The Kiwanis Club of Wascanav Project Regina Intercollegiate Football League (History) Formation The Regina Intercollegiate Athletic Council, in 1953, formed the first high school football league in Regina. In early 1954 the objective of Kiwanis International was to promote youth activities. The boys and girls work committee of the Kiwanis Club of Wascana decided that something might be done to promote interest in high school football. The need for better football conditions for these young people prompted a committee under the leadership of Kiwanians Dr. Ben Bookhalter, Rafe Chadwick and Cliff Lamb, in co-operation with the school trustees of the time, to improve the playing conditions and control of the league. In March 1954, the first meeting of the Kiwanis committee and members of the intercollegiate council took place to initiate the first steps in forming an improved league. A number of meetings were held with the two groups. On May 1, 1954 a motion was passed in the minutes of the Intercollegiate Athletic Council That the secretary of the council contact Wascana Kiwanis to follow up negotiations on their proposals to sponsor high school football. Thus a new collegiate football league was formed. The league started with four high schools, Central, Balfour, Campion and Luther. The games were played on the school fields. A great stride forward came when Kiwanis decided to leave the cinder patches and mud bowls for better playing conditions at Mount Pleasant. In 1979 another great stride forward came when the league moved to Taylor Field. In the earlier years Kiwanis members handled all field supervision, security, public address announcing, ticket taking and the business administration of the league. The league grew from the original four teams to the number we have today which includes outside communities such as Notre Dame and Balgonie. The growth in the league of dictated many changes in its improvement to where it is now reputed to be the best high school football league in Canada.

DATES TO REMEMBER It is very unfortunate that only a few records could be found since the league was formed in 1954. The history contained herein was extracted from the records found. 1956 Scott Blues joined the league. The merit trophy was first awarded. This trophy was presented to the high school or College which displays the best school spirit during the football season. The schools and colleges were judged on the following points. (1) Cheer Leaders ability and originality (2) Student participation (3) Adult participation parents of players and students (4) Sportsmanship of student spectators 1957 Sheldon Williams Spartans joined the league. Quote from the 1957 program like many other activities that started with a small beginning this one has grown to a major undertaking. In fact, it can no longer be handled by a committee of our club but requires the united effort of our total 90 members. 1958 The Dad of the year was established. 1960 Two $300.00 scholarships were established for any youth involved with our high school football program who were entering post graduate studies. 1964 Thom Trojans joined the league. Campbell Tartans joined the league. 1965 Football in Regina was at the pinnacle of its popularity. The league play was attractive to fans and students alike, the brand of ball played was high. It was indicated that the graduating group of high school football players was the best ever. Their well oiled system continued as a dependable feeder system for Ram s football and some for professional ranks. The Rams under coach Currie were laying a foundation of a winning tradition. The Roughriders were hitting their stride in what would be a dynasty of their own. 1970 Alf Zimmerman was appointed commissioner.

1971 A two tier system was formed splitting the eleven teams into the A Conference and the B Conference. Once again the high school football spit one outstanding player after another. Our own member, Steve Mazurak, was one of these. He became one of the most consistent receiver in Ram history and then went on to star with the Roughriders. In the national final he turned the opposing defence inside and out, scoring three touchdowns in a phenomenal performance that had the pro scouts drooling. 1972 Compensation for workers stick boys $1.00 per game Time keepers $3.00 per game Ticket prices were increased Students increased from 40 cents to 50 cents Adults increased from 75 cents to $1.00 Season ticket books remained at $3.00 Miller Marauders joined the league O Neill Titans joined the league 1973 John McNeill was appointed commissioner. New Bylaws of the league were formed. Policing charged $7.75 per hour per man. Two officers were assigned along with one police car, (note of interest The high school league in Saskatoon was provided free police service and they received free rental at Gordie Howe Bowl.) A letter was written to Allen Sangster, President of the Roughriders, requesting the donation of four footballs. This request was turned down because of the financial position of the Roughriders. 1974 Ken Preston of the Roughriders offered the high school league four footballs at their cost of $17.00 each. This offer was made on the condition that it would not be made public Notre Dame Hounds joined the league. 1975 The structure of the league was changed to two new conferences; Eastern Conference Balfour, Campbell, Campion, Central Martin, Miller, O Neill, Thom Western Conference Luther, Notre Dame Scott, Sheldon Mouth guards became mandatory (note of interest- in 1928 helmuts became mandatory. They were immediately protested by both players and coaches alike

because they thought they would obstruct vision, were to bulky and that some players might use them as weapons against opposing players.) 1976 Weyburn Eagles joined the league. The structure of the league was once again changed. The two conference were named the Schwann and the Stewart Conferences. Doctor Schwann was associated with minor football with active support and with sports medicine. Bud Stewart was also very supportive and active in minor football. 1978 Norm Sandvik was appointed commissioner. No records were found as to when Usher unicorns, Johnson Wildcats and Yorkton joined the league. 1980 Lorne Ashton was appointed commissioner. 1987 Doug Folk was appointed commissioner 1989 Ralph Liepold was appointed the Kiwanis chairman of high school football. 1990 Mike O Donnell was appointed commissioner 1991 Dale Clark was appointed as the Kiwanis chairman of high school football 1994 Ron Pettigrew was appointed commissioner 1996 The football scholarships were increased from 2 to 3. The scholarships were named after three chartered members of our club who did have a great deal of involvement with football, namely Ben Gofine, George Bothwell, and Dr. Norman Church. The scholarships have a value of $500.00 awarded to those students who were involved with the football league and who are continuing with post education.

2001 Mike O Donnell was again appointed as football commissioner 2003 Howard Schweitzer was appointed as football commissioner 2005 Greg Johnson was appointed as commissioner The city of Regina workers went on strike which meant no games were played at Taylor Field. The games were played at the Ram s field at the university of Regina and at Douglas Park. 2007 Stewart White was appointed as the Kiwanis chairman of high school football The Usher unicorns dropped out of the league In memory of Dale Clark a Spirit of the Year award was established in his name. It is to be awarded to the team in the Stewart conference which displays the greatest school spirit. 2008 The Balgonie Greenall Griffins joined the league 2009 Linely Schaefer was appointed as the Kiwanis chairman of high school football A fourth scholarship was established in the name of Dr. Jack Huber in recognition for his participation in the high school football since its inception in 1954. 2010 Chuck Toth was appointed High School Football league commissioner. The Kiwanis Club of Wascana was inducted into the Regina Sports Hall of Fame in recognition of their sponsorship of the high school football since 1954. 2014 Angela Tillier was appointed High School Football League Commissioner.
