ARTICLE 1 - ORGANISATION 1.1 Nature of The Event The Event shall be known as the Tumut Valley Rally, herein after referred to as The Event, and shall be conducted as a meeting. The event will be the final round of the Gary s Motorsport Tyres NSW State Rally Championship and the 2014 Techworkz Automotive ACT Regional Rally Series. The Event shall be a special stage rally. The event shall be conducted on Saturday 18th October 2014 over Public and Forest roads wholly within the NSW State Forests. The event is a competitive event, designed to test the skills of the driver and codriver, and the reliability and mechanical condition of the competing vehicles. 1.2 Authority The event shall be conducted under the general provisions of the International Sporting Code of the FIA, the National Competition Rules (NCRs) of CAMS Ltd, the National Rally Code (NRC), the NSW Directors and Checkers Manual, the NSW Competition and Organisers Conditions these Supplementary Regulations and any further regulations which may be issued by the organisers and approved by CAMS Ltd, using A to A timing - event type 4; as per National Rally Code 1.33. Helen Mulholland Event Checker Area Coordinator Laurie Cunningham (Coal Mullet) Frank Brookhouse 1.8 Official Address All correspondence must be addressed to:- The Event Secretary 2014 Tumut Valley Rally PO Box 564 Dickson, ACT 2602 No responsibility will be accepted by the Organisers for any correspondence sent to any other address. 1.9 Alteration to, Abandonment, or Termination of the Event In accordance with Section 6.9 of the Rally Code, the Organisers reserve the right to abandon, alter or terminate the event at any point. ARTICLE 2 - Competitors and Entries 2.1 Licences A minimum of a current and valid CAMS Clubman Rally Licence (CRL) for the Competitor and Driver as well as a current and valid Civil Licence for the Driver, must be presented to the Organisers at Documentation Verification. The Competitor must hold a current and valid CAMS Licence. The Co-Driver may hold a current and valid CAMS CRL or CRLN, and if the Co-Driver does not hold a Civil Licence, then a declaration must be signed stating the Co-Driver will not drive the vehicle during the event. 2.2 Entries 1. Entries open upon publication of these Supp. Regs. 2. Entries close Monday 13th October 2014 at 6.30pm. 3. Crews are requested to supply one Official to assist in the running of the event. 4. The entry fee will be refunded in full if: an entry is not accepted; or the rally does not take place; or an entry is withdrawn in writing no later than 6.00pm Tuesday 14th October 2014. Entries withdrawn after this time will be subject to a penalty of 25% of the entry fee. A vehicle that fails scrutineering will not be eligible to compete and the organisers (NCR 72) will retain the entry fee. Also, if for reasons of force majeure, duly recognised by the Stewards of the Meeting, a competitor is unable to start the rally, 100% of the entry fee may be refunded. 5. The organisers reserve the right to refuse the entry of any entrant or crew member in accordance with NCR.83 2.3 Entry Fee 1. The Entry fee for the NSW Rally Championship Section of the event will be $540.00 with a discount of $20.00 if either of the crew is registered for the NSW rally Championship. 2. The Entry fee for the ACT series event will be $380.00 3. The entry fee includes: i. The registration of service crews ii. One (1) Set of Road Books iii. One (1) Set of Service Instructions iv. Public Liability Insurance v. Personal Accident Insurance for both crew members and service crew vi. Forest levy and administration charges vii. CAMS Permit fee viii. Paramedic Services ix. Communications and vehicle tracking x. & Prizes xi. Any other fees that may have been levied against the event organisers Page 6

xii. Tickets to the Buffet for driver and co-driver (additional tickets will be available at a cost of $20.00 each). 3. Cheques and Money Orders are to be made payable to: Brindabella Motor Sport Club 2.4 Number of Entries Entries will be limited to sixty (60) competitors. Should this number be exceeded then priority, in order of receipt, will be given to: - Gary s Motorsport Tyres NSW State Rally Championship Registered Competitors - Techworkz Automotive ACT Regional Rally Series Registered Competitors - BMSC Full Members - Others 2.5 Entries to be sent to The Event Secretary 2014 Tumut Valley Rally PO Box 564 Dickson, ACT 2602 Entries MUST be complete and be accompanied by the entry fee. Telephone entries will not be accepted. Fax entries and entries by electronic means will be accepted in accordance with NCR 81. The organisers accept no responsibility for any entry sent to any other address. 2.6 Starting Order The starting order will be determined by using any information available to the organisers, including but not limited to, ACT and NSW Seeding Lists, Previous results. The seeded list of entries will be available on www.bmsc.com.au on Wednesday 15th October 2014, and subsequently be made available at scrutineering Wednesday 15th October 2014. 2.7 Change of Entry Entrants may at any time up to the close of Competitor Documentation on Saturday 18th October 2014, change the vehicle or crew members upon written notification to the Clerk of the Course. A change of driver may necessitate the competitor to be reseeded. 2.8 Crew Eligibility Crews will comprise of two persons only. The same crew will be required to compete throughout The Event. 2.9 Competitors Briefing A competitors briefing will be held at 9.30am Saturday 18th October 2014 at the start venue. It is required that at least one (1) member of the crew and one (1) member of the service crew attend the briefing. Page 7

ARTICLE 3 - DOCUMENTATION AND SCRUTINY 3.1 Documentation 1. Competitor Documentation will be carried out as per section 3.3 below. 2. At Competitor Documentation competitors will be required to present both Civil and CAMS Competition Licences, Vehicle Log Books, CAMS Car Club Membership, Green Slip Insurance Papers and Registration Papers. 3. Road Book, Service Instructions, Competitors Numbers and Advertising will be issued at Competitor Documentation on Saturday 18th October 2014. The Time Card for the start of Section 1, will be issued on Saturday 18th October 2014 at least 2 minutes before each crews due start time. 3.2 Scrutineering Pre-event Scrutiny to ensure compliance with these regulations shall be carried out as per 3.3 below or during the week prior to the event by a CAMS Approved Scrutineer. The Organisers reserve the right to examine vehicles at any time during The Event and ensure compliance with the regulations before the vehicle may continue. Post-event scrutiny, for eligibility, may be carried out at the finish of The Event. 3.3 Timetable for Competitor Document and Scrutineering 6.00pm to 8.00pm. Wednesday 15th October 2014 at Total Traction Services, Unit 1a Gillott St, Belconnen, ACT. All Entrants with residential address in areas with postcodes 2600-2620 or 2900-2914 must present their vehicles for scrutineering on Wednesday 15th October 2014. Local competitors who wish to make alternative scrutineering arrangements must make application, in writing, to the Clerk of Course. Any competitor who cannot attend scrutineering Wednesday 15th October 2014 must be regionally scrutineered unless a request is made in writing to the event organisers to be scrutineered on Saturday 18th October 2014. Vehicles which have passed Regional Scrutineering will not be required to present for a safety check on Saturday morning. ARTICLE 4 - VEHICLES 4.1 Vehicle Eligibility 1. Vehicles must comply with the regulations for either Australian Production Rally Cars, FIA Group A, N, R series, Group N(P), or CAMS recognised classic or club rally cars as stated in the 2014 CAMS Manual of Motor Sport. Schedule R vehicles are eligible to compete but will not score points toward any series. 2. Competitors are reminded of NRC Article 6.3 (vii) in relation to the fitment of rollover protection as specified in Schedule J. Competitors are also reminded of the requirements of Schedule K. 3. Documentation establishing civil registration must be presented at Competitor Documentation. NSW UVP s will be considered as valid registration. 4. All vehicles must be covered by a current and valid CAMS Vehicle Log Book which must be presented at Competitor Documentation. 5. Proof of Compulsory Third Party Insurance for this event, eg. Vehicles Green Slip must be provided at Competitor Documentation. 6. Where a vehicle is fitted with an oil catch-can, the catch-can must be made of metal. 4.2 Categories. Categories are as follows 4WD Cup. 2WD Cup. 4.3 Classes. Classes are as follows FWD Cup RWD 0-2000cc RWD 2001cc and over. 4.4 Exhaust Noise 1. All vehicles will be required to conform to Schedule R, Article 7 of the NRC s and may be tested in accordance with the method in the Rally Code. 2. Competitors are reminded of Rally Code regulation 4.6 (iv) in relation to broken exhausts. 4.5 Safety 1. Safety requirements for the crew and vehicle will be as per the CAMS 2014 Manual of Motor Sports. Particular attention should be paid to Schedule A of the NCR s & Schedule R of the NRCs. 2. Special attention should be paid to Schedule R items 13 (i), (ii) and (iii). ARTICLE 5 EVENT DETAILS 5.1 Rally Headquarters Rally headquarters for The Event will be at: Bondo Airstrip, Argalong Road, Bondo, NSW. Rally headquarters will be open from 0800 to 1830 on Saturday 18th October 2014. Page 9

Directions to Rally HQ from Tumut (Snowy Mountains Highway) From the Snowy Mountains Highway, turn onto the Wee Jasper Road. After 2.7 kms, turn right onto Bombowlee Creek Road (Signposted Canberra). (NOTE: Bombowlee Creek Road becomes Brindabella Road) Follow until the Brindabella 10km Marker (Approximately 29kms from Wee Jasper Road) then turn right onto Argalong Stock Route Road (Signposted Bondo Airstrip). HQ is 400m along Argalong Stock Route Road. Service Park Argalong Stock Route Road (Bondo Airfield) 5.2 Event Format Competing vehicles must be present at the start control within ten minutes prior to their schedule start time. The Event will be conducted in 2 Sections, the Gary s Motorsport Tyres NSW State championship being 7 Special Stages and the 2014 Techworkz Automotive ACT series being 5 Special Stages. Section 1. First car will start from Rally HQ at 10:00am and finish at Rally HQ at 12:04pm. Total distance is approximately 128 kms including 3 special stages with approximately 77 kms competitive. Two Service Breaks have been provided (Both at Bondo Airstrip). Section 2. First car will start from Rally HQ at 1:54pm and finish at Rally HQ at 4:24pm. Total distance is approximately 111 kms including 4 special stages with approximately 71 kms competitive. One Service Break has been provided. The ACT Competitors will finish at the service break after SS5. The event dinner will be held at the RSL Club, at approximately 7:30pm with a presentation at 9.30pm. 5.3 Timing and Event Details The event will be run using A to A Timing, as NRC 1.33 with the exception of Article 1.11 Exclusion (Late Time) Appendix A. There will be no penalty for early arrival at the final control of The Event. 5.4 Late Time Late time will be 20 minutes per section with a total for the event of 40 minutes. Page 10

5.5 Servicing 1. The maximum distance between service points will be approximately 90 kms including approximately 58 kms competitive. The maximum distance between refuelling points will be approximately 90 kms including approximately 58 kms competitive. 2. Pump fuel will not be available during the event. 3. Service instructions will be issued with the Road Book. ALL servicing to be carried out at the Bondo Airstrip Service Area. Penalty for Servicing outside of the Service Park will be a minimum of exclusion. 4. Service crews must be registered with the Organisers. 5. No service vehicle may be driven on a competitive stage or a road banned to service vehicles during the running of the event without the express permission of the Clerk of Course and/or Stage Commander. 6. Behaviour of service crews - (i) Competitors will be responsible for ensuring that any service vehicle associated with their entry complies with all appropriate regulations and official instructions. Breaches of any regulation or official instruction will result in a report to the Stewards. (ii) A fine may be applied by the Stewards if the users of service vehicles are observed acting in a manner contrary to the interests of the sport, as per Clause 7.6 (viii) of the Rally Code. The action will include Speeding, dangerous driving, blocking access roads to spectator points, etc. ARTICLE 6 - GENERAL INFORMATION 6.1 Maps The organisers will supply all maps. 6.2 Abbreviations Abbreviations shall be as per the Rally Code. 6.3 Odometer Check The survey car recorded 5.00 kms between the Brindabella 4km Marker post and the Brindabella 9km Marker post on Brindabella Road. From Rally HQ, turn left onto Brindabella Road and travel towards Tumut. The yellow marker posts are on the Northern Side of the road. 6.4 Route Instructions 1. The event will be fully route charted 2. Tulip diagrams will be provided, but the written instructions are to take precedence should any conflict in interpretation be encountered. 3. No closed gates will be encountered in competitive stages during the event. 6.5 Penalties 1. Penalties will be applied as per article 5.3 of these Regulations. 2. Early arrival at Time Controls - one minute per minute or part thereof. 3. Late arrival at Time Controls will be deducted from late time. 4. Competitors are reminded of the penalties for exceeding speed limits, Clause 5.2(iii) (p) 1 and 2, in the Rally Code. 5. The Clerk of Course reserves the right to take into account all officials documents when compiling the results, including control cards, etc., and to correct any verified recording errors. Page 11

6.6 Results 1. The results are official and final, one hour after posting of results, should no protests on the results be received. 6.7 Finishing Qualifications 1. It will be necessary to complete 100% of the route, Section 1 and Section 2 under the competing vehicles own power to be deemed a finisher and feature in Outright results. 2. Any crew which fails to report to any of control or enters or leaves any control in other than the prescribed direction, shall be deemed to have retired from the event, the route being that as set out in the Route Instructions for each crew. 6.8 Speed and noise 1. Officials who may be CAMS Observers and who will be Judges of Fact, may be appointed to measure the speed and noise of competing vehicles. All competitors and service crews are advised that a CAMS approved Noise Meter and/or Radar may be in use on liaison sections or service access roads to the event, to measure the noise and/or speed of competing vehicles and/or service vehicles. Penalties for competitors will be as per the CAMS Manual of Motor Sport. Any service vehicle which is found to be exceeding the posted speed limit or the speed limit advised in the service instructions, will have the following penalties applied - - exceeding the limit by 10km/h - $100.00 fine - exceeding the limit by 20km/h - $200.00 fine - exceeding the limit by 30km/h - $300.00 fine - repeat offenders will be reported to the Stewards of the Meeting. 2. Competitors are reminded that they may be held responsible for the actions of their service crews, as per Clause 7.6(viii) of the Rally Code. ARTICLE 7 SAFETY OF COMPETITORS 7.1 Non-Injury Stoppage on a Special Stage or Closed Road Section In the event of a stoppage by a competitor which requires no medical assistance the competitor must: Immediately place triangles to warn following competitors. Place the OK sign (on the rear of the Route Instructions) on the vehicle in such a position that it remains clearly visible to all following competitors. All competitors stay as close to their vehicle as is safe to do so. If able to get the vehicle going, and wish to move it, do not leave the stage via another route proceed for the full length of the stage, in the correct direction. 7.2 Accident involving Injury Any competitor involved in an accident requiring assistance for a trapped or injured crew member should: Immediately place triangles to warn following competitors (unless incapable of doing so). Display the cross (on the rear of the Route Instructions) in a prominent position, visible to ALL COMPETITORS. 7.3 Any competitor coming on another competitor involved in an accident must: Stop, if the cross is displayed or if there is no visible sign displayed, and render assistance. If possible, contact Rally Command by mobile phone or radio, noting car number, cumulative distance to the accident site, and if known, general details of injuries sustained. Page 12

If unable to contact Rally Command, write down the accident details, stop the next competitor and have them proceed immediately to the next SOS point or Special Stage Stop Point with the accident details. At the first practical time, fill in an incident report fully detailing the incident, and pass it to the Clerk of Course, CRO, or Control Official. 7.4 Failure to comply with these regulations will result in a report to the Stewards. A penalty can be applied at the discretion of the Stewards up to and including exclusion. ARTICLE 8 - REMINDERS 8.1 Overtaking and Obstruction As per the National Rally Code 5.9. 8.2 Protests Must be lodged in accordance with Part XII of the NCRs. 8.3 Appeals Must be lodged in accordance with Part XIII of the NCRs. 8.4 Lighting of Fires The lighting of fires at any time during the event is strictly forbidden. 8.5 Alcohol and Drugs During any event, consumption of alcoholic beverages in the paddock, pits or any other portion of the competition venue under the control of the officials is expressly forbidden until all practice or competition activity is concluded for each day. Any driver or crew member who is found to be affected by alcohol on the day of the event or practice therefore shall not be permitted to participate. Refer NCR 145A and 145B of the CAMS Manual of Motor Sport. In addition, the persons concerned will be subject to the articles of the Standard Operating Procedure for Alcohol Testing, the CAMS Anti-Doping Policy and the CAMS Illicit Drugs in Sport (Safety Testing) Policy. Competitors, crews or officials may be randomly tested for alcohol by a CAMS Accredited Testing Official (CATO) or other drugs at any time during the event(s). Other Prohibited Substances: the CAMS Anti-Doping Policy, as appears in the CAMS Manual of Motor Sport, and as amended from time to time, recognised as an integral component of the NCR and is duly authorised as such. In any areas where the National Competition Rules and the CAMS Anti-Doping Policy conflict, the CAMS Anti-Doping Policy will apply. Additionally, in any areas where the National Competition Rules and the CAMS Illicit Drugs in Sport (Safety Testing) Policy conflict, the CAMS Illicit Drugs in Sport (Safety Testing) Policy will apply. 8.6 Retirements Any crew retiring from the event must submit their road cards to the Stage End Control or the Sweep Car. Without this performance record the crew may be excluding from the results. Please pay particular attention to this requirement, as much undue delay and inconvenience has been caused to Sweep Cars and Control Officials in the past. Crews may re-join the rally: Crews may re-join the rally subject to approval from the Clerk of Course. All re-joining vehicles must be scrutineered for safety and must re-start at a Time control nominated by the Clerk of Course. Crews utilising the re-start provisions will not feature in the overall results and for the purposes of State and ACT Series will be deemed as a non-finisher. 8.7 Reconnaissance and Pace Noting Pacenotes are banned from this event. Any person found with pacenotes will be reported to the Stewards, by way of a formal charge, who may impose a penalty up to and including exclusion from the event. Page 13

Pacenotes shall be considered as notes in any form, other than the official documents or maps issued or authorised by the Organisers. Observers may be placed along the route to ensure compliance with this regulation. Crews may make notations of conditions during the first pass of a stage for reference during the running of a repeated stage. Notes in any other form other than the official documents issued or authorised by the organisers will not be permitted. Spot checks may be carried out.
