Cde f Cnduct The Kankakee Valley Park District is cmmitted t prvide a safe, clean, and fun envirnment fr all participants and guests. By ding s, participants are required t act apprpriately and are t be respectful f thers at all times when using Kankakee Valley Park District facilities. The fllwing guidelines are designed t prvide safe and enjyable envirnment fr all users. Patrns shall: Shw respect t all users and facility staff/supervisrs Take directin frm facility staff/supervisrs Refrain frm using abusive r ful language Abstain frm causing bdily harm t self, thers patrns, r facility staff/supervisrs. Refrain frm damaging the equipment, supplies, and facilities. A written r verbal warning will be given t patrns if the Cde f Cnduct rules have been vilated. If there is a secnd ccurrence patrns will be withdrawn frm the prgram r facility withut a refund. Purpse T prvide fr bth men and wmen a quality, cmpetitive, slw-pitch sftball league that ffers well-balanced divisins, prmtes gd sprtsmanship, stimulates grwth, and increases interest in the sprt f sftball at PNC Bank - River Rad Sftball Cmplex. Membership Each team seeking membership will cmplete a Kankakee Valley Park District League registratin frm, pay the league fee in full and cmplete a signed team rster befre being included n the league schedule. N schedules will be sent until a signed rster is turned in by the team manager t the Bird Park Administratin Building. All KVPD teams will be sanctined with the NSA and managers will receive a 2012 NSA rulebk and screbk. Scheduling The Kankakee Valley Park District will schedule all league games. We will be implementing TeamSideline.cm/Kankakee this seasn. Team Sideline will assist in scheduling. Schedules will be available 24/7, and standings will be updated at the end f each night. Email messages, text messages, and rain dates can be directly sent frm the scheduling prgram. T access team sideline g t ur website www.kvpd.cm, Kankakee Valley Park District tab; Adult Athletics. This page has a link t Team Sideline t view schedules, standings, and turnament brackets. The Athletic Manager will accmmdate teams as much as pssible. Every effrt will be made t reschedule rainuts. Rescheduled games that cntinue t be rained ut may be remved frm the riginal schedule withut refund frm the Park District. In case f rainuts, team managers will be ntified via email at least three (3) days prir t the rescheduled date. The Kankakee Valley Park District reserves the right t use days ther than nrmal league days if necessary. Entry Fees The league fee must be paid in full and rsters turned in BEFORE participating in any game. Teams will frfeit games until entire entry fee is paid. NO REFUNDS ON DEPOSITS. 3
League Rster Each league team must submit a printed fficial Kankakee Valley Park District League Rster/Waiver signed by every player and manager and returned t the administratin ffice lcated at 893 W. Statin, befre a schedule will be emailed ut. Preliminary rster may be requested t determine strength f team and divisin placement. Rsters can be accessed nly by the site supervisr and Athletic Manager. Team managers are NOT allwed t view ther team rsters AT ANY TIME. KVPD will be ding randm rster checks t verify all team members are legal, during the regular seasn as well as during turnament play. All players must have a picture ID with them t each game. All rsters are final nce they have been turned in t the main ffice. If a player must be added t fill in fr an injured player, wrk schedule changes, r anther situatin arises, the team manager must cntact the athletic manager. Yu will be able t sign rsters at River Rad. If yu have extra players that yu want t be added t yur rster, add them befre the rster is turned in. Rsters are frzen after the secnd game f the seasn and are frzen frm the final game f the seasn thrugh the playffs. All hand writing n rster must be legible r that player will be cnsidered and illegal player and will nt be able t participate. Players can nly play n ne team per night. Fr example, yu cannt play Men s Upper and Men s Lwer, but yu can play n a Men s Open team and upper team n Wednesday, Upper (nly this year). Yu may play n league team per night. If yu play n mre than ne team yur team will frfeit. A player has t play a minimum f (2) games in the regular seasn t qualify fr playff rster. Screbks must be kept with all player infrmatin. Awards 1 st - 2 nd place trphies will be awarded fr the pst seasn turnament. Playing Rules NOTE: The 2013 N.S.A. Rulebk will apply in absence f league rules Participants must be 16 years r lder t play in this league. Persns less than 18 years must have written parental/guardian permissin prir t participating. Unifrms: Teams d nt have t have a team shirt; just have the same clr, and visible number n the back f shirt. Numbers can be printed, tape, r written using a marker. N metal spikes allwed in league play. Hme and Away Team: Team Sideline identifies wh the hme team and away team are, during the regular seasn. During playffs the higher seed will be cnsider the hme team. Official scre will be kept by hme team fr each game. There is a 5 minute grace perid t allw teams t get t their assigned field befre and between games. A team must have nine (9) players t start a game. Umpires watch is the fficial time If a team has 8 players at anytime then the game is a frfeit NOTE: N ut t be taken fr missing tenth persn A team can start with 10 and g dwn t nine fr any reasn. The tenth (10 th ) player may nly enter the game at the end f a cmplete inning. When he/she enters int the game, he/she must assume the number ten (10) batting psitin in the lineup. C-Ed team must have a minimum f 10 players (5) men and (5) wmen t start the game and finish the game. If a player gets injured and is unable t finish the game than the game can cntinue the team will just take an ut fr that player in the batting rder. A full team is 5 males and 5 females. (6/6 if the EP is used) Teams may nt play mre males than females at any given time. Mre females than males, at any given time are allwed. Batting rder must alternate. Placement f the fielders will be 2 females and 2 4
males in the utfield and 2 females and 2 males in the infield. Pitcher and catcher cmbinatin is t have 1 male and 1 female. (Teams may chse their psitins within these guidelines.) One and One cunt will be in effect fr all divisins. Ball Retrieval: Any ball hit ut f the field f play must be retrieved by hitting team. Tw-Strike Ful: If a batter hits a ball ful with tw (2) strikes, he/she is ut. Slaughter Rule: 20 runs after 3 innings, 15 after 4 innings, 10 after 5 innings Time Limit Rule: One hur time limit fr all Men s & C-ed Leagues. N new inning may start after ne hur. If the game is tied at the end f 7 innings r at the end f the time limit, tw additinal innings will be played, if a winner has still nt been determined, the game will end as a tie. (This des nt guarantee tw additinal innings, but tw innings max t break tie). During the turnament: Men s and C-Ed Leagues will be given a 1 hur. Hme Run Rules: Each divisin will have a limit per/game f hme runs. If players/teams exceed hme run limit, the ball is dead, the player hitting the hmerun is ruled ut and base runners return t riginal base. Extra Player Rule: The Extra Player is an ptinal player. Teams are nt required t use an EP. Yu may use tw EP s (have a ttal f 12 batters) If a team uses an EP, it must fllw these guidelines: i. EP must be in the lineup at the beginning f the game. ii. EP must remain in the same batting psitin the entire game. iii. EP may play any f the ten (10) defensive psitins at any time in the game. Curtesy Runner: {New Rule} The Curtesy Runner can be any player n the team rster. If the curtesy runner cmes t bat while n base it is an ut. Only ne curtesy runner per inning. a. Ced- a Curtesy Runner f the same sex may be used nce per inning fr a ttal f tw (2) curtesy runners per inning ne (1) male and (1) female. The curtesy runner must be f the same sex. Apprved Sftball Bats: Only NSA apprved bats are allwed! There will be a updated list psted n the bulletin bard at River Rad, yu can als find a current list at www.playnsa.cm under apprved equipment A player and manager are respnsible fr knwing if their bat is apprved. It is updated every Thursday. Altered Bat: An altered bat is ne whse physical structure has been altered by shaving r rlling r inserting freign bjects. Any player wh is caught with an altered bat will be suspended frm the league fr at least ne year. Litter: All teams must pick up litter in and arund their dugut at the end f each game. Please keep yur park clean! If teams d nt d s they will nt be allwed t start their next game. Alchl City and park rdinance prhibits alchlic beverages in all parks (this includes parking lts.) Clers with water and Gatrade will be allwed int the sftball cmplex. Teams and spectatrs with clers with utside alchl will frfeit the game, be ticketed, remved frm the park, and suspended frm the league indefinitely. Individuals under 40 will be carded. KVPD has t adhere t the law. Beer will be sld at the cncessin stand n all league nights except Church League Night. Accrding t NSA rules Alchlic Beverages are nt allwed n the field r in the dug uts. Bld Rule Any player wh is bleeding must be remved frm the game until the wund is bandaged and cvered. If there is bld n the unifrm, the unifrm must be changed r disinfected befre the player can re-enter the game. A curtesy runner will be allwed fr an ffensive player wh is being tended t. The curtesy runner will be the player n the same team that made the last ut in the current game. A defensive player can be substituted (curtesy substitutin) fr by an extra player n the bench r by the EP until the situatin is crrected. 5
Additinal Park Rules Park Ordinance prhibits vehicles frm driving n grass. There is n parking in the grass alng diamnd 2 and 3 r alng the fence and the spectatrs sitting area. Als there is n parking behind the cncessin stand r n the gravel rad leading t diamnds 4, 5, and 6. When parking d nt blck the entrances and exits, r blck ther cars in, and stay ut f restricted areas. Parking ticket(s) will be issued. N ne is allwed t take batting practice by hitting balls against any fence. N batting practice between diamnds. Players must stay ff the infields until game time. Yu are allwed t warm up, play catch, and take batting practice in the utfield befre game time. Rain Outs Players may call the weather line at 815-939-1311 (Push 5, then push 1) after 4:00 pm t hear if games have been pstpned r cancelled due t rain. Als check the TeamSideline.cm/kankakee fr weather related annuncements. Occasinally sme diamnds will be playable after rain, and sme wn t. If games n certain diamnds have been canceled, this inf will be n the weather line as well as TeamSideline.cm/kankakee The game is nt fficial if the game is played less than 4 ½ innings with the hme team ahead r 5 innings with the visiting team ahead. The rules are based n the standard baseball rules. THE KANKAKEE VALLEY PARK DISTRICT RESERVES THE RIGHT TO ADD OR AMEND RULES AT ANY TIME! Player Cnduct Players, caches, managers r ther team members will nt make disparaging r insulting remarks t/r abut ppsing players, fficials r spectatrs; r cmmit ther acts that culd be cnsidered unsprtsmanlike cnduct. Any language spken that is ffensive in nature will be cnsidered t be unsprtsmanlike cnduct and subject the ffender t suspensin r expulsin frm the league. Any bat thrwing, deemed as dangerus by the umpire(s), will be cnsidered t be unsprtsmanlike and subject the ffender t suspensin r expulsin frm the league. Upn ejectin frm a game, the player, cach, manager, r spectatr must immediately leave the grunds fr the remainder f the day/night. If necessary plice will be called and the situatin will be handled accrding t the City s guidelines and prcedures. Ejectins/Suspensins Any player ejected frm a game can be subjected t a ne game suspensin and further actins may be taken such as suspensin frm additinal games, league, and/r park. Any player ejected twice during the seasn will subject themselves t further suspensin AND expulsin frm the league. Length f suspensin will be determined by the Superintendent f Recreatin and Athletic Manager. Frfeits If a team des nt have nine (9) players at game time, they will frfeit the game. If bth teams d nt have nine (9) players at game time, bth teams will frfeit. A team that frfeits tw games will receive a written warning. Further frfeits may lead t the team being drpped frm the schedule. Any team using a player that is nt n the team rster will frfeit the game and any ther games in which the illegal player was used. Eligibility Prtests Eligibility prtests may be made at any time prir t the end f the game and are encuraged. Eligibility prtests shuld be made as sn as the ineligible player is discvered. It is very difficult t prve 6
ineligibility if the player has left the field. Therefre, we encurage teams t cntact the Site Supervisr and Athletic Manager immediately. The requesting team must als submit fr the eligibility prtest. If yu re playing a team and yu feel the team has illegal players playing, yu can prtest. If the ther team is fund at fault they WILL FORFEIT GAMES IF PLAYERS ARE ILLEGAL. Prtests In all cases the captain must ntify the umpire IMMEDIATELY f the prtest prir t the next pitch. The prtesting team must infrm the ppsing team the Site Supervisr and r Athletic Manager f their intent t prtest. The prtest being made must be dne befre the next pitch r, if it is the last ut f the game, befre the umpire leaves the field. A cmplete written statement signed by the manager explaining in detail, the event and the rule that was vilated must be submitted within 24 hurs by the prtesting captain t the Athletic Manager. There is n fee fr an eligibility prtest, if at fault game will be frfeited. A $75.00 cash prtest fee must accmpany the written prtest. Rster prtest mney will nly be refunded if the prtest is upheld. Hme team (fficial screr) will mark the scre bk at that pint and the hme plate umpire will initial the scre bk. The umpire will then rule n the prtest; if it is a rster prtest, the umpire will have t cnsult with the Site Supervisr and r Athletic Manager. The game will cntinue frm the pint where it was stpped if prtest has been settled. If the umpire and Site Supervisr and r Athletic Manager cannt reach a decisin n the prtest, the prtest is tabled and the game will cntinue frm the pint f interruptin. The prtest will then be ruled upn the next day by a prtest cmmittee (Site Supervisr, Athletic Manager, Umpire-In-Chief and game umpire (s). It is the respnsibility f all managers, t knw the KVPD League Rules and by laws and makes sure their team s caches, spnsrs, fans, and players understand the rules. 2013 Kankakee Valley Park District Summer League Rules Tuesday, Men s E 1 and 1 up Wednesday, Men s Upper 3 and 1 up Wednesday, Men s Lwer 2 and 1 up C-Ed 1 and 1 up (when upper vs. lwer & lwer vs. lwer) 2 and 1 up (when upper vs. upper) Wmen unlimited hme runs TIME LIMIT One hur time limit fr all Men s, Church & C-ed Leagues. N new inning may start after ne hur. If the game is tied at the end f 7 innings r at the end f the time limit, tw additinal innings will be played, if a winner has still nt been determined, the game will end as a tie. During the turnament: Men s, Church, & C-ed will be given a 1 hur time limit. N new inning will start after the 60-minute mark; expect fr the Champinship game(s) which will have n time limit. If the game is tied after the time limit additinal innings will be played until there is a winner. 8
