The 2018 A State Tournament is being held at Southeast Athletic Complex (Rainier Beach High School) & Southwest Athletic Complex (Chief Sealth High School) in Seattle, WA. ALB Area 1 will host 16 teams from around the State. The A State Tournament will be 16 team double elimination bracket state tournament. All head coaches are required to RSVP by Tuesday July 24 th with the number of players/coaches that are expected to attend the dinner on Friday, July 27 th, hosted at Renton High School. Mandatory coaches/umpire meeting is Friday, July 27 th at 7:00pm. Remember to bring your team kit & required paperwork to the Tournament! All teams that qualify need to have rosters added to game changer. Team picture needs to be sent to Jasmine Vail on Monday July 23 rd. 2018 ALB A State Tournament Rules General Playing Rules & Guidelines 1) Uniforms/Team Kit: Coaches and players must be in uniform and also listed on Form 1 to be allowed in dugout and on playing field. Official ALB patches must be worn at all times Players and coaches not wearing official ALB patch will be removed from the contest. Be prepared to have your team kit reviewed by Commissioners, to include Form 1 rosters, player Form 2 s, birth certificates, and insurance certificates. 2) Tournament Admissions: It is very important for our coaches/managers to notify your players, families and fans that there will be Tournament admissions charged at the gate. 3) Recommended fees are subject to change FAMILY TOURNAMENT PASS (2 Adults plus all family children) $50.00 ADULT SINGLE TOURNAMENT PASS $20.00 SINGLE GAME ADULT $5.00 SENIORS & STUDENTS (11-18 years) $4.00 MILITARY & CHILDREN UNDER 10 years Free 4) Home/Away teams: At the managers meeting, on the evening prior to the tournament beginning, the tourn ament director (senior commissioner) will oversee the coin flips, in advanced, for every game throughout the tournament. Exception: The host team will always have their choice of dugout throughout the tournament and play the evening games on days 1 & 2. 5) Line-up Cards: legible line-up cards with first and last names of players and coaches must be completed and given to the announcers in the press box, forty-five (45) minutes prior to the game. 6) Batting practice: Teams should arrange for field and batting practice times with Tournament Officials. No hitting into fences at any of the fields. Batting cages will be available at both tournament locations and will be available to teams up to 90 minutes before teams scheduled start times. IN/OF only if time allows & teams must be ready for infield/outfield practice when their time comes. 7) Infield/Outfield: Teams must be ready for infield/outfield practice when their time comes. Home team will take infield first, 30 minutes prior to game time and visitors 20 minutes prior to game time. Maximum 10-minute infield/outfield practice. There may be times when scheduled games enter extra innings, therefore infield/outfield may not be allowed. 8) All A State Tournament games are seven innings. 9) Coaches are encouraged to call their respective newspapers, bloggers prior to 10:00 p.m. and report game results and highlights. 10) TEN RUN MERCY RULE: The ten run rule will apply to league, district and state games; 4½ 5 innings in a seven inning game. 11) Substitutions and Re-entry: follow the same guidelines as NFHS. Starters only may re-enter (once) after being substituted for. 12) Courtesy Runners JUNIOR AMERICAN LEGION BASEBALL may use the courtesy runner rule for their respective Junior American Legion program: Teams have the option to use a courtesy runner for the pitcher and/or catcher at any time. The umpire-in-chief shall record courtesy runner participation and announce it to the official scorer. For speed -up purposes, it is recommended that the courtesy runner be used with two men out in all games. CLARIFICATION the courtesy runner rule does not apply to a pinch-hitter for the catcher unless the catcher has been re-entered. A team may not use the same runner for the pitcher and catcher in the same inning. The courtesy runner may not be removed from a base to become a pinch hitter. A player removed from the game may not be used as a courtesy runner. Should the courtesy runner pinch hit, pinch run or enter the game at any position, he will no longer be eligible to be a courtesy runn er. A player who violates the courtesy runner rule is considered an illegal substitute. 13) Designated Hitter JUNIOR AMERICAN LEGION BASEBALL may use the following designated hitter (DH) Rule for their respective Junior American Legion program: A hitter may be (not mandatory) designated for any one starting player (not just pitchers) and all subsequent substitutes for that player in the game. A starting defensive player cannot be listed as the designated hitter in the starting lineup. A designated hitter for said player shall be selected prior to the start of the game, and 5

his name shall be included on the lineup cards presented to the umpire-in-chief and to the official scorer. Failure to declare a designated hitter prior to the game precludes the use of a designated hitter in that game. If a pinch hitter or pinch runner for the designed hitter is used, that player becomes the new designated hitter. A designated hitter and the player for whom he is batting are locked into the batting order. No multiple substitutions may be made that will alter the batting rotation. CLARIFICATION The role of the designated hitter is terminated for the remainder of the game when a) the defensive player, or any previous defensive player for whom the designated hitter batted, subs equently bats, pinch-hits or pinch-runs for the designated hitter, or b) the designated hitter or any previous designated hitter assumes a defensive position. 14) No Fakes to third base: OBR 3 to 1 move is illegal. 15) Warm-up Pitches: Maximum of 5 warm-up pitches between innings for pitchers. 16) Pitching/innings - JUNIOR AMERICAN LEGION BASEBALL No player may pitch more than a total of 10 innings during any consecutive three-day period. No player may make more than three appearances as a pitcher during any cons ecutive three-day period. PENALTY The game shall be forfeited if a protest is filed with the umpire-in-chief before the last out of the game. 1. Should a double or triple play cause a pitcher to exceed the permitted 10 innings in three consecutive days, that action in and of itself shall not be construed as a violation of this rule. 2. Any player may be removed from the pitching position and remain in the game at another position. However, a pitcher will be automatically removed when a coach makes two trips to the mound in the same inning, and that player cannot return as a pitcher in that game. 17) FORCE SLIDE RULE is same as NCAA (8.4) On any force play, the runner must slide on the ground and in a direct line between two bases. It is permissible for the sliders momentum to carry him through the base in the baseline extended. Contact with a fielder is legal, and interference shall not be called if the runner makes a legal slide directly to the base and the baseline extended. If contact occurs on top of th e base as a result of a pop-up slide, this contact is legal. PENALTY for force slide infraction is to call the runner out for the interference and the Batter-Runner also, regardless if the defense could have completed the double play. 18) INTENTIONAL WALKS: OBR NO pitches need to be thrown to hitter. 19) Balks: OBR balks are live. 20) Bat Rule: 1. Wood bat. The bat must be a smooth, rounded stick not more than 2¾ inches in diameter at its thickest part nor more than 42 inches in length. An indentation in the end of the bat up to 1 inch in depth is permitted (cupped bats). 2. Non-wood bats. Metal, ceramic, composite or graphite bats may be used provided they do not exceed 36 inches in length and the maximum diameter is 25/8 inches. 3. Any non-wood bat must have the BBCOR certification code marked on the barrel of the bat. 4. Any non-wood bat that does not display the approved certification mark or in the umpire s judgment has been altered shall be removed from the game, and the player and team manager shall be ejected. 21) Ejection from the Ballpark. Any player, coach or manager ejected by an umpire must leave the ballpark. 22) Rainout procedure: In case of rainouts or rain delays, suspended games must be completed prior to the start of the next scheduled game. Teams will be notified by the Tournament Director or Commissioner-in-charge. All games will be moved one day at a time for rainouts. 23) Protests & Appeals: Same procedure as NFHS. Protest committee will be final decision by umpire 24) A suspended game completed on the following day will not count toward two (2) games in Rule 1.I. These teams can still play an additional two (2) full games. 6
