3 September 3, 2017 Objectives The New York City FC City Development League s primary focus is to promote long term player development within a positive educational environment. Through our Affiliate Member Clubs, our youth players are provided with the best opportunity to achieve their potential as soccer players whilst representing New York City FC as Home Grown Players. New York City FC will ensure players are provided with an enjoyable training experience through coaches who have a knowledge and vision for the game and conform with New York City FC mission, guidelines and policies.

4 September 3, 2017 Philosophy The New York City FC City Development League is designed to promote a professional environment while regulating the development of our youth affiliates within a positive coaching experience, encouraging long term player development, improving coaching education and everybody s love for the game. **Based on similar frame work of U.S. Development Academy and the technical guidance from City Football Focus on the Development of players Ball Mastery and Technical/Tactical Fundamentals 2-3 mandatory training sessions per week Fewer Games Focus on training, game experience and player development and not on a winning/losing perspective 1 game per week (Approximately 22 regular season games) 9 games with outside clubs (Labor Day weekend, Columbus Day Weekend and Memorial Day Weekend) Creating Local Competition Restricting competition to within a 1.5 hour driving radius Managing league format and structure Enforcing professionalism and respect Less focus on winning and more on performance Clarifying player development pathway with a professional club Identifying a clear pathway to the professional ranks for youth affiliate players to follow Connecting youth affiliate players, coaches, and referees with New York City FC educational resources Resources which follows New York City FC culture, as well as US Soccer approved materials

5 September 3, 2017 About the League Definitions: Program Pool: The players registered with an Affiliate Member Club for each age division Team: Players from the program pool are split into two teams (e.g. Team Blue & Team Orange) Division: Refers to the AGE group (e.g. 2007, 2008, 2009) Teams are NOT Graded!!! There is NO first team or top division Players are free to be moved from Team Blue to Team Orange within their division on a week to week basis. Team movement are determined by various factors such as your opponents.

6 About the League September 3, 2017 The New York City FC City Development League is a central part of our talent development program. Has four divisions which caters to players who are born no earlier than: 2010 (8yo) 5v5 Festival Format (optional) 2009 (9yo) 7v (10yo) 7v (11yo) 7v7 The League has a strong focus on training and technical skills mixed with respect and enjoyment. The development pathway starts by promoting camaraderie between players and clubs with less focus on winning and more emphasis on performance.

7 About The League September 3, 2017 For team officials, such as coaches, this league is designed to provide age-appropriate training, knowledge and structure to develop coaches and officials who can maximize player performance while maintaining a sustainable, enjoyable atmosphere for all those involved. New York City FC looks for professionalism and respect at all times both on and off the field. We encourage strong communication, cooperation and honesty amongst our Affiliate Member Clubs regarding our League Teams in order to ensure Code Of Conducts will be enforced for players, team officials as well as parents/spectators.

10 Expenses September 3, 2017 CLARIFICATION POINTS: There is NO league registration cost payable to New York City FC Clubs are responsible to pay for: Player and Staff Registrations / ID Pass cards with US Club Soccer $18 per player $25 per staff Referee Fees (per Referee) $0 U8 (no referees) $50 U9 $60 U10 $70 U11 Associated Venue \ Field Costs (E.g. Permits) Game Day set up according to NYCFC Guidelines Uniforms Equipment costs Travel expenses New York City FC is in the process of developing sponsorships for the league. If / When Sponsorships are formed, we will be in touch regarding the details of such a sponsorship

11 New York City FC Program Playing Loyalty September 3, 2017 Players participating in the New York City FC City Development League will NOT participate in training or games with outside clubs or programs without prior written approval by New York City FC. EXCEPTIONS: 2007 players who are in the 2006 program pool of US Soccer DA will be permitted to play with their Club team on days they are not playing for their New York City FC Affiliate Member Team. In ALL Cases, players will be expected to play ONE competitive match per weekend day (Saturday and Sunday), and only for a team from within the Affiliate Member Club

12 Recruiting / Tryouts September 3, 2017 Talent Identification / No-Tampering: Youth Affiliate Member Clubs may recruit players for participation on any New York City FC City Development League teams from any geographic region at any time during the year (subject to these Rules). Notwithstanding the foregoing, Youth Affiliate Member Clubs may not train or try-out a player from an existing New York City FC Affiliate Development League Team outside of the open months without the permission of the Technical Director from the existing registered club. Registrations: The months of June through August shall be considered open months for player movement between Youth Affiliate Member Clubs. During these months, players from one New York City FC City Development League Club Team may train or try-out with teams of another Youth Affiliate Member Club.

13 Registration and Planning September 3, 2017 The number of teams a club is entering in each age group MUST be decided no later than the 31 st JULY Registrations for any Club for the upcoming NYCFC YDL Season will NOT be accepted by US Club Soccer prior to August 1 st. For the Season, please DO NOT register any players until we have the sanctioning of US Club Soccer and provide you with the league details. Player Registrations close on the 31 st August 2017 The next round of draft scheduling will be completed by July 30 th based on feedback given by Clubs on the numbers of teams each club will be entering. A final schedule based on feedback by Clubs on the latest draft schedule should be confirmed by the 31 st July 2017

15 September 3, 2017 CITY DEVELOPMENT LEAGUE Program Pool Registration The Affiliate Member Club will enter up to two (2) teams in each age group (2009, 2008, 2007). The Affiliate Member Clubs have the option to participate in the Festival events hosted by affiliates for the 2010 age group (U8). Teams cannot use players who have not been named in one of their Program Pools All borrowed players or players who play up must be from a New York City FC City Development League Program Pool Players can play up on a game by game basis Players can only participate in one match per day on the weekend

16 Program Pool & Game Day Rosters September 3, 2017 The Program Pool is frozen for the fall season and the spring season Minor Program Pool revisions can be made during the break between Seasons The Game Day Rosters are not frozen and can change week to week using a different combination of players from their program pool

17 Team Registration 2010 Division (U8) The participation of Affiliate Clubs in the 2010 Division Program (U8) is optional. Participating affiliate clubs must let the league administrator know of their participation by August 15 th 2010 Division Program Pool will have flexibility on the number of players register to play in the festivals. The only condition is for players to be registered with US Club Soccer Affiliate Clubs must let the league administrator know by August 30 th about the number of teams participating in each festival. 21 Code Of Conducts / Professionalism / Safety September 3, 2017 There will be Code Of Conducts for players, team officials as well as parents / spectators. The Field Marshall will be responsible for having a copy of the Code of Conduct at the field to show spectators as required. We expect professionalism and respect at all times. Fighting will not be tolerated either on the field, between the technical areas or amongst spectators. Venues will be visited by New York City FC representatives to check on the progress of matches at random times throughout the season.

22 Young Player Code of Conduct September 3, 2017 When representing New York City FC City Development League, I will: Conduct myself at all times in a manner which is in keeping with representing New York City FC and my Youth Affiliate Member Club and will not bring discredit upon the Clubs. Respect for property of others, adherence to the rules and guidelines as specified here or by the Coach/Administrator and Referee. Attend practices and games regularly and punctually and behave with self discipline Always play to the best of my ability Play fairly I won t cheat, complain or waste time Respect my team-mates, the other team, the referee and my coach/manager Play by the rules, as directed by the referee Practice the techniques and skills taught by the coaching staff and attempt to apply them in matches Shake hands with the other team and referee at the end of the game Listen and respond to what my coach/team manager tells me Talk to someone I trust or the club welfare officer if I m unhappy about anything at my club.

23 Team Officials Code of Conduct 1 September 3, 2017 On and off the field, I will: Show respect to others involved in the game including match officials, opposition players, coaches, managers, officials and spectators Adhere to the laws and spirit of the game Promote Fair Play and high standards of behaviour Always respect the match official s decision Never enter the field of play without the referee s permission Never engage in public criticism of the match officials Never engage in, or tolerate, offensive, insulting or abusive language or behaviour. Never cheat, field unregistered players, or engage in unsporting tactics and/or tricks. Be a good role model and lead by example Cooperate and communicate openly and honestly with the other Affiliate Development Member Clubs and Teams for the good of the game

24 Team Officials Code of Conduct 2 When working with players, I will: Place the well-being, safety and enjoyment of each player above everything, including winning Explain exactly what I expect of players and what they can expect from me Ensure all parents/carers of all players under the age of 18 understand these expectations Never engage in or tolerate any form of bullying Develop mutual trust and respect with every player to build their selfesteem Encourage each player to accept responsibility for their own behaviour and performance Ensure all activities I organise are appropriate for the players ability level, age and maturity Co-operate fully with others in football (e.g. officials, doctors, physiotherapists, welfare officers) for each player s best interests.

25 Parents/Spectators Code of Conduct September 3, 2017 I will: Ensure the players makes it to all practices and games early and allow time afterwards to have a team debrief and assist with equipment Encourages the players to play fairly and display good sportsmanship Remember that children play for FUN Applaud effort and good play as well as success Always respect the match officials decisions Remain outside the field of play and within the Designated Spectators Area Let the coach do their job and not confuse the players by telling them what to do Encourage the players to respect the opposition and match officials Avoid criticising a player for making a mistake mistakes are part of learning Never engage in, or tolerate, offensive, insulting, or abusive language or behaviour. Set a good example and be a role model for the player Assist the player to maintain a healthy lifestyle and good sports nutritional choices

26 Venues The host club is responsible for getting a permit for the fields. Permits must be submitted to New York City FC for approval. Fields will be set up according to the New York City FC Affiliate Development League Standards Please make sure any food / drinks given during game day are appropriate for young athletes (e.g. no energy or sports drinks) The host club will provide a Field Marshall who is not part of the team officials and will be responsible for dealing with spectators, protecting referees and any issues arising with the field. All facilities, i.e. Change rooms, team bench area etc shall be left in a clean and tidy condition.

27 Schedule Change requests made after this date will be at the discretion of the New York City FC League Administrator due to a request in writing. Weather conditions or unforeseen circumstances not permitting the match to be played or permitting issues will be dealt with on a case by case basis. All fixtures will be available on the New York City FC website Any changes will be posted on the web site and an will be sent to the team contact person as indicated during the team registration process. It is the responsibility of the Team Contact Person and the players of the teams participating in the Program to ensure that they have the correct details for their matches.

28 Schedule Teams will be required to train 2-3 times per week Teams will play in one (1) game per weekend day (Saturday and/or Sunday) Games may be played: Saturday OR a Sunday between the hours of 10am and 6pm and may change days and times week to week A schedule will be released for the Fall Season prior to the commencement of the City Development League Teams will be required to travel to their weekly games which will be hosted by each of our Affiliate Member Clubs

29 September 3, 2017 CITY DEVELOPMENT LEAGUE Schedule The City Development League runs from September 2 nd through to June 17 th and is made up of three (3) Seasons. Fall Season The Fall Season runs from the September 2 nd November 19 th There is a Fall Invitational Tournament on October 7 th & 8 th Winter Season The Winter Season runs from the January March Location and details TBD Spring Season The Spring Season runs from April 1 st June 17 th There is a Spring Invitational Tournament on May 26 th & 27 th

30 September 3, 2017 CITY DEVELOPMENT LEAGUE FIFA LAWS OF THE GAME The current FIFA Football Laws of the Game are the governing Laws for this League. The following modifications have been made specifically for the New York City FC Affiliate Development League.

31 LAW 1 The Field of Play September 3, 2017 FIELD SURFACE Matches may be played on natural or turf surfaces FIELD MARKINGS The field of play will be marked with lines. These lines belong to the areas of which they are boundaries. Lines will either be permanent markings, tape or a combination of flat disc/cones as per our the field set-up guide within this document For 2009, 2008 and 2007 divisions, there will be an additional line called the offside line set at 12 yards from either goal line (1/5 th of the length of the field) THE CORNER ARC A corner arc is not mandatory for our league GOALS The Goals for all age groups will be 18.5 ft wide x 6.5 ft tall

SAFETY Goals must be anchored securely to the ground TECHNICAL AREA A Technical Area will be marked out in accordance with the section within this document VIEWING AREA Parents, Spectators and any person without a valid New York City FC City Development League ID Card are restricted to the viewing area which is 5 yards from the sideline on the opposite side of the field to the technical area.

Fields must be set up according to New York City FC City Development League guidelines Spectators are not permitted in the playing area or on the team benches side of the field for any reason. Spectators are only permitted in the Spectator Zone No person who is not in the program pool list of players or on the game day roster for that division & match is permitted on the team bench side of the field regardless of age. No persons are permitted to be behind the goal lines, except for designated and properly identified ball persons.

40 LAW 2 The Ball September 3, 2017 All age divisions will use a Size 4 Soccer Ball. The Host Club will be responsible for providing three (3) Adidas Match Balls per field. Balls will be inflated to the ball pressure recommendations

41 LAW 3 The Number of Players Players must be on the Game Day Roster Each player must possess a valid and current US Club Soccer / New York City FC ID Card. In ALL Divisions: Players can only play in one match per weekend Maximum of 4 Substitutes 2010 division maximum of 9 players on the game day roster 5v5 format 2009 division - maximum of 11 players on the game day roster per team 7v7 format 2008 division - maximum of 11 players on the game day roster per team 7v7 format 2007 division - maximum of 11 players on the game day roster per team 7v7 format

42 Law 3 The Number of Players Substitutions only occur under the following conditions: In the break between periods During the 3 rd and 4 th periods, each team can request one (1) substitution. All substitutes may be substituted during this request. Teams may also change during the opposing coaches substitution request (Communication should occur between coaches) Substitutions may also occur under the following circumstances: *Only the player/s involved are to be substituted in these situations When a player is injured, bleeding, or to be assessed for concussion When a player is shown a yellow card or red card Must be made when a request is made by the Referee because of behavior or misconduct reasons **Substitutions occur in front of the team bench (not at halfway)

43 LAW 3 The Number of Players September 3, Division A game day roster of with a maximum of nine (9) players before the start of the match. A maximum of five (5) players, one (1) of which must be a goalkeeper can take the field. The 5v5 festival games will not require referees coaches are encourage to help players follow the rules on the field 2009, 2008 and 2007 Divisions A game day roster with a maximum of eleven (11) players will be provided to the Referee before the start of the match. A maximum of seven (7) players, one (1) of which must be a goalkeeper can take the field. A match may not start if either team consists of fewer than five (5) players.

44 Team Officials All Persons within the technical area must possess a valid US Club Soccer/New York City FC ID card for the Team in which the match is in progress and must have been background checked. All Team Officials must be nominated on the Team Roster. No more than four (4) non-playing persons are permitted to sit within the technical area, this includes Team Officials. The Team Officials must behave in a responsible manner and abide by the Code of Conduct. Follow instructions provided by the Referee and Field Marshalls Assist the Referee and Field Marshalls with Parents / Spectators if required Ensure players adhere to their Code of Conducts

45 Technical Area The Team Officials must remain within the confines of the Technical Area except when permission from the Match Officials (e.g. to assess an injured player). Only the technical staff is authorized to convey tactical instructions. Any persons may be asked to leave the Technical Area by the Match Officials or New York City FC staff if they are deemed to be bringing the game into disrepute. Players who have been sent-off during the match must remain in the technical area in a separate area to the remaining players / substitutes and is under the jurisdiction and responsibility of the Team Officials.

46 LAW 4 Players Equipment Teams will wear the approved New York City FC Uniforms: Must have the New York City FC Youth Affiliate patch affixed to the sleeve Jerseys colors to be worn for each game will be posted on the New York City FC Affiliate Development League Website ( All Jerseys/Shirts must be numbered Replacement Keepers must have their starting number on the back of the Goal Keepers Jersey If rotating goalkeepers, a hole cut out of the back of the GK Jersey will allow a players shirt number to be seen Shorts are mandatory Only the Goal Keeper is permitted to wear long trousers **Please note that if undergarments are worn (e.g. Skins, bike pants or long sleeved tops), they must be the color of the main color of the sleeve of the Jersey or Shirt or as the same main color of the shorts**

47 LAW 4 Players Equipment Socks must be long and pulled up so as to cover the shinguards. If tape is applied to the socks, it must be the same color of that part of the sock it is applied to. Footwear should be SOCCER cleats, turf shoes or sneakers Canvas or soft leather and deemed to be non-dangerous by the Match Officials. Shin guards are mandatory and shall be big enough to provide a reasonable degree of protection Shall be entirely covered by the socks Made of a suitable material (rubber, plastic or similar substance) Must be manufactured for that purpose A player shall not use equipment or wear anything (such as jewellery) that could be dangerous to themselves or another player (including plastic bands and string knotted bands). Jewellery can not be taped.

48 LAW 5 The Referees / LAW 6 The Assistant Referees We will be using USSF licensed Assignors to assign referees. The Referees will be from the same pool of referees each week to assist with maintaining consistency There will be two (1) referee for the 2009, 2008 and 2007 divisions and no (0) referee in the 2010 division The Home Team is responsible for paying the Referees PRIOR to the start of the match. There are no Assistant Referees appointed to these games A Common sense and in the Spirit of the Game approach will be utilized by Referees when dealing with interpretations of the FIFA Laws of the Game including Fouls and Misconduct. The Decisions of the Referee/s regarding facts connected with play are final. The Home Team will provide a Field Marshall/s who will be responsible for assisting the Referees and Team Officials with Parents / Spectators

50 LAW 8 The Start and Restart of Play Players will be checked in with their team a minimum of fifteen (15) minutes prior to the scheduled kickoff time Or immediately after the prior match when referees have back to back games All matches will begin with an International walk-out, handshake and coin toss which will occur five (5) minutes prior to the scheduled kick off time. Matches will KICK-OFF on time Kick off will alternate teams at every period Teams will only change ends of the field at half time

51 LAW 9 The Ball in and out of Play / LAW 10 The Method of Scoring / LAW 11 - Offside The Ball in and out of Play Lines will be marked according to the league specifications using either permanent lines, tape or a combination of flat markers and disc cones Since the games are about player development, there are no standings, and no assistant referees, the ball in and out of play determination by the referees will be favored toward game flow The Method of Scoring Games MAY end in a draw Offside CITY DEVELOPMENT LEAGUE A player is not in an offside position if: before the offside line where played (2009, 2008 and 2007 Divisions) Note: There is no offside rules in the 5v5 games (2010 division)

52 Law 12: Fouls and Misconduct - Disciplinary Sanctions for Players / Team Officials Fouls and Misconduct will be as per the FIFA Laws of the Game The purpose of the games is not the result in terms of score, but instead it is the development, safety and well being of the players. The games will be handled in a manner which is considered to be fair and in the interest of the spirit of the game. Team Officials and Spectators are to act in a responsible manner and are subject to the New York City FC Code of Conduct. Clubs are responsible for their Spectators.

53 Yellow Cards Any player who accumulates three (3) yellow cards during the regular season, friendlies and scrimmages related to the league will be suspended for their next scheduled match. This is a cumulative total over the season. Should a player accumulate a further two (2) yellow cards during the above-mentioned period, the player will incur an automatic suspension of an additional one (1) match. If a player receives two (2) yellow cards in one (1) match, these two yellow cards will be counted as one (1) yellow card and is added to the cumulative yellow card total, plus the Player will receive an automatic one (1) match suspension for being shown a red card. Disciplinary cards issued throughout the program will continue into the showcases and winter leagues.

54 Red Cards Serious Foul Play and Violent Conduct will not be tolerated. A player that receives a red card during a match must leave the field of play but CAN be substituted. The Player who received a Red Card will take no further part in the match A player receiving a red card as a result of two (2) cautions in one match will receive an automatic one (1) match suspension. Common sense will be utilized by Referees when issuing Misconduct. E.g. A foul which is committed with the intent of playing the ball (not deliberately denying a goal), will be penalized based on the seriousness of the foul and not shown a Red Card simply because it was in a position which typically could be considered denying an obvious goal scoring opportunity. Obvious and deliberate denial of a goal scoring opportunity will still be a red card.

55 Disciplinary Committee New York City FC is required to have a disciplinary committee for US Club Soccer. We propose to have the following: Sporting Director, Academy Director, and League Administrator (New York City FC) Plus 3 Affiliate Member Clubs rotating yearly alphabetically according to club names. Year 1: DUSC, MSC, MO Year 2: NYSC, TSF, WC

56 LAW 13 Free Kicks / LAW 14 The Penalty Kick FREE KICKS TYPES OF FREE KICK Free kicks are either Direct or Indirect POSITION OF FREE KICKS all opponents must be at least seven (7) yards from the ball All indirect free kicks awarded inside the Penalty Area, will be taken from the top of the Penalty Area line nearest to the position of where the free kick was awarded PENALTY KICKS POSITION OF THE BALL AND PLAYERS Penalty Kicks will be taken from the center of the top of the Penalty Area line. GOAL KICK PROCEDURE Goal Kicks can be taken from any point within Penalty Area CORNER KICK PROCEDURE The ball must be placed in the corner (on fields where there are no corner arcs marked)

58 The Technical Area September 3, 2017 Both teams will be on the SAME side of the pitch within their own Technical Areas. The technical area extends 1 m (1 yd) on either side of the designated seated area and extends forward up to a distance of 2 meter (2 yards) from the touch line The Technical Area will be marked out with specific markers A maximum of four (4) non-playing team officials and other personnel may sit within the Technical Area, provided they have a valid New York City FC ID Card The occupants of the technical area must be identified before the beginning of the match and must also be on the game roster Only one person at a time is authorised to convey tactical instructions from the technical area The team officials must remain within its confines except in special circumstances, e.g. with the referee s permission, to assess an injured player The team officials and other occupants of the technical area must behave in a responsible manner

59 Matters Not Provided For The Host Club shall, in conjunction with New York City FC, may issue any instructions necessitated by special circumstances that may arise during the program. These instructions shall form an integral part of these Rules of Competitions Matters not provided for in these Rules and cases of force majeure shall be decided by the Host Club in conjunction with New York City FC. These decisions shall be final. Nothing contained herein shall prevent the Host Club of the Competition from taking a course of action to meet unforeseeable circumstances not covered by the Rules of Competition contained herein.
