EQUESTRIAN SECTION RULES & REGULATIONS Competition is governed by rules of Franklin A&P Society and the rules & guidelines of the Royal Agricultural Society of N.Z. (Inc.) and it shall be deemed as if they have been printed in full in this schedule. Entry in competition at the Show is deemed to be acceptance of the Rules. PRIVACY ACT The Society holds records and names and addresses of all members and exhibitors and will publish these as necessary for media show reports unless advised. HORSE OF THE YEAR SHOW 2013 This is a Qualifying Show for Horse of the Year 2013. As you now require a Certificate of Qualification to enter, it is the competitor s responsibility to have the forms completed. You need to qualify for your title events so you need to get your qualifications filled out and wins signed off by the Show Secretary or Equestrian Convenor at the show. CERTIFICATE OF QUALIFICATION can be downloaded from the HOY website - www.hoy.co.nz/.../2013%20hoy% You need to carry this with you and get it signed off at the show. ENTRY FEES Unless otherwise stated, Members $7.00 (inc RAS Levy) Non-members $12.00 (inc RAS Levy) Member means financial member of the Franklin A & P Society. NOTE 1: The Society reserves the right to merge classes if there are insufficient entries, and to amend or alter the program as it sees fit. ENTRIES CLOSE 18 th JANUARY 2013 Late entries will be accepted until Friday 8 th February 2013, with a penalty of 50% on full entry fee. These entries will not necessarily be catalogued. NO ENTRIES AFTER THIS DATE. REFUND OF ENTRY FEES When a pony or horse is entered for the Show, and injury to the animal or rider prevents them from competing, subject to confirmation of a Veterinarian s or Doctor s certificate received at the showgrounds office by 9am on day of competition, 70% of the entry fees are refundable. If the horse or pony competes at the show or the appropriate certificates are not received within the specified time, the right to a refund is forfeited. Failure to comply with any of the rules will result in disqualification with no refund. PRIZE MONEY 1 st $20.00 2 nd $15.00 3 rd $10.00 (Except where otherwise stated) The Society reserves the right to substitute advertised prize money with either product or vouchers. PAYMENT OF PRIZE MONEY Except where otherwise stated, where there are fewer than six entries, 1 st & 2 nd only will be paid. Fewer than 3 entries, 1 st only will be paid. Ribbons will be awarded for other placings. All prize money is GST inclusive. All prize monies will be paid out by cheque post show. Cheques are to be banked within 3 months of receipt, thereafter they will be cancelled. EXHIBITOR PASSES Passes will be allocated to Exhibitors as follows: 1 and 2 horses 2 Passes 3 and 4 horses 3 Passes 5 and more horses 4 Passes All competitors who can t present tickets at the gate will be charged normal gate charges and there will be no refunds. OWNERSHIP OF EXHIBITS All horses must be entered in the same owner s name throughout the catalogue. The name of each horse must be supplied at the time of entry. FORBIDDEN SUBSTANCES Franklin A & P Society is an affiliated A & P Show to the Royal Agricultural Society of NZ and as such: a) The use of tranquilisers, stimulants or any drug capable of affecting the performance of horses or ponies is forbidden. b) Competitors are advised that tests for forbidden substances may be carried out during the show. c) Testing of all animals is at the owner s risk and will be carried out under RAS FSJC procedures. (RAS By-laws and Regulations Section rule 89) page 35-37 of the RAS Equestrian Rulebook. Any exhibitor not sure of the conditions should get in touch with the Secretary. HEIGHTS OF PONIES & HORSES Any pony 148cm and under may not compete in any horse event/hack ring. Any horse over 148cm may not compete in the pony event/pony ring. 1

HEIGHT CERTIFICATES All horses and ponies competing at A&P Shows must have a current annual RAS Height Certificate, an RAS Horse/Pony Identification card or an RAS Life Height certificate. These must be carried on the day of competition and produced on request. All prize winners will forfeit prize money if performance cards are not produced at the request of the stewards. A copy of the performance card forwarded with their entry. The exception applies to Donkeys & Mules, Welsh, Sporthorse, Arabs, Standardbred & Kaimanawa, providing those horses are not entered in any other section. BACK NUMBERS Your invoice will state your horses / ponies back numbers beside their names. You are entitled to use a number holder. Back Numbers will be available at the ring office and they must be returned, in a good condition, at the completion of the show. If not, a penalty of $10.00 will be charged. In the case of rider classes, if riding a horse not entered in the class, please use the entered pony s number as that will ensure any prize money won being credited to the correct exhibitor. DEFINITIONS A Novice is a horse or pony that is yet to win six classes in any division within the competitions provided at any A&P Show. All wins in Novice classes within each division count and must be recorded on the RAS Measuring and Performance card. Should a novice horse win an open conformation class, that win must also be recorded. Once a horse has achieved 6 wins in conformation or paced & mannered classes, this horse is not eligible to return to Novice status should it change sections at the beginning of the new Show season. An adult can ride a Novice Pony in Novice Pony classes only. A Newcomer is a Horse or Pony that has started the season as a Novice. They may be classed as an Open horse. An adult rider cannot ride a novice pony in the Newcomer section. An adult rider cannot ride a novice pony in a rider class. NOVICE CLASSES In the best interest of time, placings in the Novice classes can be taken from the circle and do not necessarily have to be given a work out. This decision is at the judges discretion. STALLIONS All stallions competing at this show must be exhibited with an S badge (stallion identification badge) attached to their bridle. These badges must also be displayed where the horse is being prepared or moving amongst other horses. JUMPING In jumping events, approved helmets must be worn. Safety hats must be worn when mounted. Acceptable Attire EQUIPMENT Whips Whips in ridden classes may not exceed 76cm in length, except adult side-saddle riders, who may carry a whip or cane no longer than one metre in length. Competitors in led classes may carry a dressage style whip. For a First Ridden Rider, a cane or whip not exceeding 68 cm, including flap 2cm wide by 4cm long, may be carried. Helmets All riders 16 years and under must wear protective headgear, which includes a retaining harness secured to the shell at more than two points. Refer rule 51. Adults riding in a safety helmet will not be subject to penalty. SUBSTITUTION Once entries are catalogued, changes cannot be made and cannot be penned, unless the error originates from the actions of the Show administration. (Exhibitors must check their entry forms carefully.) No horse or pony excepting those entered in the catalogue, or as part of a Trade Display, will be allowed on the grounds. SUBSTITUTE JUDGE The Committee reserves the right to substitute a judge PROTESTS & OBJECTIONS The determination of the judge shall be final as all between all competitors, unless an objection is made to any exhibit and allowed on the ground of disqualification. Any exhibitor who wishes to lodge a protest concerning any decision on the part of a Judge or any decision or act or omission on the part of the Franklin A&P or of any Official of the Franklin 2

A&P, shall lodge a protest form within 30 minutes from which the decision, act or omission occurred. A protest form is available from the Secretary s office. Every protest must be accompanied by a fee of $50.00 cash, and this amount shall be forfeited to the Franklin A&P if the protest is not upheld. The protest shall be determined by the Appeals Committee. Their decision shall be final and binding. No reasons for the decision shall be required. If a prize-winner were afterwards disqualified, the Committee may, with or without the advice of the judge, decide whether the next animal on the list shall gain the prize. SPORTSMANSHIP The purpose of our show is to provide our community & visiting competitors the opportunity to have an enjoyable day of fun & competition, therefore any person or persons who verbally or otherwise abuses fellow competitors, stewards, judges or show officials may be asked, at the discretion of the show committee, to leave the showgrounds. This show supports the RAS Yellow Card system, which will operate in the Equestrian Section of all RAS affiliated Shows and will be offered for any inappropriate behaviour toward Show officials, Judges, fellow competitors or any other third party connected with the Show bringing the equestrian discipline into disrepute, or cases which are of a less serious nature to the above in accordance with the Conduct of Members, Owners, Lessees, Competitors and/or Exhibitors as provide in the RAS Equestrian Competitors and Judges Rulebook and rule 13 of the RAS Constitution. Implementation of the Yellow Card will be in accordance of the RAS Rules that accompanied this card, and full wording of the Yellow Card system is available to view on the RAS website. INSURANCE Franklin A&P Society will not be held liable for loss or damage to exhibitors/competitors or their property whilst on the grounds. Franklin A&P Society will not be responsible for any claim. The Society will not be held responsible for any accident that may occur in competition or that may occur from machinery or other exhibits or plant belonging to exhibitors, competitors or the Society and it is a condition of entry that such exhibitor, competitor or visitor shall hold the Society blameless and indemnify it against any legal proceedings from any accidents caused. JUDGING & PRESENTATION OF EXHIBITS Competitors must have their entries ready for judging at the times stated, or they will be liable for disqualification. No distinguishing mark of ownership or stud name, with the exception of registered brands, may be attached to the animal exhibited or the handler. IN HAND HORSES & PONIES For in Hand classes, all stock are to be led clockwise with the attendant on the near side. Attendants are requested to be suitably attired when parading horses in the ring. Jodphurs or breeches, short or long riding boots, shirt & tie (or stock), waistcoat or riding jacket. Riding hats and gloves are optional. Alternatively, a long sleeved shirt & tie, trousers or slacks, waistcoat or jacket. Ladies may wear a skirt (not tight or see through). Protective footwear that covers the upper part of the foot must be worn. EVENT CANCELLATION If the show is abandoned or postponed due to any reason beyond the control of the Show Organiser, the Show Organiser is under no obligation to refund in whole or in part, any payments made by the exhibitors. Any refund will be made at the discretion of the (Franklin) Agricultural and Pastoral Society. Please ensure that a copy of your height certificate and performance cards accompanies your entry form. Entries close 18 th January 2013 Late entries will be accepted until Friday 8 th February with a 50% late fee. 3
