FACILITY Site of the 1990 Goodwill Games; 2008 and 2012 NCAA Men s Division 1 Championships; and many U.S. Open, Junior Nationals, and Nationals. Two 25 yard, 9 feet deep, 8-lane competitive pools. The area between the bulkheads is closed at all times. The course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, locker rooms, or starting block area. Deck changes are prohibited. Hospitality: Refreshments will be available for coaches and officials in the Hospitality Room. Swimmers, timers, and spectators are not allowed. Parking: Available at the Aquatic Center and in the Federal Way Little League parking lot to the east. Illegally parked cars will be ticketed and towed by the Federal Way Police Dept. Do not leave valuables in vehicles. Carpooling is strongly recommended. RV Parking: Contact the Meet Director to obtain a permit prior to meet. A limited number of permits are available. RVs parking in lot without a permit will be asked to move or towed if necessary. RV parking is available in the north parking lot only. Dry camping--no sewer, water, or electricity. RV s and trailers with pop-outs may not park in outside perimeter spaces on the west, north, or east (uphill) sides of the parking lot. Units with pop-outs may only park next to planter islands in the center pull-through spaces so that pop-outs overhang the islands. ELIGIBILITY: All swimmers must be registered with USA Swimming and Pacific Northwest Swimming. Age groups are based on the age of the swimmer as of the first day of. Age groups for will be 10&Under, 11-12, and 13-14. With the exception of individual bonus swims clearly identified as such, entries must meet the published qualifying times. Entries that do not meet these standards will be scratched without notification and entry fees will not be refunded. Swimmers must have met the 2017 14&Under SC PNS Championship qualifying time in USA Swimming sanctioned, approved, or observed between September 1, 2016, and the entry deadline. Times in compliance with PNS AD 02-01 may also be used, but must be identified as such on all entry reports. Swimmers with a disability must have met the PNS Disability Championship qualifying time by classification in USA Swimming sanctioned, approved, or observed between September 1, 2016, and the entry deadline. Times in compliance with PNS AD 02-01 may also be used. ENTRY INFORMATION: Each swimmer may enter up to a maximum of six (6) individual events but no more than three (3) per day. Entries exceeding this limit will be scratched without notification, and entry fees for entry count limitation scratches will not be refunded. Each 10&U swimmer may participate in one medley and one freestyle relay. Each 11-14 swimmer may participate in one medley relay on Friday, one medley relay and one freestyle relay on Saturday, and one freestyle relay on Sunday. Neither on-deck USA Swimming registration nor transfer into PNS will be permitted. Deck entries will not be permitted. All USA Swimming registration numbers will be verified with the PNS registration database. PROOF OF TIME: The qualifying period for all entries is between September 1, 2016, and the entry deadline. With the exception of alternate acceptable times complying with PNS AD 02-01 and clearly identified as such on all entry reports, all individual entry times including bonus swims submitted must be in USA Swimming's SWIMS database by the meet entry deadline and will be reconciled with SWIMS. Entry times that are neither in SWIMS nor complying with PNS AD 02-01 will be scratched without notification and entry fees will not be refunded. Converted times may not be used. BONUS SWIMS: A swimmer entered in one or more individual events may also enter one (1) and no more than one (1) bonus event, subject to the event limits stated above. The bonus event must be entered with the swimmer's best-achieved time and will be subject to the same qualifying time period and proof of time requirements and penalties as qualifying times. Bonus swims must be clearly identified in submitting entries; teams using Team Manager must designate bonus swims on the Meet Entries Screen. NT ("no time") entries are not allowed except as follows: A swimmer with a 500 Freestyle qualifying time may enter the 1650 Freestyle as a bonus event as NT. If not entered into the 500 Freestyle, proof of that qualifying time must accompany the entry. Please be advised that bonus swims may not import into Meet Manager from non-hy-tek products. If entries are submitted using non-hy-tek products, hard copies of entries must accompany submission of entries with bonus events clearly marked. If hard copies do not accompany submission of entries, any non-qualifying times will be automatically scratched without notification and entry fees will not be refunded.

ENTRY FEES: Surcharge: $15.00 Individual Event: $ 7.00 Relay: $12.00 No refunds or credits will be given for events entered but not swum; no event swapping. All fees must accompany entries. AWARDS AND SCORING: Individual events: Medals 1st - 8th places, ribbons 9th - 16th places. Individual high point awards for each age group and gender, based on individual events only. High point award will be based on standard points as listed in scoring below. Relay events: Medals 1st - 3rd places, ribbons 4th - 16th places. Team trophy: 1st - 10th place teams Scoring: Individual events 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1. Relay events 40-34-32-30-28-26-24-22-18-14-12-10-8-6-4-2. While there is no limit to the number of relay teams a club may enter in a relay event, no more than two relay teams per club may score or be awarded in each event. Presentation of medals to the first, second, and third place finishers in 11-14 individual events will be made during Finals. Relay and 10&U awards will not be presented. Each team is responsible for picking up its swimmers awards at the end of the meet MEET RULES: Current PNS and USA Swimming rules govern throughout the meet, including warm-ups. Seeding will be SCY-SCM-LCM. This is a prelim/final meet for all events except: o All 10&U events o All relay events. o All 400 IM, 500 freestyle, and 1650 freestyle events. There will be two heats of Finals for all 11&O Prelims/Finals events. See the Order of Events for more information. The national championship eligibility and technical rules protest policies apply. Details of any changes to normal meet operations protocol will be announced at the Coaches Meeting. It shall be the swimmers and coaches responsibility to acquaint themselves with all of the information contained in this meet information announcement and any information or changes announced at the Coaches Meeting Distance Events: 10&U 500 Freestyle: These events will be pre-seeded timed Finals. No check-in is required. These events will be swum slowest to fastest in event number order. Meet Referee may combine genders to accommodate the usage of pool time Timers will be provided for 10&U swimmers. Swimmers must provide their own counter (if desired). 11-14 500 Freestyle, 1650 Freestyle and 400 IM: These events will be deck-seeded timed Finals. All participating swimmers must check in by the positive check-in deadline in order to swim. See Scratch and Check-in Procedures below. Swimmers must provide their own timers. Distance freestyle swimmers must also provide their own counter, if desired. 400 IM and 500 Freestyle: These events will be seeded and swum fastest to slowest in event number order. The Meet Referee may combine genders to accommodate the usage of pool time. 1650 Freestyle: The top-seeded eight (8) swimmers in each age group and gender who check in will be seeded separately and will swim as follows: 11-12 girls, 13-14 girls, 11-12 boys, and 13-14 boys. The remaining heats will be seeded and swum together fastest to slowest, combined age groups and genders. Relays: All relay events: All relay events will be pre-seeded. The completed (white) original copy of the relay slip is due to the Clerk of Course by the deadline listed on the first page. Swimmers must take the (original pink) lane copy of the relay slip with them to give to the timer in their lane to verify the order of swimmers participating prior to the start of the heat. 11&O 200-yard relays: The fastest sixteen (16) relay teams by seed time -- but no more than two (2) per club will swim during the Finals sessions. All others will swim during the Prelims sessions as indicated in the Order of Events. If fewer than sixteen teams enter any 11&O 200-yard relay event, then all relays in that event will swim in Finals. SCRATCH RULES: The USA Swimming National Championship scratch procedure and no-show rule will be used at this meet, unless otherwise specified below. These rules are described in the 2017 USA Swimming Rules. SCRATCH AND CHECK-IN PROCEDURES: All 10&U individual events, all 11&O preliminary heats, and all relays: No check-in requirement; no penalty for failure to show. 11&O timed Finals distance events: Swimmers must check in with the Clerk of Course by the announced deadline in order to swim. Swimmers not checking in for these events will automatically be scratched without penalty. Swimmers checking in for these events who fail to show for the swim will be disqualified from the next individual preliminary or timed final event in which they are entered. Finals and Consolations: Swimmers whose names are announced as qualifying for the Finals or Consolation heat of any Prelims/Finals event who fail to show will be barred from competing in the rest of the meet unless properly scratched or as noted in USA Swimming rule 207.11.6E. Intention to Scratch: Once event results are announced, finalists and consolation finalists have 30 minutes to declare their intention to

scratch. Swimmers declaring an intention to scratch will have 30 minutes after completion of their last preliminary (not timed final) event to finalize their intention to scratch. There is no penalty for scratches during this time. Athletes who are seeded into an event as a result of other athletes scratching will not themselves be penalized for a failure to properly scratch. Reseeding to include scratches made after the scratch deadline may occur at the discretion of the Meet Referee. WARM-UP PROCEDURES: Circle swim counter-clockwise only. Last hour of each Prelim session warm-up period, and last half-hour of each Final session warm-up period: Lanes 1 & 8 pace lanes, no diving Lanes 2 & 7 sprint lanes, dive starts, return in lanes 3 & 6 Lanes 3, 4, 5 & 6 general warm-up, no diving Additional sprint lanes may be made available upon request to the Meet Referee. Pool closed promptly ten (10) minutes prior to the start of. Warm-up may be modified at the discretion of the Meet Referee to accommodate the number of swimmers entered. SAFETY: No diving from the blocks or sides of pool except for designated sprint lanes during designated times in main pool. Jumping into the pool is not allowed. The space between the bulkheads is closed at all times. Backstroke swimmers enter the water feet first in rotation; no diving over persons in the water. Deck Marshals will be assigned to supervise the warm-up. Deck Marshals have the authority to remove any swimmer, coach, or club who does not follow the safety rules during warm-ups or the meet. Coaches are responsible for their team s swimmers throughout the meet, including warm-ups and warm-downs. All participating swimmers must be under the supervision of a USA Swimming member coach and may not enter the water at any time unless under the supervision of said coach. The Meet Director or Meet Referee may assist a swimmer in making supervision arrangements, but it is the swimmer s responsibility to make arrangements prior to the start of warm-ups and to so notify the Meet Referee. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. Shaving is not permitted anywhere in the facility. TIMERS: Participating teams will be assigned lanes for timing during Prelims by the Meet Director. Please email your schedule of timers to the Meet Director prior to Monday December 4, 2017. Lane assignments for Prelims timers will be posted on the PNS web site www.pns.org and in the Heat Sheet. Timers for Finals will be provided by the meet host. OTHER NOTES: It is understood and agreed that USA Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. It is further understood that Pacific Northwest Swimming, the Bellevue Club Swim Team Boosters, and the Bellevue Club Swim Team shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. Only credentialed athletes, coaches, officials, authorized volunteers and facility employees are allowed on deck or in the locker rooms. All volunteers must check in prior to their assigned shift for a name tag which must be displayed while on deck. All others must remain in the designated spectator area or in public lobbies and are not allowed in the natatorium unless timing or counting for an event in which swimmers must provide their own timers and/or counters. In order to be on deck and serve in their official capacity, all coaches, officials and any other person required by sanction to be members of USA Swimming shall visibly display their membership credentials at all times. All persons acting in any coaching capacity must be coach members of USA Swimming. Alcoholic beverages, tobacco products of any kind, and glass containers are not allowed in the swimming venue. Any act of theft, vandalism or similar action will result in immediate disqualification from the meet and the loss of any points accumulated toward team standings by the individual. Team Areas: Please keep your area clean, and pick up all trash before leaving each session. Lost and Found: Items will be left in place during the meet. After the meet, contact KCAC. Team Banners: Banners must be fabric. No helium balloons. PNS All-Star Team selection is based in part on the results from this meet. Information is available on the PNS website. TIME TRIALS: Time Trials will be offered at the Meet Referee s discretion each day should sufficient time be available between the end of all preliminary and timed finals events and the start of warm-ups for Finals. Each swimmer may enter one (1) Time Trial event per day. All Time Trials for distance events (500 Free, 400 IM and 1650 Free) will be limited in lane availability and may be swim during the preliminary session at the Meet Referee s discretion. Distance freestyle swimmers must provide their own counter, if desired.

A swimmer must be pre-entered into the Meet -- listed on a Master Entry Summary and Meet Surcharge paid prior to the Meet Entry deadline -- to be eligible for Time Trials. Relay-only swimmers are eligible for Time Trials. Swimmers may only enter those events offered for their age at this meet. Time Trial entry will be at the Clerk of Course. Each day's Time Trial entries will close at 11:00 AM. Time Trial fees must be paid at signup. Time Trial entry fees are $7.00 per individual event and $12.00 per relay event. OFFICIALS: We appreciate the help of USA Swimming certified officials from all teams. The dress is white shirt/blouse for Prelims and Finals; navy pants, shorts, or skirts (no shorts at Finals); white socks; and white shoes. Officials desiring an assigned position must submit their application no later than November 24, 2017. Preference will be given to those who agree to work all sessions. This meet has been designated as a training meet for N2 Officials Certification. Instructions for certification will be provided during the Officials' Meetings. All officials are welcome even if you don t apply in advance or can only work a few sessions!
