gwinnettcounty parks & recreation BASKETBALL LEAGUE RULES AND REGULATIONS I. GOVERNING BODY a. The governing body of this league will be the Gwinnett County Parks and Recreation Department. b. Final decisions concerning the operation and activities of this league will be made by Gwinnett County Parks and Recreation. II. ELIGIBILITY a. Players must be 18 years of age, prior to January 1 st of the current year, to be eligible for Gwinnett County Parks and Recreation league play, and to participate in GRPA District and Stat Tournaments. b. A person can only be listed on one roster. c. Professional and semi-professional athletes are not eligible to compete. d. New players may be added to team roster prior to the seventh (7) scheduled game. e. Each team must have a roster posted with the league coordinator at the first game. All players are ineligible until the roster has been turned into league coordinator. III. CONDUCT OF PLAYERS, COACHES, SPECTATORS, ETC. a. Each team is responsible for the conduct of its players and spectators. b. NO SMOKING, CHEWING GUM, FOOD OR DRINK in the gym. Water is allowed. c. Profanity, unsportsmanlike conduct, verbal or physical abuse will not be tolerated and will result in prohibition or suspension. d. An official or league manager may request any players, spectator or manager to leave the premises, Failure to do so will result in suspension and/or forfeiture. e. Alcoholic beverages and intoxicants are prohibited. Disciplinary action will result in reprimand to suspension. f. Any player who so much as touches a referee, player or league official in anger, or threatens to do him bodily harm, will be suspended from the league. g. A minimum penalty for any player expelled from the gymnasium because of unsportsmanlike or rowdy conduct will be suspension from the next league game in which his/her team plays including playoff and tournament games: 1. On a player s second offense, the player is suspended for the next two (2) games in which his team plays. 2. Third offenses shall result in automatic expulsion from the program for the remainder of that season.
h. Any technical fouls drawn for unsportsmanlike conduct shall disqualify the charged player from further participation for the remainder of the half in which the foul was called. i. Gwinnett County Parks and Recreation reserves the right to suspend any or all players, coaches and managers for unbecoming conduct before, during, or after a game. j. A referee may forfeit a game if any player, squad member, or bench personnel fails to comply with any technical foul penalty, or repeatedly commits a technical foul or other act which makes a travesty of the game. IV. GAME a. All games will be played in accordance with Georgia High School Association Rules, unless contrary to league rules. The official rulebook for this body is the National Federation of High School Athletic Associations Rulebook. b. No rings, watches, or other ornaments may be worn in the game. c. Teams will be given ten (10) minute grace period for the first game of the evening only. However, if a team has three (3) players available, the game will start immediately or as soon as a third (3 rd ) player arrives. After the ten (10) minute grace period, the team failing to place three (3) players on the floor shall forfeit the contest. A 4 th and 5 th player may be added to the game (during dead ball only) once they arrive. d. All players must wear a numbered jersey of similar color to participate in the game. Each jersey must have legal numbers on front and back that are permanently attached (no duplicate number or taped numbers). If an undershirt is worn, it must be similar in color to the jersey. Legal numbers consist of 00, 0, 3, 4, 5, 10-15, 20-25, 30-35, 40-45, and 50-55. e. The penalty for any illegal number is a technical foul when the player enters the game (one time penalty only). f. Teams that have ordered, but not received uniforms may submit a note or order form from the sporting goods store the uniforms were ordered from, as proof the uniforms have been ordered and their date of arrival. g. Each manager will submit a written line-up to the official scorer ten (10) minutes prior to game time. The line-up shall contain the first and last names of each player who intends to play and his jersey number. h. Shoes are mandatory for play in all divisions. Shoes shall be smooth and soft-soled for athletic use. i. All games will be divided in two (2) twenty minute running halves. The clock will stop only on official time outs, injuries and unnecessary delays of game. The clock will stop in accordance with Georgia High School Athletic Association rules the last two (2) minutes of each half. j. 1-if-1 free throws will be shot on the seventh (7) team foul of each half. On the tenth (10) team foul, an automatic two free throws will be shot. k. Players may substitute on dead balls only. l. If inclement weather occurs, please call 770-822-8882 for game cancellations.
m. A two (2) minute overtime will be played with clock stopping in accordance with GHSA rules. V. PROTESTS (any protest must be accompanied with $100 check or cash) a. Protests shall not be allowed on any judgment call. b. If a protest concerning misinterpretation of playing rules is to be made, it must be made following the designated procedure: 1. Manager calls time out and notify the official and scorer at point of infraction. This must be done prior to the next live ball. 2. Submit a written protest with the required protest fee of $100.00 per protest to the Gwinnett County Parks and Recreation Division Athletic Supervisor within 24 hours (excluding weekends). 3. Each protest must outline the events as they transpired and must cite specific rules, sections and sub-sections to bear out the protest. c. Protests on player eligibility must follow these rules: 1. Manager call time out and notify the official and gym manager 2. must be made while player is participating in game 3. a fee of $100.00 must accompany each protest on player eligibility 4. play will continue 5. player in question must submit proper identification to gym manager within 15 minutes of conclusion of present game d. When a protest is upheld, the protest fee will be returned. If the protest if not upheld, the protest fee will be forfeited. e. Any protested game or game suspended for any reason, that shall be replayed at a later date, will begin at the point the game was suspended or at the point of protest. NO GAME SHALL BE STARTED OVER. f. The Gwinnett County Parks and Recreation Department reserves the right to forfeit games when it discovers the use of ineligible players. This may be done with or without the benefit of a protest. VI. SPECIAL RULES AND REGHULATIONS ON FEES POLICY a. Open League Competition Eighty percent (80%) of the players on each team must live or work within Gwinnett County to receive normal rates. The responsibility of proof lies with the team. Any doubts will mean disqualification. Teams not meeting the 80% requirement will be charged an additional 50% percent of the entry fee. b. Industrial Men s Division
Participants must be bona-fide employees of one company or one government subdivision police, teachers, firemen, etc. NOTE: Industrial Division-the company must be within Gwinnett County boundaries to receive normal rates. 100% of the team roster must work for the same company. Industrial teams not meeting these boundary requirements will be charged an additional 50% of the entry fee. c. In case of league standing ties, winners will be determined by: 1. Head to head competition (margin of victory). 2. Margin of victory against highest place team. VII. PROPER IDENTIFICATION a. Birth certificate, certified abstracts of birth, hospital records, notification of birth, notification of registration, certificate of registration and regulation military identification cards, government ID from US Department of Immigration and Naturalization, passports, adoption records, notarized correctional institution records, or clearly processes and readable copies of such shall be considered and referred to as acceptable birth records for GRPA competition. Also, Georgia Department of Public Safety personal ID cards issued for check cashing, etc., are acceptable if date of birth is affixed. 1. Driver s license and learner s permits from any state shall be acceptable birth records for participants of the ages 15 and over, as long as the date of birth appears on the Driver s License or Learner s Permit. 2. If a name change is involved which is different from the acceptable birth records, a copy of the court order granting the name change must also be presented. An official written statement notarized by a notary public and approved by signature from a parent or guardian may be sustained if a copy or an official notarized statement shall not be considered as acceptable birth records, but only as evidence that the acceptable birth record presented is the true and accurate birth certificate, certified abstract of birth, hospital record, military identification or copy of such, etc. If you have nay questions concerning this or any rule, contact the Athletic Department at 770-822-5152. GRPA DISTRICT AND STATE REQUIREMENTS VIII. ELIGIBILITY
a. For Church Adult Men s Division, participants must be minister-approved members and minister-approved regular attenders of the sponsoring church. 1. The church team s GRPA Official Roster must be approved by the signature of the sponsoring church s minister alongside the signature of the agency director or superintendent. 2. Only church league teams are eligible to represent an agency in GRPA Church Division competition. No league all-star teams are allowed, but a industry is allowed to pick-up additional players who participated in the agency s local basketball program during the regular season and for the purpose of playing GRPA competition. They must meet the GRPA church eligibility and also must all other GRPA requirements to participate in the church division. b. For Industrial Adult Divisions, participants must be bona fide employees of one company or one government subdivision. Only Industrial league teams are eligible to represent an agency in GRPA Industrial Division competition. No league all star teams are allowed, but an industry is allowed to pick-up additional players who participated in the agency s local basketball program during the regular season for the purpose of playing in GRPA competition they must meet GRPA industrial eligibility and also meet all other GRPA requirements to participate in the industrial division. 1. To qualify as a bona fide employee, a person must work the minimum number of hours per week which is no less than 30 hours worked in the industry by the average fulltime employee. 2. A player who has established seniority at this job and is temporarily laid off may continue to represent his team in the industrial division until he or she takes or receives another full-time employment. 3. GRPA Official Rosters for Industrial teams must be approved by the signature of the sponsoring industry s personnel director alongside the agency director or superintendent. c. A person may play in the Open Basketball Division in their Local Program and also play in Church and/or Industrial GRPA Championship play if they meet Church and/or Industrial eligibility requirements. IX. EQUIPMENT a. Shoes are mandatory for play in all divisions. Shoes shall be smooth and soft-soled for athletic use. b. Mandatory uniforms shall be matching or like color jerseys with factory type legal numbers only on front and back as described in the Georgia
High School Athletic Association Rule Book.
