ASMFC Draft Addendum to the Striped Bass Interstate Fishery Management Plan proposes implementing a mandatory commercial tagging program for all states and jurisdictions with commercial striped bass fisheries... These options are intended to prevent commercial striped bass quota overages and illegal harvest of striped bass... The addendum includes: Tag Information & Type Tag Timing Tag Allowance Tag Accounting Reporting Striped Bass Exportation 4

ASMFC Draft Addendum to the Striped Bass Interstate Fishery Management Plan Tag Allowance State system for the distribution of tags Option 1 No Action Option 2 Biological Tag Allowance required to distribute commercial tags to permit holders based on a biological metric (i.e. average size/weight). intended to prevent quota overages. In MD, this would also help with the problem identified by the SBWG with incentive for illegal tag use/misreporting. Law Enforcement Committee: Specifically mentions the Southern MD Case Mentions VA as an examples of a state with Bio Tag Allowance Goal should be to reduce the availability of excess tags 5

ASMFC Draft Addendum to the Striped Bass Interstate Fishery Management Plan Commercial Tags: Using Biological Metrics would save us $144,500 There would be 825,000 less tags issued 2011 Biol. Metrics Ordered 1.6 M 600,000 Issued 1.4 M 575,000 Cost $225,000 $80,500 7

Goals of the New Management System DNR Industry Develop a plan for the long term sustainability of the commercial fishery X X Develop a plan that keeps harvest within the quota / stock health X X Optimize economic efficiency X X Develop a cost effective management system that operates within the budgetary limits of the Department X? Elements of the New Management System For Example (Eligibility): Critical to defining Who can participate in this fishery (Permit Holder) What will be used as criteria to be eligible Current Permit Holders Currently ~1200? Only active permit holders Currently ~ 700? Longevity in the fishery Since the beginning / grandfathering? Income dependant Full Time Waterman New Entrants /Recently acquired a permit. (How will they be able to enter) Eligibility Flexibility Transfer Tag System IFQ s w/ individual allocation 10
