1 TURNER RECREATION COMMISSION Youth U10 Soccer Bylaws 831 South 55 th Street Kansas City, KS TRC will offer exceptional leisure service opportunities to people of all ages that contribute to our user s health and wellness, creating a sense of community and family through our commitment to partner with other service providers. Our goal is to maximize community resources, build economic vitality to make living in Turner a very special place to be. Except for the rules covered in these by-laws, all other rules of the TRC Youth U10 Soccer League will be those of the Kansas Youth Soccer (KSYSA). The Turner Recreation Commission sets the rules and reserves the right to interpret the rules in the best interest of the Turner Recreation Commission s Youth U10 Soccer League. THE TRC CODE OF CONDUCT IS FOLLOWED BY ALL! I. Eligibility: a) Soccer age for the fall is determined as of January 1 of current year. If a player is 11 years old prior and/or on Jan. 1of the current year that player is considered an U12 player for the season. II. Playing Field: a) U10 field dimension will be played on feet by feet III. Team Organization: a) All players must be registered with TRC prior to being allowed to participate. Any team who plays an ineligible player will forfeit those games. Brothers and sisters who are in the same league may be placed on the same team for the reason of family convenience. b) Once a team is established, each player assigned to that team will remain on that team. No player may switch teams under any circumstances. c) Participants who register after deadline are placed on a waiting list and placed on teams on an as-needed basis d) Any coach, parent, or player found to mislead TRC or falsify registration forms are banned from the league for the current season and no refunds will be granted. e) TRC can combine grade/age divisions based on enrollment numbers f) Teams are responsible for knowing and understanding all league bylaws, code of conduct, and sportsmanship policies and behavior before, during, or after a contest. IV. Equipment: a) Players are required to wear shin guards at all games. This is a mandatory requirement. Shin guards must be covered by soccer socks. b) Soccer shirts must be tucked into the shorts for the duration of the game, and must be the top layer of clothing. c) Shorts maybe replaced with sweat pants in the event of cold weather; shin guards must still be worn underneath sweat pants, and the socks are still required to cover the shin guard d) No jewelry is permitted, this includes, necklaces, earrings, bracelets, rings etc Tape cannot be used to cover up jewelry. Hair ties should be bands only. e) Casts on limbs are not permitted. f) Footwear: Players may choose to wear training shoes or shoes with cleats. 1. Cleats must be entirely made of rubber 2. Toe cleats are not permitted. 3. Coaches must check all footwear to ensure it complies. g) Each coach is given 4-6 size #4 practice balls to be turned in at an established date by Sports Director.

Facility Use: a) Coaches must carry and provide their practice permit in order to use the facility. b) The coach is responsible to admit only team members for practice and is responsible for all damages during that time. c) A coach may restrict the attendance of spectators for distraction reasons. d) Practice time limited to a maximum of 1 hour, twice per week or 2 hours, once per week. e) TUSD takes priority in use of TUSD facilities followed by TRC programs/teams. f) Do not bring food or drinks into the buildings or game sites. g) Alcoholic beverages, smoking and or any type of tobacco prohibited on all TUSD & TRC property. TRC reserves the right to revoke facility usage privileges due to any reason that disrupts normal operation, or compromises the safety or security of TRC & TUSD202 property or staff. h) Facility usage is based on availability and requires a minimum of a 48 hour notice of request. VI. Players: a) Players must attend at least one practice per week to be eligible to participate in games. If a coach is having problems with players not attending practice, the Sports Director must be notified before any action can be taken. b) Any changes to the roster can only be made with the Sports Director s permission. c) Maximum players on a roster are 16. d) No more than 8 players on the field at one time (7 on field, 1 goalkeeper) *EXCEPTION: If a player is removed from the game because of injury, a team may play with as few as 6 players. e) Medical Absence And Reinstatement: 1. Any player who, due to injury or illness requiring medical attention, wishes to resume practice and participation in games must submit a written release form from the treating physician prior to engaging in the chosen activity to the TRC office. 2. The head coach and parent(s) is responsible for submitting a copy of the physicians release form to the Sports Director prior to any game or practice. VII. Substitutes: - Referees must acknowledge and approve all substitutions before it occurs a) Substituting coach must advise the referee of the pending substitution. b) Substitution cannot be made on the fly while the ball is in play. c) Player substitutions can only be made when the ball is not in play, at half-time, and in the event of an injured player. When the ball is out of play, the possessing side can initiate a substitution, at which point the opposing team may also substitute. d) In the event of an injured player, a substitution may occur. e) Goalkeepers may be substituted in the event of injury to the existing goalkeeper, or at half time. f) Referee must acknowledge and approve the substitution before it occurs. g) The Game: a) Each game shall consist of two 25 minute halves, with a 5 minute break for half time. b) No team will receive time-outs to be taken during the game. c) Injury time-outs are up to the discretion of the referee. d) A game ball is provided by TRC. The game ball is not to be used for warm-up. e) A coin toss determines which team is on which end of the field at the start of the game. f) Visiting team captain calls heads or tails g) The team that wins the coin toss chooses the end of the field they will attack. The other team kicks-off for the first half. Teams switch ends of the field for the second half of the game. The team that didn t kick-off to start the first half kicks-off to start the second half. h) A kick-off is the way to start each half of the game and to restart play after a goal is scored i) Kick-off requirements: 1. From the center mark 2. Each team in its half of the field 3. Players from the other team must be outside the center circle 4. Ball is kicked and moves forward (into the other half of the field).

3 5. The player who takes the kick-off cannot touch the ball again until the ball has been touched by another player from either team (Indirect free kick restart if this happens). j) Goalkeepers are only allowed to handle the ball in their own penalty area. k) A goalkeeper may leave their goal area at any time. However, the goalkeeper is not permitted to handle the ball while outside their team s penalty area. If a goalkeeper handles the ball outside of their own area, the resulting play is a direct free kick. l) No player may kick at a ball if the goalkeeper has the ball in their possession or is attempting grab the ball within the goal area m) Sportsmanship 1. After each game both teams must line up and shake hands with the opposing team, coaches and referees. n) Free Kicks and Penalty Kicks 1. In the event of a foul, the referee should stop play and award a free kick. 2. The referee will advise with hand signals if a free kick is direct or indirect. 3. A direct free kick can be scored from without the ball touching another player of either team. 4. An indirect free kick cannot be scored from until it touches another player. 5. If a goal is scored directly from an indirect free kick, the referee will issue a goal kick. 6. The defending team players must be 10 yards from the ball when the free kick is taken, and may not encroach towards the ball before the kick is taken. 7. Fouls committed by the defending team in their own penalty area will result in a penalty spot kick. 8. The referee will place the ball on the penalty spot 9. Only the goalkeeper of the defending team and the penalty kick taker are allowed in the penalty area. All other players must remain outside of the box until the ball is struck. 10. The goalkeeper can move left to right in the goal, however they cannot move forward until the ball is struck. 11. In the event of the ball bouncing back into play either from the goal posts, goal bar or goalkeeper, the ball is still live and any player can play the ball, at which point, regular game play resumes. 12. For all fouls, the referee will briefly advise the player what they done to concede the foul. o) Fouls resulting in a direct free kick in the discretion of the referee 1. Kicking or attempting to kick an opponent 2. Tripping or attempting to trip an opponent 3. Striking or attempting to strike an opponent 4. Jumping at an opponent 5. Charging an opponent 6. Pushing an opponent 7. Holding an opponent 8. Spitting at an opponent 9. Deliberately handling the ball with any part of the hand or arm p) Fouls resulting in an indirect free kick in the discretion of the referee 1. Goalkeeper holding the ball for more than six seconds 2. Goalkeeper handling the ball a second time before the ball has been played by anyone else (teammate or opponent) 3. Throw-in to the goalkeeper 4. Playing dangerously 5. Getting in the way of an opponent while not playing the ball (impeding) 6. Getting in the way of the opposing goalkeeper who is trying to put the ball into play. q) Throw-Ins 1. If the ball goes out of bounds on the sidelines a throw in will be awarded to the opposing team. 2. The ball must completely cross the line in order to be ruled out of bounds. 3. The throw in must be taken correctly, ball thrown in over the head, and at the point of the throw, both feet must be on or behind the sideline and on the ground. One foot must be firmly planted to the ground; the 2nd foot can be trailing as long as one part of the foot is touching the ground. 4. In the event of a foul throw, the throw in will be awarded to the opposing team. 5. The opposing team must be 2 yards away

4 r) Corner Kicks 1. Corner kicks will be awarded when the ball crosses the touchline of the defending team, and the defending team was the last to touch the ball. 2. Corner kicks are direct kicks and may be scored from without the ball touching any other player. 3. Opposing team must be 10 yards away s) Goal Kicks 1. When the ball crosses the touchline and the attacking team was last to touch the ball a goal kick will be awarded to the defending team. 2. When a goal kick is taken all opposing team players must be outside of the goal area. t) Back Pass 1. U10 will play the back pass rule. 2. Any play where a player intentionally passes the ball back to the team goalkeeper with his/her foot, will require the goalkeeper to play the ball with the feet, chest or head. They cannot handle the ball. 3. In the event of the goalkeeper intentionally handling the ball, and indirect free kick to the opposing team will take place at the spot the goalkeeper handled the ball. 4. Defenders must be at least 6 yards away from the ball, unless the ball is less than 6 yards from the goal, in which case they may line up on the goal line. 5. Passes back to the goalkeeper with the head or chest maybe handled by the goalkeeper. 6. In the event of a defensive play or an incidental contact, play shall continue. 7. Example: Attacking team shoots for goal, the ball clips the defenders foot, and goalkeeper handles the ball. This would be a goal kick as the contact from the defenders foot was incidental. Example: Attacking team passes ball, defender stops the ball, looks for a play, and then passes the ball back to the goalkeeper who handles it. This would be an indirect free kick at the spot the goalkeeper handled the ball. Example: Attacking team passes the ball, defender slides in to block the ball, which goes to the goalkeeper who picks it up. Goal kick, the defender was performing a defensive move. u) Offside 1. U10 will play the offside rule. 2. An attacker is in an offside position if when a teammate has the ball, the attacker is 3. Closer to the other team s goal than the ball 4. Closer to the other team s goal than the second to last defender in the other team s end of the field Note: It s not illegal for a player to be in an offside position! 6. What is illegal is when an attacker who is in an offside position becomes actively involved in play by: 7. Interfering with play (have the ball passed to you, running towards the ball, or a combination of these). 8. Interfering with an opponent (getting in the way of a player on the other team, including the goalkeeper). 9. Gaining an advantage (receiving or running to a ball which has bounced off a goal post or crossbar or that has been deflected by the goalkeeper or another defender). 10. When offside is called an indirect free kick from where the offside player was 11. It is not an offside violation if a player in an offside position gets the ball directly from: A throw-in A goal kick A corner kick v) Dismissal of players, coaches, parents, spectators or attendees 1. The referee can issue Yellow or Red cards for discipline reasons 2. In the event of a card being issued, a yellow card is a warning, and a red card is immediate dismissal. Two yellow cards issued to the same player in one game will result in dismissal. 3. If a player is dismissed they cannot return to the field of play and must leave the area with immediate effect. 4. TRC disciplinary rules apply before the player can return to the practices, games or award ceremonies. 5. In the event of a dismissal, the player cannot be substituted, and the team will play short. 6. Under no circumstances should the referee be approached regarding the decision.

5 w) Yellow Cards: yellow cards will be issued when: 1. Continually breaking the rules 2. Arguing with the referee 3. Interrupting the flow of the game with unsportsmanlike behavior 4. Yellow Card Enforcement: Two minute penalty or until opponents scores. Only one penalized player can reenter per opponent s score. On a team s 6th foul, one player for offending team will receive a 2-minute penalty. On each alternation foul thereafter (i.e. 8th, 10th, 12th, etc.), a 2 minute penalty is assessed or until the opposing team scores a goal. All yellow card penalties carry over into succeeding periods. x) Red Cards: red cards will be issued when: 1. Violent behavior such as kicking, hitting or spitting 2. Using foul, insulting or threatening language 3. Acting in an unsportsmanlike or threatening manner towards players, officials, coaches, spectators and TRC staff 4. Challenging the referee 5. If issued two yellow cards, the person 6. Red Card Enforcement: Anyone who receives a red card or cited for two yellow cards in the same game, must leave the facility or his/her team forfeits the game. The person will also serve a two game suspension. If ejection occurs at the end of the season, the two game suspension will carry over into the next season. y) Forfeit 1. In the event of not enough players being available on one team to play the game maybe a forfeit. With the game being awarded to the team able to play. 2. It is recommended in the event of a forfeit, that the coach s work together to play an exhibition game for the players and spectators, and to lend enough players to team in need. z) Shoot-out: A shoot-out will be held for all tied games 1. A coin flip with the team managers shall determine whether the team will attack or defend first. 2. The defending team is represented by the goalie only. The goalie selected by the defensive team must be used during the entire Shoot-out (4 attempts) unless he/she is injured during play. 3. Four players that are currently on the field (one at a time) will shoot the ball one time from the penalty kick line. The play is to attempt one shot. The official shall give five seconds to shoot with a visible signal. Only one touch of the ball is allowed. 4. The team that scores the most goals out of (4) attempts wins the game. 5. Teams alternate with a chance at a goal 6. Sudden Victory Shoot-out: if at the end of the shoot-out, the score is tied, a Sudden Victory shoot-out immediately follows. Teams must now pick shooters who have not participated in the original shoot-out. If a team runs out of players, they may then start over with their original first shooter. The goalie may participate as a shooter. Each team gets one chance to score until one team scores and one team doesn t. IX. Managers and Referees: a) Coaches must have a meeting with parents of players during the first week of practice or the playing season to discuss rules. b) Teams are only allowed a head coach and one assistant coaches on the bench per team. c) Head coaches are responsible for their assistant coaches, players and spectators. d) Any coach found to mislead TRC, falsify registration forms or participate with players that are not of the appropriate age or grade will be suspended for the entire season and forfeit all games played. e) All coaches must pass a national background screening and complete TRC s coaches education program. f) Team rosters must be submitted to TRC by established date. Date is posted at under youth sports. g) Referees 1. The referees decision is final and cannot be appealed disputed or over turned!

6 2. Enforces the laws of the game. 3. Keeps the official time of the game. 4. Prevents anyone from coming onto the field unless the referee says it s ok. 5. Requires a player to leave the field if the player is bleeding or has blood on the uniform. 6. Makes sure the field, the ball, and player equipment are safe and legal. 7. Suspends or terminates a game if needed. 8. Provides the official report of the game. 9. The referee at their own discretion may play an advantage situation and ignore a foul should the infringed team have a clear advantage by playing on. 10. Decide to let play continue if an injury is not serious. 11. The referee shall not be intimidated or decisions interfered with by coaches, players or spectators. 12. Require a coach, team member or spectator to leave the field if their behavior is not proper (a card is not shown). 13. Caution a player, coach or spectator by showing a yellow card. 14. Send a player, coach or spectator by showing a red card. 15. Make decisions using information from an assistant referee. 16. The referee is classed as part of the field. In the event of the ball making contact with the referee, play will continue. 17. Assistant Referees help the referee by signaling: 18. When the ball has left the field 19. Which team gets the throw-in, goal kick and corner kick 20. When a team wants to substitute 21. When an attacker is offside 22. When a foul or misconduct has happened but the referee couldn t see it 23. Signals are used by the assistant referee to provide information to the referee. The referee decides how to use this information. X. General: a) There are no protests allowed in TRC s Youth Soccer League except concerning player eligibility. b) The field supervisors are in charge of the facilities before, during, and after all games. c) The field supervisor will act to stop unsportsmanlike conduct by spectators, coaches and players. The field supervisor can ask the coaches to help in the event their team s supporters are acting in an unsportsmanlike manner d) Unsportsmanlike behavior may result in penalties being imposed upon the offending individual, including coaches, participants, or spectators. Penalties are decided by a panel made up of the Immediate Supervisory Staff in charge of the activity and the TRC Discipline Review Committee. The set procedure is further clarified in the TRC s Code of Conduct policy, available in TRC Office or at under youth sport policies. e) Game Schedules are available no later than 1 week prior to start of the season. f) Standings: If at the conclusion of the league season a tie breaker is needed the following criteria will be utilized: 1. Win/Lose Record 2. Head to head (not used if more than two teams are involved in the tie) 3. Goal difference (i.e. goals scored minus goals allowed) 4. Most goals scored 5. Most shut-outs 6. Fewest goals allowed g) Awards 1. Only 1st & 2nd place will receive medals in U10-U12 divisions 2. In the case where TRC inner leagues with an outside organization(s) due to low number of participating teams, TRC will not furnish awards for placement g) Sportsmanship 1. In the event of a goal difference of +8, it is recommended coaches take steps to prevent running up the score. 2. Coaches can ask team to pass x number of times before shooting.
