Automatic Criteria In order to satisfy the criteria, the player must have played in the Required Percentage of his National Association s international matches in the relevant Reference Period prior to the date of the application. The Required Percentages are detailed below. Please list all matches the player s national association have played in the necessary reference period, indicating where the player appeared, did not appear and/or missed the match through injury/suspension. Supporting evidence for the player s appearances, non-appearances and injuries/suspensions must be provided in the appendix. The application will be assessed solely against the information provided by the applicant club. Required Percentage: for National Associations ranked between 1 and 10 of the FIFA Aggregated World Rankings, 30% and above; for National Associations ranked between 11 and 20 of the FIFA Aggregated World Rankings, 45% and above; for National Associations ranked between 21 and 30 of the FIFA Aggregated World Rankings, 60% and above; and for National Associations ranked between 31 and 50 of the FIFA Aggregated World Rankings, 75% and above; Reference Period means the twenty four (24) month period immediately preceding the date of the application for a Governing Body Endorsement unless the player is twenty one (21) or under at the time of the application for a Governing Body Endorsement when the reference period is reduced to the immediately preceding twelve (12) month period; 1

3 Injury: In the event that the player did not play as a result of an injury, written confirmation must be provided from either the National Association doctor or the relevant club doctor. 4 Part B Objective Criteria Please note that the Exceptions Panel will not duplicate points across Part A and Part B. For example, a player who scores points in respect of his Transfer Fee at Part A will not be permitted to also score points in respect of his Transfer Fee at Part B (if necessary) Criteria player is within 20% of the 50 th percentile of Qualifying Transfers Players for whom no transfer fee is payable who have been ascribed a virtual transfer value (on such basis and in such amount as the Exceptions Panel deems to be appropriate in its absolute discretion) which is within 20% of or exceeds the 50th percentile of Qualifying Transfers club are within 20% of the 50 th percentile of Qualifying Wages The player s current club is in a Secondary League and the player has played in at least 30% of the Available Minutes The player s current club has played in the final qualification rounds of a Continental Competition within the last 12 months and the player has played in at least 30% of the Available Minutes The applicant club is able to show that the player has participated in the Secondary Percentage of senior Competitive International Matches played by that player s National Association during the Reference Period OR The player s National Association was a semi-finalist in the Asian Cup or African Cup of Nations in the immediately preceding 12 months of the date of the application for a GBE. 5 discretion in respect of the player in order to determine whether the player is of sufficient quality to justify it recommending that a GBE be awarded. Clubs should ensure that all evidence that they want to be considered in respect of the player is submitted at the same time as this application. Examples of the matters which the Exceptions Panel will take into account when conducting the subjective review are set out in the Points Based System Governing Body Endorsement Requirements for Players 2017/2018 season.
