club supplying the replacement umpire within (30) days of the scheduled game. 9. REPORTING AND SUSPENSION OF PLAYERS 9.1 Power of Umpires An umpire or any person acting in the capacity of an umpire at any match programmed by the Association may take any of the following actions which they deem proper in order to exercise control and/or to eliminate contravention of the Rules of Hockey during the game of within one (1) hour either before or after the game They may warn a player (Green Card) They may temporarily suspend a player during the match (Yellow Card) They may fully suspend a player for the remainder of the match by either issuing a Red Card or two (2) Yellow Cards Temporary and full suspensions are to be recorded on the score card. All (Red Card) suspensions shall be regarded as a charge and shall be recorded on the umpires charge form as well as the back of the scorecard In the case of a yellow, and red card being given in the same game, only the red card will be considered Any player receiving a full suspension will not be permitted to continue to play in that game or play in any other game in that round Any player receiving a (Red Card) will be suspended from all games in the following round. 9.2 Demerit Points Demerit points applied to cards will be: RED Nil (0) YELLOW Two (2) GREEN Nil (0) A player playing in any grade accumulating six (6) demerit points within a three (3) round period shall be suspended for all the next scheduled game(s) in all the grades in which that player is eligible to play Once a player has served a Red Card or demerit point suspension, that player shall be deemed to have two (2) demerit points recorded against him/her, as a probationary period for the following three (3) rounds Any player playing in any grade accumulating (10) demerit points within a twelve round period shall be suspended for all the next scheduled game(s) in all the grades in which that player is eligible to play The Association Recorder shall keep tally of all demerit points through the season. The Recorder shall notify the Secretary of the club concerned when a player or team shall be suspended. 9.3 Laying of Charges/Hearing by the Independent Authority Every red card, against any club, team or member shall be heard, dealt with, and finally decided upon by the Independent Authority, as per rule 6.1 Adopted By General Meeting June

9 9.3.2 A club or umpire preferring a charge against any other club, team or player for any infringement of the rules, shall furnish to the Independent Authority, through the Secretary, full particulars thereof in writing with the names of any witnesses, before 5.00pm on the first Monday following the match. In the case of an umpire preferring a charge in respect of a match, advise the club, team or player concerned orally, that is, or he/she is to be reported The umpire who has charged a player with a red card must prepare a Umpires Charge Form and make every effort to appear at the Independent Authority. The other umpire must also prepare a report and if possible appear at the Independent Authority Any player found guilty under shall be ineligible for awards PROCEDURE Upon receiving the charge, the Secretary shall notify in like fashion the Secretary of the club of the party charged or concerned and require their attendance at a hearing in accordance with the guidelines of rule with any witnesses they may desire to call TIMETABLE FOR GUIDANCE HEARINGS by the Independent Authority Saturday Match/es Sunday Match/es Monday Umpire report received: Action taken accordance with Rule 6.1 Tuesday Wednesday Independent Authority hearing No appeals will be entered into. 9.4 Hearings If a party charged does not appear after due notice the Independent Authority may proceed in his/her absence The party charged shall be permitted to give evidence and call witnesses in answer to the charge. 10. CLUB RESPONSIBILITIES IN RESPECT TO SUSPENDED OR INELIGIBLE PLAYERS 10.1 The club is responsible for informing a player of his/her suspension If a club plays a suspended or ineligible player, the team in which he/she plays shall forfeit any match(s) in which he/she takes part, a penalty of $100 per game shall be levied against that club and be payable to the association within 30 days. 11. PREMIERSHIP COMPETITION 11.1 Premiership points for minor rounds shall be awarded as follows: WIN 3 points DRAW 1 point LOSS 0 point FORFEIT 3 points (A score of 5-0 shall be credited to the team receiving a forfeit) 11.2 Where teams have a equal number of points, the following goal percentage rule shall apply to determine team position: Divide goals For by goals Against and multiply by 100 to form percentage Major round matches shall be played in the following order: For a four (4) team or more competition: Semi-finals: 1st vs 2nd and 3rd vs 4th Adopted By General Meeting June

10 Preliminary final: Loser of 1st vs 2nd plays winner of 3rd vs 4th. Grand Final: Winner of 1st vs 2nd plays winner of Preliminary final For a three (3) team competition: Semi-final: 1st vs 2nd - winner direct into Grand final Preliminary final: Loser 1st vs 2nd plays 3rd Grand Final: winner of 1st vs 2nd plays winner of Preliminary final. 12. INFECTIOUS DISEASES 12.1 If open cuts of abrasions occur, where free bleeding is involved (at umpires discretion), during the game, play will cease and the player shall be removed from the field of play If bleeding cannot be controlled and the wound securely covered, the player shall not continue the game If bleeding should re-occur, Rule 12.1 must be repeated. 13. MEETINGS 13.1 If club delegates are not present at delegates meetings, fines will apply as follows: 1 delegate absent $ delegates absent $ RIVERLAND REPRESENTATIVE TEAMS 14.1 Association Teams Only players who are financial members of the Association shall be eligible for selection Parental consent and Medical information must be received for persons under 18 years of age. Forms will be provided upon selection Misconduct while representing the Association may result in charges being laid against a player. These charges may result in suspension from Riverland selection in the future and/or suspension from Riverland matches Coaches and Managers for association teams shall be required to apply for the positions and be appointed by the Executive Committee. 15. CONDUCT NOTE: PENALTY FOR INFRINGEMENT OF RULE 15 SHALL BE AT THE DISCRETION OF THE EXECUTIVE COMMITTEE OR BE REFERRED TO THE INDEPENDENT AUTHORITY FOR PENALTY Clubs shall be responsible for the conduct of their members and those members are responsible for others in their company All members, players and officials shall act in a manner befitting a sports person. Unsportsperson-like behaviour shall incur penalties as decided by and at the discretion of The Executive committee. 16. DEFINITIONS AND FORMS R.H.A. S.A.H.A. Round (The) Association Riverland Hockey Association South Australian Hockey Association Those matches normally played on a Friday night/saturday/sunday. Therefore one (1) round is those matches played or postponed in a one week period. This period may be extended for postponed matches at the discretion of the Executive Committee. 11 Season Grade Recording Officer Official Forms of the RHA the season shall be considered as the time period extending from January 1st of one year to December 31st of that same year. In the case of under age players shall refer to the age grouping: ie U15 is a grade. In the case of seniors, grade refers to the level of hockey ie A grade of B grade.
